FDR imposes devastating oil and trade embargoes on Japan, denies her ships access to the neutral Panama Canal, and orders U.S. battleships to undertake "pop up" cruises through Japanese territorial waters. Finally, on November 26th of '41, FDR sends an impossible ultimatum to Japan, implying a military threat, and demanding that Japan withdraw all of its troops from China and Indochina as a pre-condition for lifting the oil embargo.
