Reserve Bank Takes Action to Put a Lid on Rising House Values The recent intervention by the Reserve Bank limiting mortgage funding for home buyers essentially to a benchmark of 80 per cent was well signalled some months ago so I am sure the Banks have had time to build this restriction into their overall lending strategy going forward. Buyers with low equity will increasingly need financial support from their families particularly First Home buyers. In Marlborough to now purchase a home for around the average sale price means a deposit of around $60 000 will be required. The Banks do have some leeway as to whom they can still have higher lending ratios available to and factors such as a saving record , employment status and also whether it is a First Home buyer will no doubt be considered. Marlborough is incredibly fortunate to still have family homes of a reasonable standard available in the $220000 plus price range however this supply is likely to be very quickly snapped up over the next month or so as buyers try to get in before the October deadline for implementation of the new Reserve Bank policy. Whether the Reserve Banks measures will slow housing values in Auckland and Christchurch will be a much debated topic . Some years ago when a similar loans policy was put in place some very high interest loans became available from smaller finance companies to enable low equity buyers to top up their required deposit . This option in my opinion can be very high risk and hopefully buyers would seek independent advice from a trusted party before committing. Some low equity buyers may well be able to secure top ups from their extended family for a deposit however this also raises issue of security for the lender if something were to go amiss and of course if for example the parents home was freehold it is a big ask for that couple to then have to re mortgage their debt free home. In my assessment the new loan restrictions will make property investors even more active in the market place for two reasons. Firstly investors will not be competing as strongly with others to buy as fewer buyers will have the ability to get on the property ownership ladder. Secondly this factor will create stronger demand for available Rental properties potentially squeezing rents to a higher level. It is also feasible that buyers in the Auckland and Christchurch property markets who have low deposits will be forced to now consider buying in an area such as Marlborough to build a portfolio of investment properties without having to have large deposits. If the Reserve Bank is successful in keeping a lid on house prices this will then have the rub off of assisting to keep interest rates lower for a longer period of time. Other suggestions that have been put forward to ensure that New Zealanders are able to acquire a property in the hot markets include requiring off shore buyers to build rather than buy an existing home or only allowing offshore buyers to purchase a home if they are going to reside in the property themselves. New Zealand is one of the few countries in the world where there is no blanket capital gains tax in place for residential properties yet there are tax benefits available for owners of residential properties that are rented. It would be great to ensure this status endures for those who are buying homes for their own occupation however the likelihood of some measure of tax being applied to try and cap the current house price gains in Auckland and Christchurch must be looking far more palatable to more kiwis and in turn the occupants of the Beehive in Wellington !
