Observation #1: There are 2 signboards up by the Police Station.
May we also suggest that a sign underneath the Warning will say that the Santo Tomas Forest Reserve is under a Writ of Kalikasan or Permanent Protection Order.

Observation #2: Houses had been constructed & renovated after the issuance of the Writ of Kalikasan last May 5, 2015. We counted sixteen houses, 14 renovations and 2 new structures.

Observation #3: Tourists were allowed into the forest reserve without fees collected. We met 6 of them while monitoring.

Observation #4: Kaingin and inorganic gardening continues to be practiced in the forest reserve. We saw 2 areas of kaingin. One on the eastern side of Mt. Cabuyao, the other on the western side of Mt. Sto. Tomas. An interview with a gardener reveals he came into the forest reserve in July 2015. He came from Atok and is working on Mrs. Cristy Willy’s farm.

Observation #5: View decks were sprouting up. Aside from the CafĂŠ in the Sky, there are the Picmar View Deck, Demonstration area on the 2nd ridge, Sitio Bandilaan View Deck.

Observation #8: Continued development of Aliping’s Camotal Farm, despite having a frontage without the trees and plants seen during the February inspection with the Clerk of the Court of Appeals, the parties to the case and their respective counsels.
