Drastically reducing water-borne diseases and fostering new developments in technology and industry would not be possible without a clean, consistent supply of water. The Safe Water Drinking Act was originally passed by Congress in 1974, and was amended in 1986 and 1996. Originally, the Safe Water Drinking Act focused primarily on treatment as the means for providing safe drinking water at the tap, but later amendments expand the Safe Drinking Water Act to protect residents’ health from source to tap. The City of Denton Municipal Utilities Department operates and maintains the public water supply system for Denton residents. Denton has two sources for obtaining its water – Lake Lewisville and Lake Ray Roberts.
Denton currently holds water rights for up to 24 million gallons per day from the two lakes. A dual intake structure on the north shore of the Hickory Creek arm of Lake Lewisville gives the Lake Lewisville Water Treatment Plant operators the option of withdrawing raw lake water from two different levels in order to provide the best water quality. Before the raw water leaves the raw water pump station, it receives its first treatment – a dose of potassium permanganate – which improves the raw water’s taste and odor. Adding the chemical before the 9-mile journey from the raw water pump station to the treatment plant provides time for the chemical reaction to develop along the way. Raw water flows to the Lake Ray Roberts Water Treatment Plant through the intake structure built into the dam and is regulated with by-pass piping and a flow control valve that allows it to gravity-flow through the plant when the lake levels are high, reducing the electrical operating costs of the facility. Raw water pumps are utilized when lake levels are low. Lake Ray Roberts raw water receives its first treatment, preozonation, at the plant. Preozonation conditions the raw water and makes it easier for the organic materials and

This process actually reduces the amount of chemical coagulants needed to clean the raw water. The Lake Lewisville Water Treatment Plant, completed in 1957, had an initial capacity of 4 million gallons per day. Plant expansions in 1962, 1972 and 1988 took the plant to 8, 16 and its current capacity of 30 million gallons per day respectively. The plant has kept pace with changing water quality standards through nearly 50 years of service. The first step in the treatment process is called coagula-
tion. The process involves the vigorous mixing of the water to promote dispersion of the coagulaton chemicals – ferric sulfate and polymer – with the raw water. A series of chemical reactions occur (flocculation) to begin the formation of “floc” particles (a cluster of coagulation chemicals and impurities such as suspended solids and organic matter). After the initial rapid mixing of the raw water, the speed of mixing is reduced to allow welldefined floc particles to form. Once the flocculation process is complete, the water proceeds to the next step in the treat-
ment process, sedimentation. During this step of the treatment process, a small amount of fluoride is added to aid in the prevention of tooth decay in young children. As the water passes into the sedimentation basin, the mixing and velocity of the flocladen water decreases and the heavy floc particles settle to the bottom of the basin where they are removed by mechanical scrapers. The Lake Lewisville Water Treatment Plant utilizes chlorine and chloramines as disinfectants. The initial treatment of chlorine is injected after sedimentation. After filtration, ammonia is injected into the chlorinated water and combines with the chlorine to form chloramines. Chlorine is a more effective
germicide, while chloramines reduce the formation of chlorine by-products and are more effective in maintaining a disinfectant residual within the water distribution system. Finally, sodium hydroxide is added to stabilize the water before the water flows into one of four ground storage tanks called clearwells. The Lake Ray Roberts
Water Treatment Plant began construction in June of 2001 and officially went online in May of 2003. The current capacity of the plant is 20 million gallons per day, but the plant has been master planned for an ultimate production capacity of 100 million gallons per day to sustain future growth and provide the city with high quality

Energy rebates possible with state program Texans who want to save money on ENERGY STAR® appliances will soon have a chance to apply for mail-in rebates on those purchases. Texas Comptroller Susan Combs announced the purchase period for the Texas Appliance Mail-In Rebate Program will start on Dec. 20. Approximately $10 million is available for the traditional mail-in rebate program, which will remain open until all funds are distributed. “As Texans buy appliances that can help cut their energy bills, they can also save on the price of the appliances with these rebates,” said Combs in a news release. “Consumers can start buying the appliances on Dec. 20 and, after installation, mail in their completed rebate application form and a copy of the receipt to be eligible for the rebates.” Rebate forms will be available for consumers to download and print closer to the start of the purchase period on Dec. 20. The state is also working with retailers to make the forms available at stores at that time. Both the purchase receipt and the postmark on the envelope submitting the rebate application must be dated on or after Dec. 20, 2010. The mail-in rebate applications will be processed on a firstcome, first-served basis based on the postmark on the rebate application envelope. After the program starts, a daily countdown calculator of rebate funds will be available online to help consumers gauge the amount of funds processed and amount available for rebates. Consumers who buy an ENERGY STAR® appliance must replace and dispose of an
