Will Pro-Privatization PAC Pick Next Mayor? Students First PAC makes contributions to local politicians by patrick Kerkstra

T

he pro-privatization Students First PAC has been a huge player in state politics from the moment it emerged in 2010 flush with cash, much of it from three local businessmen who together founded Susquehanna International Group, a global investment company. Students First gave State Sen. Anthony Williams—a leading Democratic proponent of school vouchers—a staggering $3.65 million for his failed gubernatorial run. And ever since, the PAC has showered smaller sums on state representatives and senators receptive to the organization’s goal of sweeping education reform. But what has gone largely unnoticed is the PAC’s apparent interest in Philadelphia politics. Last year, Students First wrote big checks—$10,600 apiece, the max allowed by city law—to four members of City Council: Bobby Henon, Kenyatta Johnson, David Oh and Maria Quiñones Sánchez. Philadelphia Sheriff Jewell Williams received $10,250. The contributions are intriguing for a few reasons. First there’s the fact that Sánchez and Henon both oppose school vouchers (and remember, Students First is ostensibly about supporting pro voucher candidates). Just last week, Henon was out there marching with the teacher’s union, warning about the dangers of privatization. And last month, Sánchez introduced a resolution in council that proclaimed, “public education … should never be dismantled for the sake of further privatization and corporatization schemes.” Council members Oh and Johnson are voucher supporters, so those donations make a bit more sense. (Johnson’s doubly so, since he’s married to the PAC’s executive director.)

Even so, council members don’t get to vote on voucher legislation in Harrisburg, and they have precious little influence on the School Reform Commission. Ditto for the sheriff. So what gives? Why would an education reform PAC that gets a lot of its money from

national sources want to give money to Philadelphia pols with no meaningful role in the stateeducation debate? It’s impossible to say for sure, since Students First PAC Executive Director Dawn Chavous did not return three messages left while seeking comment. Councilwoman Sánchez volunteered one explanation. When asked why she’d get such a hefty donation from a pro-voucher group, she replied: “That came out of the support of Senator Williams. We have a long relationship.” And Williams has a very close relationship with Students First. Chavous, the PAC’s dayto-day boss, worked for Williams for nine years and served for part Contined on page 2

That has to count as a pretty big win for the mayor. But it has not been a victory without cost. Members of Philadelphia’s statehouse delegation are fuming, furious at having been left out of the conversation and feeling personally slighted by Nutter. The episode seems to have stoked some long-burning resentments. “I don’t want to say anything knee jerk here to make matters worse; the relationship with the mayor is very important. But it’s been a little troubled for some time,” said State Sen. Mike Stack, a Democrat who represents part of Northeast Philadelphia. Whatever the motivation, those big 2011 Students First contributions could foreshadow a bigger role for the PAC in upcoming city elections. Given the reform package put forth by the School Reform Commission last month, Philadelphia is fast becoming ground zero for the national school-reform debate, a debate where Students First has a powerful voice. legislative session to push to get the state laws necessary for the Actual Value Initiative enacted. “My cynical side says the city feels they have the best chance of achieving political success by creating a crisis atmosphere to put pressure on legislators,” Stack said. “Then the administration can say: ‘you will be the one that sinks the city.’” When asked why AVIenabling state legislation was such a last-minute scramble, Nutter spokesman Mark McDonald replied in an email: “I have nothing for you on that.” PK Ironically, in winning the

Guiding Daddies to Be “Right Here” Local group helps fathers reconnect with children By Sheila Simmons

abir Alim thinks Father’s Day is just another part of life that fathers “take on the chin.” And he’s not talking about the gift of a neck tie. To Alim, a behavior specialist focused on African-American fathers, “By the time June 17th rolls around, fathers have been treated so badly—not just by our biological family members, but by society as a whole. Our position and our significance in the lives of our family has been minimized to the point that . . . it’s important to us, but it’s one of those things where we take it on the chin, and keep on moving.” Well, who knew fathers had feelings? Alim says his fathers not only have feelings, they have “suppressed emotions” and “unresolved issues” that affect their relationships with their children. Whatever the reason for the father’s separation from a child—lack of parenting skills, divorce, incarceration, chemical dependency or, most commonly,

strained relations with the child’s mother—Alim works to teach them “how to be physically and emotionally available to their children” through a non-profit family-services organization he calls “Daddy’s Right Here.” Studies say about 25 percent of all children—and about 70 percent of African-American children—live in single-parent households, primarily headed by women. Alim says the statistic implies a certain invisibility: “Just because I don’t physically live in the house does not mean I’m not there [for my child].” On Tuesday nights at the West Philadelphia YMCA, Alim cohosts “The Fathers’ Club” with Joel Austin, president and CEO of Daddy University, an organization that provides information, services and products that help men be better dads. Critics warned the pair would be unable to sustain participants for an 11-month parenting-education program/support group. Yet at 6:30 p.m., a half-dozen men be-

Using words like “enlightening,” and “life-saving,” they said they came to learn how to navigate the court system, to communicate better with the child’s other parent and for support. “Sunday is the only day of the week I get to see my son,” said Freddy Thomas, 48, of Nicetown. “So Father’s Day is my best day.” Sometimes his son doesn’t arrive at the designated 9:30 a.m. time. “I don’t know until 9:45 (a.m.) if I’m going to see him,” he said. While a federal grant supports the Father’s Club, Alim has run Daddy’s Right Here since 2004 off one $10,000 city grant, and he is driven by his own experience that, “things can improve.” After years of working to improve a strained relationship with a daughter born outside his marriage, he said she recently told him, “Thank you for being my father.” No matter the situation, Alim said, “We have to hang in there.”

Ten percent of the highest bid for each property auctioned off shall be deposited in cash, certified check, attorney’s check or money order with the Sheriff by each bidder when his bid is registered, provided that in no case shall less than Six Hundred Dollars ($600.00) be deposited, otherwise upon failure or refusal to make such deposit, the bidder shall lose all benefit of his bid and the property may be immediately offered again and sold unless a second bid has been registered, then, the second highest bidder will take the property at the highest bid price. Additionally, where there is active bidding, the highest bidder, and the second highest bidder, if any must post the entire amount of the cost of the distribution policy for the property at the time of sale by cash, certified check, attorney’s check or money order with the Sheriff. The balance of the purchase money must be deposited in cash, certified check, attorney’s check or money order together with a Deed poll for execution by the highest bidder to the Sheriff at his office within 30 days from the time of the sale. An extension of time for an additional 30 days may be granted at the discretion of the Sheriff upon receipt of written request from the buyer requesting the same, except when a second bidder has been duly registered. Also, if the first bidder does not complete settlement with the Sheriff within the thirty (30) day time limit and a second bid was registered at the sale, the second bidder shall be granted the same thirty (30) day time limit to make settlement with the Sheriff on his second bid. Thereafter, the Sheriff shall be at liberty to return the writ to court. A second bid must be registered on any property immediately after it is sold. The second bidder must present the same amount of deposit that the highest bidder delivers to the Sheriff at the sale. An extension of time under no circumstances will be granted or honored by the Sheriff whenever a second bid is registered on a property at the sale. The first bid or opening bid on each property shall be a sum sufficient to pay all Sheriff’s costs including advertising, all taxes, water rents and municipal claims due to the City of Philadelphia. If there is no other bid price above the opening bid price, the property shall be sold by the auctioneer to the attorney on the writ at that price. The deposit by any bidder who fails to comply with the above conditions of sale shall be forfeited and the funds will be applied to the Sheriff’s cost, then to any municipal claims that the City of Philadel-

phia has on the property. Finally, if a balance still remains, a Sheriff’s Distribution Policy will be ordered and the money will be distributed accordingly. No personal checks, drafts or promises to pay will be accepted in lieu of cash, certified checks, attorney’s checks or money orders made payable to the Sheriff of Philadelphia County. The Sheriff reserves the right to grant further extensions of time to settle and further reserves the right to refuse bids from bidders who have failed to enter deposits on their bids, failed to make settlement, or make fraudulent bids, or any other behavior which causes disruption of the Sheriff Sale. Said bidders shall be so refused for the sale in which said behavior occurred and for said further period of time as the Sheriff in his discretion shall determine. Move Over Mumia. Free Corey Kemp. Philadelphia’s former city treasurer has served longer than his peers—and he has 36 months to go

ow that Mumia has been removed from death row, it is time for him to be removed from the public stage. The time has come for a new face of injustice in Philadelphia. The time has come for Corey Kemp. Mumia’s rise to martyrdom, founded and foundering on the implicit assumption of his innocence has always been flawed—his culpability always getting in the way. Mumia martyr or Mumia murderer? If you have to do battle over that question, you’ve already lost the war. Corey Kemp—the kid from Strawberry Man-

plea for similar pay-to-play crimes over the past 25 years, is simply too great and unjust. The average number of months served by his public corruption peers is 48.28—they serve 2 months for every 5 months that Corey Kemp serves. Think Fumo’s sentence an anomaly? Double it and Corey Kemp still serves twice the average. Bottom line: Corey Kemp has already served 6 months longer than his longest-serving peer and nearly double the average time served by them— and he has 36 months to go. There is nothing in the record of his trial to explain this disparity away. Indeed, the disparity of sentencing seems to suggest that society finds the corruption of an appointed public official to be more egregious than that of an elected one. How does that make any sense? And what does Corey Kemp think of all this as he sits in his cell in Ashland, Kentucky? Just after the Fumo verdict, he wrote: “I can’t even compare Mr. Fumo to myself because we were on different levels in our careers. What I can compare is what Mr. Fumo was convicted of to what I was convicted of (which I am truly sorry for), and in comparing the two convictions there seems to be a disparity of treatment in regards to the sentence.” As to the question of remorse, listen to the words of Corey Kemp as he confronts his fate: “Prison has definitely changed my priorities. I thank God for his protection and a sound mind during my incarceration, and I pray for Mr. Fumo as he enters the next phase of his life.” Now this is a man worth freeing.

A Hardy Boy’s Good Deeds

Local high school athlete shows his winning spirit on and off the track

he collision was not huge, but it was big enough to cost Swenson Arts & Technology High School track star Haneef Hardy first place in the 800 meters at the Pennsylvania Track Carnival at Lehigh University in Bethlehem. But after being knocked off his stride by Chambersburg’s Ryun Holder with 60 meters left, he was automatically awarded first place. Only Hardy’s conscience wasn’t having it.

“The kid from Chambersburg [Holder] came over to me and was upset and said he wouldn’t qualify for states because he got disqualified,” said Hardy, a senior. “I knew he didn’t cut me off on purpose. I had already qualified for the state indoors championships, so I felt very badly for him. I told the officials to give him the first-place trophy. I told them he didn’t trip me.
