2017 VIREB Commercial Building Awards On behalf of the Commercial Division of the Vancouver Island Real Estate Board (VIREB), welcome to the Tenth Annual Commercial Building Awards, for projects completed in 2016. Congratulations to all finalists and all of those nominated. The Commercial Division of VIREB, now into its 12th year, is dedicated to the advancement of excellence in commercial development to encourage a better environment within our community. Following the great successes of our first nine Commercial Building Awards, VIREB’s Commercial Division committed once again to continuing the gala celebration, which really is an excellent way to recognize and honour the best in commercial buildings north of the Malahat on Vancouver Island.

We received a very high number of individual nominations from all VIREB zones, including the Cowichan Valley, Cedar, Nanaimo, Parksville, Lasqueti Island, Coombs, Port Alberni, the Comox Valley and Campbell River. To be eligible for nomination, an investment, commercial, multi-family or industrial building, development or renovation project had to have been completed between January 1, 2016 and December 31, 2016. The challenge of naming the award winners went to our team of independent judges, selected from the professional and development industries. They actually traveled to the various communities to see the projects first-hand. The criteria required a building or renovation project to complement the surrounding properties and area, be esthetically pleasing, include unique architectural features, and answer a specific development need within the community. The level of finish and choice in construction materials was also a determining factor, as was any environmentally friendly or green elements for possible consideration. We are very excited about the excellent quality of development underway all over Vancouver Island. Tonight, we are proud to showcase such excellence! Thanks again for coming.

Garry is certified by the Building Designers Institute of BC and the Applied Science Technologists and Technicians of BC: he is qualified to prepare residential drawings for building permit applications that meet Municipal and Regional District standards for buildings not requiring an architect. As a Certified Residential Designer and retired REALTOR®, Garry has viewed over 50,000 single family & strata home and is well aware of how building design and space planning affects real estate value. He is also a member of the Parksville and District Chamber of Commerce, Oceanside Development & Construction Association and the Canadian Association of Farm Advisors.

Dave is the senior partner and president of Cunningham & Rivard Appraisals Ltd. Cunningham & Rivard is the largest real estate appraisal and valuation consulting firm on Vancouver Island with offices in Victoria, Nanaimo and Duncan. Dave has extensive knowledge and experience in the valuation of all forms of real estate assets and is a recognized expert in legal and arbitration matters involving real estate valuation. Dave has been involved in the real estate valuation industry since 1980 beginning his career in the Vancouver/Lower Mainland region before moving to Vancouver Island in 1990. Dave is an avid ‘old timer’ hockey player, downhill skier and water skier. Dave and his wife Patricia have four children and reside in Nanaimo.

Dale is a Registered Professional Planner from Nanaimo. Dale has a degree in Urban and Regional Planning from the University of Waterloo, and has 20 years of experience in local government. In 2013 Dale assumed the role as Director of Community Development for the City of Nanaimo, a role which is responsible for Planning and Design, Building Inspections, Subdivision, Real Estate, and Business Licensing. Dale enjoys the island lifestyle with his wife Setia and their three children.

Will Melville

Scott Mack is a Registered Professional Planner and the Director of Development Services for the Municipality of North Cowichan. He holds a Masters Degree in Architecture from McGill University and a Bachelors Degree in Environmental Planning from UNBC. Scott grew up and graduated from high school in Nanaimo before spending almost 15 years attending University and working in various communities across Canada before moving back to the Island in 2008. Scott resides in Nanaimo with his wife and their 3 (soon to be 4) children, and in his spare time is also project-managing a 14-lot residential subdivision in Nanaimo on his own property.

Will Melville

Will is the principal and owner of Delinea Design Consultants Ltd., located in the rural community of Yellow Point B.C. Originally from the Comox Valley, his passion for architecture began at a very young age. Will’s career started as an architectural design student at the British Columbia Institute of Technology in Burnaby B.C. After working at various architectural firms in Nanaimo and Victoria, Will started Delinea Design in 1981. There is evidence of his work in many of Vancouver Islands commercial, industrial, multi-family and residential neighbourhoods as well as the Lower Mainland and Gulf Islands. He currently is a member at large on the City of Nanaimo Advisory Design Panel.

Dave is a Land Use Consultant and Project Manager. With over 25 years of experience in dealing with complex land development approvals with all levels of government, Dave has amassed a vast knowledge of the land development approval process. He has overseen the approval and construction of many subdivisions as well as overseeing construction of several commercial projects. Over the years he has sat on numerous local government committees, including participating in a number of Official Community Plan Reviews and the Regional Growth Strategy. Dave is currently a Director with the Oceanside Development and Construction Association.

Jeff is a journeyman carpenter who received his carpentry diploma from Red River Community College in Winnipeg ,Manitoba. Jeff spent many years working on residential and commercial building projects before opening 2 flooring centres that specialized in All floor coverings, blinds, and Benjamin Moore paints. After doing this for 20 years, he moved to Vancouver island with his family and began working for Valleyfloors Carpet One in Duncan specializing in sales and installations for the past 21 years. Jeff has spent several years working with the Ladysmith and Duncan Chamber of Commerce ,even serving as president back in Manitoba. Jeff presently works with many prominent builders and restoration companies providing their flooring needs and installations.

AWARD OF MERIT The Lasqueti community, lacking a government funded health centre, through an enormous amount of volunteer effort and fundraising, planned, financed and built the Judith Fisher Centre to provide permanent facilities for regular nursing service, other medical services, and to provide a space for First Responders awaiting Coast Guard or Air Ambulance. Lasqueti artisans contributed sculptural and craft elements to the building’s clean modern lines. Many materials and items of equipment were contributed.

The City of Courtenay has constructed the comprehensive fire training facility on Vancouver Island with a multi-story burn building constructed from 40’ containers. Each container is modified to allow vehicle fires in garages, apartment fires, kitchen fires, smoke entry and evacuation training. The facility is constructed to allow rappel training and entry. The facility is part of a site developed that allows multiple teams and their vehicles to conduct driver training. There are specialized gas fired training modules to simulate garbage container fires, propane storage tank fires, all controlled by a modular control centre.

AWARD OF EXCELLENCE & green award The local SPCA was outgrowing its existing space, so this expansion was just what was needed. In addition to providing a new home for the SPCA and its animals, the new facility incorporates a nearby patch of land, adding a new dog walking park for local residents to use. This new build 9,000 square foot facility is one of a kind, including some great west coast architectural features such as T&G stained cedar soffits, a stone veneer feature entrance, acid stained concrete floors throughout, and custom millwork.

This project consisted of two buildings, an office space and a shop space. The two buildings replaced multiple aging buildings, amalgamating operations and making way for the landfill facility to expand. The office building is visible from the road so it features high-end finishes such as hardi siding and Douglas Fir post and beam entrance details.

This project has been a thought for the First Nations community supporting the Port Alberni Friendship Centre for the past 20 years. The Ministry of Children and Family Development gave them great news when they increased funding. It is very efficient and features the work of local artists. The name of the project is Treasure Our Little Ones.

The impetus for this project was to accommodate the changing needs of the Church and its Community outreach programs. The building was originally constructed in 1974 and has been added onto twice since then, adding a gymnasium and an administration wing. A replacement for the previous church hall, this new facility normalizes the various interior levels to provide facility-wide accessibility. This includes a much needed upgrade to community meeting spaces, administration offices and a commercial grade kitchen. The design pays homage to the adjacent 1934 structure with its use of tall proportioned windows, diamond tile roof and vaulted wood ceilings.

HONOURABLE MENTION This project was constructed within close proximity to two environmentally sensitive areas: The Campbell River estuary, and a protected watercourse on the northern boundary that spills into the Pacific Ocean. The developer spent an extended period of time working with local government and a qualified environmental professional to bring this well planned project to market. Although very challenging, the end result is a welcome addition to the community, with many outstanding architectural features.

4063 Cowichan Valley Highway | Duncan The Vancouver Island Motorsport Circuit is Canada’s first motorsports country club and boasts a 15,000 square foot clubhouse and a 2.3 km road course. The clubhouse is a state-of-the-art facility and is equipped with four pit garages, locker rooms, the Paddock Lounge, a commercial kitchen, meeting rooms and a large presentation center. The observation deck of the clubhouse provides a 180-degree view of the road course and a partial view of the dynamic area. The first of its kind in Canada, the Vancouver Island Motorsport Circuit features a 2.4 km road course designed by Tilke Engineering, the world’s leading designer for racetracks and test facilities. The road course consists of 19 corners with constant elevation changes and can operate up to five different configurations. The clubhouse also features a control room with state-of-the-art timing equipment while the presentation center and meeting rooms are furnished with the latest audio visual equipment.
