Consumers haven’t been as quick to embrace Internet-enabled TVs (commonly known as smart TVs), as they did smartphones. But several years after first hitting the market, smart TVs now have lower prices and extra features, and manufacturers are striving to make them the new standard for channel surfing. Here’s a beginner’s primer to smart TVs: What is a smart TV? A smart TV is a television with built-in, one-touch access to a variety of Internet-based services, without the use of

You can personalize your television with channels you frequently watch and create shortcuts to your favourite features. More apps have been developed specifically for televisions, too. Voice and gesture recognition: The TV will respond to audio commands, or you can control an onscreen cursor with hand motions that the TV detects via its external camera.

Economic gains offset by housing costs STU NIEBERGALL I was working out at the gym the other day, when I overheard a discussion regarding housing affordability in Regina. The two who were working out beside me said something I have not heard before in the 20-plus years that I have lived in Regina and, I think we need to be concerned. The first man said “I am taking a job out of the province for less pay, but I think I will be better off because I can get into a home for much less than what I would pay in Regina.” The second man responded, “That is why I am commuting from down east. I can’t afford to bring my family here.” This comment is echoed by the latest paper from the Frontier Centre for Public Policy released earlier this week on Housing Affordability and the Standard of Living in Regina. My hope is that this unique perspective creates some worthy discussion by policy-makers at both the City of Regina and the Saskatchewan Government. In addition, if you are an urban planner, consider yourself an urbanist or have an interest in land use and housing affordability this paper is definitely worth a read.

For City of Regina Councillors and Administration the Frontier Paper provides some clarity on the connection between land use and housing affordability. The Provincial Government should be keenly interested in this paper as it explains how municipal decisions around land use can either create more affluence or hamper economic growth for the entire province through urban containment practices. There has been no shortage of consultants and urban planners, with respect to our city, who claim that we are consuming too much land, or that we are insufficiently dense. But what the Frontier Centre clarifies is that, for starters, Regina is actually one of the most densely populated cities in North America at over 1,600 people per square kilometre. In fact, Regina has 35 per cent more people per square kilometre than the average urban area in Canada and nearly 80 per cent more people per square kilometre than the average U.S. urban area. Even Portland, Oregon, which prides itself as one of the early adopters of urban containment strategies, is 20 per cent less densely populated than Regina. When you also consider that Saskatchewan has 250,000 square kilometres of farm land, which is more land than all of the United Kingdom which houses a population over 60 times the population of Saskatchewan, and Regina takes up all of 120 square kilometres — I don’t think we are consuming too

much land. Regarding housing density and traffic, the view is sometimes expressed that higher density will create the conditions to induce more public transit use, thereby taking cars and trucks off of the road. However, the report points out that Calgary has developed one of North America’s most successful new light rail transit systems. Yet, between 2006 and 2011, Calgary had the largest increase in the share of people commuting to work by driving of any major metro city in Canada. Similarly, in Portland, which has invested heavily in mass transit and in creating high density, they now rank sixth worst in traffic congestion even though they are the 23rd largest urban area in the U.S. Even Vancouver, which is one of North America’s most densely populated cities, recently won the distinguished title as not only the least affordable city in North America to own a home, but Tom Tom’s Traffic Index (the world’s most accurate barometer of traffic congestion) also awarded Vancouver the most congested city for traffic. What these cities have in common is that while building state of the art transit, they are not building enough capacity in their road systems. In addition to this, research cited by the University of California and University of Utah indicates that a 10 per cent increase in density leads to only a .4 per cent reduction in kilometres travelled per

person by automobile. As such, creating even more density in one of North America’s most densely populated cities will have very diminishing returns on curbing greenhouse gases. How does density relate to housing affordability? If the dominant urban planning policy is urban containment, the result is land scarcity, which in turn raises house prices. What the report points out is that the ultimate test for any urban planning policy is in fact, the extent to which it contributes to improving the standard of living for Regina residents, while reducing poverty levels. For economic growth to be sustainable, we must recognize people are moving to Regina for a higher standard of living. Employment and income opportunities are greater today in Regina than ever before. If our housing costs continue to escalate due to public policy decisions, however, much of the economic gain for individuals and families is a wash, which will ultimately result in less interprovincial and international migration to our city. Indeed, are we seeing this already? In the first quarter of 2013, there was a modest loss in interprovincial migration. One very timely recommendation in the paper for the future of our city is this: “The municipality in the Regina metropolitan area should commit to housing affordability as the first principle of urban planning.” Our future economic growth depends on it. Last week I talked about engineered hardwood floors, and one of the big benefits is that you can install them over concrete and below grade, like in a basement. That’s according to some flooring experts, but I think you need to be careful. If I was going to do this I would add an extra layer of protection to make sure I have the right subfloor system to prevent mould and water damage. Concrete is porous, and if we’re talking about the basement floor then eventually there’s going to be some moisture coming through the concrete slab. So it’s important to make sure that: one, moisture doesn’t damage your flooring; two, moisture can dry out once it gets inside; and three, we prevent mould. To do that we have to incorporate the right products and materials. Some flooring manufacturers might tell you that as long as you put down a sixmillimetre plastic sheet barrier on the concrete floor, you can install any type of flooring on top — even real hardwood. First, I don’t recommend real hardwood flooring in the basement. The risk of moisture or water damage is too high and hardwood costs too much. Even if you had the money to replace your flooring it’s a huge waste of

materials and of a natural resource. And the problem with putting a layer of plastic over concrete is that any moisture that penetrates through will be trapped underneath the plastic. It won’t be long before surface mould starts to grow. Your floors might be safe but your health might not, and any mould issue that isn’t fixed grows into a bigger problem — along with the health risks. Now we have new products and materials made specifically for installing flooring over concrete and preventing mould, like Amdry Insulated Subfloors. This product comes in panels — one side has foam i n s u l at i o n w i t h r a i s e d drainage and air-circulation channels, and the other side has OSB sheathing. The foam also has a film that is moisture, mildew and mould resistant to protect the foam insulation and OSB from absorbing moisture. When installing this product the side with the foam insulation faces down and goes against the concrete. The foam insulates and helps keep the floor warm by providing a continual thermal break across the entire floor surface, so it’s more energy efficient. It also prevents condensation because it keeps the temperature of the concrete floor from coming into contact with the temperature of the basement’s indoor air. Before products like Amdry Insulated Subfloors were available, contractors needed to build proper basement subfloor systems themselves. We’d start by putting down

one-inch, rigid foam board and then 5/8-inch plywood or OSB screwed through the foam and into the concrete floor using Tapcon screws, which are designed for concrete. Then a low-expansion spray foam would be applied along the all exterior edges, and finally we’d seal all the joints with Tuck-Tape. Think about how long that would take and how much it would cost the homeowner — not to mention that properly putting the whole system together takes the right skill and technique. But now with these new prefabricated panels, not only do we cut down on installation time but also on mistakes. And it’s not just the subfloor systems in basements we have to think about. K i t ch e n a n d b at h ro o m floors should also be watertight. That’s why we install a waterproof membrane, like Schluter DITRA underlayment to prevent the tiles from shifting and grout from cracking, and to protect the subfloor from water damage. It can also be installed over the Amdry Insulated Subfloor system, so if you wanted to have tile in your basement there’s a safe way to do it. Anywhere the potential for moisture is high, you need the right subfloor system to protect your flooring. Because when it comes to your home, it’s the stuff you don’t see that makes the difference between it lasting or not — and that includes what’s below your flooring. Decorating children’s rooms is moving away from the overly themed and cute toward more classic styles and pieces that can be used elsewhere in the home. “The younger boy has a tree beside his bed, but the bed is on the ground with storage underneath.” Lamoureux is also using chain and rope to create a playground look in the bedroom that includes things the brothers can climb and hold on to. Kristine Hageland, a Victoria interior designer and instructor at the Pacific Design Academy, agrees with Lamoureux’s approach to investing in quality furnishings. “Families are investing in beautiful pieces in children’s rooms they envision integrating into other rooms in their home,” said Hageland. “It’s not just nursery furniture; it’s pieces they want to

keep using afterward.” According to Hageland, f amilies are opting for rooms that are less kitschy and more gender-neutral than they once were. “I think the approach to bedrooms is changing away from the overly themed and cute rooms,” she said. “I keep seeing nurseries that are more modern and they don’t have little trains. There are kids’ toys, but they don’t have a train going around the room.” In addition to using modern paint colours like white and grey, Hageland said parents are embracing the trend toward wallpaper and incorporating that into kid’s spaces. “I’ve been seeing a lot of

wall coverings,” she said. “People have been taking a lot of modern wall coverings and using more kid-friendly colours to create a balance between modern trends and what a kid might like.” While there may be a lot of decisions around paint and furnishings, Hageland says the most important thing is to create a space both parents and children want to spend time in. “It should also be warm and inviting and easy for kids,” she said. “Make shelves accessible for them and create neat little spaces, like the teepee tents that are popular now. It is so cool when there is a fort or a swing in the room.”

Even decor for nurseries is moving toward quality pieces of modern design that incorporate fun elements such as a skull-and-crossbones pillow.

Decorating a girl’s room in a style that endures means combining quality core pieces like the bed, dresser or desk with paint and lighting that can be easily changed to suit her tastes as she matures.

Q: I have a question about the open-beam, wood ceiling in our lake home. I am ready to paint the ceiling white for a cottage feel, but not sure what to do about the three cross-beams that span the great room. Do I paint them too, or leave them natural? A: There isn’t really a right answer here; it’s more a question of personal preference. Painting the wood ceiling white definitely evokes a cottage-at-the-lake feeling. This look is enhanced with white walls and kitchen cabinets. But it can be argued that natural wood finishes can also evoke a nature-inspired ambience. If the beams are painted to match the ceiling, the space will flow, a good idea if the room is small and cosy. If you leave the beams their natural colour they will be more noticeable, particularly if they are the only natural wood tones in the room.

I suggest you start by leaving the beams unpainted to see how they look once your decor is in place. You can always paint them after if they stand out too much. Q: We have just acquired a new condo that has me stumped. The kitchen, dining and living room share a common space, with a long bar-style island separating the cooking area from the rest of the open area. Cur rently everything feels anemic, but that could be because of the white walls and our old, off-white sofa and glass coffee table. I prefer dark wood in a sleek modern style and I have no idea how to pull these rooms together. A: You have indicated that you like modern decor, so that is the goal we will work on achieving. Since you will see the cabinets from your adjoining rooms, we will work with — rather than try to hide — them. My first suggestion is to replace your sofa with a modern design in a charcoal grey tone, possibly with

chrome accents on the legs or arms. If the room has space for a sectional, position it so that your view takes in less of the kitchen work area and more of your view. Bring the blond colour from your cabinets into your living area. A tan leather and chrome accent chair with throw pillows for the sofa would connect the two spaces. The trick to working with a design element you don’t care for is to use it well. Don’t try to ignore it; you’ll find it will stand out from everything else and demand even more attention. In this case, the tan colour you are not a fan of needs to be brought into the remaining space to create a harmonious decor. Her clients requested she incorporate fun elements based on their different ages but that can also grow with them as their needs change. “The older boy’s bed is raised up and has a desk underneath it, and is being anchored by a tree in the corner. He climbs up the tree to get to his bed,” she explained.

Remember when blue or pastel pink ornaments were the height of kitsch? Now they’re mainstream, elegant options. And while red and green are popular hues, they are not married to each other. Red might be paired

with ivory or amethyst; green may partner with copper, caramel or bright white. As for what goes on the tree or the mantel, well, that’s the thing — anything goes. Style watchers say we’re approaching the holidays with a more open mind. Households are more diverse, relaxed and less tied to oldschool ways of celebrating. Decor has never been more expansive. There are some general trends in hues, however. While jewel tones and creamy palettes hold strong, red is red-hot. “When it comes to an ‘it’ colour for Christmas this year, it’s red — a bright, cheery red like you find on traditional Scandinavian ornaments,” says Sara Peterson, editor in chief of HGTV Magazine.

“Red may seem like an ‘oh, duh’ colour trend, but there have been years when greens, blues and purples were more popular. This sea son, we’re seeing a ton of decorations in candy red.” Winter white continues to appeal to holiday decorators. With or without touches of sparkle, it’s calming, elegant and chic. And don’t disregard earthier colours — think of bare birch branches hung with gold and silver stars or luxe bowls brimming with copper ornaments. “Since folks are open to reimagining what Christmas can look like, we’ll continue to see a looser interpretation of the traditional tree,” says Catie Parrish of Wayfair, the online home furnishings outlet. “We’re starting to see lots of paper and cardboard tabletop trees.

CRANBERRY GLAZED COCKTAIL MEATBALLS

Ingredients:

• 1 pkg (850 g) Turkey Meatballs • 1/4 cup (50 mL) Soya Sauce • 2 cans (each 350 g) Jellied Cranberry Sauce • 2 tbsp (25 mL) red wine vinegar

• 2 tbsp (25 ml) chopped fresh basil • 1 jar (410 ml) Tomato Basil Bruschetta Topping • 1 pkg (175 g) Garlic and Herb Crumbled Goat’s Milk

Instructions:

1. Preheat broiler to high. 2. In 9-inch (23 cm) glass pie plate, stir together bruschetta topping and half of feta. Sprinkle remaining feta over top. Broil 9-inches (23 cm) under broiler for 5 minutes or until hot and bubbling. 3. Sprinkle with chopped basil. Serve with toasted baguette slices for dipping.
