2 forest ranger ng Napocor nasugatan sa pananambang sa loob ng Angat Watershed Ni Ramon Efren Lazaro LUNSOD NG SAN JOSE DEL MONTE — Dalawang forest ranger ng Angat Watershed Area Team (AWAT) ng National Power Corporation o Napocor ang nasugatan sa pamamaril habang nagpapahinga sa Barangay Kabayunan sa Bayan ng Donya Remedios Trinidad nitong Miyerkoles, Marso7. Sa salaysay ni Ador Mallari ng AWAT sa Mabuhay, sinabi nito na siyam na miyembro ng kanilang mga forest ranger ay nagsagawa ng pagroronda sa loob ng Angat Watershed noong
nasabing araw. Sinabi pa ni Mallari na bandang 9:00 ng gabi ay nagpasya ang grupo na magpahinga sa isang kubo sa loob ng watershed na nasasakupan ng Barangay Kabayunan ng walang kabog-abog ay pinaulanan ito ng bala ng baril na pinapuputok ng mga hindi nakikilalang mga tao. Dalawa sa mga forest ranger, na nakilala na sina Elpidio Molina at Elmer Tinaypan, ay tinamaan ng bala ng baril sa kanilang mga balikat at kaagad na inilikas ng mga kasamahan nila para magamot ang
kanilang tinamong sugat mula sa pamamaril, paliwanag pa ni Mallari. Sinabi pa ni Mallari na sina Molina at Tinaypan ay isinugod ng mga kasamahan nila sa Skyline General Hospital sa Lunsod ng San Jose del Monte. Kinumpirma naman ni Supt. Fitz Macariola, hepe ng City of San Jose del Monte Police Station, na ang dalawa ay ginagamot sa nasabing ospital at kaagad na inutusan ang kanyang imbestigador na magsagawa ng pagsisiyasat hinggil sa naturang pamamaril. Pitong palapag na E-Library ng BulSU, itinatayo na Ni Shane F. Velasco LUNSOD NG MALOLOS, Bulacan — Ibinabaon na ang mga pundasyon para sa itatayong pitong palapag na E-Library ng Bulacan State University o BulSU sa lunsod na ito. Ayon kay Cecilia Gascon, presidente ng BulSU target ng pamunuan ng nito na matapos ang pagpupundasyon bago ang Agosto 2018 at masimulan kaagad ang konstruksyon upang matapos ang proyekto sa taong 2020. Nagmula sa sariling kita ng BulSU ang P78 milyon
na pondong inilaan sa pagpupundasyon na ginagawa ng Reed Steel Fabricators Inc., na kilalang gumagawa rin ng mga pundasyon ng malalaking tulay at gusali sa bansa. Sa ipinakitang disenyo ng kontratista, katumbas ng anim na palapag na gusali ang lalim ng mga pundasyong ibinabaon para sa naturang proyekto. Bukod dito, magiging centralize ang air conditioning ng itatayong pitong palapag na E-Library na patatakbuhin ng Solar Energy. Lalagyan din ito ng Radio Frequency Identification
o RFID upang matiyak na nababantayan ang mga pumapasok at lumalabas na tao maging ang mga bagay na ipinapasok o inilalabas sa gusali. Gayundin, mayroon din itong probisyon na kabitan ng close-circuit television cameras upang matiyak na walang magiging kaso ng nakawan ng mga mahahalagang gamit. Itinatayo ito sa dating kinatayuan ng Marcos-type building motorpool ng kursong Automotive na inilipat na sa mas malaking College of Industrial Technology Building.
Binigyang diin naman ni Gascon na bagama’t sariling pondo ng BulSU ang P78 milyon ginagastos sa pagpupundasyon, magmumula naman sa 2018 General Appropriation Act ang P121 milyon bahagi ng pagtatayo ng gusali. Tiniyak naman ni Kint. Jose Antonio Sy-Alvarado ng Unang Distrito ng Bulacan na kanyang babantayan ang deliberasyon ng panukalang 2019 national budget upang makasamang maaprubahan ang P100 milyon pang kailangan ng BulSU para sa naturang proyekto. — PIA 3/Bulacan

randum Circular No. 2017 - 165 ng Department of Interior and Local Government (DILG) kung saan inaatasan ang lahat ng mga opisyal ng pamahalaang lokal mula sa mga lalawigan, mga munisipalidad/siyudad hanggang sa antas ng barangay na magtalaga ng information officer na aaktong tagapaghatid ng mga pangyayari sa mga lugar na kanilang nasasakupan
tulad ng barangay. NO, it’s not the Visayan way of pronouncing the word, “upscaling.” It’s really a legitimate word, coined, I suppose, recently in view of the many new developments around, especially in the digital world. It means “to teach additional skills” or to upgrade one’s skills. It is closely related to the word, “reskill,” which means “to teach new work skills especially to those who are unemployed. I suppose these are nowadays the ‘in’ words in the labor world, given the many new developments today. Let’s hope that many people, both young and old, take up the challenge of upskilling and reskilling. It’s never too late to do these things. But let us also remind ourselves that more than just upgrading and learning new work or technical skills, we need to upgrade our skills in the spiritual and moral aspects of our life. These, in fact, are the more necessary things to learn, given the way the world is developing today which, while giving us many good and beneficial things, also occasion many and worse evils. It’s in the spiritual and moral sphere of our life that would give meaning and direction to all the practical skills that we have to learn. For example, we have to upskill or reskill our ability to pray such that we can keep an abiding conversation with God while immersed in the things of the world. We have to learn to see God in all things and to turn all these worldly and temporal things into means and occasions, not obstacles, in our loving dialogue with God. For this, we have to remind ourselves that God is actually in everything because he is the giver and the maintainer of the very existence of these things. We have to overcome the myth of thinking that there are things
where God is not present. This can happen when we think that our new inventions are just ours, and that God has nothing to do with them. That’s wrong simply because the very material and laws that allow us to discover and invent new things come from God. God is right there at the very core of all things that we work on or discover and invent. We certainly would be confused and lost if we fail to pray while handling the things of the world. When we pray we avoid what St. Paul once warned us about: “We will no longer be infants, tossed back and forth by the waves, and blown here and there by every wind of teaching and by the cunning and craftiness of people in their deceitful scheming.” (Eph 4,14) Another area to upskill and reskill is in our moral struggle against the many subtle evils of the modern world. These modern evils are subtle because they are usually dressed as good, charming, practical and the like. We need to upgrade our combat skills that definitely would include the ability to smell dangerous occasions that can lead us to big sins, the strength to say no to temptations, etc. In this regard, we also have to upskill the different virtues that we always need. Order is one of the more urgent virtues to upgrade, since we really have to have a strong sense of priorities, given the many competing options posed before us. Besides, nowadays we are always pressured to do multitasking since there are just so many things to attend to and to orchestrate, and there are only 24 hours in a day and 7 days in a week. We are in an age of urgency, and we just have to learn to cope with it. So, there’s no choice but to upskill and reskill. firstname.lastname@example.org

Ang Benham Rise ay may lawak na 13-milyong ektarya. Malapit ito sa lalawigan ng Aurora sa Central Luzon, at kinukunsidera na bahagi ng continental shelf ng Pilipinas. Ang mga pangalang ibinigay ng mga Intsik ay Jinghao Seamount na nasa 70 nautical miles east ng Cagayan province, Tianbao Seamount na may layong 70 nautical miles east ng Cagayan province, Haidonquing Seamount na nasa 190 nautical miles east ng Cagayan province, Cuiqiao Hill, Jujiu Seamount. Affairs and Law of the Sea, ang ating pamahalaan aniya, ang may kasalanan dahil wala aniyang ginawang aksyon ang Pilipinas sa naturang hakbang gayong tatlong taon na pala ang nakakaraan nang ihayag ng China na magbibigay sila ng pangalan para sa naturang undersea features. Ayon sa ilang eksperto, tulad ni Supreme Court Acting Chief Justice Antonio Carpio, hindi naman aniya, bahagi ng teritoryo ng Pilipinas ang Benham Rise, pero mayroon tayong “sovereign rights” sa Benham, kaya nga pinalitan ng ating gobyerno ng Philippine Rise ang pangalan nito at may sovereign right din ang Pilipinas na galugarin, tuklasin ang mga yamang mineral ng Philippine Rise. Pero una nang sinabi ng Palasyo na hindi kikilalanin ng Pilipinas ang mga pangalang ibinigay ng
China sa ilang undersea features ng Philippine Rise. Kaya lang, hindi dapat na bigyan ng kaluwagan ang China dahil sa pagsasagawa ng marine research sa Philippine Rise. Napakayaman nila kaya nagawa nilang tayuan ng mga istraktura ang ilang isla at mababaw na buhanginan sa West Philippine Sea. May mungkahi na dapat umano na gawing fish sanctuary o marine national park ang Philippine Rise, tulad ng Tubbataha Reef, upang mapangalagaan ang yamang taglay ng underwater plateau. Mainam at binabantayan ng mga sasakyang pandagat ng Philippine Coast Guard ang Philippine Rise. Friends to all, foe to no one THAT’S the ideal we ought to aim at in our relationship with others. Everyone should be a friend of ours, regardless of our differences and conflicts, some of them unavoidable and even unresolvable. This is the clear mark of human and Christian perfection. This is simply because at the end of the day, we are all brothers and sisters, all children of God, and commanded by God himself to love everyone, including the enemies and the unlovable. This fundamental truth about ourselves prevails over whatever differences and conflicts we have with one another. This is how God loves us as shown and lived by Christ himself. Christ told it to us very clearly. “Love your enemies and pray for those who persecute you,” he said, “that you may be children of your Father in heaven.” He continued: “He (God) causes his sun to rise on the evil and the good, and sends rain on the righteous and the unrighteous. If you love those who love you, what reward will you get? Are not even the tax collectors doing that? And if you greet only your own people, what are you doing more than others? Do not even the pagans do that? Be perfect, therefore, as your heavenly Father is perfect.” (Mt 5,44-48) We need to pause long to digest these divine words that we should take seriously. Did Christ really say this? Is it really possible to love one’s enemies? Is it true that God cares for everyone? Does loving one’s enemies reflect in us God’s perfection? We have to have the answers to these questions to resolve and settle the issue. I believe that the answers to these questions can only be YES. Christ has shown it to us. His love covered everyone. In fact, he showed some preferential attention to those who are far away from him and are even hostile. He went all the way to offer his life for all of us, assuming our sins which he did not commit to repay the debt we cannot pay. Before giving up his life on the cross, he offered forgiveness to everyone of us who in one way or
another is responsible for the greatest evil in this world—the killing of the very Son of God. That is the extent of his love for us. We have to pray, make sacrifices and do everything to train ourselves to acquire that kind of love. We need to have a universal heart that loves not only those who differ from us in matters of opinion, but also those who are hostile to us in matters of faith and morals. In other words, we have to be willing to be crucified ourselves, like Christ. We have to willing to go to the very gates of hell without entering it to still save those who would be entering there. Obviously, this can only happen if we are vitally with Christ, when his spirit of love is the one animating our soul. On the part of God, he has already given us everything so we can be as we ought to be, i.e., like him. Things just depend on us. Are we willing to make some changes in our attitudes? Are we developing the appropriate virtues and skills so that we can approximate the example of Christ? We have to spend time and effort to make this ideal a reality in our life. It’s always possible. We have the guarantee of Christ himself. Solving puzzles SOMEONE gifted me with some boxes of puzzles the other day. I thanked him profusely, of course. But I immediately turned those puzzles over to the school where I work, because I feel the students would need and enjoy them more than I would. Truth is I have more than enough puzzles to solve everyday. Just figuring out what to say in the homily for my daily Masses is already one, and a big one at that. What to advise a penitent in confession, how to motivate a student with flagging spirit, how to help the many beggars I meet everyday in the streets, are some of the puzzles I have to solve. And there are a lot more. There are daily challenges to face, trials to cope with, mysteries to fathom, surprises and other unexpected things, sometimes unpleasant ones, to tackle, etc. Of course, from time to time, as a form of rest and recre-

ation I play games and I’m already happy with a few minutes with the Sudoku. That would already refresh my mind. I suppose we just have to be game again when these puzzles come. I have learned to look at them as God’s way to make my life exciting and adventurous, drawing from me some creative juices. Sometimes I feel that God is playing games with me, just to humor me. Thus, I was happy to discover in the Book of Proverbs a passage that says that Wisdom, the Old Testament allusion to Christ, enjoys, laughs and plays with the people of the world. “He rejoiced in his whole world,” it says, “and delights in mankind.” (8,31) At first, as a young boy, I would be easily and badly affected by life’s puzzles, distressed and pained as I felt I was confused and getting lost. It was only sometime later that I discovered there was no point to react and to feel that way. I realized that feeling worried over them did not help any, but would rather just make things worse. That’s thanks to my spiritual adviser who showed me the light. So, I suppose, we just have to play along, doing the best that we can give, though it’s clear that many times, our best would still not be enough and would still be made a lot better. So we should just be game with the whole thing. Besides, Christ told us clearly: “Do not be anxious about tomorrow, for tomorrow will be anxious for itself. Let the day’s own trouble be sufficient for the day.” (Mt 6,34) What a relief to hear those words! Of course, a certain toughness is needed here also, a toughness that is compatible with flexibility and adaptability, a toughness that does not make us lose our human tenderness. We should still manage to smile, to be light-hearted, positive and optimistic in outlook and behaviour. This, of course, will require struggle and continuing practice. We have to learn to be humble so as to be open to the twists and turns of the many puzzles in our life and still able to hold on to our faith and trust in God’s merciful providence. continued on page 4

‘Surpraises!’ EVERYONE loves a good surprise! The best and most memorable surprises come from the people we love most. This often happens on special occasions such as birthdays, wedding anniversaries and others drawn from each family’s unique tradition or customs. A surprise can be described as the unexpected celebration for someone, highlighted by giving a valuable thing or hosting an event. But what is celebrated is not the gift or event but a person. The material elements are mere tokens of honor representing love, appreciation, gratitude or recognition of a particular virtue(s) in the individual. Although people will never lose the thrill and fun of receiving surprises, we are seeing that most of these occasions no longer have a deep and lasting impact. This is because many surprises focus on the things that are given than the person itself. This is a one of the consequences of our hypermaterialistic world. If you and I are longing to discover a new and lasting surprise, it can be discovered in and through prayer. Pope Francis stressed that, “Without prayer, there can be no surprise!” One wonders what surprise(s) prayer could offer. In such a silent and secluded activity, is it possible to be swept away and awakened to
something exhilarating, unforgettable and converting? The means and effort required to pray undoubtedly cannot compete with a fireworks display, a multimedia presentation, a dance or theatrical show and more. These naturally please the senses and entertain us. Prayer, however, does not attempt to achieve this. So how can prayer surprise us? Our experience of life’s many material surprises are captured by our five senses. These are internally composed and engraved as cherished memories in our minds and hearts. The result is some sort of spiritual or soulful experience that we treasure more than the material surprise (i.e. gift, food or card) itself. Prayer still requires our five external senses, but we have to exercise them to aid the senses of the soul and prepare us for the surprises that prayer and other spiritual engagements offer. Naturally, the surprise doesn’t come at in one go! Like any surprise, we are recipients of an unexpected gift, thus we must be patient and enter the portal of spiritual encounter through prayer. Entering prayer is no mysterious activity. The simple effort to maintain silence, find a space and topic to bring to prayer is already sufficient to groove us into it. What is important is to have a clear
mindset: ‘I want to pray!’ As one patiently gains the habit of prayer, he discovers the first surprise: silence. It isn’t simply the absence of noise. But is surprise that silence has something soulfully delicious in it. With silence come other surprises: serenity and space. Since there is a concerted effort to remove unnecessary distractions in our spiritual dialogue, one’s mind, heart and passions begin to be more at rest. One creates a space with an identity and substance. With silence, serenity and space come the surprises of personal awareness and examination. This may all seem like we are just talking to ourselves, but more and more we become aware of the most beautiful surprise when we pray: presence! There is Someone with us while we pray! I cannot really describe it, or say that I always experience it, but as one journeys through this spiritual adventure, he becomes more sensitive that he or she is not (and never) alone. This is the most wonderful surprise: there is Someone giving us what the ‘world cannot give’. And if we allow Him to guide and show us, our life would become a surprising conversion for others to also find Him. — firstname.lastname@example.org
Social costs of financial gains I THINK that it was about thirty years ago when the national government was in a denial stage, when it was openly and vehemently saying that we do not export labor, and that we do not trade in human capital. Well, that seems to be a long gone era in terms of our national government policies, because as it is now, the national government is openly supporting, and is in fact, encouraging the departure of our own citizens to go out and work abroad. Every year, the government reports the value of dollar remittances from abroad, as if it is its own achievement, and as if these are proceeds from our export earnings. In other words, the national government has now gone beyond the denial stage, and the bottom line is, our country is now trading in human capital or warm bodies, as if we do not know that yet. It is said that Spain might have been the first country to deploy their citizens abroad, given the fact that their economy was devastated after their civil war. That did not lost long however, because the deployment eventually slowed down and then it ended at some point. The same thing happened in Japan, they allowed their citizens to go abroad to work after their economy was devastated by World War II, but then it also eventually slowed down, and it ended too. The common denominator in both cases is that there was a devastating war, and then there was the ending of foreign deployment. In the case of the Philippines, there was really no massive deployment after World War II, but about thirty years after that, Filipinos have been going out of the country to work, and it has not stopped up to now. For whatever it is worth, I heard rumours that some government agencies might be aware that there is a large number of Filipinos who meet unfortunate faiths abroad, but they are not spreading the news out of fear that the volume of deployment might go down, thus also bringing down the amount of dollar remittances that are going back into the country. Of course it may not be possible for us to know the truth behind these rumours, but in the meantime, we could ask what the government is planning to do, whether or not it is finally going to put an end to foreign deployment, or whether it is just going to allow it to continue without an end in sight, as if it is already part of our lives, and as if it is going to stay with us forever. Is there really a forever? It seems that in the case of foreign deployment, there is a forever. Just to be clear about it, the issue here is not to deploy Filipino citizens abroad or not. The issue
here is whether to deploy those who are vulnerable or not, regardless of whether it will lower the volume of dollar remittances or not. In this regard, we should follow the example of Singapore, wherein they have discouraged the deployment of domestic helpers, but have tolerated the deployment of professionals. Mind you the operative word here is “tolerated”. And that is because they are just allowing it, and is not even encouraging it. In other words, they would really prefer that their citizens would not go, but they would let them go if they are professionals, meaning that they would not be vulnerable. The other angle here is that if they are professionals, they would be in a better position to bring their families. In a manner of speaking, it could be said that the policy of Singapore about domestic helpers is really moot and academic, because there appears to be not too many domestic helpers among them, because more of their citizens would tend to be professionals instead. In other words, there is hardly any need for them to ban the deployment of domestic helpers, because there are hardly any among them. That is definitely not the case in the Philippines, because there would tend to be more domestic helpers here, more than professionals perhaps. Therefore, in the case of Singapore, there was no longer any need to stop the deployment of their citizens, because only the professionals are going out anyway, and they are not vulnerable when they go out. It seems that the bottom line here is the strength of our economy, because not even our professionals would want to go out if the conditions here are better. Obviously, it would be a good idea to ban the deployment of Filipino domestic helpers abroad in order to prevent them from getting into vulnerable conditions, but that idea would only be really good if they could get jobs here that would prevent them from going out. In theory, the government could set a deadline in the future wherein the deployment of domestic helpers could stop, but I have no doubt in my mind that that could only happen if the economy would be strengthened to a point where there would be enough jobs here for everybody, so that nobody would even think of going out, at least under normal circumstances. “It’s the economy, stupid” one might say, and surely, we would be stupid not to know that.
