Civic Space - Thesis Project

The ambition of my thesis project is to design civic space, space for civic engagement. I propose my design for Limerick City, whose governing structures are being re-evaluated as it is amalgamated with Limerick County. My vision extends further than the line between neighbours being razed, but this move has opened up a conversation about what the new entity could be. Taking inspiration from the great Democratisation seen in the Arab Spring, and listening to the various voices who have identified a crisis in Democracy here in Europe and Ireland, I focused my thesis on making spaces for people who are actively involved in their own governance.

I propose a revitalization of Irish public space, public psyche and public governance. The city must change to meet these new needs. There is potential within the existing fabric. Just as the new governance will require a close examination of society, the new architecture I propose has come out of close examination of the Georgian context of Limerick City. The Georgian fabric sits on a series of basements and vaults, built up rather than dug down. Ground level was approximately 4m below the perceived ground level today. By unearthing the vaults which the city is built on, an entirely different street-scape immerges. Fig. 4: Section perspective of O’Connell Street Agora

New opportunities for overlooking, overhearing and interacting are established. Like a Greek agora this space is traversed daily, it is part of the bustle and business of everyday city life. This will be the home for the alternative local government. Its public face is dissolved into the street into an aggregation of rooms rather than one institutional building. The emphases is on spaces for citizenship, spaces to gather and discuss spaces to argue and debate; but also to celebrate and take pride in shared identity.

The plan of the Georgian town house is re imagined, now with two front doors. This particular plot is a house for community outreach of local government, bringing the vibrancy of Limericks various neighbourhoods into the city. The hard surface basement oor grounds the building. It is continuous from inside to the 3m plot boundary to the front and also into a light giving extension to the rear.

The climate in Limerick does not inspire year round vibrant street use. Particularly the 10001200mm of rainfall every year is a deterrent for citizens to go into town to gather and engage civilly. With this in mind I propose to roof the street, not in full but at strategic points. This will help change people’s perception of the street, making it more of a room.

Work Experience - Architect/Researcher/Designer As ‘Ireland’s Smarter Travel Demonstration City’ Limerick is charged with piloting ways to convince its citizens to move around their city in a more sustainable way. This is done with UL graduates from the schools of architecture and civil engineering. LST’s goal is to reduce car dependency and increase walking, cycling and public transport. This is done through design, from infrastructure to information campaigns, architectural thinking and design intelligence is to the fore.

LST is design laboratory for testing innovative new ways for a Local Authority to engage with its citizens. LST is continually engaging with communities as designers, facilitating a new type of participatory planning. Thee Limerick Smarter Travel office is a new type of design office, a hybrid research / practice based / governance focused / design intelligence unit, composed of equal numbers of University Design Researchers and Local Authority Employees. This unique composition of the project team puts the coal face of ‘do’ (the Local Authority) in constant dialogue with the coal face of ‘think’ (the University). Emerging out of this is a new type of practice, fully engaged with contemporary issues, and designing the strategies and solutions of our time.

Exhibition design as part of Limerick Smarter Travel BeSpoke cycling festival. The aim of the exhibition was to promote sustainable travel and highlight the works of the LST design office. The exhibition consisted of 9 vertical and 6 horizontal panels each 900x1800mm. The display was constructed from untreated planed timber and MDF panels, durability was key, budgets were tight. Graphic design as past of Limerick Smarter Travel. From information campaigns to t-shirts, travel plans to tote bags all graphic material for LST was designed inhouse. It was vital that the graphic identity be notably different to traditional municipality lead projects.

Waterside sustainable transport network. The University of Limerick is situated 3km from the City centre. It is connected by a highway but this is not the only connection. The River Shannon also connects the two. As part of Limerick Smarter Travel the riverside will be developed with a continuous footpath/cycle way, fishing points, permeability links with the neighbouring communities etc.

The project is ecologically sensitive, but more challenging is the political sensitivity. The riverside is owned by one Government agency, controlled by another and the development is funded by yet another.

Master Planning

Pre-Thesis Work This group master planning project looked at the city of Galway and the proposal to develop its docklands. A series of open spaces link the new quarter with the existing fabric. The medieval fabric of the existing city is countered with a new grain, gridded streets and lanes. This grid is not simply orthogonal, like the existing fabric it kinks and shifts to block the strong westerly winds. These kinks inform the morphology of the open public spaces.

The One City project is a project that fundamentally aims to change the way people think – about the physical form of society, about the city, about energy, about education, and their relationship to these things. Within the University there are economists, sociologists, scientists, and designers, architects, engineers, urban planners, to put intelligence behind the vision of the city – the wider idea of what a city can become. Fundamentally this research project lifted the administrative boundaries that define the extent of local authority remit, and looked at the region the way people experience it. Lifting the boundaries allowed the region to be analysed at a variety of levels simultaneously; transportation (movement), energy, education, land use, nature, environment. In this synthesis, joined-up way of looking at how the physical environment interacts with itself, and society in general, some new ideas have developedse

Re: Reference for Marian Dinnen Limerick Smarter Travel TO WHOM IT CONCERNS Marian Dinneen completed a 15 month contract with Limerick Smarter travel and now plans to leave our organisation to follow an internship in the United States of America for one year. Limerick Smarter Travel (LST) is about providing us the platform to think about how and why we make travel choices for all the trips we make. It’s about considering the impact our travel decisions have on others and on ourselves and how these choices can improve the environment we live in. The LST programme is delivered by Limerick City in partnership with the University of Limerick (UL). The LST team consists of staff from the local authority and from the University of Limerick. Marian won the School of Architecture University of Limerick ‘Thesis of the year 2012’, and was asked by Professor of Architecture Merritt Bucholz to join the team in May 2012. Marian’s role in LST included contributing to the teams work in delivering LST hard and soft measures. Hard measures comprised infrastructural works including conceptual design, design development, Part 8 planning applications. Soft measures comprised promotional campaigns, travel planning, engaging with communities, schools and workplaces to provide people with the platform for a modal shift to more sustainable means for transport for their journeys. The following pieces of work highlight the work Marian was involved in; Cycle Highway - Limerick City to the University of Limerick Role: Conceptual design, design development, Part 8 planning applications. Her duties included; place making, landscaping, engagement with interested parties and addressing objections received by the local authority. Riverside Greenway - Limerick City to Corbally Role: Conceptual design, community engagement and travel planning. Her duties included; preparing presentations and attending community meetings, assisting An Taisce Green school programme, and addressing issues raised by the various interested parties. Community Engagement Events Her duties included; preparing and presenting at engagement events which were held in schools, community centres and sometimes outdoors along the proposed Smarter Travel routes. Marian is a very talented architect and passionate researcher. She was always very reliable, hardworking and professional. Her communication skills are exceptional and she enjoyed the confidence of both colleagues and associates in this regard. She was a committed and enthusiastic team member. She met deadlines on her projects with utmost skill and professionalism.
