Settlers’ Days S et t l e r s ’ Da y s In c .

Settlers’ Days will be held on October 10th through the 14th, 2013. Weekend festivities will commence with the Settlers’ Days Queen, Prince and Princess contests. The Skinner’s Amusements Carnival will open October 11th. Saturday Night on Main Street will be held on October 6th from 5-10 pm on State Street. There will be food, live music and fun for all ages. The Settlers’ Days Parade will be held on October 13th. It is considered one of the largest parades of its kind in Northern Illinois. A band competition featuring 16-18 High School Bands will be held immediately following the Parade at the Marengo Community High School Rod Poppe Field. The department’s Station 1 is located at 120 E. Prairie Street in downtown Marengo. The Fire Station is manned 24 hours a day. The manpower is shared between the Fire Department and cross trained personnel from the Marengo Rescue Squad. Paid on call personnel respond from home for larger or multiple emergencies. The Fire Department currently has 11 vehicles which include 1 Advanced Life Support (ALS) Engine, 2 Pumper Tenders, 1 Tender, 2 Brush Trucks, 1-100’ Ladder Truck, 3 Command Vehicles and 1 Fire Inspection Suburban. Station 1 houses (2) ALS Ambulances from the Rescue Squad and 1 Pumper Tanker and a “jump company” grass rig is housed at the Rescue Squad Station at 110 Telegraph Street. The Department has 1 part time Fire Marshall involved with prevention, education, and inspection programs. The District is 107 square miles and the second largest fire district in the state. The Department responded to 875 fire and emergency calls in 2012. Fire Department members participate in multiple community events. The joint association, Marengo Fire and Rescue Association organizes several fund raisers each year to sponsor a high school scholarship and support the Illinois Fire Chief’s Camp for burned children.

Emergency: Dial 911 The Marengo Rescue Squad serves the communities of Marengo and Union with a total membership of 50. This includes paramedic/firefighters, medics, EMT’s, Chief Officers and administration staff. The Marengo Rescue Squad’s District, established in 1961, covers 144 square miles in the Southwest corner of McHenry County. The departments station is located at 110 Telegraph Street. The District currently has 2 Command vehicles, 3 Advanced Life Support (ALS) Ambulances, 1 Basic Life Support (BLS) Ambulance, 1 ALS Reserve Ambulance, 1 Heavy Extrication Truck, 1 6-Wheeled ATV and a Zodiac Rescue Boat. Two ALS Ambulances are staffed 24 hours a day with a third ALS Ambulance that is also staffed utilizing a “Jump Company” with Marengo Fire Protection District. 1 ALS Ambulance is staffed and housed at 110 Telegraph Street and 1 ALS Ambulance at 120 E. Prairie Street. Marengo Rescue Squad responded to 1386 calls for service in 2012. Marengo Rescue is committed to serving all within our district. We appreciate the support provided from the communities of Marengo and Union. We graciously thank all those who have made generous donations and memorials throughout the year. We also schedule qualifying NON-EMERGENCY transports which may include medical procedures performed at hospitals, specialty doctors, and to and from dialysis. The Village of Union is served by a 24-member, all volunteer fire department. The unmanned station is located on Main Street in Union.

Marengo 9-1-1 dispatchers respond to emergency calls by pagers. The Union Fire Protection fleet includes six modern fire trucks and one antique truck which is used for special events. The district handles an average of 80 calls a year, and was founded in 1937. Firemen participate in the Settlers’ Days parade and a host of other area events.

The department utilizes the most current technology available such as in-squad computers and computer-aided dispatch systems to enhance service for citizens. The department also has a newly-activated canine unit to assist in narcotic suppression and search/rescue calls. The 20-member plus department includes Police Chief Joseph Hallman, three sergeants, 10 uniformed patrol officers, one record clerks (part time), four crossing guards, one administrative assistant, one custodian and several on-call translators. The Marengo Fraternal Order of Police Lodge #129 will sponsor the 26th annual Kids Fishing Derby in June 2013 in cooperation with the Marengo Park District. The derby will be held at Griebel’s Pond (Rt. 23). Prizes will be awarded for a variety of categories in several age groups. The non-profit organization also sponsors youth baseball, soccer, softball and a bicycle safety rodeo, which are made possible though donations from residents and businesses.

M are ng o City Go ve r n m ent Eight elected aldermen in four wards and the Mayor comprise the City Council. The City Clerk is also an elected position. The City Treasurer is appointed by the Mayor, as are the City Administrator, Chief of Police, Building Commissioner and City Attorney. Appointments are subject to City Council approval. Elected officials serve four-year terms. Aldermen serve staggered terms. Municipal elections are held in April of oddnumbered years. City offices are located at City Hall, 132 E. Prairie Street in Marengo. General office hours are 8 a.m. to 4:30 p.m. Monday through Friday. Marengo City Hall is closed on Saturdays, Sundays and on legal holidays. City Council meetings are held the second and fourth Monday of each month at 7 p.m. at City Hall. All City Council and committee meetings are open to the public. Meeting minutes and other public records are available from the City Clerk, (815) 568-7112. The City of Marengo was incorporated in September of 1893, although the town officially commemorates its founding from 1835 - the year in which the area was first settled by Calvin Spencer.

Absentee Voter’s Ballot: Any qualified voter who will be out of the county on election day may — by making application to the County Clerk not more than forty and not less than five days prior to the election — receive an affidavit, and when properly filled out and returned to the County Clerk, said qualified voter will be mailed a ballot with instructions on how to vote. Any voter who is going to be out of the county on election day may apply in person at the County Clerk’s office for a ballot through the day prior to the election.

Permanently Disabled Voter’s Card: A permanently disabled person may apply to the County Clerk’s office for a Disabled Voter’s Identification Card, which is good for five years. This card will permit the voter to vote an absentee ballot for each election during that period.

Contact the Building & Public Works Department for requirements and applicable fees. A minimum of 5 working days is required for issuance of permits.

Fee is based on value of prize. These tickets may only be sold inside the city limits of Marengo. If you sell tickets in the unincorporated area of Marengo, you must contact McHenry County, as they also require the information.

Burning: Burning of leaves, yard refuse or any other material is prohibited within the city limits. Recreational bonfires allowed with a permit only from the Police Department.

Snow on Sidewalk Removal: The person occupying the ground floor of any building, the owner/user of any lot without a structure thereon, and the owner of any vacant building or other premises shall remove the snow and ice accumulating on the abutting sidewalks within 24 hours after the snowfall has ceased. If snow and ice cannot be removed, the surface shall be sanded or otherwise treated to lessen the hazard for pedestrians until the climate permits removal.

City Vehicle Stickers: All residents must purchase and display an annual vehicle sticker on each vehicle by July 31. Vehicle stickers can be purchased at the City Hall or the Police Department for $20.00 per sticker/vehicle or $5.00 per sticker/vehicle for senior citizens. Fees double after July 31st. New residents have 60 days in which to purchase their vehicle stickers. New vehicles must have a vehicle sticker within 30 days. Current year replacement stickers are available for $2.00 with 1) Presentation of 2/3 of sticker scrapings. 2) Letter of loss from insurance company. (No scrapings necessary) 3) Receipt from body shop from damage to windshield. (No scrapings necessary) Failure to display a current year sticker will result in a fine of $150.00. Vehicle stickers are also available at Marengo Insurance Agency. Garage Sales: You are allowed to have two garage sales a year. A permit is required for a $5.00 fee. There are restrictions regarding the size and where you can place any advertising signs. Raffle Licenses: If your organization wishes to hold a raffle of any kind in Marengo, there is a form that is available at City Hall that must be completed. The City Administrator approves raffles.

Solicitor Permits: Solicitor permits are required in residential neighborhoods. Apply for a permit at the Police Department. Street Parking: Parking is not allowed on residential streets between the hours of 12:00 a.m. and 6:00 a.m. Parking is not allowed on any street in the business district between the hours of 2:00 a.m. and 6:00 a.m. Parking is not allowed on ANY STREET in the event of an ice storm, or when 2 inches or more of snow has fallen. Community Sign: The City has a Community Sign that is available for non-profit organizations to use to inform the public of upcoming events that they are sponsoring. A request form that contains the rules and regulations for the sign is available at City Hall. There is a $10.00 fee for the use of the sign. The sign is reserved on a first come, first served basis.

Excerpts from ... Marengo 175 years – 1835 - 2010 “Nature has indeed been lavish with her gifts here and the early settlers who cast their lots upon the banks of the Kishwaukee have ever boasted of possessing the Garden of the County” A Visitor’s Description of Marengo in October 1855… Marengo’s early settlers certainly agreed with this writer’s assessment of our Marengo community. The farming community became the “Garden of the County”, and remains so in 2010. The 1872 McHenry County Atlas, has this to say about Marengo; “The town is beautifully located on one of the finest prairies the eye ever rested on. The dairying business is extensively carried on in the vicinity….” The “garden of the county” became a huge farming industry, a significant basis for the economic prosperity of local businessmen. And in turn, when some of these businessmen had extra cash to invest, records prove that it often was invested in farmland surrounding Marengo. A cursory glance at the listed owners of farmland in the 1872 McHenry County Atlas lists many family names associated with Marengo businesses during that period or later. Perhaps they were family-owned farms prior to members establishing Marengo businesses, but they include local business owner’s names such as Buck, Cady, Coarson, Crissey, Dietz, Eddy, Goodrich, Patrick, Renwick, Rob, Shearer, Shurtleff, Stull, Vail, Wallace, Wells and others. Marengo Area History from the 1885 History of McHenry County… The Village of Marengo is the pride of McHenry County and the cherished home of her happy and prosperous citizens. Its location is a most happy one indeed when viewed in a pecuniary point of view, for here centers of the trade of nearly every surrounding township, and other trading points are at

such a distance or cut off for want of direct railroad facilities that they interfere but slightly, and scarcely enter into the field of competition. Its rapid and substantial growth and the exceptional prosperity of her businessmen bear out this statement.

Filled with personal accounts of local residents and stories passed down of their families’ experiences during the 1862 tornado or celebrations of the Christmas holidays in 1940. McHenry County Conservation District manages over 23,000 acres of open space graced with woodlands, prairies, wetlands, and savannas. Twenty-eight sites are open to the public to enjoy hiking, biking, fishing, canoeing, picnicking, nature viewing, camping, cross-country skiing and snowmobiling. Three District sites are located in the Marengo-Union area: Coral Woods: Best known for its sugar maple forest, this 675-acre conservation area hosts the District’s annual Festival of the Sugar Maple event each March. Spring wildflowers and striking fall colors make this a favorite spot for hikers along the three miles of looped nature trails. Marengo Ridge: This 818-acre site boasts acres of oak and hickory woodlands. The tent and RV sites located in Thomas Woods Campgrounds make this a popular site. Hikers and crosscountry skiers can also explore the five miles of trails that wind through the woods. H.U.M. Trail: This 3.5 mile currently runs from East St. in Marengo to Vine St. in Union, connecting the two communities and perfect for hikers and cyclists.

MASEF’s goal is to raise $1 million in principal by the year 2013. The Foundation’s principal account stands at nearly $850,000. Interest earned on the balance each year is distributed among Marengo Community High School District 154, Marengo-Union Elementary Consolidated School District 165 and Riley Community Consolidated School District 18 based on student population. The schools submit proposals for the use of their gifts each year which must be approved by MASEF’s Board of Directors. The MASEF Board is comprised of community volunteers who work tirelessly on the Foundation’s behalf. Popular communitywide events include the annual Funding the Future Dinner & Auction held each November and Parents Nite Out! Last year’s dinner/auction raised $30,000 to benefit local public schools.

M.O.R.E. Center is an agency serving Marengo/Union residents in immediate need of food and basic items or emergency financial assistance. M.O.R.E. Center is located at 829 Greenlee Street, immediately north of Nissan. Hours: Food Pantry, Emergency Financial Assistance, and Little Portion:Wednesday(weekly) 9 a.m. to 12:00 p.m. and Thursdays (weekly) 4 p.m. to 6 p.m. Recipients of general assistance must sign a statement of need and meet income guidelines, and also bring supporting documents (pay stubs, Social Security information, rent receipts, utility shutoff or 30 day eviction notices, or any other proof).
