July is here along with the hopes to dry out a bit. June proved to be a wet stormy month with our neighbors in the Wadena area getting the worst of it. The recent tornado in that area was devastating to many people with extensive damage to homes business and schools. I know some of our members have been over there helping with the clean up. As the clean up comes to an end the recovery will begin and this will take some time. They will have a need for builders, plumbers, electricians etc. to help them rebuild their homes. The city of Wadena is compiling a list of licensed builders. Residents can obtain the list of builders to call. The city is not certifying these builders, they are only confirming that those on the list are licensed. If you are planning to provide your services in Wadena, it is recommended that you sign up with the city. Many of you may have received the application already, but if not you can contact Sharon and she can give you one. I have seen first hand the rebuilding of communities that have suffered from similar disasters, Northwood, ND, Grand Forks, East Grand Forks and Roseau.

All of those communities have rebuilt back better than ever and I am confident that Wadena will do the same. If you are going to be doing work in that area remember to be proud of the work you do, and that you are a respected, licensed contractor and a member of the Builders Association. The Lake Region Builders Association Board recently agreed to provide $500.00 out of our Special Projects fund to the city of Wadena. Our donation will most likely be matched by a Wadena Bank. Our Special Projects fund is funded by the DL Newspaper for our continued service to the community. If anyone has any other community projects they feel should be addressed please let me or any other board member know. Although we don’t have a general membership meeting until September, plans are already being made for a fun and educational fall meeting schedule. The fall meetings will be filled with visits from BAM officers, field trip meetings to local members businesses and some really good educational meetings. Sharon continues to be very busy at the office. Stop by and say “Hi” when you are in the area. Make sure that you have business cards at the office. When people stop by the office Sharon can recommend your business to them. Sharon is also working very hard on the RRP process. If you have questions about this please contact her. I think I am busier now than when I worked at home. I thank the LRBA for the new office. I love it. Members do stop in as well as non-members, to talk about credits for builders, different classes and to pick up information on our association. There are a lot of members that have not been in, and I have several slots for business cards left. It feels like a long time until our first meeting in September, but the summer is zipping by. This month we welcome new member Jayson Storo of JBS Builders at Richville. I met Jayson at an RRP class in Fergus Falls, and we talked about our association and I sent out the information. Hope to see him again at our fall meeting at Zayic Concrete. I have some updated information in a separate article, on the RRP and changes by EPA. Be sure and read it. Have a happy Fourth!

NAHB Success: Extension on Renovation, Painting, & Repair (RRP) Lead RuleNAHB has been pushing for an extension on the EPA’s RRP Lead Rule to allow contractors and subcontractors more time to get trained since there has been a lack of certified trainers and training opportunities. NAHB was successful and the EPA has pushed back the deadline for RRP Lead training required to work in homes built prior to 1978. The rule went into effect April 22nd, but now remodelers have until October 1st to file for firm certification, until September 30th for workers to register and until December 31st to take the required training course. Remodelers will still be required to use lead-safe work practices during this time. So if you haven’t gone through the training yet, there’s still time. Some Building Permit Fees To Increase By $5 On July 1, 2010 A new change in state law requires municipalities to increase fees for “fixed fee” building permits by $5. The permit increase will be in effect for one year beginning July 1, 2010 and ending June 30, 2011. This additional revenue will be transferred to the Minnesota Department of Labor and Industry’s operating budget to help offset funding that the State Legislature reallocated to the state’s general fund. Valuation based permit fees will not be affected. This includes building permits for new home construction and most remodels and additions. Contact your local building inspection department to determine if a specific project’s building permit fee will be increased. Project ReEnergize: Now An Award Winning Program BAM is a member of the Midwest Society of Association Executives (MSAE) and this month was the MSAE annual meeting and awards banquet. We are proud to announce BAM was given one of the top awards this year for the work we did on Project ReEnergize made possible by the MN Department of Commerce, Office of Energy Security. The MSAE Awards of Excellence program, started in 1994, is designed to recognize association activities and programs that make a difference within associations, the community or both.

NAHB Advocates For Project ReEnergize In Home Star Bill Comments Earlier this month the National Association of Home Builders (NAHB) submitted comments to the Committee on Energy and Natural Resources’ Chairman Jeff Bingaman and Ranking Member Lisa Murkowski regarding the latest version of the Home Star Energy Retrofit Act of 2010 (S.3434). On pages 3 and 5 of the comments NAHB lobbies for Project ReEnergize funding.
