Dela Cruz PLARIDEL, Bulacan — Nagpahayag ng kanilang kasiyahan ang mga overseas Filipino workers sa bayang ito sa plano ng pamahalaang Duterte na magtayo ng international airport sa lalawigan ng Bulacan dahil magbibigay ito kaginhawahan sa kanilang pag-alis at pagbalik sa bansa. Una nang nagpaabot ng kanilang kasiyahan ang mga kababayan nating Bulakenyo na nagtatrabaho sa iba’t-ibang bansa tulad ng Australia, Brunei, Qatar, Malaysia, Singapore at iba pang destinasyon sa mundo na mayroong mga Pilipinong

manggagawa. Isa sa mga Bulakenyang taga-Baliwag na ang kanyang pamilya ay naninirahan ngayon sa bansang Australia ang natuwa nang malaman ang balita tungkol sa planong international airport, si Ginang Lanie Reyes. “Kapag natuloy ang airport na ‘yan, hindi na kami mahihirapang magbiyahe ng Metro Manila. Noon kasing nakaraang taon nang umuwi ako diyan sa Bulacan, grabeng trapik ang naranasan namin mula sa NAIA, hanggang sa EDSA. Maraming Pilipino dito sa Australia ang matutuwa kapag nagkaroon ng katuparan ang planong iyan,” sabi ni Reyes. Ang mga OFW na na-

Ang nasabing proyekto ay nagkakahalaga ng P700 Bilyon na itatayo sa mahigit 2,000 hektaryang lupain kung saan ang 1,168 hektarya nito ay para sa airport complex at ang 1,332 hektarya nito ay para sa isang city complex at inaasahang matatapos sa loob ng anim na taon matapos na maaprubahan ang naturang proyekto. Nakasaad sa plano ng paliparan ang anim na parallel runways at may inisyal na kapasidad para sa 100 million pasahero kada taon na tatlong beses ang higit na kapasidad kumpara sa Ninoy Aquino International Airport.

Ayon pa sa report, inaprubahan umano kamakailan ng Investment Coordination Committee of the National Economic and Development Authority (NEDA) ang unsolicited proposal ng San Miguel Corp. na magtayo ng international airport sa bayan ng Bulakan sa unang distrito ng lalawigan ng Bulacan. At pirma na lamang ni Pangulong Rodrigo Duterte, bilang chairman ng NEDA Board, ang kailangan para maaprubahan ang konstruksiyon ng paliparan at mapag-aralan pa ang mga bagay-bagay upang maisakatuparan ang planong paliparan. Aabot sa mahigit na 2,000 hektarya ang lawak ng nasa-

bing paliparan, na ang filling materials na itatambak dito ay manggagaling sa mga “silted river system” ng baybay dagat ng Bulacan. Dahil dito, maiibsan ang pagbahang mararanasan sa low-lying areas ng lalawigan Ang mga mababaw na kailugan mula sa bayan ng Obando, Meycauayan, Marilao, Bocaue, Bulakan, Pa o m b o n g , H a g o n o y, Calumpit at Lunsod ng Malolos ay huhukayin para maging panambak sa itatayong international airport. Inaasahan na rin ang pag­ lago ng negosyo at kalakalan sa mga lugar na malapit sa itatayong paliparan ay malaki rin ang maiaambag nito sa aspeto ng empolyment.

LUNSOD NG MALOLOS, Bulacan — Sinangayunan ng mga magsasaka sa Gitnang Luzon ang desisyon ni Pangulong Rodrigo Duterte na hanapan ng solusyon na mapababa ang presyo ng bigas. Ayon kay Simeon Sioson, tagapangulo ng Federation of Central Luzon Farmer’s Cooperative na nakabase sa bayan ng San Miguel, Bulacan, ang pagkilos ni Pangulong Duterte ay napapanahon lalo na’t karamihan sa mga magsasaka ay bumibili na ng bigas. Ipinaliwanag nito na hindi lamang mga urban poor ang nahihirapan na bumili ng bigas kundi maging sila mang mga magsasaka ay halos mamalimos na para makabili ng bigas na kanilang isasaing.

Ayon kay Sioson, halos 70 porsiyento ng mga magsasaka ay nagtatanim lamang. Base sa datos ng Department of Agriculture sa Gitnang Luzon, ang lupang sakahan na sahod ulan sa rehiyon ay nasa 447,498.23 hektarya at yung merong irigasyon ay 367,415 hektarya lamang. True face of humility

I WAS happy to learn that Pope Francis tackled the question of humility in his latest Apostolic Exhortation, Gaudete et exsultate (Rejoice and be glad), which is about holiness in today’s world. In paragraph 118 of the document, he said it very clearly: “Humility can only take root in the heart through humiliations. Without them, there is no humility or holiness. If you are unable to suffer and offer up a few humiliations, you are not humble and you are not on the path to holiness. “The holiness that God bestows on his Church comes through the humiliation of his son. He is the way. Humiliation makes you resemble Jesus; it is an unavoidable aspect of the imitation of Christ.” These words resonate strongly with me. Years ago, when still as a college student, I was very intrigued by the words of St. Josemaria Escriva in his book, The Way. Point 594 of that book said: “You are humble not when you humble yourself, but when you are humbled by others and you bear it for Christ.” I remember that these words prompted me to make some radical adjustments, a paradigm shift, in my understanding of humility. I thought humility was a matter of humbling oneself, which I was willing to do, at least to some extent. What Escriva’s words told me, and now what Pope Francis is reminding me, is that humility is a matter of being humiliated by others and by some external developments. That was hard to do and to make as an organic part of my attitudes. It means that I have to go beyond my feelings, my preferences, my ideas of humility. It means that humility does not depend on me, but on how things go in the world, no matter how unpalatable they would be to me or to anyone. To be sure, this character of humility can only be found in Christ

who precisely said: “Learn from me for I am meek and humble in heart.” (Mt 11,29) And he expressed this very vividly in his life by going through all the mockeries, insults and ultimately the crucifixion during his passion and death just to complete our redemption. We need to adapt this understanding of humility as taught and lived by Christ and as Pope Francis now reminds us of. Yes, it will require tremendous effort on our part, but the grace of God will always be there. Let us just keep in mind Christ’s reassurance: “My yoke is easy and my burden light.” (Mt 11,30) Let us not over-react to all the humiliations we can encounter in our life by not insisting too much on the tit-for-tat kind of justice. Let us remember that even those humiliations and expressions of hatred and injustice that can be inflicted on us will always play into the redemptive game-plan of God for us, if not now then in the end. When Caiaphas, for example, said that “it is better for you that one man dies for the people than that the whole nation perish,” (Jn 11,50) he was actually playing into God’s game-plan. St. John in his gospel said: “He (Caiaphas) prophesied that Jesus would die for the Jewish nation, and not only for that nation but also for the scattered children of God, to bring them together and make them one.” Thus, we should not overreact when all insults, injustice, violence and all other forms of humiliations would pour on us. We need to react the way Christ reacted to his humiliations. That is the only way we can truly be humble and in the end to be truly holy, as Pope Francis said his latest Apostolic Exhortation. We need to make some radical adjustments in our understanding and ways of living this particular virtue of humility. — roycimagala@gmail.com

Masayang gapasan ng palay TUWING buwan ng Marso hanggang Abril ay abala ang mga magsasaka at mga manggagawa sa bukid dahil ito ang panahon ng anihang pang tag-araw. Maaga pa ay lumalabas na ng bukid ang mga manggagawa upang gumapas sa bukid na kanilang gagapasan. Ang salitang gapas ay ang literal na pagkarit sa mga puno ng palay gamit ang lilik, o karit. Ang mga nagapas na mga puno ng palay at ibinibilad kasama ang mga uhay upang matuyo bago pagsama-samahin sa bawat sipok o mandala saka naman gigiikin ng tilyadora, ang prosesong paghihiwalay ng dayami at ng mga butil ng palay. Ang panahon ng anihan ay malaking biyaya sa mga magsasaka at sa mga manggagawa sa bukid. Noong unang panahon, may inihahandang piging ang mga magsasaka pagkatapos ng anihan. Paz are husband and wife, Filipinos, both of legal age, 40 and 39 years old, respectively, having been born on September 6, 1977, and January 11, 1978, respectively, with residence and postal address at Block 1, Lot 2, North Manhattan, Brgy. Santos, Malolos City, Bulacan, where summons and other court processes of this Honorable Court may be served to them. Petitioners have one child named Julien Andrea E. Paz. After almost eight (8) years of longing to have another child, petitioner Joan got pregnant with their second child. Regrettably, petitioners lost their second child while petitioner Joan was giving birth sometime in November 2014. However, out of stroke of luck and with God’s grace, petitioner’s sister named Jovy was pregnant with her 5th child at that time. God has been so good to the petitioners. Their prayer and fervent desire to be blessed with a baby was heard when Jovy volunteered to let petitioners take care of her 5th child from an illicit relation then. And as soon as the subject minor Jared was born in Bicol, he was brought to Bulacan after one week where petitioners are residing. Since then on, the subject minor is being taken good care of by petitioners who has brought their family nothing but pure joy and happiness. Petitioners are treating the subject minor Jared Aidan P. Baluyot as their own son and providing him not only his temporal needs but also the unceasing parental love and care the child deserves. In order to give said minor the status of legitimate child of herein petitioners with all the rights and privileges of a legally adopted child, petitioners decided to legally adopt Jared Aidan P. Baluyot. Realizing that Jared Aidan P. Baluyot is being well taken care of by the petitioners and who can truly provide the love, care, attention and affection that he needs, his biological parents signify their voluntary consent to this petition. Petitioners are physically, legally, morally and financially qualified to adopt Jared Aidan P. Baluyot. Petitioners are financially fit to adopt with an income more than sufficient to support the subject adoptee. Petitioners are likewise, physically, mentally, morally and psychologically fit to be the surrogate parents of minor adoptee Jared Aidan P. Baluyot considering their awareness, emotional maturity and competency to undertake the duties and responsibilities of surrogate parents, evidenced by the health certificates issued in favor of the adopters. Petitioners have good moral characters and have not been convicted of any crime involving moral turpitude nor have any derogatory record, as evidenced by their police, fiscal’s clearance, court clearance and NBI clearances. Petitioner is of legal age, a Canadian citizen, and a resident of Angat, Bulacan; 2. Respondent if of legal age, a Canadian citizen, whose last known address in the Philippines is at Bangkal, San Rafael, Bulacan; 3. Their marital relationship later on turned sour due to frequent quarrels and misunderstandings which led to repeated physical, emotional and psychological abuse committed by respondent against the petitioner; 9. On February 1, 2016, respondent filed for divorce before the Court of Edmonton, Alberta, Canada and sought the severance of their marital ties, which was granted by the Justice of the Court of Queen’s Bench of Alberta. An authenticated copy of the Divorce Judgment is attached as ANNEX “C”; 10. Since no appeal was made, the Divorce Judgment became effective on March 3, 2016 and a Certificate of Divorce was subsequently issued. An authenticated copy of the Certificate of Divorce is attached as ANNEX “D”; 11. The marriage between the petitioner and respondent was dissolved through divorce in accordance with Canadian Laws and regulations, which capacitates the parties to remarry upon effectivity thereof. No need to be canonized WE all can be and should be saints even if we are not canonized, that is, to be officially declared as saint by the Church after a long process of verifying the holy life of a person that definitely should show how heroic he lived his fidelity to his vocation and mission. In fact, for the great majority of the saints, this is the case, because sanctity is not a matter of public knowledge but of being faithful to what God in the Holy Spirit is asking them to do at every moment. Many times, this holiness is achieved not by being special in the world, like being a Pope, bishop or priest, or a hero like Rizal who was shot at the Luneta. It can be attained by anyone by simply doing the small little duties of everyday with great love for God and neighbor and with heroic consistency despite difficulties. That is why I was happy to read the following words in the latest Apostolic Exhortation of Pope Francis, “Gaudete et exsultate” (Rejoice and exult), which is about holiness in today’s world: “This holiness to which the Lord calls you will grow through small gestures. Here is an example: a woman goes shopping, she meets a neighbor and they begin to speak,

and the gossip starts. But she says in her heart: ‘No, I will not speak badly of anyone.’ This is a step forward in holiness. “Later, at home, one of her children wants to talk to her about his hopes and dreams, and even though she is tired, she sits down and listens with patience and love. That is another sacrifice that brings holiness. “Later she experiences some anxiety, but recalling the love of the Virgin Mary, she takes her rosary and prays with faith. Yet another path of holiness. Later still, she goes out onto the street, encounters a poor person and stops to say a kind word to him. One more step.” (16) The Pope continued by saying that while we can be inspired by the lives of some holy people, we are not meant simply to be copycats, since in spite of similar aspirations and desires and of having the same particular spirituality, we all have different conditions and circumstances. Each one is unique, and his way to holiness is unique and peculiar to him. In this regard, the new document says: “’Each in his or her own way,’ the Council says. We should not grow discouraged before examples of holiness that

appear unattainable. There are some testimonies that may prove helpful and inspiring, but that we are not meant to copy, for that could even lead us astray from the one specific path that the Lord has in mind for us. “The important thing is that each believer discern his or her own path, that they bring out the very best of themselves, the most personal gifts that God has placed in their hearts (cf 1 Cor 12,7), rather than hopelessly trying to imitate something not meant for them. “We are all called to be witnesses, but there are many actual ways of bearing witness.” (11) I believe that what is really important is that each one of us learns how to discern what the Holy Spirit is prompting to us to do at every moment and what he is showing us as our particular vocation and mission for our life. That is why we need to learn to pray, to live always in the presence of God, to have recourse to some spiritual direction to better discern the things of God for us, etc., etc. These I believe are basic things that are common to all who aspire to be truly holy in today’s very complicated world. — roycimagala@gmail.com

Ipinaliwanag ni Cruz na alam naman ng lahat na ang isang international airport ay “traffic generator that will bring a lot of economic activities to the province.” Dahil dito, sinabi pa ng alkalde ng Guiguinto na dapat na magkaroon ang lalawigan ng makatotohanan na plano, lalo na para sa mga kalsada para maging “accessible” ang nasabing paliparan ng sa ganon ay makahikayat ang lalawigan ng mga “investors.” Idinagdag pa ni Cruz na isa pang malaking pangangailangan ng lalawigan para sa pagtatayo ng nasabing paliparan ay ang mga “telecommunication facilities” at “logistic hubs” para lalong makaakit ng mga dayuhang mamumuhunan na makakapagdulot ng iba’t-ibang hanapbuhay hindi lamang para sa mga Bulakenyo kundi maging sa sambayanang Pilipino.

Bilang preparasyon ng bayan ng Guiguinto, ipinaliwanag ni Mayor Cruz na sila ngayon ay nasa proseso na ng pagkokonsolidad ng mga lupain malapit sa bayan ng Bulakan na tutugon sa Barangay ng Ilang-ilang at Poblacion para makakuha ng pagkakataon na pankinabangan ang “mega real estate development” na ito na sasakop sa mahigit 2,000 hektarya. Dapat aniya, na maging handa sila na masalo ang mga oportunidad at benepisyo na maidudulot ng nasabing proyekto sa kanilang bayan. Idinagdag pa ni Cruz na ang panukalang international airport ay isinama na rin nila sa master development plan ng kanilang bayan. Sinang-ayunan naman ni Bulakan Mayor Patrick Meneses ang pahayag nina Alvarado at Cruz at ibinahagi nito na ang project proponent ng nasabing paliparan

ay mayroon ring road plan para sa isang kalsada na magdudugtong sa kanilang bayan sa North Luzon Expressway na babagtas sa bayan ng Marilao. Idinagdag pa nito na karamihan rin sa mga panambak na gagamitin para sa nasabing paliparan ay magmumula sa mga hinukay na lupa mula sa mga bumabaw na kailugan ng lalawigan ng Bulacan kaya kung matutuloy ang proyekto ay inaasahan na rin na masosolusyunan na rin ang taunang pagbaha na nararanasan sa Unang Distrito ng Bulacan.

Technology for society (4) FOR all intents and purposes, good governance is a two-way process that should involve the government on one side and the citizens, meaning the governed on the other side. In a similar manner, law enforcement is also a two-way process that should involve implementation on one side and compliance on the other side. In both cases, nothing would work perfectly without the other. In the case of good governance, there is not much that the government could do if the citizens would not do anything, including not paying taxes and not obeying the laws. That’s the same for law enforcement, because the laws might as well be considered as decorations if the general public would not comply with them. In other words there is no use for law enforcement if the citizens themselves would not obey the laws. Despite the saying that ignorance of the law excuses no one, it would still be fair to say that to some extent, many citizens are not complying with the law simply because they are either not aware of it, or they hardly understand it even if they are aware of it. At the risk of sounding too naive, I would even say that many motorists are not following traffic laws simply because they are either unaware of these laws, or they do not really understand the full meaning of these laws. It might sound off topic, but we are often disappointed if security guards could not give us the information that we need, forgetting that we are talking to security officers who are not information officers. Well, we should really not expect everyone to know and understand the laws; otherwise there would no longer be a need for lawyers. If the problem is that citizens are ignorant of the law, then the obvious solution is education, if not social preparation. By education, I do not just mean the formal part of it, but the continuing part of it, the part that should even mean adult learning. It seems that our approach towards implementing laws is similar to planting trees. As it is now, we implement tree planting programs on the assumption that if we stick the seedlings on the ground, these would grow on their own even without fertilization and irrigation. It seems that that is also the way we grow our coconut trees. We just plant the seedlings and then we leave everything to rain and sunshine. The fact is, trees are living things and therefore we should shift our approach to growing trees, and not just planting them. Similarly, we should invest more into social preparation as a necessary approach to implementing the laws. From a technical standpoint, education nowadays borders on

information and communications because the same infrastructure could actually be used for the same purpose. As a matter of fact, social networking and mobile messaging could both be used for educational purposes, particularly for continuing education. From a broader perspective, continuing education could actually include anything that teaches anything, and as an example, that could also include seminars and trainings about waste segregation and energy conservation. Come to think of it, this could actually be done via online and mobile means, by way of newer teaching formats such as webinars and podcasts. In a much more practical way, System for Rice Intensification (SRI) advocate Obet Verzola does it through daily lessons sent to farmers via Short Message Service (SMS) messages with up to 160 characters. Pursuing the logic that laws are not being implemented simply because the people are not educated, it may be a good idea to teach all citizens about the Local Government Code (LGC), a law that practically empowers all Local Government Units (LGUs) to function as if our country is under a federal system. In other words, we may be clamouring for a system that is already right under our noses. For example, the LGC actually provides for Local Development Councils (LDCs) at the barangay, municipal, provincial and regional levels, participated in my both the LGUs and the citizenry. Generally speaking however, these LGCs are generally inactive and even if they are somehow active, there is not much participation from the citizenry. To solve this problem, I propose the mobilization of Non-Government Organizations (NGOs) so that they would actively participate in the LDCs. As far as I am concerned, I think virtual participation in LDC meetings should already be allowed, using both online and mobile means. Nowadays, there are too many Information and Communications Technology (ICT) options to choose from, and it’s actually now just a happy problem to choose what is best among the available options. For example, participants could now watch LDC meetings via live streaming, and they could participate via mobile messaging, using the latter as their backflow even for voting. Some might argue that everyone does not have smartphones, but even old legacy phones can be used to send SMS messages.
