NOTES TO MILLER 5 1.

This plan requires splitting the following precincts as indicated:

a) Precinct 212, Claude Moore Park: The area in the northeastern-most corner of this precinct, bounded by Route 7 to the north, Cascades Parkway to the east, and Ridgetop Circle and Woodshire Drive to the west and south is split off from precinct 212 and combined with precinct 702 in District 1. The area proposed to be split consists of Census Blocks 2011, 2012, 2013, 2014, and 2015 in Tract 611501, and consists of a residential area completely surrounded by either major roads (Route 7 and Cascades Parkway) or unpopulated commercial or educational areas. This shift of 1,007 people is necessary to bring district 1 (Sterling) within 95% of the mean. A previous proposal to bring District 1 to the required level by splitting precinct 113 was, when proposed in an earlier Miller Plan, rejected by the county staff as not feasible because the eastern two-thirds of precinct 113 is unpopulated. A subsequent proposal to accomplish the needed adjustment by splitting precinct 210 would have required dividing the Cascades community between two districts, a result at variance with the goal of maintaining communities of interest intact wherever possible. b) Precinct 106, Eagle Ridge: All of this precinct within Census Tract 611021, except for census block 2001 (population 7), with population of 2,232, is split, and the new split precinct added to the new District 4. The balance, the northern and eastern part of the precinct, is part of new District 3. This split is necessary to bring District 3 within the limit of 105% of the mean, and is one of the adjustments required by substituting actual census totals for the staff population estimates previously used. Census block 2001 is separated from the balance of Census Tract 611021 in order to keep all of the planned development around the final rail stop, on both sides of the Dulles Greenway, in a single supervisor district. c) Precinct 813, Selden’s Landing: New precinct 818, consisting of the eastern part of the old precinct 813, is assigned to District 2. d) Precincts 406, 410, and 412 are split along the lines marking the town boundaries of the Town of Leesburg. This is done to accomplish, to the greatest extent possible, the inclusion of the Town of Leesburg within a single district. As noted below, the population of the Town is too large to permit the inclusion of the entire town, so precinct 408 is not split, and that entire precinct is in District 7. e) Precinct 304, Hamilton is split into two precincts in accordance


with the staff proposal, forming a new Precinct 312, Culbert. The resulting Hamilton precinct is in District 7, and the new Culbert precinct is in District 8. 2.

This plan accomplishes: Contiguous districts

Deviation between smallest district and largest of less than 8%, well within the 10% tolerance. Maintains two western, mostly (but not entirely) rural districts. Preserves within single districts all identified communities of interest except Leesburg, Kirkpatrick Farm, and small portion of Lansdowne west of Goose Creek. [Note: it appears that it would be feasible to redraw precinct 407, Harper Park, in a way that would permit inclusion of the balance of Lansdowne in the new District 5. The portion of Lansdowne lying west of Goose Creek encompasses 8 census blocks, with a total population of 698. If those blocks were split off from precinct 407 and combined with precinct 815, the new District 5 would total 39,216, and the new District 7 would total 37,244. Both districts would still fall within the plus or minus 5% bound. Kirkpatrick Farm is not as easily united. To accomplish the unification of this community would require moving the new Precinct 120 from District 8 to District 4. While District 8 could absorb the loss of 1,758 people, District 4 could not absorb that gain without exceeding 105% of the mean.] 3.

This plan does not accomplish:

Inclusion of the entire town of Leesburg within The population of Leesburg is well over 42,000, more than 108% of population of 39,039. To compensate, this plan places the entire Precinct, which includes about 3,366 Town residents, into the new (Catoctin).

Maintenance of two entirely western, rural districts. Because virtually all of the deviations between the November estimates and the actual population totals occurred in the eastern and southeastern part of the county, each of the two remaining western districts must include some suburban or transition areas in order to come within 95% of the mean population. Thus District 7 includes that part of the town of Leesburg within the Evergreen precinct, and District 8 includes the Brambleton Community in Precincts 115 and 111.
