David Cameron Joins Calls For Rotherham Child Abuse Police Boss To Quit David Cameron has called on South Yorkshire Police and Crime Commissioner Shaun Wright to quit over child abuse in Rotherham. “The right decision would be to resign and take full responsibility for what happened,” the Prime Minister said. Mr Wright has insisted he will stay in the £85,000 a year post, despite mounting pressure for him to resign. On Wednesday night he quit the Labour Party after it threatened to suspend him. The former Rotherham councillor was responsible for children’s services at the local authority for five of the 16
A Disastrous Turn Of Events The political crisis that has captivated Pakistan for three weeks finally boiled over in Islamabad on the night of 30 August. First, there were indications that somehow the government had acceded to the most extraordinary and wretched of capitulations: Prime Minister Nawaz Sharif was, according to feverish rumour, to go on a month-long enforced vacation while a senior minister ran the government and the Supreme Court-led judicial commission investigated the allegations of so-called widespread fraud in last year’s election. If the allegations were found to be true, again according to the mooted deal, the National Assembly would be dissolved and fresh elections would be held. That the deal was rumoured to have been reached just hours after Mr Sharif had spoken scornfully of the protesters and their number and impact in Islamabad suggests that the government had already lost all control of the situation. Then, came another spectacular, shocking turn of events. Imran Khan, Tahirul Qadri and their respective protesting camps decided to move from their venue outside parliament towards Prime Minister House. That suggested a deal – any kind of deal – was off and that the government’s foes were going for the political kill. In
retaliation, the government bared its teeth against the protesters and mayhem ensued as tear gas shells were fired and the civilianrun police – not the military – were used to repulse the protesters onwards movement. Never – never – has the capital witnessed such scenes in its history and events, at the time of writing these lines, could well end up as a disaster. The very idea that a few thousand baton-wielding protesters can march towards Prime Minister House without some explicit assurances behind the scenes is absurd. Quite what those assurances are and what the endgame ultimately is will be known soon, perhaps overnight or in a day or two. The biggest question: can Nawaz Sharif survive? The answer, in these frantic hours, must surely be a miserable, despondent no. If that is in fact the case – if Mr Sharif’s third term as prime minister is at or near an end – what does that say about the PML-N supremo? Is he a failed leader or a political martyr? Piecing together the events over the last year and especially over the past few months, the answer seems to be Mr Sharif is a failed leader. This was a political crisis that was mishandled from the outset. Too much confidence, too much scorn, too much arrogance – and very little nous. For five years, from 2008 to 2013, Mr Sharif mostly said and did the right things. The democratic project had apparently – and thankfully – become larger than Mr Sharif’s whims. But one year into his term, in his handling of the forces determined to undo the project, Mr Sharif has proved himself a leader very much out of his depth.

More Than 1,400 Children Suffered ‘Appalling’ Abuse In Rotherham For 16 Years More than 1,400 children were sexually exploited in Rotherham between 1997 and 2013, a report has concluded. The abuse of children, some just 11 years old, has been described as “horrific”. The report also found it is “not confined to the past but continues to this day”. Roger Stone, leader of Rotherham Council, has stepped down following the publication of the report. In the summary of her findings, independent reviewer Alexis Jay OBE says: “It is hard to describe the appalling nature of the abuse that the victims suffered.”

He said the review, which he commissioned, would ensure similar mistakes would never happen again - and said services had improved over the last five years. There were examples of children who had been doused in petrol and threatened with being set alight, threatened with guns, made witness to brutally violent rapes and threatened they would be next if they told anyone.

From October, a pilot scheme backed by YouTube, music video service Vevo and the British Board of Classification would ensure that content is classified according to age.
Cameron expressed his concern over bringing up children in an internet age and being constantly worried about the content accessible to them. “So we have taken a big stand on protecting our children online. So, as far as it is possible, we should try to
make sure that the rules that exist offline exist online.” The PM noted that the internet should not be exempt from the rules of society. “We should not cede the internet as some sort of lawless space where the normal rules of life should not apply”.
Sheffield Voters’ Details Can Be Sold On More than 15,000 people turned out for the Sheffield Eid Festival, held in Millhouses Park for the second year running. Billed as the biggest Eid celebration in the North, the free two-day event built on last year’s success with a larger Eid Bazaar, fun fair, archery and live performances. This year’s Bazaar had a massive 100 stalls ranging from food stalls, arts and literature displays and clothing from around the world. Yahya Williams, from organisers Sheffield Heritage Foundation, said: “Last year’s event brought Muslims from different backgrounds together to celebrate Eid. However, what was brilliant to see in this year’s event was Muslims, non-Muslims, believers and non-believers all coming together to enjoy the Eid

Thousands of people in Sheffield could have their personal details bought by companies without realising under changes to electoral registration laws. Letters have been sent out to householders across the city in the past week informing them the ‘way you register to vote is changing’. The Government’s new individual electoral registration legislation means voters who did not opt out of Sheffield Council’s open register last year will have their details included. The council keeps two electoral registers of voters
and is legally obliged to sell on the names and addresses of people on the open register to any person, company or organisation. What right have these people got to sell what essentially isn’t theirs without the permission of the owners, and who is getting the money? The Local Government Association has warned the new law could create an increase in junk mail with hundreds of requests for information are made to councils every year from organisations such as marketing firms or estate
agents. The main electoral register, which lists the names and addresses of everyone registered to vote, is used for calling people for jury applications or checking credit bids, but is not for sale but electors can choose to opt out of the open register. Included in our report was the layout of the road and the direction both drivers were travelling, the position of both vehicles before the accident happened, how the accident happened, the impact point of both vehicles and the position of the vehicles after the accident.” Rubal “Our report proved that the third party was at fault. He had overtaken two stationary lanes of traffic and driven into the marked area. He had illegally overtaken on the wrong side of the road.” Omar “Our report also showed the third parties vehicle had come to a stop in the opposite lane behind our client’s vehicle, which would only have occurred, if the third party had been driving on the wrong side of the road. The third party had illegally overtaken 2 lanes of traffic on the wrong side of the road in an attempt to jump the queue to get into the third lane ahead.”

£13 MILLION IN UNPAID COUNCIL TAX Millions of pounds more in unpaid council tax was not collected by Sheffield Council last year, figures have revealed. The authority was still owed £13 million of an estimated £200m due at the end of March – compared to £8.8 million left outstanding the

previous year. Its collection rate is the lowest of South Yorkshire councils and the 11th worst nationwide, after it dropped from 95.3 per cent in 2012-2013 to 93.7 per cent. And the total amount in arrears owed has now reached
£39m, or £165 per household in the city. Town Hall bosses insist the arrears have reduced by more than £5m since March and it is taking ‘robust recovery action’, including 56,000 court summonses for non-payment last year.
REGISTERING TO VOTE HAS CHANGED The General Election may seem a long way off, but voters are now being encouraged to check if they are registered for next year’s elections. A new system called ‘Individual Electoral Registration’ has been introduced and everyone will be responsible for registering themselves. Under the old system the ‘head of each household’ could register everyone who lived at their address.
Voters should have received a letter from the Council before 29 August. The letter will tell them whether they’ve been moved automatically, or whether they need to register on the new system. Most people who are already registered to vote are being moved onto the new system automatically, so many may not need to do anything. But others will need to join the new register and the Council will be writing to tell
them whether they need to do this. Registering online should take less than five minutes. People will be asked for their date of birth and National Insurance number. These details are checked against Government records to help make sure that registrations are genuine. Sheffield’s Shoplifting Surge By Area Police and retailers are working hard to tackle shoplifting across Sheffield after an increase in offences of almost a fifth in five years. The city centre is Sheffield’s shoplifting hotspot, with a quarter of the 19,642 shop thefts in the past five years reported there. From August 4 to 9, shoplifters were convicted at Sheffield Magistrates’ Court of stealing all sorts of items from city shops in just one week. Some shop-owners have
tackled would-be shoplifters on their own, while others say they are working with police and city centre officials. Police measures to combat shoplifting Shoplifting offences have soared by 654 incidents in the past five years. There were 3,557 reports in Sheffield in 2009/10, increasing slowly almost every year – up to 3,602 in 2010/11 and 4,161 in 2011/12, dropping slightly to 4,111 in 2012/13, then going up again
to 4,211 in 2013-14. South Yorkshire Police said they are working on schemes to curb shop thefts. Various measures are adopted, including a dedicated policing team at Meadowhall. They also run regular overt and covert retail operations, sometimes specifically targeting the city centre, to identify and apprehend individuals shoplifting. A city centre CCTV system operates 24 hours a day, 365 days a year.
Deadly Ebola Outbreak Could Infect Up To 20,000 People More than 20,000 people could become infected with the deadly Ebola virus, the World Health Organisation has said. The UN health agency warned the actual number of current Ebola cases in hard-hit areas could be 12,000 - four times higher than the number confirmed at present. In what amounted to be a bleak assessment of the disease, the WHO said it believed the virus was still being spread in a “substantial
number of localities” and added that “the outbreak continues to accelerate”. What we are seeing today, in contrast to previous ebola outbreaks, are multiple hotspots within these countries - not a single, remote forested area, the kind of environments that have been tackled in the past. It also expressed concern at the unprecedented number of health workers who have
died after treating patients in West African countries including Liberia, Guinea, Nigeria and Sierra Leone. Of the 3,069 cases reported since the outbreak began, 40% of them have emerged in the past three weeks, according to the latest figures. Its update on the outbreak came shortly after GlaxoSmithKline announced it was forming a new consortium to accelerate development of a vaccine to treat Ebola.

Sheffield Headteachers’ Anger As GCSE Results Fall Sheffield headteachers hit out at Government changes to GCSEs as the city’s schools reported some of the most volatile results in years. A new emphasis on end of course exams, major changes to the English curriculum and tougher rules on students sitting the same subject twice had a major impact on some secondaries. Heads and senior staff worst affected said they had been stunned by falls in their pass rates and by the reactions of their disappointed students. Schools most affected included Fir Vale, down 13 per cent, Firth Park, down 12, and Handsworth Grange, down five. Pass rates were also slightly down at All Saints, Birley, Meadowhead and Notre Dame, with heads saying they were pleased considering the background of a turbulent year. But there were success stories too. Yewlands Academy at Parson Cross was the city’s most improved school with a pass rate of 51 per cent, up 15. Outwood Academy City at Stradbroke was up ten on 53
per cent, Parkwood Academy at Shirebrook had a record pass rate of 51 per cent while Sheffield Park Academy on the Manor reached a new high, on 65. There were increases too at Stocksbridge High, Tapton and Silverdale, while High Storrs and King Edward VII did as well as last year. Breffni Martin, head at Fir Vale, said her intake included some of the city’s most vulnerable youngsters and her school had been ‘hammered’ by the reforms. “It is bad news in the end for the kids, it really is - there are going to be a lot of very unhappy families in this area,” she said. “I have had to go and tell youngsters they haven’t got the grades they need for sixth form places, for apprenticeships, for college courses they were hoping for. “Many heads are absolutely shocked by the results they have received - we were stunned when we went through our figures.”
HAVE YOUR SAY ON 20 mph AREA FOR DARNALL Local people are being invited to have their say on a scheme to reduce traffic speeds in a residential area of Sheffield. A 20 mph speed limit is proposed in the Darnall area along Staniforth Road between Station Road and Ouse Road and on the nearby side roads. The lower speeds are aimed at making local neighbourhoods safer and more pleasant places for all, particularly children and the elderly. It has been shown that lower speeds reduce the severity of injuries for anyone involved in a collision and some collisions could be avoided altogether. People are also more likely to feel safer when walking and cycling in the area. The speed reduction area will be shown by 20 mph signs as vehicles enter the area and small signs will be fixed to lamp posts to remind drivers of the new limit. But it is hoped that the local community will also spread the message that lower speeds will make it safer for everyone. The extra funding is thanks to the ‘Pupil Premium’, a fund introduced by Liberal Democrats in Government. It provides extra support for schools to help pupils from disadvantaged backgrounds, which helps to raise standards for all pupils. It is for head teachers to decide

Schools Struggling With £1bn Funding Gap For New Places A £1bn national shortfall in funding for places is forcing many schools to borrow money as well as cut back on repairs and building projects, according to a new poll. More than three quarters of authorities in England claim they have not received enough cash from the government to create the extra school places needed by 2017. The research is released as concern grows about a squeeze on school places fuelled in part by a rising birth rate and changes in local populations.

The scale of this black hole is such that the cost of the creation of new school places cannot be met by council taxpayers. Local councils were asked if money provided by the Department for Education (DfE) had fully met the cost of providing school places between 2011/12 and 2016/17. Of those that responded around 79 councils - a total of 77% said the funding had not been enough. More than a third (38%) of the councils who said
they did not receive enough funding said they had borrowed money, two thirds (67%) used money from developers, over a fifth (22%) took funds from other building programmes and half (50%) used cash from other school projects, such as school building maintenance. There are now more than 320 free schools open or in the pipeline which will provide a further 175,000 places - the vast majority of which are in areas of need.

Sheffield Primary School Expansion Plan A Sheffield primary school is to undergo a major expansion so it can accommodate almost 100 more pupils. Greystones Primary School on Tullibardine Road has applied for planning permission to demolish three existing prefabricated classrooms and construct and a new two-storey building and extend its junior school. A new multi-use games area will also be built. The move is designed to allow the school to increase capacity from 540 to 630. In April, Sheffield Council approved plans to expand the number of pupils joining the school from 60 to 90 per year from September 2015. The school is now preparing to expand to cope with the increased demand.
A report going to the committee said: “The development is required in order to enable the school to increase its capacity from 540 pupils to 630 pupils to accommodate increased demand for primary school places in the area. “The increased demand is consistent with the current pattern of demand across the city as a whole.” The report by council officers said the scheme should be approved. It said while traffic ‘is likely to increase’ as a result of the school growing in size, a staff travel plan should be drawn up to help manage the issue. The report added the new building will be energy efficient, and represents a sustainable form of development.
Green Light For A Second UTC In Sheffield Sheffield has been giving the go ahead for a second University Technical College (UTC). The new £10 million UTC is due to open on the site of the former Don Valley Stadium in September 2016. It will train young people in the skills needed for the sports science, health and digital technology sectors.
Sheffield Human Sciences and Digital Technologies UTC will cater for 600 students and specialise in human sciences and digital technologies. The project is sponsored by the Sheffield College and Sheffield Hallam University and employer partners include Sheffield Teaching Hospitals Trust, Boeing (Advance
Manufacturing Research Centre) and MLS Contracts. The curriculum will be underpinned by work-based learning and employer-led assignments. Sheffield’s first purpose built £8.5m UTC is located in the City Centre and was one of the first in the country. It opened in September 2013 and has 600 learners on site when full.

In its report, the U.N.-aligned group said 17,000 Gaza housing units were destroyed or severely damaged during this summer’s war and 5,000 units still need work after damage sustained in the previous military campaigns. In addition, it says, Gaza has a housing deficit of 75,000 units. Shelter Cluster said its 20-year assessment is based on the capacity of the main IsraelGaza cargo crossing to handle 100 trucks of construction
materials daily. Efforts to rebuild Gaza will be hindered by a blockade imposed by Egypt and Israel since the Islamic militant group Hamas seized power in 2007. Israel has severely restricted
the import of concrete and other building materials into Gaza, fearing that militants will use them to build rockets and reinforce cross-border attack tunnels. Mindful of Israel’s concerns, Britain, France and Germany have proposed the creation of an international mechanism to monitor goods going into Gaza.

Women Slide In Parliament League Table Less than a quarter of Britain’s cabinet ministers and parliamentarians are women, and the country is sliding down a global league table of women in politics according to a report published last month. The report by a coalition of campaign groups said women make up only 23 percent of British lawmakers and 23 percent of cabinet members, despite David Cameron’s pledge before becoming prime minister to fill a third of his cabinet seats with women before the next parliamentary elections in May 2015. “It is still the case that, at the current rate of progress, a child born today will be drawing her pension before she has any chance of being equally represented in the UK parliament,” the report said. Britain has fallen six places in the world ranking of parliaments based on the number of female lawmakers - to 65th place now from 59th place before the last general election in 2010, the report said. Every western European country except Ireland ranks higher than Britain, as do the Scandinavian nations.
Afghanistan and Iraq are also ahead of the United Kingdom. The report noted that Cameron had reshuffled his cabinet three times, raising the number of women holding cabinet posts to five from three. Since January 2013, 24 women have been appointed life peers, entitling them to seats in the upper chamber, the House of Lords, but this had barely any effect on the percentage of women in the Lords, the report said. “The House of Lords remains a bastion of male power and privilege right at the heart of
our democratic system,” it said. “Even if the House of Commons (lower chamber) were to become 50 percent female overnight, the composition of the House of Lords would still ensure that Parliament as a whole was a male dominated institution.” The lack of women in top jobs was evident in other walks of life as well. Only one national newspaper is edited by a woman. Only one of the country’s 12 Supreme Court justices is a woman, and no women hold top posts in the armed forces.
SAUDI ARABIA GEARS UP FOR HAJJ The Saudi Haj ministry said more than 1.3 million foreign pilgrims are expected to perform Haj this year. According to the ministry, South Asian countries will send the largest contingent of 410,000 pilgrims followed by Arab countries 250,000. About 228,000 pilgrims
will come from southeast Asian countries including Indonesia and Malaysia, while Turkey and European countries will have 190,000, non-Arab African countries 170,000 and Iran 63,000. The foreign pilgrims will not include those from Guinea, Liberia and Sierra Leone as Saudi Arabia announced in

Regular Eyetests Should Be ‘Mandatory’ For All Drivers Eyesight tests for all drivers should be made compulsory and nine out of ten drivers (87%) of motorists in the UK support this idea. There are 2,900 road casualties each year in the UK caused by poor eyesight. Road safety charity Brake is asking the government to introduce mandatory eyesight tests for all drivers when they renew their driving licence every 10 years. This call comes after a survey that shows a quarter of all drivers in the UK admit they have not had their eyes tested for more than two
years despite scientific research that shows you can lose 40% of vision before you notice. More than 1.5 million drivers in the UK have never had their eyes tested and 12% say they have not had an eye test in five years or more. With 54% of drivers in Britain believing they do not need glasses or contact lenses, this means a third (33%) of all drivers have no way of knowing if their vision is impaired or not. Currently, the only legal requirement is a driver is able to read a number plate on a car from a distance of 20-metres.
However, this simple test does not evaluate the visual field or possible eyesight defects. Compulsory regular eyesight testing for drivers is a common sense, lifesaving move. Making sure your vision is up to scratch is crucial to safe driving, and though it may seem there are plenty of excuses to put off going to the opticians, none is good enough when it comes to putting people's lives at risk. If you drive, it's not just your own health you are jeopardising by neglecting your eyesight, but the lives of those around you.
Aldi and Lidl keep the pressure Half of households shopped at Aldi or Lidl at least once over the summer as the discounters kept up their pressure on the "big four" supermarkets. Latest till-roll figures from Kantar Worldpanel reveal that supermarket price inflation fall for the eleventh quarter in a row to stand at 0.2% in the 12 weeks to August 17, leaving overall sales growth at another 10-year low of 0.8%. Discounters Aldi and Lidl held their record market shares of 4.8% and 3.6% respectively in the period, with 53% of households shopping at either outlet.

Asda was the only one of the big four chains to boost market share, with Tesco and Morrisons remaining under pressure and Sainsbury's suffering a small drop to 16.4% as its sales growth lagged behind the market at 0.3%. The country's biggest grocer Tesco suffered a 4% sales fall, the largest decline among the big four during the period compared to a year ago. Its
market share also fell to 28.8% from 30.2% over 12 months. Morrisons, which in March pledged to spend £1 billion cutting prices over three years, saw its sales fall 1.9% and its market share slip to 11% from 11.3%. Asda, the first of the big four supermarkets to implement a long-term price cutting programme, saw sales lift 1.2%, while its market share edged up to 17.2% from 17.1%. Upmarket grocer Waitrose saw sales jump 3.6%, while its market share lifted to 4.9% from 4.8%.

The pilot list for the Spoken British National Corpus 2014 project - put together by Lancaster University and Cambridge University Press looks at conversation starting from the early 1990s up to the present day and is in its early stages. The project is currently analysing around 200 modern
conversations but is appealing for thousands more so that it can compare them with those from 20-plus years ago. Walkman, a trendy word of the 1990s, is now on the list of words showing the biggest decline in usage. Marmalade is a word that has fallen out of use - perhaps showing how breakfast itself is a changing meal - or that today’s young may no longer like the bitter-tasting jam.

The report calls for tougher regulation and measures including a ban on the sale of the electrical devices

According to a survey by lobbyist Westminster Public Affairs, MPs posted 718,431 tweets in the course of a year, and spent a combined total of more than 115 days sending tweets. The report found that 461 MPs have Twitter accounts (71% of all MPs) – an increase of 350 MPs since January 2010. The relaxation of the commons

BT Warns Customers Phone Bills Will Climb By Up To 6.5% BT is alerting millions of customers that it is increasing prices by up to 6.5% in a blow to households struggling with soaring utility bills. The telecoms giant will increase the price of standard line rental for direct debit customers by £1, or 6.25%, to £16.99 from December 1, while the pence per minute (ppm) rate for calls to UK landlines and 0870 numbers will
go up 6.44% from 9p a minute to 9.58p. Broadband prices are going up by as much as 6.49%, although BT said its current “high profile” press and TV broadband offers will stay the same price. BT said the majority of its customers were on inclusive call packages and did not pay the set-up fee or ppm charges, adding that calls bills had “decreased 14%
in the last five years”. But it said those customers on the popular Unlimited Anytime Calls plan would see the price increase by 6.43% from £7 a month to £7.45. In the past 12 months, Citizens Advice has dealt with more than 62,000 telephone and broadband debt problems including more than 40,000 where our clients have needed help managing repayments.
Hospitals Told To Cut ‘Unfair’ Parking Costs Under New Guidelines Hospitals have been told to give free or cheap parking to the relatives of chronically ill patients. Health Secretary Jeremy Hunt said new guidelines for English hospitals have been created in order to end the stress of “unfair” charges. Patients with disabilities, those who have frequent appointments and members of staff working shifts will also benefit from the changes, Mr Hunt said. “Patients
and families shouldn’t have to deal with the added stress of unfair parking charges. These clear ground rules set out our expectations, and will help the public hold the NHS to account for unfair charges or practices.” The guidelines state hospital trusts should waive fines when an overstay is beyond the control of the driver, for instance if treatment takes longer than planned. Mr Hunt last month
admitted he was concerned about parking fees being charged at some hospitals after being pressed by backbenchers to end “rip-off” costs. The guidance sets out for the first time that hospital trusts are responsible for the actions of any private firms they use to run parking facilities. It also calls on hospitals to look at introducing pay on exit systems so those visiting only pay for the time they have used.

Transport minister Baroness Kramer said: ‘There are a variety of reasons why it is appropriate to change the national HGV speed limits on single and dual carriageways. ‘One is that the low level
of compliance with them is symptomatic of their being set at the wrong level compared to other limits. ‘So on single carriageways the noncompliance level for cars is 7 per cent and buses and coaches 26 per cent, compared to 73 per cent for articulated lorries.’ However, the government insists it is not reviewing national speed limits for other types of vehicles. The last Transport Secretary Philip Hammond announced plans to raise the motorway limit to 80mph. But the proposals have been shelved by his replacement, Patrick McLoughlin, with officials saying it is not a priority. A Department for Transport spokesman said: ‘Most drivers know that keeping to the speed limit can mean the difference between life and death in a collision, regardless of the road type. ‘We want people to drive safely at all times, which is we recently increased the fixed penalty to £100 for several driving offences, including careless driving, and why we have given local councils more flexibility to implement 20mph limits and zones.’

CHIEF CONSTABLE APOLOGISES TO ROTHERHAM VICTIMS Chief Constable David Crompton has issued an unreserved apology to victims following the Rotherham abuse scandal. He says this week's grooming report has laid bare the failings of South Yorkshire Police over a number of years. He admits it made for painful reading and he now wants to meet Professor Alexis Jay to discuss her findings and discuss her concerns. He is vowing that the mistakes of the past will not be repeated. This made for painful reading, however I am determined that we will use the findings of the report to ensure the mistakes of the past are not repeated. “With this in mind I have written to Professor Jay to request a meeting, which will allow us to fully understand her detailed findings and properly address any concerns both past and present. “Of the four officers named in the report, just one, Richard Tweed, remains with the Force. His position in Rotherham started in 2010, the year which the report states the improvements began.
“As a result of the release of the report we have begun to see a number of new reports about child sexual exploitation. I interpret this as a sign of confidence amongst victims that the Force, as it stands now, will take these matters seriously and investigate them fully.”

National leaders, who have a historical mission to fulfil, seem to know as if instinctively what intricate paths to follow in order to reach the goal that destiny have assigned to them. This is the way they are able to reverse the misfortunes of their people. Theirs is a great work of the art of leading the people out of despair and into salvation. The Quaid-i-Azam was one such leader who was well aware of all-or almost all-the structural-functional, as well as institutional-ideological changes that were necessary; changes that had to be effected and the full implications that had to be faced before the national goals could be reached. He had a bold programme of action and a scheme of revolutionary reforms, ranging from the sphere of public education to that to political economy, from the creation of a highly stratified military hierarchy to the establishment of a modern and independent state complete with all its service departments and other contemporary institutions. His vision of Pakistan was an ideal Islamic State with its socio-economic set up based on the
teachings of the faith. ‘His ideal state’, in the words of one of his distinguished associates, ‘would be one where Islamic values and mandates would be accepted and observed; where the Islamic concept of equality, fraternity, liberty and justice would find play’. About the responsibilities of the Government, the Quaid-i-Azam in his speech at a public meeting on March 21, 1948, at Dacca said: “The Government can have for its aim only one objective — how to serve the people, how to devise ways and means for their welfare, for their betterment. What other object can the Government have and, remember, now it is in your hands to put the Government in power or remove the Government from power; but you must not do it my mole methods. You have the power; you must learn how to use it; you must try and understand the machinery. Constitutionally, it is in your hands to upset one Government and put another Government in power if you are dissatisfied to such an extent”. He had aspired to do away with the obvious manifestations of gross social inequality through making Pakistan a Welfare State. He did not want Pakistan to become a paradise of capitalists and landlords. The Quaid-i-Azam’s conception of a state was that, “The state exists not for life but for good life” . The Quaid-i-Azam repeatedly said that Pakistan had been created for providing equal opportunities and decent living for the poor people, who comprised a large majority of our population. Concern Over Surge In ‘Unnecessary’ Use Of Antibiotics More must be done to curb unnecessary prescribing of antibiotics, experts said after a new study found that the number of patients dished out the drugs for minor ailments has soared in recent years. Thirty-six per cent of patients were given antibiotics for coughs and colds in 1999 but by 2011 this figure had soared to 51%, researchers found. This is despite the fact that the government issued guidance in 1998 warning GPs not to issue antibiotics for “simple” coughs and colds. The worry is that patients who receive antibiotics when they are not needed run the risk of carrying antibiotic resistant bacteria in their gut. If these bacteria go on to cause an infection, antibiotics will then not work when the patient really does need them. Health experts from around the

The new research, by experts at Public Health England (PHE) and University College London, also found there was “substantial variation” in prescribing among different GP surgeries. This study reinforces the message that the Government issued recently for frontline health professionals to resist pressure from patients for unnecessary prescriptions and explore alternatives to them.

The Quaid-i-Azam did not wish Pakistan to become a paradise for capitalists and landlords who, in his own words, had flourished by “a system which is so vicious, which is so wicked and which makes them so selfish that it is difficult to argue with them. The exploitation of the masses has gone into their blood. They have forgotten the lessons of Islam. Greed and selfishness have made these people subordinate to the interest of others in order to fatten themselves…. Do you visualize hat millions have been exploited and cannot get one meal a day? If that is the idea of Pakistan, I would not have it”. The Quaid-i-Azam reminded the officers and men of the Pakistan army that although the battle for Pakistan’s freedom had been won, a harder battle for the preservation of that freedom and building it on a firmer and sounder basis was still in progress and the battle had to be fought to a successful conclusion if Pakistan was to survive as a great nation. Addressing the troops on 21st February, 1948, the Quaid-i-Azam said, “We have to prove ourselves fit for our newly won freedom. You have fought many a battle on the far-flung battlefields of the globe to rid the world of the Fascist menace and make it safe for democracy. Now you have to stand guard over the development and maintenance of Islamic democracy. Islamic social justice and the equality of manhood in your own/ native soil. You will have to be alert, very alert for the time for relaxation is not yet there. With faith, discipline and selfless devotion to duty there is nothing worthwhile that you cannot achieve”. The Quaid-i-Azam devoted his attention to
the eradication of corruption, bribery, jobbery and nepotism which were inherited into the administration as a legacy from the old regime. He urged the people to fight these social evils. In his very first speech in the constituent Assembly, he declared: “One of the biggest curses from which India is suffering…. is bribery and corruption, that really is a poison. We must put that down with an iron hand… black-marketing is another curse…. You have to tackle this monster which today is a colossal crime against society, in our distressed conditions….A citizen who does blackmarketing commits, I think, a greater crime than the biggest and most grievous crimes. These black marketers are really knowing, intelligent and ordinarily responsible people, and when they indulge in black marketing, I think they ought to be very severely punished, because they undermine the entire system of control and regulation of foodstuffs and essential commodities, and cause wholesale starvation and want and even death… the evils of nepotism and jobbery must be crushed relentlessly”. Quaid warned us by telling “that in our midst there are people financed by foreign agencies who are intent on creating disruption. Their object is to disrupt and sabotage Pakistan. I want you to be on your guard; I want you to be vigilant and not to be taken in by attractive slogans and catchwords… Quite frankly and openly I must tell you that you have got amongst you a few agents financed by foreign help and if you are not careful, you will be disrupted”. The best tribute which we should pay to our Quaid is to transform Pakistan into a state of his dreams. This we can do by working hard with missionary zeal, consolidating national unity, guarding our integrity, pursuing the path of social justice and progress and eradicating feudalism, regionalism, illiteracy, and poverty from our society.
Pakistan PM Nawaz Sharif Is Named As A Murder Suspect Police in Pakistan have named Prime Minister Nawaz Sharif as a suspect in a murder case, officials say. He is among 21 possible defendants suspected of the killing of 14 demonstrators near Lahore in June. Opposition cleric Tahir ul-Qadri has demanded that Mr Sharif face murder charges and a terrorism probe. However it is not automatic that Mr Sharif will be arrested and appear in court. This is only a preliminary investigation following the filing of a complaint to police. Officers will need to find incriminating evidence before pursuing the case any further. They are reported to have filed a first information report (FIR) - the preliminary stage of a possible criminal case - against Mr Sharif and 20 other people as possible defendants in the killing of the demonstrators. Any charges in relation to the killings will only be filed if a magistrate determines there is a case to be answered. This procedure could take months. Tahir ul-Qadri, one of two opposition
figures currently leading a sit-in against Mr Sharif, had demanded that murder charges be brought in the case. Addressing his supporters, Mr Qadri rejected the FIR because he said it did not include terrorism clauses. The two-week-plus standoff between protesters and security forces in Islamabad has taken place just 15 months after the prime minister won a five-year mandate in elections. A statement from Mr Sharif's office confirmed that orders had been issued to register a case. Among those named in the FIR are Mr Sharif's brother Shahbaz Sharif, the chief minister of Punjab province of which Lahore is the capital. Another opposition politician, Imran Khan - who argues that elections in June 2013 were rigged - has also called for Mr Sharif to resign. Mr Khan and Mr Qadri led thousands of their supporters in separate marches from Lahore to Islamabad - and both protest camps are now occupying two highways in the Pakistani capital but as they moved towards Parliament house police opened

The event was generously attended by adults and children alike. With live performances from local and national artist and children, the event played a major part in bringing together people from a diverse range of backgrounds. Key speakers Lord Nazir Ahmed of Rotherham congratulated Pakistan Muslim Centre for bringing together Sheffield, Rotherham, Doncaster and Barnsley, and for constructively displaying how British Pakistani’s community cohesion and values are maintained despite many difficulties. The event commenced with attendees singing to The British and The Pakistani National Anthem, with speeches amongst other live performances, followed by face painting and Pakistani and British delicacies. Chairman Mohammed Ali speaking on the success of the
event stated “If anybody wanted to witness true face value’s of British Pakistani’s, the PMC Independence day Celebrations was the place to be. This event was all about showing the dual love people from Britain hold about their or their parent’s native homeland “ The proceedings were pretty much dominated by a short play performed by children who

Resignation Of Cllr Roger Stone Today’s publication of Alexis Jay’s inquiry report has highlighted historic failings by Rotherham Borough Council and its partners in tackling the scourge that is child sexual exploitation. The Council will now rightly consider the next steps to be taken following its publication, including ways to build on the significant improvements put in place in recent years. I join our Chief Executive Martin Kimber and our Cabinet Member Cllr Paul Lakin in sending my heartfelt apologies to those young people and their families who this report shows have been badly let down by the Council in the past. Like any right-minded person, I am disgusted by CSE and abhor the lifelong damage that it wreaks upon the lives of all those affected by it. It is
a matter of great regret for me, as it is for many others, that so many people have been traumatised by CSE here in Rotherham. However, having considered the report, I believe it is only right that I, as Leader, take responsibility on behalf of the Council for the historic failings that are described so clearly in the report and it is my intention to do so. For this reason, I have today agreed with my Labour Group colleagues that I will be stepping down as Leader, with immediate effect. A new Leader will be elected in due course. I have always considered my most important job as Leader has been to share my passion for this borough and to work in the best interests of everyone here in Rotherham. I believe my decision to step
down, though not an easy one for me to make, does exactly that, allowing a new chapter in the history of Rotherham Borough Council to begin. I would like to take the opportunity to thank all those within the Council and in our partner organisations who have worked with me over the past 10 years and I wish them all the very best for the future.

Death of the tax disc The traditional paper car tax disc will be replaced by an electronic system in October, and drivers are being urged to understand the rules The tax disc, which was first introduced in 1921, will cease to exist in paper form from October 1, with a new electronic system being put in its place. Under new rules announced in the Autumn Statement last year, motorists will now have to register their car online to pay Vehicle Excise Duty, otherwise known as road tax. This can be done via Direct Debit on the Driver and Vehicle Licensing Agency (DVLA) website or at a Post Office branch. Those who don't register for the tax, will be caught out by number plate recognition cameras which track each vehicle on the road. While the move aims to streamline services and, it is claimed, save British businesses millions of pounds a year in administrative costs, motorists are being warned to brush up

on the new rules or face possible fines. The change mostly affects those buying or selling a used car. Anyone who buys a used car will no longer benefit if there are months left on the tax disc, as the vehicle tax will no longer be transferred with the car. This means buyers will have to renew their tax disc straight away, or risk being caught out on the road in an untaxed car. The seller of the vehicle is responsible for informing the DVLA of a change of ownership, otherwise they could face a possible £1,000 fine. This can be done by filling out a V5C form and sending it to the DVLA. Vehicle sellers will get an automatic refund for any full
calendar months left on the vehicle tax. This is a huge change and vehicle owners and drivers need to be aware of the rules. A driver, not registered owner, can be issued a non-endorsable fixed penalty for driving an untaxed car. An owner can be fined £80 for using an untaxed vehicle (one not registered off the road) and can be charged any back tax. It is important all vehicle owners and motorists do their utmost to establish whether their vehicle is taxed or SORN’d (declared off the road) before driving the car. Over 1.7billion tax discs have been issued since 1921 – if they were put in a line, they would go around the world three times. Last year, the DVLA issued 42.2million tax discs weighing over 72 tonnes – that’s heavier than a Challenger 2 tank. The paper element of the driving licence, which accompanies the credit card size photo-card, is also due to be axed in January 2015.

A Constitutional Way Out Pakistan is once again in the throes of a crisis, as both the Pakistan Tehrik-e-Insaaf (PTI) and Pakistan Awami Tehrik (PAT) interalia are demanding the resignation of the Prime Minister. That is the true stumbling block. It is argued that such a demand has no constitutional basis and will give rise to many legal difficulties. However, possible ways out of the deadlock lie within the Constitution itself. The use of the provision for referendum in the Constitution as contained in Clause 6 and 7 of Article 48 reads as follows: 48. (6). If at any time, the Prime Minister considers it necessary to hold a referendum on any matter of national importance, he may refer the matter to a joint sitting of the Majlis-eShoora (Parliament) and if it is approved in a joint sitting, the Prime Minister may cause such matter to be referred to a referendum in the form of a question that is capable of being answered by either “Yes” or “No”. (7) An act of Majlis-e-Shoora (Parliament) may lay down the procedure for the holding of a referendum and the compiling and consolidation of the result of a referendum. In this way, all parties can reach a consensus to pass an act of Parliament for laying down the procedure for holding a referendum and the compilation of its results. The answer to the question posed in the referendum has to be simply a “Yes” or a “No”. The results of the referendum should then be accepted by all parties whatever they may be. The questions in the referendum could be as follows: n Should the Prime Minister resign? n Should the Assemblies be dissolved? Another way out of the present political situation would be for the Prime Minister to avail leave for a period of 3 months in accordance with Section 12 of the Prime Minister’s (Salaries, Allowances & Privileges) Act 1975 which reads as follows: 12 (1). The Prime Minister may avail himself a leave of absence during his term at any one time or from time to time for urgent reasons of health or private affairs for a period not exceeding 3 months in the aggregate”. This is not a constitutional provision but a statutory provision. The Prime Minister under Section 6(1) of the Prime Ministers Act, 1975 shall not be entitled to the use of railway saloons, river crafts, air craft or official cars during any period for which he is on leave. These are the only privileges the Prime Minister cannot avail; otherwise he is entitled to all other privileges of his office during this period. The Prime Minister will continue to remain in office while on leave. Under Article 90 (1) of the

Constitution, the Federal Government consists of Prime Minister and the Federal Ministers which shall act through the Prime Minister who shall be the Chief Executive of the Federation. However, in Clause 2 of Article 90 of the Constitution, in the performance of his functions, the Prime Minister may act either directly or through the Federal Ministers. It is therefore permissible for the Prime Minister to transfer any of his constitutional functions to the Federal Ministers at any time. For example, the Prime Minister may authorize Minister for Defence to directly place summaries to the President with regards to all matters relating to his Division. The Prime Minister may also authorize the Minister for Finance to obtain the approval of the President directly in any matter relating to his Division without placing the matter before the Prime Minister.
The Constitution allows the Prime Minister under Clause 2 of Article 90 to transfer all his constitutional functions to any one Federal Minister or a Committee of Ministers of his choice. The Federal Minister or Ministers so nominated shall perform all functions of the office of Prime Minister during the period that the Prime Minister is on leave. It would be pertinent to mention that under Rules 20 (3) and 20 (4) of the Rules of Business, Government of Pakistan, 1973, the Prime Minister is also empowered to authorize any Minister to preside over meetings of the Cabinet in his absence. But under this Rule, decisions taken by the Cabinet would require approval of the Prime Minister. In case of emergency the Cabinet is also authorized to take decisions in anticipation of the Prime Minister’s approval. Rules 20 (3) and Rule 20 (4) of the Rules of Business, 1973 reads as follows: (3) The Prime Minister may authorize the holding of Cabinet meetings during his absence. (4) The Prime Minister shall preside at all Cabinet meetings. In the absence of the Prime Minister, a Minister nominated by the Prime Minister shall preside. The decisions taken in the Prime Minister’s absence shall be subject to the approval of the Prime Minister, unless
the Cabinet feels that a particular case is so urgent that immediate action may be taken in anticipation of the Prime Minister’s approval. It is important to note that no time period is given during which such approval may be obtained. As the Prime Minister can transfer all his functions to any Federal Minister. Clause 9 of Article 91 is of significance which states that any person can be appointed as Minister for a period of six consecutive months even if he is not a Member of National Assembly or Senate. If an agreement is reached between all political parties to appoint any neutral person as a Minister who is neither an MNA or a Senator, then the Prime Minister may transfer all his constitutional functions to him and thereafter proceed on leave. This may be a way out of the current political impasse which has continued for several days. The Minister performing functions of the office of Prime Minister may install a new interim Cabinet representing various parties for a specific period thereby saving democracy and the present assemblies. During the said period, the person may also, with the consensus of all parties, issue Ordinances for electoral reforms etc. It should however be kept in mind that the Parliament and the Prime Minister would remain intact with this arrangement and the Prime Minister can at any time take over the reigns of power. When a Minister is heading the interim arrangement, the Judicial Commission as proposed by the Hon’ble Prime Minister may also start functioning and the results could inform the future course of action. By consensus arrangement, the Government may not call a session of the National Assembly or Senate during the period. Clause 2 of Article 54 states as follows: 54. (2) There shall be at least three sessions of the National Assembly every year, and not more than one hundred and twenty days shall intervene between the last sitting of the Assembly in one session and the date appointed for its first sitting in the next session: Provided that the National Assembly shall meet for not less than one hundred and thirty working days in each year. An agreement would have to be reached so that the National Assembly if summoned on request of 1/4th or more of its total membership during this period would not upset the consensus arrangement. In this way, the system would remain intact, the National Assembly and the Senate would continue their existence and all the reforms etc. may take place with the neutral setup without endangering democracy.
Former Council Leader To Be Appointed To The House Of Lords Paul Scriven, former Liberal Democrat Leader of Sheffield City Council will be appointed to the House of Lords. Paul Scriven lives in Hunters Bar and has previously been a Sheffield City Councillor. He runs successful businesses advising public sector leaders in the UK and South East Asia and working with small business on building a mobile marketing presence. Before coming into politics Paul worked in a senior role within the NHS. Commenting Nick Clegg, Liberal Democrat MP for Sheffield Hallam, said: “Anyone who knows Paul will know that he isn’t afraid of speaking up and challenging the establishment. Also, like me, he passionately believes in the need for reform in order to bring the House of Lords into the 21st Century. “Paul has a wealth of experience and expertise

Sheffield Will Host 2017 Special Olympics Nick Clegg has welcomed the news that the Special Olympics Summer Games will be held in Sheffield in 2017. The event for athletes with intellectual or learning disabilities is expected to attract 2,000 athletes, 500 voluntary coaches, 500 volunteers and an estimated 5,000 family members. Nick Clegg, Deputy Prime Minister and Liberal Democrat MP for Sheffield Hallam, said: “This is an outstanding event and I’m proud that Sheffield has
been selected as the next host city. It shows that we continue to be a major city of sport. I’m certain that the world class facilities, outstanding hospitality and all-round love of sport will ensure we put on the best ever Special Olympics Summer Games when they arrive in 2017. UK Terror Threat Level Raised To Severe The threat from militant groups in Iraq and Syria is behind the move, which means an attack is considered "highly likely". The government has raised Britain's terror threat level from substantial to severe because of the threat from militant groups in the Middle East. A severe threat means an attack is deemed to be "highly likely", but there is no intelligence to suggest one is imminent. At a press conference in London, David Cameron said an attack
was more likely because of the increased threat from militant groups in Iraq and Syria, where Islamic State (IS) have seized large swathes of territory. The Prime Minister added the UK was in the midst of a "generational struggle" against a "poisonous ideology" and that IS posed a "greater and deeper threat to our security than we have known before". "We could be facing a terrorist state on the shores of the Mediterranean and bordering a
Nato member," he said, adding that Britain's security services believed at least 500 Britons have gone to fight in Syria and potentially Iraq. The PM also announced new legislation that would make it easier to remove passports from people who may travel abroad to fight, adding that the Taliban had harboured and facilitated al Qaeda terrorism, but IS was effectively a state run by terrorists. Meanwhile, the White House has said it does not expect to raise the US terror threat level. Police forces say they will increase their patrols in response to the raising of the terror threat, which is set by the Joint Terrorism Analysis Centre (JTAC). The JTAC's decision comes amid growing concern about hundreds of aspiring British jihadis travelling to Iraq and Syria and the murder of American journalist James Foley

High-Salt Diet Linked To 1.6 Million Heart Deaths "Salty diet 'causes 1.6 million deaths worldwide each year'," reports The Daily Telegraph. It goes on to quote a researcher saying this is "nearly 1 in 10 of all deaths from cardiovascular causes worldwide". This scary-sounding headline has a grain of truth in it, but the science it's based on doesn't prove that salt is causing these deaths. In fact, the news is based on a modelling study. To estimate the effect of current sodium intake on cardiovascular mortality worldwide, researchers used available data on: • sodium consumption • the dose-response effects of sodium consumption on blood pressure • t h e association between blood pressure and cardiovascular mortality • data on cause-specific deaths Globally, 1.65 million deaths from cardiovascular causes in 2010 were attributed to people consuming more than 2g of sodium per day.

That's roughly 5g of salt a day. Currently, UK advice is for adults to eat no more than 6g of salt a day. But this study could not prove that sodium restriction reduces cardiovascular mortality. This means the findings are generally in keeping with current salt recommendations that adults consume no more than 6g of salt a day. The researchers estimated the average level of consumption of sodium worldwide was 3.95g a day and regional averages ranged from 2.18g to 5.51g a day. From their meta-analysis of randomised controlled trials, they found reducing sodium intake reduced blood pressure. Each reduction of 2.30g of
sodium a day was associated with a reduction of 3.82mmHg in blood pressure, although the effects depended on population characteristics such as age and race. They also found lower blood pressure was associated with a reduced risk of cardiovascular death. The researchers calculated nearly 1 of every 10 deaths from cardiovascular causes (1.65 million deaths a year, 9.5% of all cardiovascular deaths) is attributed to a sodium intake of more than 2g a day. Four of every five deaths (84.3%) occurred in low- and middle-income countries, and two of every five deaths (40.4%) were premature (before 70 years of age). The researchers concluded that: "In this modelling study, 1.65 million deaths from cardiovascular causes that occurred in 2010 were attributed to sodium consumption above a reference level of 2.0g per day."

You'll have an impact on every part of the patient's life. For anyone who have a family member with kidney failure, ask not what others can do without asking 'What can I do?' What would you want to happen if it was you? It’s a call echoed by Bradford Royal Infirmary specialist nurse for organ donation Lauren Ward, who is encouraging people to discuss organ donation, to ensure that loved ones are made aware of wishes. “This year we hope to encourage more people in Bradford than ever before to join the NHS Organ Donor Register and to tell their family they want to be a donor," she said. “Many people don't realise that if they haven’t made their donation decision clear, their family could be asked to agree to donation taking place. Nobody wants to leave their family with such a burden.” Lubna Khalid, 39, of Thornbury, had a kidney transplant three years ago and is now one of 20 Bradford Beating Diabetes Champions tackling diabetes and raising awareness in the district. Mrs Khalid had to visit hospital three days a week on dialysis. “It was a very hard life; you go to hospital for hours while they clean your blood, then you come home and you don’t have any energy left. Emotionally and physically you feel weak. Your whole life changes," she said. Following her transplant, she was identified as being at risk of developing diabetes, leading her to change to a healthier diet. “I never realised how important it was to keep healthy before I became ill," she said. YOUNG PEOPLE AND PROPERTY Mohammed Mahroof BSc (Hons) MRICS Consultant Mark Jenkinson & Son Following on from my last article I am focussing on the aspirations of young people. The reason I have picked this topic was following a conversation with a young lady who questioned how a young person on a average salary can aspire to get on the property ladder. The dream of owning your own property for a lot of young people is just that and at the rate property prices are rising with salaries not keeping pace, the aspiration gets further and further away. On the day I am writing this article the news headlines are commenting on rising house prices, with average house prices being close to £250k. If you are on a salary of £15/£18K the chances of you securing a mortgage is going to be very difficult. Even if you were to secure a mortgage you would need a minimum of 5% deposit which for some young people is difficult to achieve, unless they are living at home. The chances are that the young person would be renting a property, with rents being at a level not seen before, coupled with household bills, travelling expenses to work, food and other expenses. The opportunity to save just for a deposit becomes a challenge unless the bank of mum and dad helps out.
There are clear statistics which highlight the fact that more and more people are staying at home for much longer, in some cases into their forties. In some cultures of the world this is a normal way of life, with the extended family living in the same house for generations. In fact they would not choose to live in any other way .Clearly there are many benefits to living as a family - sharing the costs and benefiting from a rich family life. But clearly this form of living is not a panacea for all cultures. A version of this that allows families to live together is splitting the home into individual units. For example, having three floors and converting these into single family units is a common way of living in many emerging countries. In some countries in South Asia properties are designed to be used in this way.
Clearly it is much more difficult in this country. The properties are not large enough, the need for detailed statutory consents, just to mention a few issues. A trend I have seen beginning to develop in this country is communal living. The rationale behind this is that a group of people buy a large property which they convert into individual units which they share. Taking Aspirin To Reduce Cancer Taking a daily dose of aspirin could help ward off some types of cancer, according to a new study. Researchers say that long-term use of the drug can significantly cut the chance of dying from gastrointestinal illnesses such as bowel cancer and stomach cancer. It is estimated that 130,357 cancer deaths could be prevented over two decades if everyone in the UK between 50 and 64 took the drug for 10 years. Lead researchers believe GPs should recommend healthy patients take a daily dose of the drug. Whilst there are some serious side effects that can’t be ignored, taking aspirin daily looks to be the most important thing we can do to reduce cancer after stopping smoking and reducing obesity, and will probably be much easier to
implement. The team found bowel cancer incidence could be cut by 35%, and deaths by 40%, if people took aspirin for 10 years. Stomach and oesophageal cancer were reduced by 30%, and deaths from these diseases by 35% and 50%. It also reduced breast cancer incidence by 10% and deaths by 5%. The risks of daily aspirin use included a sharp increase in serious or fatal bleeding in the gut for people over 70, due to the drug’s blood-thinning effect. It also upped the risk of peptic ulcer by 30% to 60%, and the chances of dying from a stroke by 21%. A note of caution; Aspirin is showing promise in preventing certain types of cancer, but it’s vital that we balance this with the complications it can cause.

Heart Disease To Cost UK Economy £15bn This Year Heart disease is expected to cost £15bn by the end of 2014 with billions wiped from British productivity, a new study has suggested. Britain’s healthcare system will see that cost rise 22% to £18.3bn by 2020, the research produced by the Centre for Economic and Business Research (CEBR) said. The study, commissioned by pharmaceuticals giant AstraZeneca, also indicates that the cost to business of the disease afflicting working-age people is also significant. The costs from cardiovascular disease to the UK economy currently stand at 1.4% of GDP. This is large in comparison with other European nations and unless actions are taken to address this challenge, the economic burden will become ever more substantial.
Cardiovascular disease (CVD) is the biggest killer of men in the UK and the second biggest for women - after dementia and Alzheimer’s disease - according to the Office for National Statistics. CVD is related to heart attacks and strokes and can affect people of all ages. The study said 194,239 lives have been lost to the disease this year, with more than 20,000 among the working age. The research calculated that across 2014 in Britain, the direct cost of the disease is £11.1bn, with another £3.8bn from lost productivity caused by premature mortality. The financial burden of cardiovascular disease and the human impact on individuals and their families is only set to rise unless we address this epidemic head-on.

Sheffielders In Richer Areas Are Living 10 Years Longer A ‘scandalous’ health and wealth divide in Sheffield means people in poorer areas are living around a decade less than people in wealthier parts of the city. People in poorer areas are leading shorter lives plagued by health issues such as cardiovascular disease, cancer and obesity – and the divide has been worsened by the recession, says Jeremy Wight, the city’s director of public health. He said: “Poverty is the single biggest cause of health inequality in the city. “Health inequalities will continue to exist as long as we have socioeconomic inequalities. “If you look
at the parts of the city that are more disadvantaged in socio-economic terms, such as the north and east of Sheffield, people there have a life expectancy of eight to 10 years less than people who live in the better off parts such as the south and west of Sheffield. “It’s pretty scandalous.” Dr Wight added: “We have seen the recession, and policy that hits people on social security hard. “I have no doubt that that has made people in the city less well off. “There are aspects of Government policy that have not made the situation better, that have made the health divide
worse. “Making people poorer is bad for their health.” Sheffield Council’s new Health Inequalities Plan aims to introduce a range of measures aimed at closing the gap. It says: “Inequalities in health in Sheffield have been well documented for over a century. ‘Deeply Elitist’ Britain The majority of top jobs in Britain go to privately-educated pupils, a major new report has revealed. The UK remains “deeply elitist” according to a study of 4,000 jobs by the Social Mobility and Child Poverty Commission. Doctors conducted the pilot trial after identifying the immune cells responsible for destroying hair follicles in people with the condition. Within four or five months of being put on the drug, ruxolitinib, all three patients experienced complete hair growth. However, more research is needed before the drug can safely be used as a baldness treatment. Scientists have only begun testing the drug in patients, but if the drug continues to be successful and safe, it

Motorway Middle-Lane Hogging Still Rife One Year After Crackdown A year since laws were brought in to stop motorists hogging the middle lane, more than half of drivers admit they still do it. New research has found 52 per cent of motorists know that middle lane hogging is illegal. Yet despite this, 59 per cent owned up to staying in the central lane, rather than just using it for overtaking, with those aged 65 and over being the worst offenders. The analysis came from traffic flow data from nearly 6,500 sites on the Highways Agency motorway network and the insurance firm Direct Line. Lane hogging causes congestion, reduces the capacity of the roads, and
most crucially, can be dangerous. If the inside lane has space, you should move into it. The South East of England was also found to be the country’s middle lane hot spot, with the M4 near Slough having the highest incidence of hogging. The most common reason for why people drove in the middle lane was because it is an easier way to drive on motorways as it saves changing lanes. In August 2013 the Government introduced new careless driving laws to curb lane hogging and tailgating; those caught by police now face a £100 fine and points on their licence.
Failing Doctors Could Be Forced To Apologise To Patients For Their Mistakes Doctors could be forced to apologise to patients or their families if regulators find them to be in the wrong. A new consultation from the General Medical Council (GMC) questions whether or not doctors across the UK should be required to say sorry if they have previously failed to do so. Whether or not they have apologised may also be taken into account when a fitness to practice panel is deciding on what sanctions the medic faces, the document states. “If we are to maintain that trust, in the small number of serious cases where doctors fail to listen to concerns and take action sooner to protect patients, they should be held to account for their
actions.” GMC chief executive Niall Dickson Meanwhile, those who fail to blow the whistle if they have concerns about the capability of a colleague could face stricter sanctions under plans outlined in the consultation document. The doctors’ regulator has set out a series of proposals to help “improve patient protection and public confidence in doctors”. The document also seeks views on whether or not doctors who have previously harmed patients, but gone on to show improvements, could still face sanctions. The consultation was launched at the end of August and will close on November 14.
