Buyers with deposits of 15% or less are currently accounting for more than 10% of mortgage approvals, compared with 22% in August 2008. Approvals in the price bracket up to £125,000 – the typical first-time buyer property – accounted for 24% of all new approvals, the highest since April, says e.surv, which directly employs more than 350 chartered surveyors. Why homeowners are taking a big price cut to find a buyer IT takes twice as long to sell a home in Wales and parts of northern England than in London, says a report which explains why many owners are knocking nearly 10% off their asking price to find buyers. Nationally, says the latest Hometrack report: “The proportion of the asking price achieved has been broadly static around 93% for the last six months which represents a sufficient discount to enable sales to proceed without major headline price reductions.” But reductions which owners are forced to agree are steepest in north-east England (90.8%), the North West (91.1%), Wales (91.9%), East Anglia (92.1%), West Midlands (92.2%), and south-west England (92.5%). The national average is 92.5% which means a home offered at £200,000 is actually sold for £185,000. As for average time needed to sell a home, Wales has the longest wait (12.8 weeks on average), followed by Yorkshire and Humberside (11.9), north-west England (11.7) and East Midlands (11.4). Planning reform is essential

A LEADING developer has warned that the government cannot afford to bow to pressure on its controversial planning policy – despite a high profile backlash from pressure groups including the National Trust who claim the plans will lead to “damaging development”. Miller Homes, the nation’s largest privately owned housebuilder, says the government is staring down the barrel at the worst housing shortage in Britain since World War Two and if it caves into pressure from preservation groups, they will be agreeing to leave tens of thousands of Britons homeless by the end of the next decade. The comments follow Planning Minister Greg Clarke’s defence of the coalition’s policies, highlighting the government’s steadfastness in bringing forward reform to the English planning system The planning minister spoke of his willingness to have an open dialogue with campaigners opposing the plans. National sales and marketing director for Miller Homes, Sue Warwick, pictured, says: “The National Planning Policy Framework in its current form is the only viable option to help support sustainable growth and get Britain back on its feet. Cutting red tape in

the planning process is imperative.” The HBF’s latest Housing Pipeline report said that there were 25,171 residential planning permissions granted in the second quarter of 2011 – 24% less than the previous quarter, and 23% less than the previous year. Figures from 2010 also showed a sustained slump in the number of residential planning permissions. Sue continues: “With 60,000 new homes required per quarter to meet the current shortfall in demand, it is plain planning policy is in desperate need of an overhaul. Not only will the new framework help towards resolving the housing shortage, it will help keep property prices affordable by freeing up supply through increasing demand. Furthermore, the framework has the potential to create further jobs in the construction industry and encourage wider economic growth. Miller Homes has been a fierce advocate of helping new buyers on to the property ladder and has put a wide range of purchase incentives in place to enable more people to become homeowners. Sue Warwick concludes: “Everybody deserves to own their own home and we have a responsibility to ensure that future generations are able to afford a place to call their own. But, if policy doesn’t favour development in the longer term, our job will become nearly impossible and we will end up not only facing a housing crisis, but a national identity crisis to boot.”

Chef Brian Mellor Where was the family home where you grew up and what was it like? I grew up in Widnes in a three-bed semi. It had a coal bunker you could hide in – much to mum’s despair as we were often filthy! We had all the trappings of the 70s, a rented Rediffusion telly, psychedelic orange wallpaper, a six foot stereogram, lino in the kitchen and a chip pan on the stove. What is your clearest memory of the house? An unusual one. My dad had problems with his kidneys and was on dialysis so the middle bedroom was like a mini hospital with his machine and hospital bed in there. It was normal to us and the syringe tubes (minus the needles of course!) made amazing water pistols. Where was the first house you bought yourself and what did it cost? Again, a three bed semi in Widnes but this was an ex-council house which I bought for £38,000. What made you want to buy it? The price was crucial of course, it was solid and had gardens. In fact the 70-year-old bloke who re-plastered it was one of the original corporation plasterers who worked on the estate in the 1950s. What are the important things you look for when buying a house? Tranquility!! I’ve spent too many years in hectic kitchens with chefs on the edge. Are you a DIY trier or do you leave it to the experts? Me and one of my mates had a theory that once you turned 40 the DIY gene would kick in. I’m much safer with knives than power tools, though I do have a laminate floor and a log store I’m proud of. What is the one thing you love most about your current home? We are still pretty new here so there is a bit to discover. It’s in a small rural village just south of Chester and so far I’m loving the fact that I can see the sun rise while I’m having a shower in the morning. I don’t get up that early it’s just that it has to clear the hills behind the house! ◆ Today Brian is hosting an Open Day at his new cookerty school in Harthill Lane, Tattenhall, Cheshire which will be a centre for professionals and the public to indulge their passion for food. As Downton Abbey returns to our screens, Gabrielle Fagan reveals how to create a home fit for modern lords and ladies, while evoking the elegance of yesteryear

P

ERIOD drama Downton Abbey may have won over the nation with its intriguing plots around the aristocratic Crawley family and their servants, but its settings are also winning hearts. The lavish interiors of the ITV1 series (back on our screens on Sunday) have prompted a revival in all things elaborate and vintage. “The rooms in Downton are so fascinating to look at,” says Judith Miller, one of the experts on BBC’s Antiques Roadshow. “They’re worthy of a show in themselves because they’re filled with treasures and authentic period details. “Antiques and vintage pieces, which are already enjoying renewed popularity at the moment, have been given a further boost by the series.” Our enthusiasm for vintage is, she believes, partly fuelled by a hankering for nostalgia and a desire to replicate the perceived order, obedience and security of past eras. “The modern world is quite scary and people now want their homes to be nurturing spaces, where they feel cocooned, safe and comfortingly surrounded by the things they love,” she says. While the drama’s themes of passion, tragedy and plotting fascinate fans, she believes that ‘stories’ associated with period pieces of furniture are similarly appealing. “There’s an appreciation

they still want to keep them. They treasure them emotionally for their craftsmanship and links to their family history.” It’s beyond most of our budgets to replicate those grand rooms in the great Downton Abbey. But reassuringly, Miller says it’s perfectly possible to capture the charm of the Edwardian era it portrays, by featuring just a few vintage pieces. “This was such a diverse era for style because it reflected all sorts of influences, from Victorian and Art Nouveau, to

Arts and Crafts or more delicate Sheraton-style pieces, with painted or marquetry effects. There really is something to appeal to everyone,” she says. “There’s no need to slavishly follow a period look or specific era. In fact, mixing old pieces with new is more fashionable. “I live in an Edwardian house and have Philippe Starck furniture mixing with antiques. Vintage pieces are wise buys as new designer furniture depreciates by around a fifth the moment you get it home, in much the same way a new car does.” “Antiques will generally at least hold their value, if not appreciate. They’re also made to last and many pieces, unless they’re rare, are often very affordable if you source them at auctions, fairs or even car boot sales.” So make the series come alive at home with on-screen style furniture and accessories to make even the Dowager Countess of Grantham, played by the redoubtable Dame Maggie Smith, feel proud.

How to... paint wood ● WHENEVER you’re painting bare wood, you first need to seal the knots to prevent the resin in them from bleeding through the paintwork and ruining it. To do this, use knotting solution, which you should find in the wood-treatment section of your local DIY store. ● To start with, scrub the knots with white spirit to remove any excess resin, then leave to dry. Always ventilate the room when working with white spirit. ● Fill any holes or cracks in the wood with wood filler and when this has set, sand the repairs until smooth and also lightly sand the rest of the wood to provide a ‘key’ for the paint so it adheres better. Wipe clean with white spirit and allow to dry. ● To seal the knots, apply the knotting solution with an old paintbrush, covering the knot and the area around it so there’s no danger of resin seeping out. Unless the manufacturer’s instructions state otherwise, apply two coats - they should dry quickly. Paint on wood primer and undercoat or primer-undercoat when the solution’s dry, then your topcoat. ● There is an alternative to using knotting solution Ronseal Knot Block Wood Primer & Undercoat. This, as the name suggests, is a primer-undercoat that seals the resin in the knots, so you can miss out the knotting-solution stage altogether. It’s just like any other primer-undercoat - it goes on easily and is a quick-drying, low-odour paint that’s nice to use. Apply two coats before doing your topcoat. It claims to be the only primer to stop wood resins staining through paint permanently, and you can use it on both bare and previously painted wood.

Seasonal Task BEFORE the weather gets too autumnal, check whether you need to repaint your home’s exterior woodwork before winter. If you do, use a good-quality wood paint suitable for exterior use, such as International 10 Year Exterior Satin in Brilliant White, £13.99 for 750ml, which dries to a flexible finish designed to resist cracking and flaking and is touch dry in a few hours.

ARCHITECTS have criticised the “shameful shoe-box homes” being built in Britain today, saying many are too small for family life. Research by the Royal Institute of British Architects (Riba) found the floor area of the average new three-bedroom home in the UK is 88 sq m, some 8 sq m short of the recommended space. One-bedroom properties, at an average of 46 sq m, are 4 sq m smaller than the recommended size, the Case For Space study found. This is the equivalent of a single bed, a bedside table and a dressing table with a stool, the report said. In reports published today, Riba chief executive Harry Rich said: “Our homes should be places that enhance our lives and well-being. “However, as our new research confirms, thousands of cramped houses shameful shoe-box homes - are being churned out all over the country, depriving households of the space they need to live comfortably and cohesively.” The institute’s study of three-bedroom houses was based on a sample of 3,418 homes across 71 sites in England. The research was based on the London Plan space standards which have recently been introduced into the capital. However, the Home Builders Federation said bigger homes could prove unaffordable. Andrew Whitaker, the federation’s head of planning, told the BBC that increasing standards would increase costs, adding: “That’s going to mean houses are going to become more expensive and we’re already suffering from a lack of affordability for young people and first-time buyers.”

V GARDENING guru Alan Titchmarsh is calling on all schools to ‘get their grown-ups growing’ as part of a nationwide event organised by the Royal Horticultural Society, to be held across October. Get Your Grown-ups Growing forms part of the RHS’s Campaign for School Gardening, supported by Waitrose – a national initiative that encourages schools to create gardens, teach the skills of growing and in turn enable their pupils to learn outside the classroom. Each October, schools are invited to hold a Grown-ups Growing event so they can involve their local community to help develop the school garden. Grandparents, parents, carers and friends are invited to help. Titchmarsh, leading supporter of the RHS campaign, explains: “It is no secret that school was never my favourite place and my interests lay outside the classroom, often in the allotment with my grandfather. But today it’s a very different world. “The fact that schools have really

PENSTEMONS are one of the most valuable late summer-flowering perennials and, in all but the coldest regions, are easy and reliable, flowering from summer to mid-autumn. Their elegant spires of foxglove-like flowers are available in a range of gorgeous warm reds, pinks, purples, blues and whites and they fit into all styles of mixed border among dwarf shrubs, complementing grey foliage plants and roses. Penstemons have a reputation for being tender, but in fact winter losses are usually due to wet weather. They need full sun and well drained soil. If you live in an area with heavy rainfall, cover the crown of the plants with a cloche over winter. On poor soils, add extra nutrients by watering with a high-potash liquid feed in June and again at the beginning of August, but don’t feed beyond the end of August. Plants should be cut back in late March to 12cm (5in) from ground level to keep the plants bushy and prevent flopping. Good varieties include P. ’Alice Hindley’, which grows to 90cm (3ft) and produces large, pale-mauve, white-throated blooms, P. ’Osprey’, a pink and white variety which looks great in the cottage garden, and P. ’Raven’, with its rich purple blooms and white throat.

from a small pilot project based in Yorkshire to a national success involving 1,000 schools. Of the schools that held an event last year, 74% said it had increased their children’s interest in gardening, while more than half reported an increase in adult support and adult interest in gardening. Jacky Chave, RHS strategic schools manager, says: “Having a school garden is a fantastic asset for teachers and pupils as it provides a multitude of learning opportunities, but we know it can take a lot of hard work to maintain. “By involving parents and other local adults, through an event like Get Your Grown-ups Growing, we hope that school gardens will be looked after all year round and enthusiasm for gardening and growing will spread beyond the school gates and into children’s homes.” The RHS hopes to see 2,000 schools register for this year’s Get Your Grown-ups Growing event, double last year’s figure. All registered schools will be entered into a free prize draw to win garden tools and materials. Things to do this week ● Create a new compost heap or invest in a compost bin to house all that autumn debris. ● Scarify and aerate established lawns to reduce compaction and top dress with a mixture of sieved garden soil and sharp sand. ● Continue to thin out aquatic plants, leaving them by the side of the pond for a few days to allow any wildlife to escape. ● Relocate evergreen shrubs while the soil is still relatively warm. ● Stop feeding shrubs and trees in containers, as new soft growth is likely to be damaged in winter. ● Cut down and divide perennials including sedums, hostas and phlox. ● Pot up prepared hyacinths and narcissi for flowers at Christmas. ● Continue to plant narcissi but leave tulips until October. ● Sow hardy annuals including cornflowers, poached-egg plants and poppies outside now for flowering next year. ● Harvest the last marrows and courgettes and lift maincrop potatoes.

SWEET potatoes have become popular in the last decade for their rich, tasty orange flesh which adds colour and texture to many dishes. They are fantastic roasted with other vegetables, or mixed in warming stews when the weather turns cooler. Many mothers boil and puree them when they are weaning their babies because of their high amount of nutrients and sweet flavour. As they are widely grown in tropical countries, they do need a sunny and sheltered spot in rich, sandy soil, dug over with compost and a general fertiliser. They

are mainly grown from ‘slips’ in this country and need four months to mature, so you need to plant tubers in May to enable them to grow to maturity. However, you’ll need to warm your soil first with cloches or black polythene, as the soil needs to be at least 12°C (52°F) for them to succeed. Plant them 6in (15cm) deep and 12in (30cm) apart with at least two leaf nodes under the soil. Keep them warm by growing them under cloches or through fleece and they’ll need to be well watered regularly. They can then be harvested the same way as potatoes in September.

JUST how much homeowners are prepared to pay for living by the sea varies massively in different destinations around the UK. An analysis of the most popular seaside towns, by property website Globrix.com, discovered average house prices were £174,177 higher in Aldeburgh, Suffolk, than the average for the East of England region as a whole. At £388,340, it is Britain's most expensive coastal town. Mumbles in Swansea followed closely behind, with prices some 75% (£128,461) higher than the average for Wales. Also in high demand is Southwold with premiums of 71% and Tenby at 70% premiums compared to other homes in the area. All 10 coastal towns identified by Globrix.com as commanding the highest premiums relative to their region have asking prices above the UK average, which is currently £220,463. However, it is possible to get a postal address without paying a small fortune. Plymouth takes the lead with asking prices 45% (£107,512) below the rest of the South West region. In Kent, Margate is 41% (£112,857) below the regional average, followed by Ramsgate (40% below).
