This past month has been busy at the Builders Association. RRP Classes have been going well. We had a good meeting in Perham this month, thank you to those who were able to attend. The Builders Association has been giving out the scholarships to area seniors who are pursuing the trades in college. This year we are giving out $7000.00 in scholarships. The annual trap shoot was this past weekend and there was a good group of shooters. Thanks to Mike and Perry for all their work to make this fun event a success and thank you to Brenda and Sharon for the great lunch. We still have continuing education classes on the new remodeling rules that are going into place and would encourage all builders to make sure that they have the proper course work completed. For more information contact Sharon at the office. Remember to join us for our member meeting/picnic at Perry Nodsle’s house on May 11th, for some really good cooking on his open fire grill. I cannot believe that another month has passed, & that it has been a month since the Home Show. Things have still been busy, with two Renovate, Repair & Paint classes that were held in April, along with two energy classes, one of each in Fergus Falls and Detroit Lakes. I am working on holding another class for Detroit Lakes and Fergus Falls about the third week of June. We had a good turnout at our meeting in Perham, though Tom Schepper was the only builder non-member that came, of the 25 invitations I sent out. Our speaker, Troy Schmitz from St. Mary’s Innovis Health therapy gave a very good presentation on carpal tunnel and answered a lot of questions. Our 3rd Annual Trap Shoot held on the 24th was also a success. There were quite a few teams, and thanks to Brenda and the Roble family, we had good food that was enjoyed by all. Mike Eidenschink and Perry Nodsle did a great job once again of putting it all together. The next meeting for LRBA on May 11th, will be held at Perry Nodsle's home. He is doing all the planning, but I will need to know who all is coming. so please let me know. Just a reminder, I will be out of the office all of next week, but you can email me or leave a message. I will get back to you on my return.

EPA Lead Rule Slated To Go Into Effect April 22nd

Builders Association subscribe to the following Code of Ethics n Members shall constantly seek to provide better values for the customers they serve. n Members shall at times share their knowledge with fellow members in the public in the best interest of those they serve. n Members shall not obtain any business by means of fraudulet statements or by use of implications unwarranted by fact or reasonable probability. n Members shall comply, both in spirit and letter, with rules and regulations prescribed by law and government agencies for health, safety and progress of the community.
April 22nd a new U.S. Environmental Protection Agency rule is slated to go into effect. The rule is called the Lead; Renovation, Repair, and Painting Activities Final Rule (LRRP Rule.) The biggest issue with the rule is that there is a severe lack of companies nationwide qualified by the EPA to train the hundreds of thousands of contractors that will need this certification to work on the 79 million homes constructed before 1978 and subject to the LRRP Rule. As of February 19, 2010 only 135 firms throughout the country have been approved to offer the training courses meaning less than 14,000 of the estimated 350,000 contractors had been trained. In Minnesota there are only four companies qualified to offer the training. With the required limit of number of students per EPA certification class there is no way all 350,000 contractors will be trained in the next month. The EPA began certifying trainers for the regulation in July of 2009 and as of March 2010 there are still only a small number nationwide qualified to teach contractors and their subs what they need to do to comply and become certified. Nationwide less than 14,000 renovators had been certified. In Minnesota, there are only four companies qualified by the EPA to teach the certified course. In response to the EPA’s Renovation, Repair and Painting (RRP) regulation scheduled
to go into effect April 22, 2010 BAM sent a letter to the MN Department of Health. A copy of that letter can be read here: http://www.bamn. org/Documents/BAMLeadPaintRulesComments03312010.pdf BAM also drafted a letter to present to the state Congressional Delegation after meeting with Congressman Eric Paulsen. BAM is also currently working with NAHB and the MN Legislature to see if we can push the enforcement of the rules out. NAHB has put together talking points and a local press release to help get the word out about the new rule. The main focus is to support the intent of the rule but express serious concern with the implementation of the program and urge the EPA to delay the effective date of the rule due to the severe lack of EPA-approved training providers. Until then, the best advice is to get certified and make sure to sign up for a class that is being taught by an EPA certified trainer.
