ABOUT THE SPEAKER

U.S. Air Force veteran, Danny Vargas is a nationally recognized business, community, and board leader. He was named among the “101 Most Influential Latinos” in America by Latino Leaders Magazine each year from 20202022 and among Most Influential in D.C. by Washingtonian Magazine in 2022 and 2023.

His community leadership roles include: Chairman Emeritus, Friends of the National Museum of the American Latino, having led the national bipartisan effort to pass the bill in Congress; Founder/Chairman/CEO of the American Latino Veterans Association (ALVA), helping veterans thrive and recognizing their contributions; Chairman of the Virginia Advisory Committee to the U.S. Commission on Civil Rights; and many other boards.

In business, he is Founder/President of VARCom Solutions, a national marketing/PR firm; Chairman of the GO Northern Virginia economic development initiative, former Chairman of the Virginia Board of Workforce Development; former Chairman of the Dulles Regional Chamber of Commerce (first Latino to chair a mainstream chamber in Virginia); former executive at France Telecom and AOL.

As a candidate for the Virginia House of Delegates in 2015, he was endorsed by the Washington Post as “one of the region’s more impressive first-time candidates in recent memory.”

A Brooklyn native with a tough upbringing, he has advocated for common sense solutions on issues including economic development, workforce, veterans, healthcare, immigration, transportation and more.

ABOUT THE SPEAKER

Lori Montenegro worked as a National Correspondent in Washington DC for the past 22 years covering National and International stories.

While covering the White House and Capitol Hill, Lori covered a range of issues from politics, elections, immigration, health care, the economy, and in between all of that did many other stories highlighting the many accomplishments of Latinos in DC and around the Nation.

She has been honored with numerous awards, including this March with the 2020 First Amendment Clarity Award presented by The Radio Television Digital News Foundation.

As of last year, she took on a new role - she was named Bureau Chief for Telemundo’s Washington DC Office.

Lisa J. Williams (she/her) is a bi-racial cisgender woman that identifies as Black.

She is a wife, mother of two beautiful girls and finds peace with animals and nature. She has lived in Loudoun County, Va – historic lands of the Patawomeck Tribe – for over 25 years and is passionate about building community across differences.

Professionally, she is a seasoned executive, Inclusion and Belonging practitioner and Coach, specializing in Diversity, Equity & Inclusion, Leadership & Executive Development, and Resiliency informed programming.

Lisa is an Adjunct Professor in the Georgetown’s Executive Certificate in Diversity, Equity, and Inclusion, which is housed in the Georgetown Institute for Transformational Leadership.

ABOUT THE SPEAKER

Alice P. Frazier is President and CEO of Potomac Bancshares, Inc. (OTC: PTBS) and BCT-Bank of Charles Town, also known as The Community’s Bank.

Ms. Frazier has over 30 years of local banking experience, including service with Cardinal Financial Corporation as Executive Vice President and COO, BB&T as SVP/Area Executive in Loudoun County, and Middleburg Financial Corporation as CFO and COO, which is where Frazier began her banking career. Prior to that, she worked four years in public accounting with national and regional firms.

An avid community supporter, Ms. Frazier currently serves in several leadership capacities including on the Board of Directors with the Federal Reserve Bank of Richmond, on the Board of Directors of the Loudoun County (Virginia) Economic Development Authority, on the Board of Directors for the Loudoun County Chamber of Commerce, on the Board of Directors for the West Virginia University-East Hospital, and on the Board of Directors of the Independent Community Banks of America (ICBA) where she also serves as the Chairwoman of Bank Operations and Payments Committee. Ms. Frazier is also a past Chairman of the Virginia Association of Community Banks.

Ms. Frazier is a graduate of the Stonier Graduate School of Banking and Radford University. She has been a resident of Leesburg, Virginia for over 19 years.

ABOUT THE SPEAKER

Melissa “Lisa” Oliva serves as the Deputy Director & Senior Business Advisor in the U.S. Department of the Treasury, Office of Small and Disadvantaged Business Utilization (OSDBU). In this role, bring years of experience as a champion for small businesses wanting to do business with the Federal government. Lisa currently leads efforts to increase stakeholder engagements internal and external to Treasury, promote equity in the utilization of underserved small businesses, and find opportunities for new entrants in Treasury’s contracting space. Ms. Oliva is responsible for managing OSDBU’s annual priorities, coordinating compliance in accordance with Executive Orders and Office of Management and Budget’s small business directives, providing outreach and technical assistance to Treasury bureaus and Department Offices.

Lisa brings calm leadership, strategic vision, and significant technical expertise in small business acquisition and operational excellence in Treasury’s mission areas. Lisa plays a key role in driving our strategy and growth for procurement equity, stakeholder engagements, and promoting OSDBU’s small business center of excellence, as well as setting the foundation for entrance of underserved businesses to Treasury’s diverse supplier base.

Lisa has been a subject matter expert on small business matters, principal advisor to federal senior managers and leaders, and continuously tapped as the ‘go-to’ person on stakeholder engagements and vendor outreach sessions, ensuring, to the maximum extent practicable, small business are afforded opportunities in Treasury’s contracts.

Lisa ensures a close relationship between OSDBU and Treasury Bureaus and program offices. She led Treasury’s procurement barrier assessment under Executive Order 13985 – on Advancing Racial Equity and Support for Underserved Communities Through the Federal Government and led the development of Treasury’s Procurement Equity Strategic Action Plan.

Lisa has hosted hundreds of vendor outreach sessions, aligning procurement forecasting opportunities with capable small businesses, provided learning/procurement readiness training sessions to small businesses, and formalized a Memorandum of Understanding between Treasury and the General Services Administration through her strong collaboration with the White House Initiative Group on Historically Black Colleges and Universities and Congressional Small Business Committees.

In her most recent OSDBU role as Stakeholder Engagement Program Analyst, she was responsible for establishing partnerships with federal agencies, with Treasury Departmental Offices program offices, and with Treasury bureaus. These partnerships extended Treasury’s already exceptional reputation across the federal government and national communities, and she excelled and is a recognized leader and role model in promoting Treasury OSDBU as a Center of Excellence. Lisa is the epitome of advocacy for federal small business contracting and for small businesses in general.

ABOUT THE SPEAKER

Cherylyn Harley LeBon is a Partner at Womble Bond Dickinson in the Tysons Corner, VA office. She practices in the Corporate and Government Contracts area.

Cherylyn works with small-sized to large-sized businesses and government contractors across the country. She leads companies through the government contracting process by leveraging her experience as a former Presidential appointee at the Small Business Administration (SBA) and the Department of Veterans Affairs.

Additionally, Cherylyn served as Senior Counsel on the U.S. Senate Judiciary Committee and as a counsel for a Member in the U.S. House of Representatives. Her expertise is aligned with the SBA’s portfolio, including bank loans and financial assistance, disaster response, and government contracting for 8(a), SDVOSB, and other setaside firms.

In her corporate practice, Cherylyn provides companies and their executive teams with strategic and tactical advice to negotiate complex contracts, M&A, banking representations, employment policies, and overall corporate advice. She believes in time-to-value while remaining personally available to work with clients directly.

Deborah Leben started her career in the federal government at the United States Secret Service as a Fingerprint Specialist. She advanced to senior leadership positions, including Director of the Secret Service Crime Laboratory, Office of Investigations, and Strategic Program Advisor, Office of Human Resources. 2017 she achieved the Senior Executive Service certification and loved every aspect of her career.

Deborah believes that through the help of mentors and being intentional about pursuing your dream career, you are creating a lifestyle filled with curiosity, personal growth, and fulfillment and not just landing a J.O.B. Along her career journey, she met people who were not living their dream and were just coming in for the paycheck. She began working with people to identify and achieve their goals and discovered how coaching changed their lives and choices.

Today, Deborah is a Career Coach, keynote speaker, trainer, and DISC Consultant as a Maxwell Certified Leadership team member. She offers customized solutions to accelerate personal and professional growth through proven leadership methods. Deborah believes that coaching and professional development helps people confidently communicate what they want and live differently. She focuses on bringing people together on common ground to create energy and belonging across an organization. Deborah works with students to assess career choices that match their strengths, with people in career transition looking for a change and executives focused on improving retention, team performance, and the employee experience while getting people in the right seats so everybody wins.

Deborah’s mission is to help individuals and teams discover their strengths and their value and find careers that utilize them, taking them from success to significance. She is a member of the International Coaching Federation and certified by the Cognitive Applied Positive Psychology Institute. She is Adjunct Faculty at the George Mason University Forensic Science Program.

ABOUT THE SPEAKER

Isaac Agbeshie-Noye (Ag-beh-shee-noy) is a DC area native, hailing from Hyattsville, MD. He currently serves as the Director of Diversity, Equity, and Inclusion for the Howard Hughes Medical Institute, which is the largest non-governmental medical research organization in the United States. Isaac’s work aligns with his passion to build cultures of equity and innovation that center access and justice within organizations. In this role, Isaac supports internal and external DEI efforts, including developing new partnerships that actualize HHMI’s commitment to equity and in-clusion in science.

Professionally, Isaac has been working in education for over 15 years in a variety of roles across non-profits and colleges and universities in the Washington, DC area. His experience includes diversity, equity, and inclusion strategy, college student transition, talent development, and crisis management. He has also served as an instructor for undergraduate and doctoral student seminars, where he explores his passions for easing student transitions to and through their experiences with and in higher education.

Isaac earned a bachelor’s degree in sociology from the University of Virginia, as well as master’s and doctoral degrees in higher education administration from George Washington University. His research focuses on the relationship between organizational culture and brand equity within non-profit organizations, specifically at Historically Black Colleges and Universities (HBCUs).

ABOUT THE SPEAKER

Before joining SCAN of Northern Virginia, Sam spent 25 years taking her career as a social worker and advocate and progressively channeling it into a passion for and career in social justice and public policy to advocate for more effective social policies and human service systems.

Specializing in outcome-driven program development and child welfare practice and policy, Sam previously worked at LAWS Domestic Violence and Sexual Assault Services, Doorways, New York State Office of Children and Family Services, Northeast Parent and Child Society, A World For Children, Catholic Charities of the Diocese of Baton Rouge, Inc., local government offices, and as a private trauma therapist.

As a trauma-informed provider and advocate, Sam leads teams and organizations to seek out creative solutions to complex problems and build alliances across systems and issues. Sam earned her Bachelor’s in social work from Northeast Louisiana University (now the University of Louisiana at Monroe), a Master’s in social work from Louisiana State University, and a Master’s in Public Administration from Rockefeller College at the University at Albany, SUNY.

Sam also serves as the Vice President of Equality Loudoun, serving as an ambassador for Equality Loudoun’s mission supporting and serving the County’s LGBTQIA+ community. Her compassion also extends to animals, and she has served as a volunteer animal rescuer for more than 15 years.

Lisa Kimball

ABOUT THE SPEAKER

Lisa Kimball is the CEO of The Arc of Loudoun, a nonprofit here in Loudoun working to provide a lifetime of opportunities for people with disabilities while advocating for, educating, serving, and supporting those individuals and their families.

As a results-driven executive who fervently believes that compassion is actionable, Lisa has extensive experience in business operations and financial management, strategic planning, human resource administration, and service delivery. A self-described ‘pathological volunteer’, Lisa has a wealth of knowledge and expertise in running both shareholder-profit and social-profit businesses.

Having spent most of her career in computer engineering, Lisa brought her cyber expertise in privacy protection and identity assurance to Telos Corporation in 2006, serving as Vice President, Identity Management Solutions for many years.

She assumed the helm of The Arc of Loudoun as Chief Executive Officer in 2018. Lisa’s current volunteer endeavors include the Advisory Board of the Loudoun County Medical Reserve Corps; the Board of Directors for the Northern Virginia Science Center Foundation; and the Board of Directors for the Loudoun County Chamber of Commerce.

Angela founded ARM in 2006 and has grown the company from a boutique firm to achieving recognition as one of the fastest-growing small businesses in America, by securing a place on the Inc 500 magazine list in 2019 and 2018. Angela began her career in public health with the Centers for Disease Control, Fortune 500 companies, not-for-profits, and local government.

As a Senior Director, for one of the largest Clinical Research Organizations (CRO), Angela led business development within the market access division by increasing revenue by 300% while infusing technology, innovation, and operational improvements.

Chauvon McFadden is the Principal of Crimson Wealth Strategies. He began his career as a Financial Services Professional with New York Life right out of college in 2002. He specializes in guiding business owners, industry leaders, and professional athletes in organizing their financial lives by showing them efficient and effective ways to build, protect, and preserve their assets and lifestyle. Chauvon is committed to creating a better future for his clients, neighbors, and community by offering them creative and customized financial strategies to help them meet their individual and professional goals.

Chauvon is also an active community leader; he was recognized by the Washington Business Journal as one of the top 40 business leaders under 40 in the D.C. metro area. He was also recognized by the Loudoun County Virginia Chamber of Commerce as the young professionals Community Leader of The Year. In March of 2016 he awarded the National Outstanding Eagle Scout Award (NOESA) by the Boy Scouts of America. The NOESA is Scouting’s national recognition of extraordinary professional achievement at the local, state, and regional level. He currently serves as Chairman of the Loudoun County Economic Development Advisory Commission (EDAC), Vice Chairman the Loudoun County Economic Development Authority (EDA), and past Chairman of the Loudoun County CEO Cabinet. He is a member of the executive board for the National Capital Area Council of the Boy Scouts of America. He also serves on the board of the Inova Loudoun Hospital Foundation, Washington Airports Task Force (WATF), the advisory board for the Bank of Charles Town, and the Loudoun County Chamber of Commerce.

In each of these endeavors, Chauvon has shown his eagerness to contribute his financial and business expertise to the residents of the region he is happy to call home. In fact, he has been an active member of his community since childhood, when he was involved in the Boy Scouts of America. He earned the rank of Eagle Scout and is a member of the National Eagle Scout Association. His lifelong community service is driven by his commitment to building strong, long-lasting relationships and to helping people live better, more prosperous lives.

In 2001, Chauvon earned a bachelor’s degree in marketing from the University of Alabama. From 1997 to 2001 he played defensive tackle on the Alabama football team, which won the 1999 Southeastern Conference championship title and went to the Federal Express Orange Bowl in 2000.

Chauvon has been recognized throughout his career at New York Life as a top producer. In January of 2022 he was elected to the New York Life Agents Advisory Council (AAC). Founded in 1946, the AAC is a prominent group of 24 New York Life agents elected by their peers to communicate the issues and perspectives of their fellow agents. They work in tandem with senior management for their mutual benefit, determining how to provide the best products and services to the company’s policyholders and beneficiaries.

He is a member of the Million Dollar Round Table*, a global organization that represents the top 1% of financial professionals. In October of 2017 he was recognized by the National association of Insurance and Financial Advisor as one of the top 4 advisors under 40 in the nation. In 2015, he was recognized by the National Association of Insurance and Financial Advisors (NAIFA) Northern Virginia chapter as one of the top 4 financial advisors under 40, and by NAIFA Virginia as the advisor of the year under 40 for the state.

He lives in Leesburg with his wife Alicia McFadden, son Austin, and daughter Alison.

Susan Mitchell is also the co-founder of Guardians of Honor (GOH). Guardians of Honor is a GovCon consulting firm with a 24-year track record of success delivering grants management, research and evaluation, logistics, and technical assistance solutions to government, industry, and the community.

AmeriCorps, Army – Congressionally Directed Medical Research Program, the Department of Education, Health and Human Services, National Institutes of Health, the National Science Foundation, and the Department of the Treasury are just a few of the clients who find value in GOH’s integrity-based solutions that protect people, programs, and performance.

Susan is committed to improving access to and success in education, healthcare, workforce, and economic development. Prior to GOH, Ms. Mitchell worked in the Office of General Counsel for various public and private organizations, including the Department of Veterans Affairs, the Federal Elections Commission, the United States Postal Service, Unisys Corporation, and Rolls-Royce North America.

Ms. Mitchell serves on the board of directors for Virginia Career Works and STEM for Her, is a Loudoun County Chamber of Commerce GovCon Committee vice chair and sits on the Cybersecurity CoE advisory board for Northampton Community College and BCT-The Community’s Bank.

Susan earned a master’s degree in Executive Leadership from Liberty University, a graduate certificate from Hampton University, and a BS in Mass Communications from Norfolk State University

Bruce B. Rahmani is the president of Falcon, a mechanical contracting company in Loudoun County with more than 115 employees. Bruce founded his company in 1988 after arriving in the United States as an immigrant. Through hard work and dedication, he completed his studies and ventured into the entrepreneurial world.

Beyond his business success, Bruce is a man of diverse interests and talents. He is an active member of various organizations such as Chairman of the Multicultural Advisory Committee for Loudoun County, board member to Northern Virginia Home Aid, Board member of Loudoun Chamber of Commerce where he contributes his time and expertise to uplift the community.

On a personal level, Bruce is a 3rd-degree black belt, showcasing his commitment to discipline and selfimprovement. In his leisure time, Bruce indulges in a range of hobbies that highlight his adventurous spirit and creative mind. He enjoys flying, painting, racing, and building things and loves extreme sports.

Above all, Bruce’s driving force is his passion for giving back to the community and helping young individuals become integral parts of society. His commitment to guiding and mentoring the youth reflects his belief in the power of collective growth, benefiting the community as a whole. Bruce Rahmani’s life is an inspiring testament to the possibilities of hard work, determination, and the desire to create positive change.

Andrew Stocker is in his 23rd year of employment with MetLife. In his most recently role, he is responsible for leading the sales organization of the Mid Atlantic region of Regional & Small Business Solutions.

Prior to his current role, Andrew had responsibility for leading MetLife’s Employee Benefits in the Middle East. Across the Gulf Region, Andrew had responsibility for the business P & L, sales, underwriting, business planning and strategy, portfolio data & analytics and health wellness strategies.

Prior to assuming his role in the Gulf, Andrew was Vice President, in MetLife’s Global Employee Benefits (GEB) group and was the Head of Distribution for the MAXIS Global Benefits Network. Within MetLife, he was responsible for leading global employee benefit growth strategies; including global voluntary benefits, small and medium enterprise markets, and global CRM.

Within MAXIS GBN, he was responsible for leading the global business development team including the account executive and account management teams across the globe, with regional teams located in New York, London, Paris, Zurich and Hong Kong. While in the role he served on the executive team reporting to the CEO in London and focused on expanding and deepening relationship with multinational employers and their intermediaries.

In this role, Andrew also served as President of MetLife’s Insurance Brokerage Incorporated. Prior to his role in MAXIS GBN, Andrew joined MetLife’s Global Employee Benefits (GEB) business in 2012 reporting to the Executive Vice President and led the MetLife Worldwide Benefits Sales and Account Management team. In this role Andrew oversaw the integration of ALICO’s expatriate business in to MetLife, and was responsible for successfully growing the sales and account management functions and portfolio. During this role, Andrew was also responsible for MetLife’s global broker and intermediary strategies, including global ownership of partnerships with MetLife’s five largest intermediary partners.

Andrew began his career with MetLife twenty years ago, as an Assistant Vice President for MetLife’s Employee Benefits business in the United States. During the twelve years in that position Andrew was responsible for launching new MetLife offices across the south-central U.S., growing MetLife’s portfolio and market share, and was a key contributor in the integration of Safeguards DHMO and Vision business in to MetLife.

Andrew was inducted into the MetLife Employee Benefits Hall of Fame in 2011. He is a graduate of the University of Texas at Austin and holds Executive leadership accreditations from Wharton School of Business and Harvard.

The Loudoun Chamber Diversity, Equity, Inclusion and Accessibility (DEIA) committee’s mission is to cultivate an equitable and inclusive business environment in Loudoun County modeling DEIA principles that advance education, economic growth, and innovation.

The committee meets monthly both in-person and virtually. All Loudoun Chamber members are invited to participate.
