In this, the shell fishermen could not agree more. And it is'in this area of sustainability that association members unanimously agree the Town of Hempstead does its most compelling and gratifying work. "We have the most aggressive clamming program anywhere on Long Island, with a seasonal program and two conditional programs," said Ed Thomas, president of the Hempstead Shellfishermen's Association. "Conditional program, program A, is open in Fall and Spring, and program B is open four months, from December I to March 31." He added that all programs are still at

the mercy of rainfalls, which bring nonsource pollutants such as papers, oils'and plastic from streets to drain, into the bays, necessitating closure for up to eight days. The town boasts a vigorous clam-growing program targeted for both shell fishermen and recreational shell fishermen. "Each year our department buys 1. to 1 1/4 million seed from a local company that sells them from spawner clams under controlled conditions." said Ron Masters, commissioner of the town Department of Conservation and Waterways. "In addition, for'the past several years, the Hempstead baymen have provided 1/2 million larger seed from the same grower." He said that the seedling clams, grown in indoor vats in which nutrient-rich salt wate'r and seeds are mixed, grow within six months into thumbnail-sized clams. He said the thuhibnail-sized clams are then hand-seeded into areas scientists working in its state-certified laboratory believe are relatively depleted or are highly produc-
tive.

He also said that since clams are edible, monitoring of waler and the clams'themselves are necessary to test for total bacterial levels and for coliform. ."Longer term, the water quality data is used by our science staff and the [state Department of* Environmental Conservation] DEC's shellfish management staff to consider opening areas that have been traditionally closed because of human activities near shorelines." It is precisely these seed programs that help shell fishermen survive the brutal winters, in addition to fund-raising money they raise that goes to buying larger clams the town plants for them as well. "The seedlings take one-and-a-half to (hire years to grow," shell fisherman Bob Roth said', ' "but the clams we buy are bigger so that when the town plants them for us they can grow in a few months' time." Mr. Thomas said the clam is a "heartier strain that is also very healthy, and real chefs look for these because they have a lot of meat in them." Mr. Roth intimated that "1 know a chef that needed three do/en of ours compared to four-and-a-half do/en of the other clams" for the same purposes. Depending upon the si/e 'and the demand, shell fishermen receive between 10 cents ami 23 cents for each clam from local restaurants. While they would not \ mention their individual clients by name, they include the finest seafood stores and restaurants along the canals, the channels and the bays in addition to oilier restaurants and seafood stores further upland. Mr. Roth said. "We have certain rules or restrictions as to what we'll charge, because boats in Connecticut dredge for clams and Hood our markets with, cheaper clams."
