Vertical Street: Town Hall - Owego, NY The project defines the relationship between the river and the street by abstracting the site into formal architectural styles in order to address the evolving relationship between them. The face confronting the street sees a very participatory environment with a focus on efficiency and functionality resulting in a pristine volume described with a modernist language. The river facade takes queues from the context by extending out into the landscape and prioritizing observation. The unfolded language reflects a more gestural surface condition. From the street, the language reflects a more gestural surface condition. From the street, the entrance creates a peep hole that begins to reveal what lies within, as if to arouse the public curiosity to what personality is hidden behind the mask. The crinkle at the bottom of the otherwise immaculate page is now understood to be caused by a greater rupture from within. The introduction of a crevice condition serves as a more direct connection between the street and water. The symbolic nature of a town hall is addressed with the grand public terrace on the south facade. The fold and resulting rupture creates a direct connection between the exterior public spaces and the meeting hall.

public access to riverwalk along Western facade marks the commencement of the EGRESS AND CIRCULATION DIAGRAMS “vertical street”

the vertical street is a fold which breaks through the envelope of the rowhouse, marking areas available to the public within a government building
