Los proyectos de cooperación por definición no pueden ser desarrollados por una sola persona o institución, pues siempre involucran un grupo o colectivos que juntos cooperan hacia un objetivo común. En el caso de este workshop, así como en el trabajo realizado en sitio, la cooperación entre universidades, gobierno local y la comunidad de Chamanga ha sido clave para su desarrollo de principio a fin. Es por eso que aprovechamos estas líneas para agradecer a nuestros socios académicos: la Pontificia Universidad Católica de Ecuador (PUCE), la Royal Melbourne Institute of Technology (RMIT) de Australia y la Universidad de Tokyo. PUCE, ECUADOR Dr Carmen Mendoza Arroyo Co-Director of the Masters of International Cooperation in Sustainable Emergency Architecture. Architect PhD in Urban Design and Planning. Assitant Director of the School of Architecture at the Universitat Internacional de Catalunya (UIC Barcelona). She combines teaching and research on the development of integrated approaches in urban regeneration projects. Specifically, she delves on a comprehensive methodology, with special attention to the physical and social characteristics of settlements in order to mitigate the social and spatial schism in our understanding of space, place and social order. She explores on design processes which incorporate an interscalar approach and the needs of local communities. Related to this line, she has developed plans, projects and research in the Metropolitan Region of Barcelona, and informal settlements in Latin America. Her second line of research encompasses reconstruction and urban strategies in the field of emergency architecture and post-conflict situations. In this line she is supervising research and focusing on methodologies for the physical and social integration of refugees.

Allison Koornneef Assistant Program Coordinator An Environmental Designer from Toronto, Canada and an alumni of the Masters course. She is currently a doctoral student at UIC researching public toilets in Mumbai, India and how the design of the toilet and the built environment influence gender issues.

Sergio Palleroni Visiting Professor at UIC Barcelona Architect and Co-founder of BaSiC Initiative, he has worked on housing and community developme in the developing world since the 1970’s, both for not-forprofit, governmental, and international development and relief agencies such as the UN, the World Bank, and goverments in Central and South America and Asia.

He is a Professor and Fellow of the Center for Sustainable Processes and Practices at Portland State University and has received numerous awards.

Santiago del Hierro Architect Él es un arquitecto e investigador en el campo del urbanismo. Actualmente es profesor agregado y coordinador de la Maestría en Diseño Urbano y Territorial en la Facultad de Arquitectura, Diseño y Artes de la Pontificia Universidad Católica del Ecuador. Ha sido también profesor invitado en el Instituto Berlage en Rotterdam y la Escuela Técnica Superior de Arquitectura de Valencia.

Como becario Fulbright, del Hierro obtuvo una Maestría de Arquitectura de la Universidad de Yale donde recibió el premio Schwarz de investigación para realizar estudios sobre expansión urbana en la Amazonía. Esta investigación fue luego continuada con el Jan van Eyck Academie en Maastricht, Holanda.

Durante los últimos años ha liderado desde la PUCE y junto a la Universidad de California en Los Angeles, iniciativas de investigación y diseño sobre urbanismo alternativo en la Amazonía ecuatoriana. Algunas de estas ideas han sido expuestas en conferenciasy exposiciones en Argentina, Bolivia, Brasil, Dinamarca, Ecuador, España, Estados Unidos, Holanda, Italia y Perú. Previo a establecer su estudio de diseño e investigación en Quito, trabajó en Joel Sanders Architect, Nueva York y en OMA, Rotterdam

ROYAL MELBOURNE INSTITUTE OF TECHNOLOGY Esther Charlesworth Professor in the School of Architecture and Design at RMIT University, and Academic Director of the new RMIT Master of Disaster, Design and Development degree.

She is also the founding Director of Architects without Frontiers (AWF).

Since 2002, AWF has undertaken over 40 health, education and social infrastructure projects in 12 countries for vulnerable communities, and has been described by ABC radio broadcaster Phillip Adams as ‘destined to develop into one of the greater forces of good on this battered planet’. Esther has published seven books on the theme of social justice and architecture, including: ‘Humanitarian Architecture’ (2014) and ‘Sustainable Housing Reconstruction’ (2015). toilets in Mumbai, India and how the design of the toilet and the built environment influence gender issues.

UNIVERSITY OF TOKYO Akiko Okabe Professor, University of Tokyo Architect and doctor in environmental studies. She studied architecture at the Faculty of Engineering of Tokyo University (1981-1985). She had worked at Arata Isozaki and associates in Barcelona till 1987. She has now field projects in both aging rural Japan and growing megacities in Asia. She has published several books including Barcelona: a Mediterranean City (2010), Sustainable Cities: Regional and Environmental Strategies at the European Level (2003), Euro-architects (1998), Megacities vol.6 Further Concentration in Megacities (co-authors, 2017), and Towards Urban Renaissance: Cities as Common Social Capital (co-authors, 2003). http://okabelab.wix.com/okabelab Mika Araki Project researcher, University of Tokyo She holds a Master in Engineering from the Department of Architecture at the University of Tokyo and her current research interests include comparing the differences between seismic design standards in South Asian countries, such as Philippines, and Japan. She also has 8 years’ experience as a structural engineer at Jun Sato Structural Engineers Co., Ltd., designing various types of architecture, and is a registered first class structural design engineer

UNIVERSITY OF PENNSYLVANIA David Gouverneur Professor in Practice Department of Landscape Architecture, University of Pennsylvania.

He was also an Honorary Professor of the Universidad Rafael Urdaneta, Maracaibo, Venezuela (2014) and the recipient of the G. Holmes Perkins Award for Distinguished Teaching at Penn Design in 2008 and in 2013. His professional practice focuses on urban plans and projects for historic districts, the rehabilitation of areas affected by extraordinary natural events, new centralities and mixed use districts, improvement of exiting informal settlements and planning ahead for emergent informal occupation, tourism/recreational areas, and the rehabilitation of cultural landscapes. His current area of research focuses on the notion of Informal Armatures, an alternative method to address the rampant urbanization in developing countries where a high percentage of the population already lives, and will live, in self-constructed areas. MĂłnica Salazar Architect, Former UIC Student Working experience includes public institutions, international NGOs, private entities and research projects, both in Ecuador and internationally. Eight years of working along with vulnerable communities towards participatory processes and urban upgrading. Nowadays involved with several reconstruction processes and projects along the Ecuadorian coast and teacher by the faculty of Architecture at Universidad San Francisco de Quito. Strong interests in humanitarian architecture, participatory design, innovative shelter solutions, informal settlements upgrading and the use of public space as a tool for social reconciliation and reconstruction.

Sebastian Oviedo El Frente, Quito Architect committed to processes that provide opportunities to and are shaped by everyone. His experience includes designing and advocating for permanent supportive housing in Seattle, where he practiced before returning to Ecuador.

While earning his B.Arch at the University of Oregon, he researched the housingurban design intersection and provided key leadership in multiple design-build projects aimed at strengthening local organizations. He is co-founder of El Frente, an architecture and research studio based in Quito.

Lorena Burbano, El Frente, Quito After gaining experience as an architecture student and intern in Ecuador, Lore received her Bachelors of Architecture at the University of Oregon, where she participated in several design-build projects working with underserved members of her community. Before returning to Ecuador, she worked on multiple mixedincome housing and historic preservation projects in the state of Washington.

She co-founded El Frente, an architecture and research studio in Quito.

ABOUT THE WORKSHOP

El 16 de Abril del 2016, un terremoto de 7,8 en la escala de Richter, sacudió Ecuador. Afectó poblaciones costeras, una de las cuales fue la Parroquia of San José de Chamanga. Entre un sesenta a setenta por ciento de las viviendas se destrozaron, dejando la línea de costa devastada. El terremoto también reveló los problemas de planeamiento preexistentes como por ejemplo la falta de servicios públicos básicos y el déficit de viviendas (Mi cometa evaluación de impacto Chamanga, 2016). Con el objetivo de contribuir al proceso de reconstrucción de Chamanga, este taller de dos semanas, en Febrero de 2017, liderado por UIC Barcelona y la PUCE tuvo el objetivo de contribuir al trabajo y esfuerzos que venían realizando instituciones locales y académicas. Este taller aplicó una metodología cuyo enfoque se basa en entender que el valor de un lugar radica en descubrir que forma parte de un ensamblaje social y físico, por medio del cual se puede generar una reconstrucción acorde a la identidad y cultura local. El análisis y propuestas consisten en clasificar y priorizar ciertas capas y espacios del territorio, que por su posición o valor cultural pueden ejercer de catalizadores de la reconstrucción de un lugar.

Para poder desarrollar un grupo de estrategias y proyectos concretos relacionados al sistema de espacios públicos y tejido urbano de Chamanga, este taller utilizó la documentación y el trabajo de campo y planes que han sido elaborados previamente por varios de los colaboradores al taller, con el objetivo de seguir sumando con una perspectiva distinta a su mejora.

On April 16th 2016, a 7,8 degree Richter scale earthquake took place in Ecuador. It affected the populations along the coast, one of which was the Parroquia of San José de Chamanga. Sixty to seventy percent of the houses collapsed, leaving the coast line as ground zero. However, the earthquake also revealed preexisting social and planning problems which have been occurring for decades and which the natural disaster enhanced such as the lack of basic public services and housing deficit (Mi cometa evaluación de impacto Chamanga, 2016).In order to contribute to the ongoing reconstruction process of Chamanga, this two-week workshop intends to contribute to the efforts and work being developed by the local institutions and academic partners. It introduces the students to a methodological approach, which understands place-making as part of a socio-spatial assemblage that can help identify and build spatial and social ties. The analysis and proposals consist in the classification and prioritizing of certain territorial spaces or layers, which offer more potential to enhance a positive transformation. It means working from the identity of the parts as well as the whole. In order to further develop a group of strategies and specific projects related to the open space layer and urban fabric of Chamanga, the workshop will build on the fieldwork and plans already developed by the various collaborators to the workshop, with the objective of adding a new perspective towards its betterment.

La motivación principal de este taller realizado entre la comunidad y gobierno local, y las universidades, es ayudar a vincular el conocimiento a la práctica, al ofrecer apoyo técnico para la realización de las necesidades de la comunidad, y al hacerlo, equilibrar la balanza hacia una situación de poder compartido. En este sentido, intentamos moldear propuestas sistémicas y contextualmente relevantes que incluyen propuestas que incluyen tanto lo social y físico. El taller enseña a los alumnos del Master a : • Trabajar de forma efectiva en equipo • Desarrollar una comunicación efectiva tanto escrita como oral para poder dar respuesta a las necesidades y preocupaciones de la comunidad local • Trabajar metodologías y herramientas de escala urbana y arquitectónicas para identificar las necesidades de los diversos grupos sociales y aplicar las técnicas y conocimientos adquiridos para dar respuesta a las distintas necesidades.

• Aprender a actuar de forma ética, y encontrar un balance entre el trabajo profesional y dar respuesta a los socios en el proyecto.

• Fortalecer la capacidad de los miembros de la comunidad de Chamanga para que puedan llevar a cabo mejoras en el espacio público y las viviendas con proyectos pequeños pero estratégicos.

• Asegurar que todo el trabajo realizado respeta y responde al proceso e iniciativas de desarrollo urbano iniciadas después del terremoto.

• Desarrollar y trabajar in situ sobre una acción concreta para un espacio público de Chamanga con el objetivo de contribuir al Plan de reconstrucción y para la comunidad Chamanga.

OBJETIVO El objetivo de este taller académico es desarrollar una diagnosis integrada sobre el espacio público

The motivation behind this community, local government and university workshop is to help link knowledge to action offering technical support to the realization of community’s goals, and by doing so, leveling the balance toward a situation of more shared power. In this sense, we intend to mold contextually relevant and systemic proposals that include both the social and physical perspective.

The intent of the workshop is to enable students to learn how to: • • •

Perform effectively in a team situation Develop appropriate written and oral communication skills for addressing community members’ concerns Work with urban and architectural methodologies/tools to target different needs felt by diverse social groups, and apply practical skills and knowledge learned elsewhere in the curriculum Learn to act ethically while maintaining a balance between independent and critical professional work and responsiveness to the partners in the project Build the capacity of Chamanga’s community members to carry out small and strategic open space and architectural betterment projects in Chamanga Ensure that all work developed respects and responds to ongoing post-earthquake urban development initiatives Develop and work on site on a specific betterment action for an open space of Chamanga in order to contribute to its reconstructive Plan and the community of Chamanga.

OBJECTIVE Our objective is to develop an integrated open space, housing (from typology to urban fabric) and socioeconomic diagnosis in order to deliver specific regenerative proposals in five areas which the local government was in need of alternative solutions.

PASO 1 DIAGNÓSTICO FÍSICO INICIAL IN SITU: identificar que condiciones deben ser reforzadas y mejoradas después de revisar los planes urbanos realizados por el planeamiento local , visitar y evaluar las intervenciones in situ.

PASO 2 ENFOQUE SOCIAL Los estudiantes deben incorporar los resultados y recomendaciones desarrolladas por las instituciones locales (Plan de Chamanga, evaluación social realizado por la PUCE, etc.) con respecto a la percepción de la comunidad de la vivienda, los espacios públicos y las condiciones socioeconómicas.

PASO 3 INTEGRACIÓN SOCIAL Y ESPACIAL DE LA INFORMACIÓN RECOLLECTADA Y PROPUESTAS ESTRATÉGICAS Evaluar la información sobre cada capa urbana (espacios públicos, tejido y typología y movilidad) con la finalidad de desarrollar propuestas que vinculen los resultados del analisis cualitativo con la comunidad y los resultados físicos. Las propuestas deben explicar cómo intentan ser implementadas y desarrolladas (los actores y comunidad involucrados, las fases, ideas de financiamiento, etc.) así como cuáles con las limitaciones y reflexiones.

PASO 4 PEQUEÑAS ACCIONES URBANAS Se desarrollará una intervención del grupo de pequeña escala sobre un espacio público in situ con la finalidad de contribuir en el proceso de reconstrucción de Chamanga.

METHODOLOGY The methodological process followed four steps: STEP 1 INITIAL PHYSICAL ASSESSMENT ONSITE Identify what conditions should be reinforced and bettered after reviewing the plans developed by the local and partner institutions, and visit the intervention sites.

STEP 2 SOCIAL APPROACHES Students will incorporate the results and recommendations already developed by the local institutions and collaborators (Plan de Chamanga, social assessment of PUCE, etc.) regarding the community’s perception with respect to housing, open spaces and socioeconomic conditions.

INTRODUCCIÓN INTRODUCTION

Nuestro viaje de estudio a Ecuador tuvo la intención de evaluar las necesidades más inminentes de los habitantes afectados por un terremoto que golpeó la región costera del norte de Ecuador a principios de 2016, para crear estrategias de reconstrucción en Chamanga, una pequeña localidad de pescadores en el estado de Esmeraldas. Con la ayuda de la comunidad local y la universidad de PUCE, se identificaron y definieron previamente áreas clave de intervención para seguir construyendo soluciones a partir de una base sólida, junto con instituciones asociadas de Tokio (Japón), Melbourne (Australia), Pensilvania (EE.UU.) y Delft (Países Bajos).

Fue necesario primero interiorizarnos y reconocer las problemáticas de la región afectada y comprender lo que se había hecho hasta el momento por parte del gobierno nacional y las autoridades locales, así como las instituciones asociadas. Luego de tener un panorama claro de la situación, nos acercamos a los residentes locales y líderes de la comunidad para obtener una percepción más realista y en primera persona de lo que había que hacer, para poder enfrentar los desafíos y las esperanzas de los residentes locales. Al dividirnos en cinco grupos, pudimos proponer soluciones específicas a una diversidad de necesidades.

Nuestro grupo se centró en la revitalización del campo de fútbol para reincorporar a Chamanga como la capital del fútbol regional, incrementando así la moral y renovando el entusiasmo de la comunidad por las actividades deportivas, trascendiendo otras divisiones sociales. El mejoramiento de la cancha de fútbol facilitaría la creación de una base de soporte, incrementando la participación ciudadana y el entusiasmo por el campeonato regional. El impacto social del terremoto y el razonamiento de nuestra propuesta tenían sus raíces en dos cuestiones principales: el hecho de que la cancha de fútbol se encuentra en una zona propensa a inundaciones y por debajo del nivel estimado de tsunami, y el aumento del consumo de drogas por

Our fieldtrip to Ecuador had the intention of assessing the most imminent needs of the inhabitants affected by a severe earthquake that struck the northern coastal region of Ecuador during early 2016, towards creating reconstruction strategies for Chamanga, a small fishermen town in the state of Esmeraldas. With the help of the local community and university of PUCE, key areas of intervention where previously identified and defined in order to keep building up solutions from a solid ground base, together with international partners from Tokyo (Japan), Melbourne (Australia), Pennsylvania (USA) and Delft (Netherlands).

Our first steps were internalizing and acknowledging the problematics of the affected region, and comprehending what had been done till present-day by both the national government and the local authorities, as well as the institutions associated. As soon as we had a clear panorama of the situation, we engaged with the local residents and community leaders to get a more realistic, first-person insight and perceptions of what had to be done, to be able to address the challenges and hopes of the local residents. By dividing us in five groups, we were able to propose specific solutions to a diversity of needs.

Our group focused on the revitalization of the football field site in order to reinstate Chamanga as the football capital of the region, which could inherently raise the morale and rejuvenate the enthusiasm of the community, transcending other social divisions. Improving the football field site and its infrastructure, would demand building supporter base, increased participation and translate into raising excitement about the championship season.

The social impact of the earthquake and the reasoning behind our proposal had its roots in two main issues: the fact that the football field site lies on a flood-prone zone and below the estimated tsunami level, and the increase of teenage drug use, which became acute with the loss of the arts and cultural center and deterioration of the sporting facilities, which lead to a general disengagement of the community. The fact that the devastation that

Además, la pérdida de viviendas condujo a una merma de las rutinas y actividades cotidianas como la preparación de comida, lavado de ropa e higiene familiar, rituales que representan el corazón del vínculo familiar. El daño a las infraestructuras como el lavadero público, la cancha de fútbol, las gradas, los cobertizos y los servicios cívicos como la recolección de basura, debilitó aún más las oportunidades para la cohesión social. Teniendo en cuenta que después del terremoto el espacio no se utilizó exclusivamente para actividades deportivas, sino que comenzó a albergar actividades caritativas, religiosas y de higiene, así como una carpa del UNICEF usada para el cuidado extracurricular de niños—debido a la cercanía del terreno a la escuela—, el objetivo fue mantener estas actividades en funcionamiento para ofrecer una amplia gama de oportunidades para la comunidad, así como fomentar programas de capacitación y actividades que pudieran aumentar la participación comunitaria de miembros de todas las edades y géneros, y mejorar las actividades de vinculación social que rodean los rituales diarios.

followed the earthquake required families and housing to be relocated, this divided family bond and dislocated social networks, weakening the overall community’s ability for collective action to solve any crucial problem to recover from the disaster. The loss of family home also meant the loss of daily routines and activities such as food preparation, laundry and family hygiene, chore rituals in the lives the community’s members.

Damage to infrastructure such as the communal laundry, football field, seating, shade structures and civic services like rubbish collection, further debilitated opportunities for social bonding.

Considering the space was not used exclusively for sports-related activities after the earthquake, but hosted a UNICEF tent used for after school care—and maintained by volunteer children—, as well as a new area for charity, religious purposes and communal laundry, the goal was to keep these activities running in order to offer a wide range of new opportunities for the community, and foster training programs and activities that would increase community participation from all ages and genders, and improve social bonding activities surrounding daily rituals.

La propuesta de nuestro grupo se focalizo en los ases vehiculares/peatonales principales que determinan la forma urbana del centro de Chamamga: calle San Jose y las tres perpendiculares con sus escaleras que la atraviesan. La idea de nuestro proyecto fue comenzar con algunos interventos simples, inmediatos y de bajo costo con el objetivo de mejorar la imagen de Chamanga.

Llegamos a sugerir estas actividades despues de un proceso de investigacion en el area a traves de la observacion directa y entrevistas no estructuradas.

Our group proposal for Chamanga reconstruction focused on the main vehicular axes: the main street San Jose and the three perpendicular staircases that cross it. The idea of our project was to start from easy, immediate and relatively cheap actions in order to improve the image of Chamanga.

We have been able to give suggestions after a detailed understanding of the area through observing and unstructured interviews.

Definimos la calle San Jose como la calle civica de la ciudad, con un uso prevalentemente peatonal excepto para el paso del transporte publico. Con el objetico de mejorar la vida de esta arteria individuamos algunas propuestas basicas: proveer the luces, bancos y sobre todo sombra. Para la eleccion de los arboles, concomitantes con los miradores, tuvimos en cuenta la necesidad de distinguir cada mirador con una especie diversa en modo de poder identificarlos facilmente.

Estos miradores, ademas de cumplir la funcion de lugar de encuentro adapto a distintas actividades sociales, culturales, comerciales, deportivas, etc, han sido pensados como puntos de informacion publica en caso de emergencias.

First of all, we defined San Jose road as the main civic road, intended to be mostly pedestrian but also as public transportation path. To ameliorate it, we individuated some basic proposals: to improve amenities (lighting, benches, etc.), for example shading the area through planting different kind of trees which can easily identify the bay windows (miradores) as meeting places in correspondence of the staircases and to increase mixed use for daily activities (such us shops, bars, cultural-sports events, etc.) and also be used as information point in case of emergencies, better described below.

Ademas del trabajo de proyectacion nuestro objetivo era dejar una senal tangible en el contexto urbano, aunque muy pequena, de nuestro proyecto, por este motivo focalizamos nuestra atencion y esfuerzo en la escalera principal. Esta conecta el malecon mas importante, completamente destruido durante el teremoto, con la Iglesia y la plazoleta che la precede. Esta plaza con el templo era el punto de reunion mas importante de la ciudad, hoy en dia muy deteriorado. A pesar de la destruccion nosotros consideramos este lugar como estrategico para la vida social de la comunidad ya que conecta el extremo mas alejado, la playa y la parte mas alta de la ciudad donde se encuentra la plaza con la Iglesia precisamente sobre la via San Jose, identificada como la calle civica. Ademas, antes del terremoto, esta escalera no era usada solamente como via de transito si no como lugar de eventos sociales y culturales, la gente se reuniva a escuchar a los musicos que se exhibian alli. Durante nuestra visita pudimos constatar que la escalera estaba totalmente descuidada y por lo tanto decidimos portarla “a la vida� con trabajos de limpieza

In particular, due to the possibility to realise something immediately, we focused our attention and efforts on the first staircase, this axis connects the longest breakwater (malecon), completely destroyed by the earthquake, and the church with its plaza, key meeting place for the population, nowadays very deteriorated. However, we considered it as a strategic area connecting the bottom, the shore, and the upper part of the village and what we have considered its civic road. Moreover, before the earthquake, the staircase was used not only as crucial crossing/connecting path but also as public space where musicians used to play and people enjoyed. At the moment of the workshop, also the staircase was ruined and neglected. Thus, the main aim of our proposal became to enhance its latent social value. In order to draw up a more complete design, we defined along the entire axes different zones

Con el objeto de dar una vision de conjunto al proyecto definimos, a lo largo de todo el asse, diferentes zonas donde fueron identificadas multiples funciones: ZONA RECREATIVA Y ECONOMICA: en el malecon, con el objeto de impulsar la pesca y su comercializacion y la actividad turistica. ZONA FLEXIBLE: se encuentra al comienzo de la escalera principal y podria albergar, entre otras actividades, espacios para dejar las bicicletas, triciclos usados por los vendedores, etc. ZONA SOCIAL Y CULTURAL: la escalera principal, la plaza y la Iglesia, donde el espacio ocupado por estas ultimas ha sido evidenciado por una pavimentacion especifica che da risalto a su funcion de encuentro social, de manera de promover el sentido de comunidad durante los eventos civicos, festivales y cualquier otro actividad de interes social. ZONA PRODUCTIVA: muy importante evidenciar la necesidad de la conservacion de los manglares.

Para cada zona el proyecto ha propuesto acciones que se podran desarrollar en un corto, medio o largo periodo de tiempo.

Durante el workshop tuvimos la oportunidad de poner en practica una minima parte de nuestro proyecto.

Nosotros, los estudiantes, con la colaboracion de algunos abitantes de Chamanga, contribuimos al mejoramiento de la escalera principal como uno de los primeros pasos para la reconstruccion de la ciudad.

La idea era crear un espacio seguro con los pocos elementos con los que contabamos. Despues del trabajo de limpieza de la escalera y zonas aledanas, cada contrahuella fue reconstruida y decorada con conchas pintadas de diversos colores y algunos pedazos de mosaicos. Tantos ninos se mostraron muy interesados al trabajo y participaron con alegria: era indispensable que los abitantes del lugar se sintiesen parte activa en el mejoramiento de la propria ciudad. Al mismo tiempo otro grupo se ocupaba de la parte alta de la escalera, la zona mas alta de la ciudad. Esta zona fue considerada como un punto nodal en la ciudad no solo por las actividades culturales, sociales, civicas y religiosas pero tambien se instalo una pizarra permanente donde,en caso de emergencia la poblacion pueda ser informada inmediatamente. Esperamos que estas dos simples actividades sean las primeras de una larga serie de propuestas generadas para el interes comun y que sirvan a la cohesion de la comunidad con el objeto de dar nueva vida a Chamanga.

PROTECTIVE ZONE: in order to sensitize the conservation of mangroves. For each zone, the group proposed a timeline with short, medium and long term actions.

During the workshop, we had the incredible opportunity to put in practice what we designed. As it was explained before, students and Chamanga citizens all contributed to the beautification of the staircase axes as one of the first steps to the re-construction of Chamanga. The concept was to make a safe public space in the stairs with what we had. After a general cleaning, each step was rebuilt and decorated on the rise using colourful shells (conchas) or broken tiles. Also many children joined us during this process: we considered indispensable to make the entire community feel owner of their village improvement. For the upper part of the staircases, the highest points of the village, the project foresee this area as a nodal space and landmark, also in case of emergency providing hanging boards where information of public interest could be displayed.

We hope that these two simple actions are just the first ones of a long series of proposals generated by communal interest and community cohesion to give a new life to Chamanga.

INTRODUCCIÓN INTRODUCTION

El proyecto de intervención que desarrolló este grupo se localiza en la calle Bartolucci y corresponde a la cancha de futbol que esta siendo ejecutada. Es una zona de riesgo de inundación, razón por la cual se a dado preferencia al uso de equipamientos y no al uso residencial. El terreno esta delimitado por el Manglar y la calle Bartolucci, con un gran potencial social a lo largo del eje.

Como potencial social hemos identificado la presencia de algunos actores importantes en el eje de Bartolucci como: la asociación de concheras, un carpintero, el taller de bambú, un taller de metal, un grupo de jóvenes y la asociación de mujeres. La importancia de fomentar el trabajo de estos actores a llevado al proyecto a proponer dentro del programa un edificio taller que pueda servir como espacio de trabajo e impulse la mano de obra local. Por tanto el proyecto debe cumplir con un programa de espacios abiertos que incluye la zona de juegos infantiles, zona de ejercicio y las canchas de fútbol; y un programa de espacios cerrados en el cual se considera el edificio taller y la Casa de la Mujer. Como conexión urbana se pretende fortalecer la conexión con la escuela que esta próxima al terreno a través de pasarelas peatonales y mejoramiento del suelo.

Dado que las canchas de fútbol se encuentran bajo construcción, la propuesta parte de la ubicación de las mismas como espacio central.

El primer objetivo es limitar el crecimiento de este equipamiento hacia el manglar tratando de introducir el área natural del manglar en el proyecto, con un sendero que bordea el espacio construido y en ciertos puntos de abre para generar los espacios abiertos del programa y puntos de encuentro con la naturaleza.

Las actividades que se proponen en este espacio logran convocar en un mismo lugar a múltiples grupos, haciendo de este punto una referencia para Chamanga. Los materiales que se proponen para las edificaciones, mobiliario y camineras son principalmente el bambú y la madera ya que

The project developed by this group is located on Bartolucci Street and corresponds to the soccer field that is being under construction. It is an area of risk of flood, reason for which preference has been given to the use of facilities and not to residential use. The Mangrove and Bartolucci Street delimit the site, finding a great social potential along the axis.

As a social potential we have identified the presence of some important actors in the axis of Bartolucci as: the shellfish association, a carpenter, bamboo workshop, a metal workshop, a group of young people and the women’s association. The importance of encouraging the work of these actors led to the project to propose within the program a building workshop that can serve as a space of work and boost the local workforce. Therefore the project must comply with an open space program that includes the playground, an exercise area and soccer fields; and a program of closed spaces in which the workshop building and the House of Women are considered. As an urban connection is intended to strengthen the connection with the school that is close to the ground through pedestrian walkways and soil improvement.

Por medio de una intervención física se propone una integración social en este espacio. Generando actividades y espacios flexibles para todos los usuarios niños, jóvenes, mujeres, adultos y artesanos de la zona. Promoviendo el uso de materiales y mano de obra local, por esta razón se propone el edifico taller como un espacio de trabajo in situ. A través de estas estrategias se pretende generar una intervención más sostenible que no genere dependencia de agentes exteriores y promueva el talento local y nuevas fuentes de trabajo.

Promoting the use of materials and local labor, for this reason the workshop is proposed as an on-site workspace. Through these strategies is intended to generate a more sustainable intervention that does not generate dependence on external agents and promotes local talent and new sources of work.

Since the soccer fields are under construction, the proposal starts from the location of them as central space. The first objective is to limit the growth of this facility towards the mangrove trying to introduce the natural area of the mangrove in the project, with a path that borders the constructed space and in certain points open to generate spaces of the program and meeting points with nature.

The activities that are proposed in this space manage to summon in one place to multiple groups, making of this point a reference for Chamanga. The materials proposed for the buildings, furniture and roads are mainly bamboo and wood since we have identified good practices with these materials on the site.

Through a physical intervention, social integration is proposed in this space. Generating activities and flexible spaces for all users children, young

INTRODUCCIÓN INTRODUCTION

La propuesta de nuestro grupo se enfocó en la nueva área del puerto, en la parte este de Chamanga donde, al mismo tiempo que el taller, un proyecto de escala industria del gobierno ya estaba en desarrollo. Después de un análisis detallado de la economía básica de Chamanga, de ambas oportunidades y limitaciones, surgió que la industria actual de Chamanga se basa en la pesca a pequeña escala, con oportunidades limitadas para agregar valor su producto, el tener acceso al transporte o en mercados de exportación.

Asumiendo que el desarrollo del nuevo puerto traerá a Chamanga la pesca a gran escala, una nueva cadena de suministro, y con ella nueva competencia. El riesgo de esta intervención a gran escala, si no es inclusiva y pensada sensitivamente, es que afecte drásticamente no solo la vida comercial de Chamanga pero también sus dimensiones sociales y ambientales.

Por lo tanto, la meta de nuestra propuesta fue promover una Chamanga socialmente, económicamente y ambientalmente sostenible por medio de la valorización de su identidad y tradición, la promoción de la interacción social, el mejoramiento de una económica diversificada y un uso sensato de los recursos naturales locales.

En términos económicos, nuestras intervenciones buscan reforzar y apoyar los negocios existentes, desarrollar industrias de apoyo y entrenamiento, y generar un desarrollo orgánico de nuevos negocios.

En términos espaciales, el malecón se convirtió en una herramienta de acción, siendo capaz de unir físicamente el nuevo puerto, el malecón y los manglares de Las Palmas en un sistema único.

Para un entendimiento más claro de la propuesta, las intervenciones han sido descritas de acorde a estas tres áreas, aun siendo concebidas como interconectadas. Una línea de tiempo adicional (de 5 y mas años) fue planificada para mostrar cómo estas intervenciones pueden ser distribuidas con el tiempo y de acorde a las prioridades, las necesidad y el presupuesto.

La primera intervención se enfocó en el área

Our group proposal focused on the new port area, on the east side of the Chamanga where, at the time of the workshop, an industrial scale governmental project was already on-going. After a detailed analysis of Chamanga’s basic economy, its opportunities and limitations, it emerged that the current industry in Chamanga relies on smallscale fishing and has limited opportunities to add value to the product, access transportation or export markets. Assuming the new port development brings larger scale commercial fishing to Chamanga, a new supply chain will begin, and with it new competition. The risk is that this largescale intervention, if not inclusive and sensitively thought, will drastically affect not only the commercial life of Chamanga but also its social and environmental dimensions.

Thus, the goal of our proposal became to promote a more socially, economically and environmentally sustainable Chamanga through the valorisation of its identity and tradition, the promotion of social interaction, the improvement of economic diversification and a sensitive use of local, natural resources.In economic terms, our interventions seek to reinforce and support existing businesses, develop supportive industries and training and generate an organic development of new businesses.

In spatial terms, the water(front) became the tool for action, able to physically bond the new port, the waterfront and the mangroves of Las Palmas in a unique system. For a more clear understanding of the proposal, the interventions have been described according to these three areas, even if they are conceived as interconnected. An additional timeline (of five and more years) has been planned for showing how these interventions can be distributed with time and according to priorities, needs and budget.

The first intervention will focus on Las Palmas area.

It promotes mangrove restoration and will consist of partnering with existing mangrove restoration groups within Chamanga, the agricultural technical school and Atilio who has worked in mangrove restoration and owns 40,000 mangroves at the

La segunda intervención se enfocará en el malecón.

La estrategia busca promover una variedad de talleres, entrenamiento y educación en técnicas de construcción resistente a los terremotos, para crear un sistema de salidas de emergencias desde el pueblo, promover actividades turísticas y reactivar los espacios públicos. Un repensamiento en los caminos de movilidad y en la creación de muelles flotantes, aptos de moverse con la marea, se convertirá en nuevos nodos comerciales, sociales y ambientales, que podrán conectar a la ciudad con el agua y el pasado con el futuro. La tercera intervención responderá al puerto y en sus impactos en la comunidad local.

El entrenamiento de los pescadores locales en el manejo del puerto ayudará a incluirlos en el nuevo programa a escala industrial propuesta por el gobierno. Sin embargo, creemos que cambios simples de diseño ayudarán a mejorar el proyecto en general para crear un puerto más sensible, inclusivo y accesible. Para proveer más espacio para la pesca artesanal y también áreas de secado de restos de pescado para su venta a las piscinas camaroneras, al incrementar la permeabilidad del cerco y la relación entre el interior y exterior, en vez de una área aislada. De esta manera, el puerto podrá funcionar como una instalación de pesca industrial con botes más grandes, y para el futuro puede formar parte de la pesca tradicional artesanal y la industria de concha de Chamanga, preservando y valorizando su identidad cultural y social.

The second intervention will focus on the waterfront. The strategy aims to promote a variety of workshops, training and education on earthquake-proof construction techniques, to create a system of emergency exits from the town, to promote touristic activities and reactivation of public spaces. A rethinking of mobility paths and the creation of floating docks, able to move with the tide, will become new commercial, social and environmental nodes, able to connect the city with the water and the past with the future. The third intervention will address the port and its impacts on the local community. Training for local fisherman on the management of the port will help to include them in the new industrial scale program proposed by the government. However, we believe that simple design changes may largely improve of the overall project in order to create a more sensitive, inclusive, and accessible port. By providing more space for artisanal fishermen as well as drying areas for fish waste for sale to shrimp farms, by increasing the permeability of the fence and the relation between inside and outside, by allowing a public path to embrace the port considering it as an extension of the waterfront, rather than an isolated spot. In this way, although the port can still function as an industrial fishing facility for larger vessels for the future it can truly be part of the traditional artisanal fishing and concha industry of Chamanga, preserving and valorizing its cultural and social identity.

INTRODUCCIÓN INTRODUCTION

La propuesta del grupo se enfoca en la nueva relación entre la zona vieja o tradicional de Chamanga con el área nueva donde se desarrollará vivienda para reubicar a las familias afectadas por el terremoto. El objetivo principal de los proyectos e intervenciones propuestas es reconocer y valorar la identidad del pueblo y de la comunidad, para poder a través de una transición adecuada voltear hacia un futuro mejor y construido por todos.

Espacialmente son intervenciones físicas que a través del espacio publico propiciarían la convivencia entre los habitantes del “viejo” y del “Nuevo” Chamanga.

Como primera fase se propone convertir la carretera o camino de entrada en un eje continuo de espacio publico, empezando por tema de accesibilidad, se plantea la construcción y ampliación de aceras, la adecuación de carril bici por ambos sentidos, zonas de sombra y mobiliario urbano. El camino de entrada además de ser el hilo conductor desde los primeros barrios hasta el centro urbano es un espacio subutilizado que puede dotar de personalidad y espacios disfrutables a la comunidad. Puede ser el espacio neutral donde coincidan los nuevos habitantes con los vecinos existentes. Se necesitará tejer nuevos lazos sociales, por lo que contar con espacios seguros, cómodos y atractivos puede ser un buen inicio.

Además, pensando en el crecimiento urbano de Chamanga y en la reactivación económica postterremoto tan necesaria. Se plantea la idea de formalizar una estación de autobuses en la cual además de ser un nodo multimodal (autobús, moto taxi, bicicletas, auto privado, peatones) pueda tener un espacio preparado para fungir como Mercado comunitario donde los habitantes de Chamanga puedan vender su producto fresco o recién cosechado. Es importante que se aproveche la entrada y salida de camiones interregionales para aumentar el intercambio

The group’s proposal focuses on the new relationship between the “old” or traditional Chamanga and the “new” area, where housing will be developed to relocate families affected by the earthquake. The main objective of the proposed projects and interventions is to recognize and value the identity of the people and the community, to be able through a suitable transition to turn towards a better future built by all.

Spatially they are physical interventions that through the public space would favor the coexistence between the inhabitants of the “old” and the “New” Chamanga.

As a first phase, it is proposed to use the entrance road as a continuous axis of public space, for example in terms of accessibility: consider the construction and expansion of sidewalks, the adaptation of bike lanes in both directions, shadow areas and street furniture. The entrance road, besides being the connecting thread from the first neighborhoods to the urban center, is an underused space that can provide the community with personality and enjoyable spaces. It can be the neutral space where the new inhabitants coincide with the existing neighbors. It will be necessary to weave new social ties, so having safe, comfortable and attractive spaces can be a good start.

In addition, thinking about the urban growth of Chamanga and the post-earthquake economic reactivation. One of the ideas is to formalize the bus station in which besides being a multimodal node (bus, motorcycle taxi, bicycles, private car, pedestrians) can have a space prepared to serve as a community market where the inhabitants of Chamanga can sell their freshly harvested products.

Otra de las acciones relacionadas con el camino de ingreso, pero ya más en cercanía con el pueblo, incluye un crucero seguro y accesible justo en el encuentro de la calle proveniente del “viejo” Chamanga con el “Nuevo”, en este nodo, se propone también crear un espacio publico incluyente para que la unión entre las secciones sea atrayente y sutil. El tema de la accesibilidad es de suma importancia para que las personas puedan sin importar su condición tener libre tránsito entre la parte alta y la parte baja del pueblo. Justo en la posición geográfica de este punto las visuales son muy bellas hacia el agua por lo que se propone la construcción de un espacio multiusos que incluya un mirador.

Como último tema trabajado en el taller, se analizaron varias opciones para mejorar la vivienda que ya ha sido otorgada o por el Gobierno Ecuatoriano o por ONGs internacionales. Los modelos habitacionales no cumplen con las expectativas de las personas que los recibieron, ni con un diseño apto para el contexto. Por lo que partiendo de lo existente se idearon y dibujaron soluciones sencillas para mejorar la ventilación, iluminación, productividad, temperatura en el interior, estética y comodidad de los nuevos hogares.

The third action is related to the entrance road, but closer to the town, includes a safe and accessible cruise right in the meeting of the street from the “old” Chamanga with the “New”. As a last proposal, several options were analyzed to improve the houses that have already been granted either by the Ecuadorian Government or by international NGOs. The housing models do not meet the expectations of the people who received them, nor with a design suitable for the context. So starting from what is there already, simple solutions were designed to improve ventilation, lighting, productivity, temperature inside, aesthetics and comfort of new homes.

Practicing architect for 29 years in Sydney and a Melbourne, but currently Operations Manager of a Rudolf Steiner School in Sydney. Small amount of humanitarian experience in Bangladesh (disaster preparedness).
