Chief's Message

I am pleased to present our citizens with our 2020 Annual Report. This is a culmination of the hard work and determination of the men and women that make up the Mansfield Police Department. Inside this report, you will find stories of compassion and service, along with what we were able to accomplish together as a police department and community. Officers regularly respond to calls for service while proactively patrolling our city. They take reports, help victims, and enforce traffic laws. Officers also take the time to get to know our residents and young people. Our Mansfield P.D. team works day and night to ensure our city is one of the safest cities in America. People have a right to feel safe and secure in their homes, at their places of business, and while driving on our roadways. We enjoy a great deal of support from our elected officials, City Manager 's Office, and our community. We could not do it alone. Public safety requires everyone working together and partnering in a way where we look out for one another. I hope you take the time to look through this comprehensive report that contains what we were able to accomplish with your investment. The Martin High School Wrestling Team in Arlington honored Police, Fire, and Military at their Unsung Heroes Night.

Officer Polley was reunited with a nurse, Michelle, who provided him with medical assistance when he was involved in a motorcycle accident before EMS arrived on scene.

During the pandemic, the community rallied together and supported First Responders and health care workers. #MansfieldStrong

Officer Harvey made a surprise visit during a birthday parade to wish Asher a happy birthday for turning nine-years old.

Officer Koenig joined in the fun for "First Day of School" pictures. He was training in the Traffic Unit as the other kiddos started back to school.

One of our biggest supporters, Carla, treated our midnight shift with a great dinner from Chick-fil-A.

While COVID-19 was in full swing, we wanted to let our community know that we were there for them.

The USAF Thunderbirds wanted to salute all First Responders in our area by performing a flyover. We were able to be a part of this experience.

Police Chief Tracy Aaron along with several officers participated in a peaceful rally. We joined our community to demand reform to bring meaningful change.

Every year we look forward to the biggest party in Mansfield, National Night Out. It is a time for all of us to unite with the community at block parties throughout the city.

Our community always supports our Annual Toy and Food Drive. Each year, we donate all of the items to HIM Harvesting in Mansfield and Mission Center.

Every Christmas Eve, Santa visits Mansfield and hangs out with Chief Aaron and Mansfield's Finest. We post photos on Facebook as Santa Sightings for the kiddos.

Community Resources The Mansfield Police Department Com m u n it y Resou r ces Division (CRD) spearheads our department's citizen engagement efforts and is dedicated to building a strong partnership with the residents of Mansfield. CRD is responsible for our Citizens Police Academy, the Community Emergency Response Team, Crime Free Lifestyles, Crime Free Multi-housing Program, Crime Victim Assistance, Explorers Programs, Mental Illness Liaison, National Night Out, Seniors Program and Volunteer Programs.

Due to the COVID-19 Pandemic, several of our community programs were put on hold; however, our CRD Unit still made a positive impact with our community efforts.

Our Explor er Pr ogr am is open to anyone age 14 to 20 who is interested in pursuing a law enforcement career. Members receive police-related training and are challenged to expand their knowledge of policing. The Explorers are also involved in many community service projects in

Mansfield. They also compete in competitions throughout the year in Texas.

Nat ion al Nigh t Ou t Our biggest party of the year was a huge success, even though it was scaled down due to health and safety restrictions. Du r in g Nat ion al Nigh t Ou t , we connected with over five neighborhood block parties and attended a community sponsored event at The Lot Downtown, which featured entertainment, booths, food, and family fun.


Toy an d Food Dr ive In mid-November, our An n u al Toy an d Food Dr ive was in full swing until the second week of December. Animal Care and Control partnered with us at our donation sites in front of Walmart and Target. Our community generously donated toys, canned food and animal products. Over the Thanksgiving holiday, we assisted Harvesting in Mansfield in distributing over 2,000 meals and helped feed over 500 families for Christmas. More than 250 families received toys and presents to make the holidays enjoyable for their children. We also presented the Mansfield Mission Center with a generous cash donation from all of our efforts.

Cr im e Fr ee M u lt i-h ou sin g The M an sf ield Cr im e Fr ee M u lt i-Hou sin g Pr ogr am was designed to help residents, owners and the managers of rental property keep drugs and other illegal activity off their property. This program is simple and based upon partnerships to make Mansfield better. It is designed to be easy, yet very effective in reducing the incident of crime on a rental property.

Sen ior s Pr ogr am Zeno Pfau and Bill Quick, two of our volunteers, manage our Sen ior Cit izen Pr ogr am for residents who are 65-plus. This program began in November 2014 and focuses on their well-being and welfare. We currently have 255 seniors enrolled in the program. Zeno and Bill contact the seniors monthly, bi-monthly, or quarterly by phone, text or email to ensure that they are okay. They also answer questions and address other concerns.

Training M an sf ield Police Depar t m en t prides itself on the extensive training program, which requires each officer to complete the minimum amount of hours governed by the state, the Texas Commission on Law Enforcement, as well as exceeding hours in the areas of firearms training, police-based classes, de-escalation training, and physical fitness standards. Each month, officers are scheduled for a variety of drills on the firing range to help ensure their skills remain consistent. Officers also have to complete the physical fitness evaluation twice a year. The department has an interactive training simulator to assist with active shooter training and other critical incidents.

Recruitment The M an sf ield Police Depar t m en t finds top quality applicants to become a part of our family. Every January, the department hosts a large-scale recruiting event where qualified candidates take a written examination along with a physical fitness test. Applicants who pass the written and physical assessment, are invited to proceed in the hiring process. This includes an extensive background investigation, polygraph, medical, and psychological examination. In 2020, the department hired eight police officers and four dispatchers.

Jail

In June, the M an sf ield Cit y Cou n cil provided direction on the Law En f or cem en t Cen t er 's business plan. The change to jail operations altered the level of inmates housed by our department. Prior to the change, the federal contract averaged 250 inmates a day, while post-change includes averaging seven inmates a day. The department had to downsize staffing from 70 full-time personnel to 10 full-time correction officers and one part-time correction officer. The Jail provides services to Mansfield, Kennedale, Burleson, Mansfield Independent School District and Mansfield Methodist Hospital.

Partnering with the Humane Society of North Texas

An im al Car e an d Con t r ol enjoys a great working relationship with the Hu m an e Societ y of Nor t h Texas. In 2020, they started a new program called "Let Fur Fly," which allows adoptable animals from Texas to be flown to various cities and states to be placed for adoption. In most cases, the animals are already claimed for adoption with families. Some states have more stringent animal laws resulting in less animals available for adoptions. This affords Mansfield an opportunity to provide animals for other parts of the country that have less to choose from. During 2020, Mansfield transferred 98 animals to the Humane Society of North Texas for both their "Let Fur Fly" transports as well as their large annual adoption, Mega Adoption Event. This event was a huge success and placed 620 animals in homes last year. These programs free up additional space in the animal shelter. They also afford more opportunities for animals in need of a safe and secure permanent home.

Tri-County Auto Burglary & Theft Prevention The M an sf ield Police Depar t m en t has joined other departments in Burleson, Kennedale, and Midlothian as well as Tarrant County Constable Precinct 7 to target auto burglaries and auto thefts with the formation of the Tr i-Cou n t y Au t o Bu r glar y an d Th ef t Pr even t ion Task For ce. The focus of the multi-agency task force is to reduce auto burglaries and auto thefts through enforcement and public education. Auto burglaries and thefts take a negative toll on all residents through higher insurance premiums. In order to reduce auto thefts and burglaries, investigators focus on prolific offenders. In October, Captain Stan Davis retired after serving as Commander for the Auto Theft Task Force. The Task Force is now led by Lieutenant Jim Harrell who oversees the day-to-day operations of the unit activities.

NIBRS Crime Stats Nat ional Incident Rep or t ing System s - Par t 1 Cr im e In 2019, the M an sf ield Police Depar t m en t switched from a summary-based crime reporting system to the FBI's Nat ion al In ciden t Based Repor t in g Syst em (NIBRS). This system is an incident-based reporting system for crimes known to the police. For each crime incident coming to the attention of law enforcement, a variety of data are collected about the incident. These data include the nature and types of specific offenses in the incident, characteristics of the victim(s) and offender(s), types and value of property stolen and recovered, and characteristics of persons arrested in connection with a crime incident. Incident based data provide an extremely large amount of information about crime. The information is also organized in complex ways, reflecting the many different aspects of a crime incident.

Detect ive Cases Th e M an sf ield Police Depar t m en t ?s Cr im in al In vest igat ion s Division (CID) is comprised of the Property Unit, Crimes Against Persons Unit, Sex Crimes Unit, Financial Crimes Unit, and Crime Scene Unit. Their goal is to provide the highest quality of criminal investigative support to the department?s Patrol Division by identifying offenders and bringing justice to victims. CID Detectives conduct a broad spectrum of criminal investigations which include robberies, burglaries, assaults, fraud, computer crimes, death investigations, sexual assaults and missing persons. The Mansfield Police Department has detectives assigned to the U.S. Marshals Task Force and to the Combined Narcotics Enforcement Team. The CID Unit is staffed with a lieutenant, sergeant and nine detectives.

Recognition The M an sf ield Police Depar t m en t was recognized on Monday, November 23, 2020 by the Texas Police Chiefs Association (TPCA) as a Recogn ized Law En f or cem en t Agen cy. The TPCA Recognition Program evaluates law enforcement agencies? compliance with 166 best business practices that cover an array of topic areas relevant to policing. These Best Practice standards were developed to assist police departments with the efficient and effective delivery of service while upholding the rights of all citizens. Areas of evaluation include use of force, protection of civil rights, pursuit management, property and evidence standards, and patrol and investigative protocols, to name a few.

The M an sf ield Police Depar t m en t received their initial recognition by the TPCA in October 2016. Current program requirements mandate that agencies undergo an on-site inspection every four years to ensure continued compliance with Best Practice standards. On October 16, 2016, the department received the prestigious designation as a ?Recognized Law Enforcement Agency,? one of only 170 police agencies in the state out of over 2,000 to receive this honor.

Advisory Board

The M an sf ield Police Depar t m en t is authorized by the Texas Com m ission on Law En f or cem en t (TCOLE) as a Training Provider. This designation allows the M an sf ield Police Depar t m en t to sponsor training approved by TCOLE and provide the licensing hours needed by police officers and telecommunicators to meet licensing requirements. The M an sf ield Police Depar t m en t is required to establish a Training Advisory Board. The duty of the Training Advisory Board is to evaluate the department?s training initiatives and programs and to make recommendations to the Chief of Police and Training Coordinator regarding contemporary training for police officers and dispatchers. The Training Advisory Board meets the ?Best Practice? recommendations established by the Texas Commission on Law Enforcement and serves as a Chiefs Advisory Board. The Advisory Board is made up of citizens appointed by the Chief of Police who come from a variety of backgrounds. Members of the Board Include: Dr. Jacquelyn Minor (Chairperson), Mayor Dr. Michael Evans, Alma Pressley, Dr. Kimberley Cantu, Dr. Thomas Petrowski, Jeremy McJimson, Dr. Joe Adams, and Michael Piece. Pat r ol is the largest and most visible division of the M an sf ield Police Depar t m en t . Patrol Officers respond to calls for service, perform traffic enforcement and conduct proactive patrols in neighborhoods and business districts. The City of Mansfield is divided into 12 districts and each officer is assigned to that specific geographic area within a district.

The Pat r ol M edical Un it , also housed within the Patrol Division, has four Em er gen cy M edical Tech n ician s (EMT) assigned. Their primary mission is to respond to patrol calls which may require lifesaving care until EMS providers can arrive. Each Police EMT is equipped with a medical supply bag, Automated External Defibrillator (AED), and a Mass Casualty Incident bag (MCI). In 2020, the unit responded to 35 calls and assisted 22 patients.

K-9 Unit

The K-9 Un it consists of a dog handler and a specially trained dog geared for law enforcement work. Officer Walley was appointed to the position in 2020 and was paired with K-9 Stache. Officer Walley and K-9 Stache were certified as a team in Patrol and Narcotics through the National Narcotic Detector Dog Association (NNDDA) and Hill Country Dog Center in January 2020 . The Grand Prairie Police K-9 Unit assisted with training in patrol and narcotics detection. K-9 Officer Walley and K-9 Stache began patrolling the city in March 2020. In November 2020, K-9 Stache was re-certified in patrol and narcotics detection. In December 2020, K-9 Officer Walley and K-9 Stache are both deputized as a Tarrant County Sheriff 's Deputy and hold two separate commissions.

Traffic Division The Tr af f ic Division consists of the Com m er cial Veh icle En f or cem en t (CVE) Un it and the Tr af f ic Un it . Their goal is to reduce the number of accidents on the roadways to make the streets safer for the community. This is accomplished through public education and traffic enforcement efforts on highways, neighborhood streets, and school zones. The CVE Unit works to ensure local roadways and highways are safe and that commercial motor vehicles operate within federal safety standards. The unit is comprised of a sergeant, three motor officers, and two CVE officers.

Unmanned Aircraft Unit oper at ions Bur eau

Sm all Unm anned Aircraft System (SUAS) The Sm all Un m an n ed Air cr af t Syst em (SUAS) was established in May 2016. The unit is currently made up of two pilots who have undergone extensive training in order to obtain Remote Pilot Certificates through passing the FAA's Aeronautical Knowledge Test. The SUAS program follows strict regulations from the FAA, which includes keeping flight logs and filing Notice to Airman (NOTAM) with the FAA before flights. The SUAS Un it responds to many different types of calls including prowlers, missing persons, major crashes, barricaded person calls, hostage situations, burglary in progress calls, and swift water rescues.

Mobile Field Force The M an sf ield Police Depar t m en t M obile Field For ce was established in 2015. The goal is to provide protection to the citizens of Mansfield and to the loss of property due to damage or destruction and to quell large-scale civil disturbances or riots. To this day, the M obile Field For ce has not been deployed for any disturbances within the City of Mansfield. The team is made up of a Commander and two Platoons. The part-time team is currently staffed with 16 officers from the Patrol Division and the Criminal Investigations Division. All members of the Mobile Field Force hold a certification in Field Force Operations from the Center for Domestic Preparedness which is a training program of FEMA and the Department of Homeland Security. 27

SWAT Special Weap ons And Tact ics

The SWAT Un it is comprised of 11 officers, two team leaders, one commander, and three SWAT medics. The unit trains 20 hours a month and focuses on tactical training in special weapons and tactics. The training includes proficiency on the firing range, critical incident management, high-risk stops, and crowd control. The unit is highly trained in executing high risk warrants, dealing with barricaded persons, providing dignitary security, and resolving hostage situations safely. An anonymous donor presented our SWAT Unit with a ballistic shield to help shelter them in critical situations.

Communications Center oper at ions Bur eau

Over view The Com m u n icat ion s Division manages a 24-hour 9-1-1 Public Safety Answering Point (PSAP) and serves the cities of Mansfield and Kennedale. The total service area encompasses approximately 45 square miles. The Communications Center handles calls for service and dispatches employees for police and fire departments in each city. This includes emergency calls, non-emergency calls and administrative phone calls. The unit also ensures every call is routed to the appropriate service agency for response. The division is responsible for fielding requests for service or assistance from other agencies, maintaining data entries into the Texas Crime Information Center (TCIC)/ National Crime Information Center (NCIC), and relaying information to field personnel. Our Dispatch Center implemented the Em er gen cy M edical Dispat ch in g (EMD) protocols with callers and patients in October 2017. Since that time, Dispatchers have taken over 16,000 medical and injured person calls where they were able to provide pre-arrival instructions from CPR, to blood control, to delivering a baby, to basic patient care before medical assistance arrived. Through the efforts of the dispatchers and their EM D training, there have been four Life-Saving Awards and two Stork Awards presented to Dispatchers. Through the use of the EM D program, dispatchers were able to classify over 2,600 medical and injured person calls to a priority 3, which resulted in an ambulance only response without lights and sirens. The proper classification of a call to a priority 3 level recommending an ambulance only without lights and sirens reduced the safety risks to our first responders and the community as well as provides cost savings on the overuse of our fire apparatus. Without a doubt, the EM D program has demonstrated success in saving lives and reducing safety risks for our first responders. 29

The Public Information Officer, Zhivonni Cook, is a subject matter expert in social media and critical incident management. The department's social networking platforms are hosted on Facebook, Twitter, Instagram, and boasts a following of almost 25,000 followers. In 2020, audience members grew by 4,600 new followers. Each platform serves a unique purpose and strives to connect all segments of the community.

Our prestigious Honor Guard is comprised of nine uniformed members and one administrative lieutenant. Duties include funerals, city events, graduations, and events that require the presentation of Colors. The team trains 10 hours every other month and focuses on ceremonious events, casket guard, flag protocols, and precision drill movements. In 2020, the Honor Guard assisted and attended 11 police and public events.
