Greetings! May is upon us, as well as warm weather. Most of us will be running around like crazy squirrels, trying to pack away as many nuts as possible, and be ready for the winter, when it arrives! It seems like we get a solid 7 months of building weather, anything beyond that is a bonus. Last winter was a bonus to say the least! So, understandably, everyone will be very busy. Even though we don’t have any summer meetings please don’t forget about the Lake Region Builders Association. Take a moment to read the newsletters and e-mails, stay connected! There is always lots going on in the industry, Sharon does a fantastic job of keeping us informed. The annual trap shoot and picnic is coming up on May 9th. Unfortunately I will be in the Twin Cities for the BAM state board meeting. Have fun and be safe!

April 12th Meet the MeMber Meeting

MEET THE MEMBER MEETING was well attended and gave everyone a good idea of some of the people that come to the meetings and what they do. Networking is an important part of our Association. We were able to have everyone talk about themselves and their businesses. We plan on doing this again in April of 2013. A question I missed asking everyone was “why are you a member of the LRBA”? The answers would be varied I am sure. Our next meeting will be our Annual Picnic with the Trap Shoot, and should be a lot of fun. The final drawing until fall is $120.00. Members and their spouses only are to register for the drawing. Don’t miss out, because we will draw until we have a winner this time. We will be giving out an award for a Life Spike reaching 25 credits. Come see who!

MAY 9th Meeting

WILL BE OUR ANNUAL PICNIC COMBINED WITH OUR ANNUAL TRAP SHOOT. It will be held at the Sportsmen’s Club on Highway 10 East of Detroit Lakes about 2 -2 ½ miles. There will be a sign at the bottom of the driveway. You do not have to shoot to attend!!!! Bring your family and come for a picnic and watch the shooters. Summer is a comin’!!! People seem to be getting busier all the time. That is a good thing. Lots of Legislative things are going on. The Fire Sprinkler ruling still has not been put to bed. The Governor has stated that he will veto any bill that comes through with the mandate that they not be put in single family homes. Right now it is in the House and Ways and Means committee. If this option goes to the Governor he may not veto it, as labor unions are behind the mandate, where as the Fire Fighters union is against the mandate. BAM is working hard on getting this mandate removed. OSHA is out on the prowl. They have been in St. Cloud and builders are getting hit with fall protection violations. If builders are in the process of meeting compliance they will not be fined. Builders and those companies that go up on scaffolding or on the roofs need to have the AWAIR program and hazardous “Right to Know” programs in place. I am working on putting at least one class together. It may be one in the morning 8 - 10:00 a.m. and one at 5:00 - 7:00 p.m. to cover everyone getting to attend. It is easier to get employees there during the day. Subs should be encouraged to attend. Hopefully I can do a members free and $15.00 for non-members. It will probably be the end of May. We now have 43 people signed up for the picnic and 5 plus teams for the Trap Shoot. It should be a fun evening. You can still sign up to shoot or eat. We have 2 sponsors so far, so if you would like to do that, give me a call. I sent information by email, but if you didn’t get it let me know. Sponsors can make a fun thing at their station. There are only five stations to shoot, which leaves 3 available.

BAM Hosts entergy code & Housing suMMit The Builders Association of Minnesota (BAM) hosted an Energy Code and Housing Summit, Tuesday April 3rd, in Saint Paul to facilitate a discussion about the proposed International Energy Conservation Code (IECC) for residential construction and the 8.6% increase in the cost of housing and decreased durability that would result if the code were implemented in Minnesota. In attendance at the Summit were over 80 stakeholders including housing advocates, energy advocates, building code officials and staff from government agencies such as the Minnesota Department of Commerce and the Minnesota Department of Labor and Industry (DLI). Materials and technical documents from the Summit are available on BAM’s website at: DLI is currently considering implementation of the 2012 IECC for residential construction through the rule making process which includes an advisory committee that has been reviewing and discussing the national code. BAM has been participating in that committee and is concerned about the increase in the cost of housing and decrease in durability of Minnesota’s homes that would result from the 2012 IECC.

If the 2012 IECC is adopted as is BAM estimates the cost of housing in Minnesota will increase by 8.6%. In addition, the way the new code is written, it will also cause additional moisture damage and mold in new construction. The industry wrestled with this circumstance 10 years ago and does not want the industry and Minnesota homeowners to be subjected again to code provisions that are proven to have a high rate of serious moisture problems. “We have already been through this,” said Hans Hagen, member of the DLI Residential Energy Code Committee, “We’ve dealt with codes that allowed for construction techniques that didn’t work. As a result new homeowners experienced significant moisture damage. The industry spent millions of dollars seeking to understand the problem. We know the level of detail required to build it right in Minnesota and the proposed code sends us backwards.” “In terms of construction, this code takes us back to a building practice we know causes mold in basements,” says Pam Perri, BAM Executive Vice President. ing practice that has been prohibited since the current Minnesota Energy Code was passed in 2007. The proposed 2012 IECC brings this failed construction method back as a code compliant way to build. Because of the proven durability failures of this method, BAM must oppose even the option to build this way on behalf of both builders and homeowners. As the committee sifts through the recommended changes, the industry is adding up the costs for new and remodeling construction. A homeowner will end up paying an additional $8,000 for the new energy code recommendations alone. (The estimate is based on a two-story, 3,000 square foot house with an unfinished basement.) BAM is concerned the proposed energy code will not save enough energy to be worth the additional construction cost. Add the proposed changes from the international residential code, including fire sprinklers on private wells, and the total additional cost for a new homeowner is closer to $20,000. “At what point does the desire for a new building code win out over affordability and durability?” asks Perri.

Pam has been at the Capitol every day working on the Fire Sprinkler Bill, Residential Code and the Energy Code. Here is one of her email updates. Sharon

After much discussion with all parties in the house and senate and authors of both the subcontractor bill and the DOLI technical bill, it was decided that the conference committee for the DOLI technical bill would be held on Monday morning at 10:00 am. The senate version of the DOLI technical bill has the FS language and we are working with all sides to make sure that language survives. We also believe the technical bill may be amended with the language from the subcontractor bill which was passed today. Even so, the subcontractor bill will remain viable for additional action if needed.

Members: The House and Senate both went into session at 3:00 pm this afternoon and immediately recessed for a few hours to prepare for the days bills. I emailed you earlier with notice that the Sander subcontractor registration bill was up on the floor. The bill sailed off the floor with a whopping vote count of 118-11. As I had indicated in an earlier email, the bill included two amendments made by Rep. Westrom. One amendment clarifies those covered by the handyman exemption do not have to register again. time to compete action on conference committee reports, it appears as if the House and Senate will go beyond the self imposed Monday adjournment date. This is good news as it gives us more time to accomplish a better deal and find our way onto a bill that will not be vetoed. The House and Senate have adjourned until Monday. So there will be no report tomorrow. I will give you a complete update from the conference committee actions during our Monday noon conference call. On another note, we believe Channel Five KSTP is doing a fire sprinkler story on Sunday evening. Once again our media star Todd Bjerstedt will be representing the industry in front of the camera.
