Corollary widespread fires during the following days burned down most of what was left. Only weeks after the bombardment, plans for rebuilding were ready. The port of Rotterdam had to be modernised. It expanded enormously to the west and shifted to petrochemical industries. In the 60s, the port of Rotterdam became the WORLD’S LARGEST PORT. At the beginning of the 70s, though, expansion had to halt; a lack of space and increasing complaints about environmental pollution were major motives; port’s functions were moved far from the city centre.

DOKHAVEN is the heart of the former

shipyard of the Rotterdam Dry Dock Company, (rotterdamsche droogdok maatschappij_RDM), established in 1902 on the south river bank of nieuwe maas. In the period between 1903 and 1945 the size of the complex increased fourfold to almost 40 hectares. In 1914 the RDM started to build the garden village Heijplaat for its workers, whose number was growing and growing. The village existed of about 850 houses of which the latest were built in the ‘50s. The original masterplan was inspired by the English garden house. The shipyard belonged to the largest in Europe, in number as well as in size, but a couple of year after this highlight, the emergence of line fights and the growth of ship factories in low wage countries, caused problems for the shipbuilding industry of Netherlands. Despite several attempts and some important mergers, and despite the sale of the village to a housing corporation in 1980 , the RDM went bankrupt in 1983. This caused the unemployment of 1370 people and huge consequences on the area.

on both sides of the Rotte, a tributary of the river Nieuwe Maas. It gained city rights in 1340. At the outset, Rotterdam was a small merchant town, shadowed by local rivals Dordrecht and Delft. In the following centuries, it would continue to develop within a merchant tradition. From the 17th century on, it would increasingly make use of its position as a PORT. Thus commerce, fishing and shipping became pivotal economic elements. The town became home to some 30.000 inhabitants. In the second half of the 19th century, port expansion became the city’s top priority. With a major port, Rotterdam developed into the essential link between the German hinterland and the sea, and thus a gateway to Europe. The major transit ports on the south side of the river, among which DOKHAVEN, were established between 1880 and 1914. Population mushroomed. The city grew from some 153.000 inhabitants in 1880 to some 425.000 inhabitants around 1910. But then, on 14th May 1940, the German Luftwaffe flew over the city and needed but ten minutes to bomb and destroy the entire inner city.

The neighborhood is geogra ically isolated by the rest of the city by a circular set of roads that make a sort of ring/wall around the two hills that mark the settlement, hence it can be considered in a way a sort of enclave or ghetto.

FATIH SULTAN MEHEMET neighborhood, (called Armutlu in everyday talking) is an area of about 50 thousand (illegal) inhabitants in the northern part of Istanbul.

The formation of Armutlu can be traced back to the 1950s. First, eight to ten families from the Black Sea region came to Armutlu and were employed in one of its quarries, now closed. The land belonging to the government next to the quarry owner’s dwelling was colonized by the workers and quickly their relatives and friends moved in, and settled there too. These families were dealing with greenhouse work, animal husbandry and agriculture. But it is just up to the new wave of illegal settlements in the 1980s and early in the 1990s, that we can talk about a wholly established Armutlu settlement. This phenomenon of illegal housing typical of a number of developing countries is called in Turkey gecekondu. In Turkish dictionaries the world is de ined as “a habitat of one or two rooms built at night on the periphery of a large city without permission”. With their little huts of one or two loors, built with very poor materials and little building knowledge, the gecekondu neighborhoods are city versions of villages.

The aim of the project was, therefore, to identify the challenges that Istanbul is facing in order to make FSM a livable, sustainable, ef icient and enjoyable neighborhood. Since the whole precinct is illegal, public services and infrastructures are almost completely missing. In spite of the few achievements as a result of the elections campaigns, Armutlu is still far from having all the amenities and services of a modern city.
