What effect does a bank holiday have on house hunters? Denise O’Leary talks to local estate agents to find out... BANK holidays are a bit like buses at this time of year. There has been no sign of an extra day off for ages and then a cluster of them all arrive at once. After the long break at Easter with both Good Friday and Easter Monday as official holidays it is only a short wait until the May Day holiday, which this year falls on May 5. Then it is just a matter of days before there is yet another official break. This year’s Spring Bank Holiday Monday falls on May 26 and heralds the usual week of school half term holiday and for the tourist industry the official start of summer. So what effect, if any, do all of these bank holidays have on the property market? “Well it makes my staff very happy because they get some extra time off!” said Ian Mitchell of Plymouth Homes. “But it actually makes the market very unpredictable. “People assume that estate agents will be busy on bank holidays but that is not necessarily the case. “It can actually be the opposite with things going quite quiet.

“Mostly we find that bank holidays can cause confusion and delay. “I remember a couple of years ago when we had an extra bank holiday because of the Queen’s Diamond Jubilee it made things even worse at a time when the market was already difficult. “But of course a great deal depends on the weather.” With the British climate being so unpredictable a sunny bank holiday will probably prompt people to head off for the beaches or the moors rather than their local estate agency. But the advent of the internet means that house hunting can now begin at any time of the day or night on any day of the year – in fact Boxing Day is reputed to be one of the busiest days of the year for traffic on property portals with people using the lull in the aftermath of the Christmas festivities to have a trawl around to see what is on the market. “We have been very very surprised at how busy we have been over the bank holiday period. “We opened on Good Friday and were very busy. “We do tend to open on bank holidays, although with reduced hours, because we find that people are often in the area visiting and it is a good time to catch them browsing in our office windows or on the internet. “Sometimes they are at home visiting family or from out of the area and on holiday and thinking about moving here. “We actually tied up a sale over the Easter holidays. “Someone from out of the area wants to retire here eventually and was looking for an investment property with a view to creating a portfolio of letting properties. “He was browsing and we happened to be open and so we were able to make the sale. “Of course a lot depends on the weather and if it is really hot and sunny, people are more inclined to make the most of the moment and go off to the seaside but it can be a great time to do business.” Matthew Curtin of Fulfords agreed: “For us the best bank holiday weather is not too sunny but also not raining, a grey day when people are a bit bored and looking for something to do. “We do notice a fall off in viewings if the sun is really shining. “People will cancel and prefer to get out and make the most of the weather because they don’t know when it is going to be sunny again. “But on the other hand if you have got really serious house buyers who are desperate to find their ideal property, it really won’t make that much difference and fine weather always makes a house look at its best.” Mr Curtin reckons that bank holidays are good for the property business in this part of the world. “Very often in this region we are selling a lifestyle not just a property and the bank holidays are a great time to showcase what the area has to offer so the more opportunities we have to do that the better,” he said. “People who are visiting the area for a holiday or short break can be tempted by what they see or very often they are seriously considering retiring here. “We opened over the Easter bank holiday and were pleasantly surprised at the amount of business we were generating.” As Mr Mitchell points out this is traditionally the busiest time for those wanting to move home anyway. “Over the Easter break it was a busy time for us – both because the market is picking up but also because this is our busiest time of the year anyway,” he said. “It is usually in the spring time that people’s minds turn to moving house and it is a great time to show off a house to its best advantage.”

D omestic Domestic RRHI HI sscheme cheme iiss hhot ot sstuff tuff THOUSANDS of home owners in Plymouth could take advantage of lower energy bills and enjoy regular ‘tariff’ payments thanks to a new green incentive scheme which launched last month. The Renewable Heat Incentive (RHI) is a Government scheme which rewards people for generating and using heat from renewable sources such as airsource and ground-source heat pumps, solar (thermal) panels generating hot water and woodfuel boilers. The scheme was first proposed in 2009 and was designed to replace the system of grants in use at the time. The RHI has been in operation for commercial and industrial properties since November 2011, but the scheme for domestic properties was delayed. Although the capital costs of these installations can be high, the repayments from the domestic RHI should repay this investment, with continued savings over the high

costs of fossil fuels such as oil or LPG and electric heating. Payments are based on a property’s estimated heat use and are paid quarterly over seven years. Many residents in Plymouth – a UK hotspot for homes that are heated by oil – are perfectly placed to benefit from renewable heating, according to manufacturer Dimplex Renewables. Clyde MacVeigh from Dimplex Renewables said: “The RHI has been a long time coming but finally it gives householders the confidence to install technology such as air source heat pumps, which extract heat from the air and use it to warm radiators and hot water. “Some of the biggest rewards will be for those who switch from an oil boiler and with a significant number of homes in Plymouth heated by oil, there is a big opportunity for local home owners to make savings. “Unfortunately not enough people are aware of the benefits of

Thanks to a new set of rules called the Mortgage Market Review (MMR) stricter affordability checks will be applied to anyone wishing to apply, or reapply, for a mortgage. In a nutshell, the rules aim to make sure people who can afford to repay their mortgages continue to get access to them, while preventing any return to any irresponsible lending behaviour of the past. So even if you’re not planning on applying for a mortgage for some time, housing market experts warn that lenders will probably want to sift through between three and six months of bank statements to work out what your spending habits are. As well as taking particular notice of the outgoings you might expect – regular household bills, childcare, the cost of your daily commute food and debt repayments – they may also pose questions about aspects of your spending you haven’t even realised would be picked up on – some mortgage brokers have seen examples of lenders probing bills to the milkman, or a one-off flutter on the horses. While no one expects you to live a saintly existence, experts say lenders will want to see you are living within your means. So, if you’re a bit stretched financially, now could be the time to ditch your weekly takeaway extravagance in favour of a trip to your local budget supermarket. Lenders will also be applying ‘stress tests’, which will check not only that you can afford your mortgage payments now, but as and when interest rates start to rise. With lenders needing to check your habits more thoroughly, you may also notice that the process of taking out a mortgage takes longer than in the past.
