Four years ago, A hard working student with intermediate skills joined the medical school, a place where he needs to spend the next six years within, to study hard and do his best to be a successful doctor, however this was not his only desire Since he was in secondary school, he has dreamed about making a change in his community and helping people in need to get their basic rights and unfortunately these dreams cannot be achieved with only studying. Luckily, one day he heard about a voluntary association called IFMSA Iraq, an association that involves medical students and empower them to have an active role in their communities in the field of Medical Education, Public Health, Human Rights and Peace and SRHR as well. And yes, finally he decided to discover this association through participating in his first activity and as an OC member… This one was me!

In this activity, I realised that this is the place that I belong to, the people, team spirit, the vibes and the passion of these people to serve this community thus this was my starting point for my journey with IFMSA A journey that lasted for four years in which I worked in on the Local Level for two terms, one term as active member and next term as a LORP, in which I participated in most of the LC activities as an Head of OC, OC and Participant and all these experiences help me a lot to get out of my comfort zone, build my capacities and to raise the awareness of our members and general populations about the current issues in our society, also during my first year I had the chance to work for one month on data collection for the AMR Policy Document which was my first involvement with Policy Making process then in the next term as a LORP, I had the chance to work on Majina in collaboration with the Iraqi Higher Commission for Human Rights and Miswag then working as Sessions’ Team and Data Collector for VAH Policy Document thus during my first two years, these occasions were my entrance to the world of External Affairs.

After these two years, I started thinking about use all the knowledge and skills that I have gained through these years to take step further to be involved more in the national work through applying as a NORP General Assistant and I got appointed, a term was filled with a lot of experiences, new challenges and responsibilities, in this term I learned how to lead the LORPs and our SCORPions efficiently and how to inspire them to keep going on their achievements, furthermore I attended two GAs during this term, March Meeting 2021 and August Meeting 2021 and I assured my active participation during them to ensure that we have the best external representation

Moving to the last term, the term I believed it was the turning point of my journey within IFMSA, being elected as a NORP and a Team Of Officials Member gave me numerous opportunities to have insight about the TO work including the EB, SupCo and the Rest of TOs and observe their work closely, Gave me days filled with passion, responsibilities, decisions and dedication, Made me think about the future consequences of each and every action that we take as TO as well as Having countless hours of thinking, commitment and working for my Standing Committee in specific and serving our NMO in general to ensure the sustainability of our work and to look for new initiatives and plans and contribute to the decision making process thus we can together develop our NMO. Furthermore during this term, I tried to do my best to focus on a meaningful external affairs within our Standing Committee, thus I renewed our contract with Miswag and through this contract we got donations for Majina activity through this app that enrich our national budget, then we applied for grant with the IOM Civil Society Fund Program but we couldn’t go further with the activity due to the registration issues, also I assured my active participation and my delegates for SCORP Sessions during the two GAs (March Meeting and August Meeting 2022) to ensure that we have the best external representation

And now after four unforgettable years of working with IFMSA as an active member, LORP, NORP GA and NORP, Four years of Passion, Commitment, Dedication, unforgettable memories and countless amount of information and skills that I have gained through my work with this incredible family that allow me to be the person who I am now, It is the time to give back for our unique family using all the skills, qualities and the experiences that I have gained through my experience on the Local, National and International level to focus more on the external affairs, sustain our current external relations and partnerships and to empower and support our TO, LCs and our members as well to work on new initiatives then we can all together fulfil our vision and mission and ensure the best external representation for our association.

Dearest IFMSA Iraq Family,

This is Mohammed Fadhil, fifth stage medical student from Wasit LC and currently serving as the IFMSA Iraq National Officer on Human Rights and Peace, I am excited and honoured to present to you my candidature for the IFMSA Iraq Vice President for External Affairs for the term 2022/2023, fueled by the dreams and hope of creating something good in a time of conflicts and Human Rights violations, driven by the vision of youth as leaders of the change in their community and the whole world.

My plan of action is built in accordance with IFMSA Iraq Constitution and Bylaws, IFMSA Iraq Strategy 2020 2023 and based on my personal experience that I have gained through working with IFMSA on the local, national and international levels as well as my observation on the current situation of external affairs within our NMO, thus my plan of action is consist of the following pillars:

Capacity Building and Development:

The Work of External Affairs and advocacy requires a multitude of skills and competencies to have impactful initiatives, therefore we should focus more on the capacity building of our members as it is the backbone of our association and in this regard, I am planning to build the capacity of our Team of Officials, LCs and our Members through:

A. Baseline Assessment

At the beginning of the term, I will conduct a Baseline assessment in coordination with the SecGen, VPI and CBDD to the TO and the LCPs to measure the strength and weakness points regarding external affairs and external representation related skills within the TO and the LCs, especially the LCPs and LCVPs, this assessment will be finalized by the end of November.

B. Competency Models and Educational Meetings:

Based on the data analysis of the collected data through the baseline assessment, I will plan for educational meetings and multiple training sessions to be included in the TO and LCPs Competency Model who will be responsible to carry the obtained knowledge and skills to their teams as well

C. External Affairs Related Workshops:

As part of our strategic plan, I plan to deliver a national version of the GHA (Global Health Advocate) Workshop to ensure building a new generation of external affairs enthusiasts equipped with all the knowledge and skills that they need regarding IFMSA’s external work, how to link our Internal work with our external activities, educate them about IFMSA’s global priorities and our national priorities as well, How the policy process works in IFMSA and how we use to advocate for our priorities and last but not least global health and its connections to all those mentioned above.

D. Meaningful External Representation

To ensure an active and efficient participation for our delegates during the IFMSA or non IFMSA International meetings, I plan to conduct educational meetings for the delegates at least one week before the meetings to ensure being well prepared for these meetings which will reflect on the level of improvement of our association.

E. External Affairs’ Resources Centre:

This term the Executive Board represented by the SecGen is planning to create the IFMSA Iraq NMO Folder, thus I am planning to create a Resources Centre for External Affairs in the same folder to be accessible for all the TO, LCs and Members The Folder will contain essential toolkits and manuals related to the external affairs, our national and international policy documents, the IFMSA Global Priorities for this term as well as the IFMSA WHO Database.

F. NGAs as a tool for Empowerment:

Since the NGAs are the biggest national gathering for medical field students nationwide in which hundreds of our members come together in one place, it’s very important to use these occasions as a tool to empower our members regarding external affairs through:

2. Accountable, Participatory and Empowered Leadership:

Working with SCORP for four terms and advocating for using the Human Rights Based Approach and its principles will reflect on my leadership style, in which I will have three principles, [1] Being Accountable for the all the responsibilities and the actions that I will have to take as VPE [2] Participatory, to ensure the participation of our TO, LCs and our members in the process of advocating for the solving the current issues, dealing with externals and fulfilling our vision and last but not least [3] Empowerment, to empower and support all the IFMSA Iraq entities and members with all the essential knowledge, tools and guidance to have an effective role in their communities

A. Working with the Team of Officials:

As an Executive Board Member, I will ensure being totally available throughout the term to support the Team of Officials and Local Committees with all their external Initiatives, to sustain the current relations and to be an efficient EB member through my active participation in the EB, TO and EB LCs Meetings through the discussions and the decision making that will take place during these

With the SecGen, We will work together on drafting a new template for the Memorandum of Understanding as well as support him with the registration process through contacting external bodies

With the Treasurer, We will work together on drafting and implementing fundraising strategies as well as ensuring the documentation of our external funding and grants details through our current financial system. With the VPI, we will work together to follow up with the Local Committees through our monthly meetings and ensure being available to support and guide them in their external collaborations

b. Working with the National Officers

Conducting stakeholders’ mappings with each NO for their national activities to find together the possible stakeholders that we can approach.

Provide the National Officers with the available opportunities and grants and help them with applying for them

Act as a liaison between the National Officers and the External Parties

Ensure that the NO Handover contains all the relevant contacts’ information, and the collaborations/partnerships and grants’ details are documented and being hand overed to the new National Officers.

3. Meaningful External Affairs and Advocacy Efforts:

A. IFMSA-Iraq Registration:

Being an unregistered NGO represents a strong barrier in our way to collaborate with other NGOs and externals and also our governmental collaborations, that’s why I am planning to work closely with the SecGen on the Registration Process through analysis our current situation and how we can go further with this process through consulting other registered NGOs, our alumni and professional lawyers to guide us for the most suitable approaches to ensure the registration be done this term

B.NationalGeneralAssembliesandSRTs:

NGAs are the biggest events during the term and they represent our greatest opportunity to promoteourassociationandgainnewpartnershipsandsponsorsthusinthisregard,Iamplanning to:

PartnershipsandSponsorships:WorkingcloselywiththeNGAandSRTOCbeforeatleasttwo monthsoftheeventstolookforpossiblepartnersandsponsorsfortheeventandsupportthem with guidance and tips during the whole process in addition to that ensure sending official invitationsforourofficialpartnerstobeattendedduringtheNGAs.

PartnershipsandSponsorshipsAgreement:Allourofficialrelationswithotherorganizationsand partnershavetobeapprovedandvoteduponintheNGAsbytheTOandLocalCommitteesto ensuretheinvolvementofourTOandLCsinthedeterminationofthefutureofourexternal relations.

NGAsThemesandThemeEvents:IncoordinationwiththeEBandNationalOfficers,Iwillseta specificthemeforbothNGAsalignedwiththeglobalprioritiesandthethemesoftheWHA, and/orUNMeetingsand/orGAsTheme,whileregardingthethemeevent,IwillworkwiththeEB andtheNGAOCtoholdthemeevents(preferablyasPanelDiscussionsregardingaglobalor nationalprioritytobediscussedbytheTO,LCsandExternalPartners).

C. Efficient and Impactful Policy Making Process

IFMSA Iraq Policy Document describes the position of IFMSA Iraq on a global or national health issue that the NMO wants to take a stance on, which will be our essential documents to represent our stance during the external meetings, in both cases, drafting new policy documents and/or working on the policy documents that their drafting is already started, I will make sure to efficient and impactful policy making through:

New Policy Documents: At the beginning of the term and after the Mid Term NGA, I will have meetings with the National Officers to discuss the possibility of drafting new policy documents according to the needs and the resources of the NMO and Standing Committee

Policy Making in Progress: At the current time, we have only one policy document in the making phase, which is the Mental Health Policy Document, thus I am planning to contact the next NPO regarding their policy document to ensure a proper follow up with the SWG Members and ensure being available to support them during their drafting and setting their stakeholders with input and feedback in addition to help them with collecting input for the position paper through holding open space discussions and other approaches for data collection.

Educational Meetings: In coordination with the CBDD, I will provide educational meetings for both new and in progress policy making SWGs regarding Policy Making and Data Collection Methods to ensure the quality of our work Policy Making Toolkit: As we have already had an international toolkit regarding policy making and implementation, I will ensure sharing it with the TO and the Policy Making SWGs as well as working with the CBDD on finalizing the current national Policy Making Toolkit to be shared with our TO, LCs and Members Policy Commission Team: Few days ago, and during the last day of physical End Term NGA, we voted on the adoption of the new Policy Commission team instead of the plenary submission team to check the validity of the policy documents that will be voted upon during the NGAs, and as a VPE I will be the EB representative who will be responsible to open the call for this team and appoint three members based on their experience regarding policy documents in general and regarding the policy documents that will be submitted, in addition to their motivation, availability and Local and Gender representation will be taken into consideration as well at least 7 weeks

D. Sharing the National and International Opportunities regarding External Affairs:

Regarding the National Opportunities, I will make sure to share them all with the TO and LCPs through our communication channels, while regarding the international opportunities, I will follow up with the President to share them through our NMO server, at the same time, I will do my best to encourage the TO and LCPs to apply for them and to encourage their teams and members to apply as well in addition to guiding them and answering their questions.

Working with National Officers: Since the beginning of the term, I will ensure sharing the IFMSA Global Priorities for the term 22/23 with the NOs to take them into consideration while they work on their AWP, also I will encourage them throughout the term to align their national and local activities with the SDGs through their contribution to the IFMSA Iraq Programs by providing them with IFMSA Reports regarding their contribution to the SDGs that contain applicable activities for each SDG

Working with the PSD: Since the beginning of the term, I will work with the PSDD and their PCs on setting a promotional plans for their programs to increase the contribution to these programs and also promote our programs in front of our current and future partners and sponsors, not only that but I will follow up with the PSDD to ensure a well documentation for the Annual Programs Impact Report and translate it to Arabic Version to be shared with our current and future partners and sponsors SDGs Campaign: As I said before, there is only seven years left for the 2030 Agenda and all the efforts of the International and National NGOs and Institutions are directed towards achieving the SDGs, thus in coordination with the NOs, MMPSDD and PSDD, we will work together on conducting a social media campaign as an awareness raising campaign regarding the 17 SDGs and how we contributed to them and how we are planning to contribute more as youth through an open space discussion.

4. Sustainable External Affairs:

Sustainable NMO must have Sustainable External Affairs to ensure having an impactful and meaningful role in the path of changing the world towards a better place thus, to achieve that, my plans will be as the following:

A. External Affairs Database:

Through the Handover process, I will receive the current External Affairs Database, in which I will work together with the TO and LCs to document all the new external relations and their contact information within our database and keep it up to date avoid losing valuable data, and also ensure the documentation of all the previous partnerships, sponsorships and received grants in collaboration with the previous and the current EB While regarding the Local External Affairs Database, I will create a Local External Affairs Database and encourage the LCPs and the LCVPs to document all the current local partnerships and sponsorships and the contact information of the local stakeholders to keep them as reference for this term and for the upcoming terms then we can ensure the sustainability of the National and Local External Affairs.

B. IFMSA Iraq Strategic Plan

As the last year of our Strategic Plan, I will make sure to align my AWP with the Strategy Pillars and especially the Advocacy and External Representation Pillar to work on achieving the Strategy Goals and objectives and ensure their implementation by the end of this term

As an EB Member, I will encourage all the TO to align their AWP with the IFMSA Iraq Strategy and ensure their participation in the implementation of our goals and objectives with the focus on the Advocacy and External Representation Pillar

C. New Strategic Plan:

In Collaboration with the EB, we will work together to analysis the current priorities of our strategy, their implementation and benefits for our NMO and the challenges we have faced by contacting the previous EBs, our observation and our experience during the next term, and based on the Data Analysis, we will prepare a solid document that contains all the necessary information that can used to draft a new Strategic Plan for the next three terms

E. Current Policy Documents:

Since the term 2018/2019, we have adopted many policy documents, two for SCOPH, one for SCOME, one for SCORP and recently one for SCORA and all of them have not finalized their implementation yet, thus I am planning to:

At the beginning of the term, I will have individual meetings with the NOs to set an action plan for contacting the Stakeholders of the Policy Documents and how to implement them, After the Mid Term NGA, I will contact the NOs again to start working on the re drafting of these policies (the ones that will expire by the end of this term) to be re submitted during the 8th End Term NGA Document these policy documents in our Public EA database and also translate them into Arabic to ease the communication with stakeholders and to be accessible for them Assure the alignment of IFMSA Iraq Press Releases with our political stances to use it as an opportunity to promote Policy Documents as well as ensure using them during the international and national summits and conferences.

F. IFMSA-Iraq Constitution and Bylaws:

As an EB member, I will make sure to review our Constitution and Bylaws throughout the term in coordination with the EB to find new suitable Bylaws Change Proposals that can improve our Bylaws and make them more sustainable especially within the External Affairs, PRC and Programs Articles

G. Guidelines, Toolkits and Manuals:

As I mentioned before regarding the External Affairs Resources Centre, Throughout the term, I will ensure keep the resources centre up to date with all the new and updates national and international guidelines, manuals and toolkits regarding External Affairs related stuff in addition to try to draft new national manuals and toolkits that will be very useful for our TO, LCs and Members.

publications, presentations and official documents must be aligned with this brand manual to keep our corporate identity promoted and respected, thus I am planning to work closely with the MMPSDD to:

Monitor and Review all the publications before sharing them on our Communication Channels and also any publication that will be shared in internal and external channels to ensure that they don’t violate our corporate identity.

Conduct educational meetings regarding the current brand manual and how to use it to our TO and LCs to raise the awareness regarding our brand

Discuss the possible modifications and changes for our brand manual to be a stronger brand in a qualitative way before its adoption in the 8th End Term NGA

Develop a promotion plan to introduce IFMSA Iraq as a strong brand to our external partners, stakeholders, as well as our members.

In collaboration with the CBDD, we will discuss the possibility of delivering national workshops regarding PR&C to build the capacities of our members regarding the graphic design, content creation and the methods of members’ engagement then we can empower and support our corporate identity

B. Promotion Strategic Plan:

With the beginning of the term and opening the registration for our members, I will work together with the EB, TO and LCPs to set a promotion strategy that can increase the members’ engagement and increase our visibility and show our vision, mission and achievements for new external partners and stakeholders that may encourage them to work with us

C. IFMSA-Iraq Website:

IFMSA Iraq Website represent our main platform that represent our association either internally or externally and anyone can use to search for IFMSA Iraq and its work , however our website is currently closed now due to technical issues with the website developer, thus I am planning to work with the HRSDD and MMPSDD to find the most suitable way to re activate it by the current developer and if not we will look for another developer to ensure its activation as soon as possible then we will work on:

Make the Website up to date with the contact information of the Current TO Members and LCPs;

Publish our National Achievements and Activities especially the ones that related to the SDGs for the previous terms that will be collected from the TO and the LCPs;

Upload our Policy Documents on the website to be accessible for the external partners and the stakeholders;

Encourage the TO and LCPs to work more on articles and press releases to be shared on the website;

Add a timeline/calendar for upcoming national activities and opportunities and ensure sharing them through the website;

Update the current sections regarding the Standing Committees with more engaging information;

Add new Section for IFMSA Iraq Programs

D. Medical Students International [MSI]

The MSI is a biannual magazine that focuses on global health perspectives brought by medical students worldwide It is published in parallel with each General Assembly (March Meeting and August Meeting) by the IFMSA, thus to ensure our external representation globally, I will share the call for submissions with the TO and LCs and encourage them to apply with their submissions (at least applying with two submissions)

E. IFMSA-Iraq Magazine:

I am planning to work with the MMPSDD on documenting all the national and local achievements for our NMO as well as containing an introduction about our Association, our vision, mission and several articles regarding the current health, rights, education and peace issues in English and Arabic versions then we can use this magazine as a tool to promote for our association and our impact as well and to be accessible for our partners and stakeholders.

F. IFMSA-Iraq Merchandise:

Last but not least, I am planning to work with the Treasurer and MMPSDD on IFMSA Iraq Merchandise as I believe they will be very efficient as a fundraising approach to enrich our National Budget, therefore I will help them through looking for external partners that can help us with preparing the merchandise stuff with suitable prices, high quality and with a long term contract to ensure the sustainability of the merchandise
