Each year, Senator Byrd, the senior senator from West Virginia, presents a $50 bond to a Top Scholar in every high school in WV. He established this award several years ago when he voted against a pay raise for Congressional leaders. In lieu of accepting the pay raise, he established a scholarship fund for outstanding high school scholars. The recipient of the Robert C. Byrd Scholastic Recognition Award is David Matthew McLellan.
