THE “ALL IN” CAMPAIGN Placing all of LVT within the FTDNC When the Pacoima Neighborhood Council certified, it included parts of Lake View Terrace within its boundaries, especially most of Lake View Terrace’s commercial areas. Of most concern, to the community, is the Lake View Terrace Shopping Center. This shopping center was once a bustling neighborhood social hub that contained an Alpha Beta Grocery Store, a TG&Y (that had a little post office), a bank, and other shops that allowed community members to shop and run errands in their neighborhood instead of having to travel miles to accomplish the most basic commercial tasks. The Foothill Trails District Neighborhood Council has been unable to adequately address the situation of the Lake View Terrace Shopping Center and other areas claimed by the Pacoima Neighborhood Council, as they are outside of the FTDNC’s jurisdiction. A boundary adjustment request must be made to the Department of Neighborhood Empowerment/EmpowerLA so that all of Lake View Terrace will be included within FTDNC’s boundaries. Following are some reasons WHY having ALL of LVT within the FTDNC is advantageous:
The FTDNC, as a pseudo governmental entity, can give official jurisdictional input to LA city regarding matters that affect the parts of Lake View Terrace that are now NOT within its jurisdiction. This official jurisdictional input carries more weight with the city than what exists currently
The FTDNC, as a powerful pseudo governmental entity & official jurisdictional ally, will be able to work with the Lake View Terrace Improvement Association to zealously and vociferously advocate for the socioeconomic revitalization of the Lake View Terrace Shopping Center and all the commercial areas within Lake View Terrace that are now under Pacoima Neighborhood Council’s jurisdiction
The FTDNC will have an official say in the development and maintenance of the LVT areas that are currently under Pacoima Neighborhood Council’s jurisdiction
The FTDNC, as a powerful pseudo governmental entity & official jurisdictional ally, will be able to work with the Lake View Terrace Improvement Association to zealously and vociferously advocate on behalf of the Lake View Terrace residents who reside in the areas presently under Pacoima Neighborhood Council’s jurisdiction
The FTDNC will become more representative of the community and ethnically inclusive, as the residents of the areas presently under Pacoima Neighborhood Council’s jurisdiction comprise a diverse demographic
The FTDNC will be able to enjoy and take partial credit for the festive and neighborly atmosphere of the coming LVT Promenade. From Hansen Dam (with its DSC, Library, Playground, Aquatic Center and golf course), to the family friendly Osborne/Foothill mini mall to the LVT Shopping Center’s Zócalo; this pedestrian, bicycle and equestrian friendly stretch of Foothill Blvd. will make Lake View Terrace the come to destination it once was
THE SOCIOECONOMIC REVITALIZATION of the LAKE VIEW TERRACE SHOPPING CENTER
For all intents and purposes, the Lake View Terrace Shopping Center is a HOT MESS!!! It does not have any shops the neighborhood needs to complete typical and ordinary errands. Currently, it lacks a quality, full service supermarket; a bank/credit union; a postal/shipping annex; and a pharmacy. Residents have to leave the community to run commonplace errands. This should not be and it was not always like this. Once upon a time, the Lake View Terrace Shopping Center was a thriving socioeconomic hub. It can be so again. Please see the attached “A Zócalo for LVT”. This can become a reality with political will and action. If the city of Los Angeles’ stated desire of creating sustainable, walkable and congenial neighborhoods is sincere, then the time to bring this into realization is NOW! PLEASE NOTE: The Lake View Terrace Shopping Center is the only major shopping area in LA Council District 7 that has NOT recently received or IS NOT currently receiving an upgrade. All of the following CD7 shopping areas have gotten or are getting upgrades: Sylmar Shopping Center – off Foothill & Hubbard/Sayre Mission Hills Shopping Center – Sepulveda & Devonshire Sunland-Tujunga Shopping Center – Foothill & Fenwick Pacoima Shopping Center – Van Nuys & Glenoaks This is not fair and this is not right! This is a socioeconomic injustice that MUST be rectified NOW…and Council District Seven can work with the community civic and pseudo governmental organizations to remedy this situation. The community is working diligently to get all of Lake View Terrace within the Foothill Trails District Neighborhood Council’s jurisdiction so that together we can zealously and vociferously advocate and strive for the socioeconomic revitalization of the Lake View Terrace Shopping Center.
