The State of the Lake Southern California’s Largest Natural, Freshwater Lake With approximately 3,000 surface acres of water and 14 miles of shoreline when at its optimal level, Lake Elsinore is a recreational and environmental asset to the region. However, California’s ongoing drought, years of exceedingly hot summer months and minimal rainfall have left behind a very thirsty and vulnerable lake. Located at the bottom of the 720 square-mile San Jacinto Watershed, Lake Elsinore is reliant on rainfall and Mother Nature, losing roughly 4.5 feet of water every year due to evaporation. Lake Elsinore was in desperate need of rain and storm water runoff. This winter’s storms brought much needed water into the lake, however Lake Elsinore will still face challenges in the years to come as it will take time to repair. Historically, Lake Elsinore has struggled due to significant fluctuations in water levels. In fact, the lake dried up in 1951 and again in 1954. The lake remained dry for nearly 10 years. In contrast, in 1980 and 1983 the lake experienced extreme flooding. This past November 2016, the lake was at its lowest water level since 1993. Following several winter storms, as of February 2017, the lake finally reached the 1240’ lake level elevation, the minimum lake level for its optimal health.

Following snowfall or storms, water from as far as the San Jacinto Mountains travels along the watershed into Canyon Lake, which is a drinking water reservoir. When Canyon Lake fills up, any excess water overflows into Lake Elsinore. However, Canyon Lake had not overflown into Lake Elsinore since 2011. This has been the longest gap of time between spillovers for Lake Elsinore. This year’s storms marked a historic spill over of Canyon Lake after six years of low lake levels. Each year, the City of Lake Elsinore and Elsinore Valley Municipal Water District (EVMWD) spend $1.5 million to add approximately 5 million gallons of highly treated and regulated recycled water to the lake each day. This supplemental water resource is only able to offset half of the amount of water lost due to evaporation. Without this added source of water, the lake could be 14 feet lower than the current level, which could have left the lake nearly dry considering the recent drought conditions.

It does not add oxygen to the lake and can be detrimental to the fishery if operated 24 hours, 7 days per week. It is only operational from spring through fall during the warmer months when oxygen levels decline.

This past summer and fall, Lake Elsinore suffered several significant algae blooms including a Blue-Green algae blooms, that created harmful toxins.

8 Without water, Lake Elsinore remains vulnerable to algae 8. blooms, fish kills and overall water quality challenges. 9 Short-term solutions to these challenges, such as algaecides 9. or other chemical treatments, are costly and environmentally uncertain. However, the City and LESJWA continue to explore options to address the current challenges with the lake.

Under the Federal Clean Water Act, Lake Elsinore is classified as an impaired body of water due to nutrient and sediment levels. In 2000, the Lake Elsinore & San Jacinto Watersheds Authority (LESJWA) was formed to improve water quality and habitats in Lake Elsinore, Canyon Lake, as well as the overall San Jacinto Watershed. As required by water quality regulations, over 20 agencies and organizations in the Watershed make up the Lake Elsinore and Canyon Lake Total Maximum Daily Load (TMDL) Task Force, which LESJWA administers. This task force is responsible for meeting targets that reduce overall nutrients, i.e. phosphorous and nitrogen, in the watershed that can enter and impair local lakes including Lake Elsinore.

LESJWA is responsible for conducting ongoing lake water quality monitoring, modeling, studies and projects that aid in meeting water quality targets and improvements.

Over the past 16 years, LESJWA has made positive strides to improve the watershed. Since its inception, key projects for Lake Elsinore have included: removing more than 1 million pounds of carp, improving the Island Wells Pump Station, stocking Striped Bass, installing the

Business Review

2,500 New Bills and Counting Sacramento is entering the first year of the 2017-2018 Legislative Session and they're off to a fast start on some issues. The Southwest California Legislative Council is monitoring the frenetic activity in the capitol as lawmakers rush to get their bills in by the February 17 deadline. So far we've seen 1,687 new Assembly bills and 808 new Senate bills, plus 100 or more Assembly Resolutions, Senate Resolutions, Concurrent Resolutions, Joint Resolutions, etc. It'll take a week or so before we know the actual total as they're still sorting through late submissions. Now you might think over 2,500 bills sounds like a lot. It is. But we are anticipating that total could rise to 3,000 or more by the time all is said and done. Not only is that a lot of proposed rules, regulations and fees designed to impact nearly every aspect of your business and private life, but we are also facing a strong headwind in Sacramento that could make this a very challenging year. In the most recent state elections, the Democratic Party picked up enough members to attain a super-majority in both Houses. That means that virtually anything that party wants to pass, will pass, because Republicans don't have enough votes to stop it. Feel free to discuss the ramifications of that with our Assembly Member Melissa Melendez at one of her regular coffees. This may be a chilling fact for business owners as the Democratic Party in Sacramento has shown a propensity to favor tax

increases, business regulations, environmental regulations, development restrictions and worse. Already some of last year's failed bills are back, bills that would add to an employer's burden for parental leave and family care. There's a bill that would significantly increase the cost of housing as Assembly Member Chu wants to inject more government into private residential development. Senator Herzberg wants to redefine what a sewer is as he tries to do an end run around Prop. 13 and tax you more without any vote. And Senator DeLeon, President ProTem of the Senate, has SB54, which would declare California a sanctuary state. While the lion's share of new bills are still awaiting referral to a committee, and some few have been assigned, SB54 has already passed out of one committee and is headed out on a fast track. To counter that, Assembly Member Melendez has introduced AB536, which essentially says 'if the state does something really stupid that would cause the county to lose federal funds, the county could elect not to follow state law and continue to work with the feds'. Admirable, but will be

lucky to survive committee. There are a few more good bills in the mix that the SWCLC has supported. Senator Roth has his perennial bill to return money to Wildomar, Menifee, Eastvale and Jurupa Valley that the Governor appropriated from them in 2011. Assembly Member Steinorth has a bill in that would allow people to put tax-free money in a savings account for a home down payment. There are bills to waive some taxes for start-up businesses, reduce CEQA paperwork for some projects and to assist in workforce development and affordable housing. We'll have to see where it all goes. There is no doubt this will be a pivotal year at both the state and federal level. Last newsletter I forecast there would be about 1,200 hundred existing home sales in Lake Elsinore in 2016. We came up 16 short at 1,184. That's still 8% more than the previous year and up 14% in the past three years. Of course Lake Elsinore also augments existing home sales with a healthy infusion of new product as well. While California does face a housing crisis of too little inventory, Lake Elsinore has done what many other cities have not. The city has approved a cross section of residential development that includes varied styles in a range of price points in both single and multi-family construction. Not that inventory is excessive in Lake Elsinore. In January the City only had 159 homes for sale. That's a 1.9 month inventory. In December there were 183 homes available and last January there were 234, a 3.3 month inventory. Before the market

changed a decade ago, 6-7 months of inventory was considered to be 'normal', a market in balance. Needless to say we have not been normal in awhile. Homes are staying on the market an average of 44 days. Last year they hung around for 64. What we are experiencing would normally be a strong 'Sellers Market', with demand outstripping supply and prices exploding. But this isn't happening either. Prices are appreciating for sure, but in a much more sustainable fashion than they did the early years of the century. In 2016 the median price of a home in Lake Elsinore rose to $326,110. In 2012 the median price of a home in the City was $182,223. That's up 6% year-over-year and up nearly 9% each year for the past five. Median price is that amount where half the homes sold for more, half for less. As prices rise, affordability drops, and that makes it harder for first-time homebuyers and workforce buyers to enter the market. There's good and bad news on the political front for the housing industry to address affordability. Some of the best news surrounds the new administration's interest in

repealing or modifying the Dodd-Frank Act. Elements of this bill, passed immediately following the most recent fiscal meltdown, has primarily served to limit borrower choice, make larger institutions overly cautious, kept our small local banks out of the picture, and kept thousands of well qualified prospective homeowners out of a home. Coupled with the CFPB, which has also been served notice, the impact on the mortgage market has been stultifying. Hopefully loosening regulatory constraints from those two entities will more than offset the anticipated rise in interest rates anticipated by mid-year. Much like water levels in its namesake lake, Lake Elsinore is a city on the rise. The oldest city in our region has some very modern ideas about how to keep things growing for the next century, and are planning aggressively to accomplish it.

Meat Or No Meat – That Is The Question I have always loved a good thick steak. Preferably on the backyard grill with just the right amount of seasoning. I actually remember growing up with my family that loved their meat. Grilled, fried, baked, you name it – we had it all. My dad couldn’t get enough of it and he passed his taste buds right down to his three sons. Then one day it happened. I had a minor car accident and was referred to a chiropractor. Little did I know that he would open my eyes to a new way of thinking. As he performed his typical back cracks and head adjustments, he suggested that I skip eating meat for one week. Now this was the sign of a crazy man I thought. He said to just try it to see how I feel. He didn’t know me, but I am always up for the challenge. After just two days I couldn’t believe how much meat I was eating prior to this exercise. I was astonished that nearly every meal included some kind of meat. As I approached day 4, I my body started to feel better. Not just from the adjustments from the doctor, but from how I felt inside my body. I thought this was good and I liked what I was experiencing. So after day seven, I couldn’t wait to get my mouth around that big, juicy burger. Guess what, I did just that and I felt like a mac truck hit my stomach. Now those years are long gone, but the lesson of what I learned still remains with me to this day.

NO MEAT MONDAYS

Much of research today suggests that skipping meat for at least one day a week is good for you and great for our nation’s health. Meatless Monday is now active in 36 countries and growing because every nation can bring its unique culture, customs and cuisine to the table in meat-free and vegetarian dishes. The Meatless Monday movement is taking off, and becoming a part of the movement would benefit you and your family. Here are 5 reasons to go Meatless on Mondays:

1.

Variety and Taste. The same old potatoes, small side of vegetables and main course of meat can get boring after a while. Mixing up dinner time meals without meat can be fun and tasty too. Tempeh, tofu, seitan and even jackfruit can be used as a meat substitute. You could try a BBQ jackfruit sandwich! Jackfruit is a tree fruit indigenous to tropical regions, and has recently been making waves in western meatless cooking. The flesh of the fruit is highly versatile and is perfectly healthy to consume raw or cooked in a recipe to mimic or replace meat. Jackfruits are high in protein and potassium, and are a rare example of fruits that are high in essential B-complex vitamins including B-6 (pyridoxine), niacin, riboflavin and folic acid.

For the environment. The United Nations' Food and Agriculture Organization estimates the meat industry generates nearly one-fifth of the man-made greenhouse gas emissions that are accelerating climate change worldwide, even more than transportation emissions. If we eat less meat, we can conserve the planet’s ecosystems, the diverse plant and animal species and the human race.

To conserve water. Cutting back on meat will make a much bigger impact than taking shorter showers! The water needs of livestock are tremendous, far above those of vegetables or grains. An estimated 1,800 to 2,500 gallons of water go into a single pound of beef. Soy tofu produced in California requires 220 gallons of water per pound.

For your health. Cutting can lower your risk for preventable diseases like heart disease, cancer, diabetes, obesity, digestive issues and possibly help you live longer.

For your budget. Eating less meat can be good on the wallet as well. Dried beans, nuts, seeds and grains can be bought in bulk. So give it a try and join the Meatless Monday Movement! Even if you love your meat, like I still do, It’s a good way to try new dishes, let your digestive system take on some new foods which, in turn may make you feel much better.
