DENMARK Overview Since the launch of the LIFE programme by the European Commission in 1992, a total of 88 projects have been financed in Denmark. Of these, 56 focus on environmental innovation, 31 on nature conservation and one on information and communication. These projects represent a total investment of €223 million, of which €97 million was contributed by the European Union. This document provides an overview of LIFE in Denmark. Environment Policy and Governance To date, the LIFE Environment and Environment Policy and Governance components have co-financed 56 projects in Denmark. This represents a total investment of €126 million, of which €46 million has been contributed by the European Union. Completed projects have focused mainly on issues such as clean technologies, water management at the scale of the river basin, reducing emissions of greenhouse gases, management of industrial and hazardous waste, clean technologies and waste recycling in the building sector. More than three-quarters of the projects were carried out by international and large enterprises. Other beneficiaries included local authorities, research institutions, SMEs, professional organisation and a large enterprise. These projects had an average duration of 30 to 40 months. There are six ongoing projects in Denmark. The objective of the CleEn - 21 project is to ensure that Danish enterprises - and especially SMEs - expand their voluntary environmental efforts in accordance with the European Sustainable Development Strategy and the IPP approach. The Climate Partnerships project is seeking to develop climate solutions and reduce greenhouse gas emissions by mobilising local Public Private Partnerships (PPP). The Composites Waste project aims to demonstrate a new recycling process for waste composites and the use of the recycled materials in various industries. The NorthPestClean project is seeking to demonstrate alkaline hydrolysis as a new technology for the remediation of pesticide contaminated soil and groundwater. The Plastic zero project is attempting to reduce the amount of plastic in waste streams, thereby saving non-renewable resources and enabling carbon neutral energy production from waste. The ‘Stream of Usserød’ project’s key objective is climate change adaptation. Specifically, it aims to reduce the risk of critical floods along the Usserød, thereby reducing the risk of damage and associated economic, societal and human costs. The project will seek to increase awareness of the waterway and its resources among citizens, politicians and civil servants and create a basis for all parties to implement proactive, holistic actions around the development, operation and maintenance of the Stream of Usserød. These projects are carried out by three local authorities, a regional authority, a large enterprise and a professional organisation. They have a duration of between 28 and 42 months. The project presented in the box below is an example of a successful LIFE Environment project in Denmark.

From Roof to Road - Innovative recycling of bitumen felt roofing material (From Roof to Road) LIFE07/ENV/DK/000102 The Roof to Road project succeeded in demonstrating that the bitumen in waste roofing felt could be reused in asphalt for road construction and repair. After conducting a review of the technological and legislative state-of-play with regard to bitumen recycling, the project created a basic network of material collection sites. All the waste collected during the project was recycled, using an innovative mobile recycling machine designed by the project. An important lesson learned was that the success of the process was highly weather/temperature dependent. Low temperatures in wintertime resulted in stiff or frozen roof felt, which could not easily be processed, whilst during high temperature periods in the summer, some of the bitumen became increasingly viscous and sticky during the shredding process. Approximately 60% of the total weight of felt roofing waste collected during the project (1 000 tonnes) was extracted as a reusable bitumen aggregate containing small uniform grain (grit) of up to 8 mm. The project partner, NCC Roads, tested the product in its laboratories and applied it in ten on-site test mixes. This work demonstrated that the recycled bitumen could be successfully used for most grades of asphalt, passing all the necessary certifications, except for use on airport runways. Following this success, the project designed and ordered a ‘second generation’ stationary version of the recycling machine for an indoor site in Herning. It also installed a post-sorting device and ensured sufficient storage capacity for collected waste and extracted materials. This facility should have an annual capacity of 10 000 tonnes, equating to about 25% of annual Danish roofing waste generation. The beneficiary worked to ensure the long-term viability of the new process, obtaining all the necessary approvals and certifications to ensure the recycling process complies with national and EU standards. It also worked to expand the collection network across the whole country and signed agreements with 150 waste producers to deliver future roof felt waste, including production and sub-standard waste. To encourage the transfer of the new technology, the project produced a good practice handbook and a brochure with guidance material for operators. From an economic point of view, the recycling of roof felt as an asphalt ingredient will reduce the need of virgin hydrocarbons and this, in turn, reduces the price of the asphalt, while also establishing a basis for a commercial operation. Furthermore, the newly developed process offers additional job opportunities compared to the current practice of burning and landfilling this waste fraction. Nature and Biodiversity To date, the LIFE Nature and LIFE Nature and Biodiversity components have co-financed 31 projects in Denmark. This represents a total investment of €97 million, of which €51 million has been contributed by the European Union. The completed projects focused mainly on the restoration of habitats (grey dunes, coastal lagoons, dry grasslands, heathlands and fjords, marine cavernous boulder reefs in Kattegat, and Mølleåen river system) and the implementation of actions to sustain certain types of endangered species (Marsh fritillary, Meadow bird, Firebellied toad). The projects were mainly carried out by the Danish Nature Agency, as well as by three regional authorities: Arhus, Fyn and Nordjylland. Their average duration was between 36 and 67 months. There are 13 ongoing LIFE+ Nature and Biodiversity projects in Denmark. Except for one project, which aims to restore and maintain the favourable conservation status of the houting (Coregonus oxyrhunchus) in four Danish river systems, these projects focus exclusively on the conservation and restoration of habitats, including: dry grasslands at Bøjden Nor (with a positive influence on the status of vulnerable coastal lagoon habitat;); seminatural habitat at Helnæs; Atlantic heaths and inland dunes; raised bog at Holmegaards Mose, Sǿlsted Mose, Lille Vildmose and Eastern Denmark; birdlife and natural habitats at Lasoe; rare wet terrestrial habitat of national importance in Southern Denmark; and wet habitats in the Jerup Beach Ridge Plain. Nine projects are being carried out by the Danish Nature Agency and the remaining four are being led by local authorities (Faaborg-Midtfyn, Tønder and Guldborgsund). The projects have an average expected duration of between 40 and 64 months. Presented in the box below is an example of a successful LIFE Nature project in Denmark.

Rebuilding of Marine (BLUEREEF) LIFE06/NAT/DK/000159






The project restored the target area using natural stones from a quarry in the southern part of Norway. The stones were distributed over an area of 5 ha. and the restoration is estimated to have resulted in the establishment of six tonnes of macroalgal vegetation, three tonnes of bottom fauna, and a surplus of nearly 700 million individual fauna. Changes in the fish community structure were also evident. Cod numbers increased on average by three to six fold in the reef area, especially in the shallow part of the rebuilt cavernous reefs. The ecological benefit is expected to increase further in the years to come. The results of the project prove that the restoration of stone reefs can be a valuable tool in achieving and maintaining favourable conservation status in marine Natura 2000 sites. The increased biomass also indicates that restoration of cavernous boulder reefs may be a feasible tool for implementing the Marine Strategy Framework Directive. The project also produced ‘codes of conduct’ that can inspire other areas in northern Europe to restore natural stone reefs. These contain valuable information and recommendations on carrying out restoration projects. For Danish initiatives, it also gives guidance on obtaining the necessary permits from different marine authorities. Many of the recommendations are also relevant to the restoration of other marine nature types, such as biogenic reefs. Following the monitoring results, the prohibition of fishing at or around the restored reef was lifted. Bottom trawling, however, is a threat to stone reefs and in order to protect the reef habitat the Danish AgriFish Agency is planning to prohibit bottom trawling at stone reefs in Natura 2000 sites, including at Læsø Trindel and Tønneberg Banke. The goal is to stop trawling at the reef and in a buffer zone of 240 m. Finally, the project raised awareness among environmental managers, policymakers and the broader public on marine nature restoration, conservation and management issues. For further information:

Information and Communication Projects funded under this LIFE+ component aim to disseminate information and raise the profile of environmental issues. They also provide training and awareness-raising on the prevention of forest fires. To date, there is one ongoing project under the LIFE+ Information and Communication component in Denmark. The overall objective of this project is to ensure a smooth and cost-effective implementation of Natura 2000 to the benefit of biodiversity, natural amenities and the people who live in Natura 2000 areas. See the box below for more details. The project’s results will be added to the project box in due course.

Smooth Methods of communication, cooperation and Awareness Raising Tools of the Natura 2000-plans (SMART Natura) LIFE11/INF/DK/000891 The objective of this project is to actively involve landowners in the implementation of Natura 2000 action plans. The project also aims to ensure that the development of the Natura 2000 network impacts on surrounding areas – e.g. by creating ecological connections and corridors to other natural habitats. Finally, the project aims to bring about a higher level of strategic thinking in Natura 2000 planning, so that the landscape is not further fragmented by poor implementation. The project expects to develop and test a model in two pilot areas: comprehensive plans will be developed in cooperation with municipalities, advisors and landowners. In all, 10-15 partial plans will be developed at landowner level and five landowners will sign cooperation agreements. The project has a target to ensure that 75% of the landowners involved in the project have a greater awareness and sense of ownership of Natura 2000 and biodiversity issues, and a further 10-15 landowners sign agreements on upkeep and maintenance. The beneficiary will disseminate a communication, cooperation and awareness-raising tool for the Natura 2000-plans, which will be used by a minimum of 10 municipalities and advisory centres. Project results will be documented and disseminated to other municipalities, advisory centres and farmers in Denmark through a targeted communication strategy. Finally, at least 100 people from the municipalities and 100 people from the advisory service will be introduced to the concept of the Natura 2000 network by the end of the project.
