President's Message Dear Villagers, We are inching towards spring! And with the weather warming up, many of you have noticed the landscaping company and grounds crew out performing their pre-Spring grounds maintenance. I, as I’m sure many of you are, am looking forward to Spring flowers in the coming weeks!

Last month the Board held two listening sessions to hear your concerns and priorities. We received lots of feedback and input on parking, communication, trash and recycling, as well as grounds and erosion. The Board is currently reviewing this feedback, along with other known priorities from our recent reserves study and condition assessment report, and will adding to our list of projects and priorities for the coming year.

Our Committees are ramping up with their agendas and projects as well. But we need you! Four of our Committees still need volunteers (see page 3). I know many of you are concerned about the Village and have great ideas.

Please consider joining a committee and become more involved in the work of the Village. All Villagers are also invited to attend Committee meetings.

COVENANTS CORNER Did you know that Arlington Village is on the National Historic Registry?

In 2002, as one of the first Garden Apartments designed in Arlington, Arlington Village applied for and received status as a historic property. Gustav Ring built this complex in 1939, designed in the classical ‘Colonial Revival’ style by Architect Harvey Warwick. The gardenstyle concept allows residents access to and from their units directly opening to courtyards of green gardens and interesting terrain of the neighborhood.

It is a fine balance to keep this status, as well as to maintain harmony with nature and improve our property values as a community.

In the interest of AV community and adherence to our Rules and Regulations the Covenants Committee asks everyone to adhere to our bylaws. The bylaw that helps the Board retain the look and feel of our community is: Article V, Section 7. Additions, Alterations or Improvements by the Unit Owners. No Unit Owner shall make any structural addition, alteration or improvement in or to his Unit without the prior written consent of the Board of Directors or the Covenants Committee, as appropriate. No Unit Owner shall paint or alter the exterior of his Unit, including the doors and windows, nor shall any Unit Owner paint or alter the exterior of any building without the prior written consent of the Board of Directors or the Covenants Committee, as appropriate.

Keep your vacation dates off of social media.

Social media is a large part of our lives and we love to post pictures before and during our travels and vacations. Keep in mind, while your friends and followers are enjoying your posts, so are burglars and other criminals, who are looking for easy opportunities. Share your Facebook and Instagram photos and vacation stories until you get home!

Requests to modify to your exteriors is very important, so we can be sure we meet this balance. This way everyone can breathe easy knowing the change has been reviewed, intentionally considered and approved or otherwise.

If you have a specific question, please send it to Covenants Committee via the AV Office. We will answer through this column / in our regular monthly meeting. All are welcome!

QUIET HOURS As we enter into Spring, please remember to review the Grounds Policy and Guidelines before starting any large planting project. If you’re planning to re-finish or replace your deck, please complete the Covenants Alterations Pre-Approval form. These, and other guidelines, can be found under Resources tab on the Arlington Village website: www.ArlingtonVillage.com

Arlington Village quiet hours are from 10 pm to 8 am, Monday through Saturday.

On Sunday mornings, quiet hours are extended until 10 am.

ANNOUNCEMENTS & REMINDERS The Census is Coming!

Census Day is April 1, 2020 and events will be happening all over Arlington and all over the country to mark this important day. Invitations to take the Census will begin arriving in everyone's mailbox starting on March 12. The invitation will provide information on how to take the Census online, over the phone or on paper.

Check out a timeline of important Census dates. Remember that everyone living in your house as of April 1 should be counted – from the youngest to the oldest residents and everyone in between!

Arlington County has published a new resource for the community to remain informed about the coronavirus. Find tips on how to avoid becoming ill, what symptoms to look out for, and updates on the County's efforts to keep our community healthy.

Kellen Brooks, the Scout from South Arlington’s Troop 164, was presented with his Eagle Badge on February 23, 2020. Director Caposell attended the ceremony to congratulate him on his accomplishment and thank him for his positive impact on our community.

Kellen, a 4.0 student who also received a perfect attendance award at his high school, built our Village’s Little Lending Library during the summer of 2019.

Kellen will be attending Catholic University in the Fall and plans to study history. .

The Little Lending Library, located on Barton Street near Stop by any time and borrow or the pool, is stocked with free books for children and leave books! adults. The Library continues to be (and for years to come) enjoyed by many Village residents.

ARLINGTON COUNTY BUDGET AND TAX RATE UPDATE As a famous cliché acknowledges, taxes are a certainty in life. Each year, during this time, Arlington County goes through a budgeting and tax process that affects the amount of property tax (and other taxes) homeowners have to pay.

Two factors affect the size of your property tax bill each year: the assessed value of your property and the tax rate. Each year, Arlington County assesses each piece of real property in the county. You can look up assessments at www.propertysearch.arlingtonva.us/ Home/Search, and read more about the assessment process at www.topics.arlingtonva.us/realestate/ assessments. Generally, for Arlington Village condos, all of the condos with the same floorplan is assessed at the same value as each other. For example, all of the 801 square foot 1 bedroom condos in the Village are assessed at $292,900, an $3,900 increase from last year’s assessment. Similarly, all of the 994 square foot 2 bedroom condos are assessed at $339,500, the same level as last year. Homeowners who want to appeal their assessments may do so, by meeting the deadlines and following the procedures at www.topics.arlingtonva.us/realestate/assessments/ appeals.

The tax rate that is applied to the assessed value is set each year by the Arlington County Board. The tax rate in 2019 was $1.026 for every $100 in assessed value (or a 1.026% tax rate). This includes a $0.013 sanitary district tax, which sometime is listed separately.

The County Board will ultimately set the final tax rate and adopt the final FY 2021 budget at their April 18 meeting.

Not enough Arlington County budgeting for you? As soon as they finish approving the budget in April, the powers that be turn to the biennial Capital Improvement Plan (CIP) process. The CIP is a 10-year capital plan for building and maintaining the County’s facilities, equipment, and infrastructure. You can provide feedback on the plan at https://engage.arlingtonva.us/engagementinitiatives/early-input-capital-budget. The county updates this plan every two years.

At its February meeting, the County Manager proposed a budget that continued the tax rate at $1.026, and the County Board agreed to advertise a tax rate of $1.026 for calendar year 2020. This forms an upper bound on the tax rate the Board can legally set.

They can keep the tax rate the same or lower the tax rate, but are not allowed to raise it.

The County Board will hold a series of work sessions to explore the budget proposals between through MidApril. A schedule of them is available at https:// budget.arlingtonva.us/fy-2021-county-board-worksessions/. On March 31, 2020 and April 2, 2020 at 7:00 PM the county board will then hear public testimony on both the budget and the tax rate.
