OAV drive shifts to getting people to vote

Racing against time to save Rocky

By Jan Yumul

By Jan Yumul Estrella An ailing Filipino musician and his British wife have stepped up a campaign to find a bone marrow donor for the man, in a lastditch bid to save his life. They are pinning their hopes particularly on the Filipino community in Hong Kong, as a perfect match is usually found among family members, or people

With the registration period for next year’s overseas absentee voting closing this month, the focus is now on getting as many of the registered voters to go to the polling station as possible. This emerged during a meeting between the Filipino community and James Jimenez, spokesman of the Commission on Elections, on Oct 23 at the Consulate. Latest statistics show that of the 165,447 Filipinos living in Hong Kong, about 69% percent,

or more than 103,000 are registered to vote. The final figure could be lower, though, because Comelec routinely takes off from the list the names of those who failed to vote in two succeeding elections.Of this, the number of those who actually cast their ballots during the month-long OAV has always been much lower. According to Jimenez, this has caused “sleepless night” to Comelec officials, who worry that the low turnout would give further ammunition to OAV critics.

The problem is, a lot of those opposing the OAV are saying that if the turnout keeps going down, maybe it’s not really worth it). “So, kami, nalulungkot kami kasi hangga’t maari, gusto nating mamaintain ang OAV. Napakalaking bahagi iyan ng ating electoral system (This saddens us because as much as possible, we want to maintain

the OAV,” he added. Jimenez revealed that of particular worry was the low overall turnout for the presidential election in 2010. Comelec figures show that there were 589,830 people registered to vote in the election, but only 153,323 actually voted. “Huwag naman sanang bumaba pa lalo,” (Hopefully it will not go down some more), he said. As part of the bid to get more people to vote, the House of Representatives passed Continued on Page 2

OAV drive shifts to getting people to vote yung online voting, maganda po yung feedback sa atin (Maybe one step at a time. But the feedback on the online voting is good).” Another key feature of the amended bill is the repeal of section 5 (d) of the OAV law which requires Filipino immigrants and permanent residents to execute an affidavit of intent to return and establish permanent physical residence in the country within three years of casting their ballots. “Kasi isa sa mga balakid sa (one of the hindrances to) registration really is the affidavit of intent to return.

Required yun, e, if you’re an immigrant or resident, you can’t register unless you sign that affidavit,” Jimenez said. Under the proposed amendment, this requirement will no longer appear in the registration forms. Jimenez said both houses of Congress appear amenable to scrapping this provision. Unfortunately, he said that the Senate has yet to finalize its own version of the bill, so the amended law is not likely to be passed before the end of the registration period. “We don’t think that we’ll do it in time for October 31 but

hopefully by the next registration cycle, pasok na yung amendment na yon and we will be able then to really conduct the drive among residents to register.” What Jimenez failed to note was that this controversial provision has long been ignored because of the practical impossibility of enforcing it. Also, part of the provision has already been repealed in the case of Nicolas-Lewis v. Comelec, where the Supreme Court ruled that dual passport holders should not be required to return to the Philippines after exercising their right to vote. Meantime, Jimenez explained that among the priority provisions is the removal of the word “absentee” or the letter “A” in OAV. Proponents of this move

Comelec spokesman James Jimenez (in stripes) is joined by the people who have fought for the OAV cause in HK.

OAV endorser and singer Jim Paredes with HK fans. argue that those who vote overseas are not really voting in absentia because their hearts and minds are in the Philippines, and that this is precisely why they agreed to join the process. Among the other concerns raised during the meeting were the missing voters’ identity cards, voters’ aparty, and documentation issues. Consul General Noel Servigon also took up the matter of posting an election attache to the Consulate, which OAV advocate Daphne Kuok has long batted for. Congen Servigon said that the Consulate’s cultural section is already saddled with work, and attending to OAV concerns adds up to their heavy workload. He suggested the Comelec should “seriously consider” the proposal and make registration

a year-long program with a regular budget. “Ang trabaho natin dito ay hindi hanggang Oct 31 lang (Our work does not stop on Oct. 31), he said. Jimenez promised to relay all their concerns to the head office in Manila. Some of the concerns leaders and consular officers shared were issues of the voters’ identity cards, scheduled training, voters’ apathy and documentation issues of voting location, which Jimenez promised to relay to Comelec. According to Consulate records, there are a total of 165,447 Filipinos in Hong Kong and 68.63 percent of them are registered. As of Oct.31, a total of 18,192 have been registered for the 2013 polls. This is in addition to the 95,355 who registered for the 2010 elections.

Jimenez said this will prove most helpful to those who are in the Middle East, where voting centers are far between. Artists join hands for OAV By Gina N. Ordona Exactly ten days before the deadline for registration for next year’s overseas absentee voting, a final push for more people to list up was held at Chater Garden on Oct. 21, with popular singer and political change advocate Jim Paredes helping to draw in the crowds. By the day’s end, 167 new registrants were added, bringing the total tally to 18,192. But since 95,355 people had already registered previously, the overall figure now amounts to 68.63% of the 165,447 Filipinos living in Hong Kong. To speed up the process, six computer units were set up at

the venue, allowing applicants to have their biometrics taken without having to form long queues. Consul General Noel Servigon made a last-minute appeal to bystanders in the area to take part in the exercise. He said that all it took was a quick break from their usual activities to ensure that they get their voices heard through the ballot. One of the OAV volunteers, Rose Laher of Leyte Samar Association, said helping out with the registration is fulfilling, but it takes a lot of patience. Despite making an effort to always keep her voice low, “dalawang beses na akong nasungitan,” she said.

As a checker, she has to make sure that the registrants fill each item in the form properly before handing them to the encoder. Kailangan isaisahin ang entry dahil maraming nagkakamali,” she said. To ensure a high turnout, the Consulate lined up all sorts of activities throughout the day, Members of Pintura Circle conduct a workshop on ceramic including entertainment art as part of OAV drive. numbers that ended on a high note when Paredes of the Apo Hiking Society and one of the pillars of original Pilipino music, took to the stage.

Ayon sa amo, “I don’t care if you have a huge house in the Philippines, or if you own a car there. While you are here you are my helper so you do your job.” Tinawagan ng amo ang tita ni Mar upang isumbong, mas matindi ang isinagot nito na, “Let her go, she’s better off in the Philippines, I can’t handle her here.”

—-Emalyn A. Beltran

Art group donates Php1M to Philippine charity Newly formed art group, Pintura Circle, has outdone itself with the first ever charity exhibit it held on Oct 3-4 at the Visual Arts Centre in Mid-Levels. From an initial projected income of $172,000, the group eventually reported net proceeds amounting to $188,533.50, or a cool Php1 million. Pintura Circle president Joyce Wong said that as promised, the entire proceeds will go to her group’s chosen

beneficiary, the Kids International Ministries (KIM), a non-profit organization that helps feed, tutor, and nurture kids in poor communities in the Philippines. “Through your valued support and kind generosity, the lives of many impoverished children in Metro Manila will forever be changed for the better,” said Wong in a letter to donors and supporters. By the final tally, the bulk of the money generated, or

$172,400, came from the sale of various paintings and other art works donated by its six member artists: Bono Albania, Grace Camacho, Irene Haagen, Gail Hills, Stella Schapero and Wong herself. At a live auction of choice artworks donated by the members, the biggest bid of $8,000 was made for Wong’s “The Flower Vendor”. The other pieces went for equally impressive amounts: $7,800 for Camacho’s “Venetian Red,”;

$7,500 for Haagen’s “Jewels”; $5,500 for Schapero’s “Power to the People”, and $5,000 each for Hills’ “T’boli Lady” and Bono’s “Once in Wanchai.” Several guest artists also donated their works: Sasa TanCarlos, Nida HemedesCranbourne, Cheryle Cranbourne, Jared “Kyle” Long, Frieda de GentileWilliams, Clarissa Ortiz, Abigail Wong and Pitter Patter Children. A John Salvoza painting donated by Hills was

also offered for sale. Apart from raising funds for charity, Pintura Circle is said to be committed to “conducting art education and appreciation events for the underprivileged as well as other art lovers.” - DCLM Joyce Wong and her fellow artists during the exhibit.

HK Catholics join procession and mass for new Filipino saint By Jo Campos Two days after thousands of Filipinos from all over the world witnesses the canonization of San Pedro Calungsod in the Vatican, Catholics in Hong Kong paid their own homage to the Philippines’ second and newest saint. More than 1,000 people took part in a procession through Central’s busy streets, and joined a High Mass at the Cathedral set for 3pm on Oct. 23 in honor of St. Pedro Calungsod. It was the first time that a massive religious gathering and procession was organized by Filipino Catholics in Hong Kong. The assembly point for the procession was Chater Road, where those assembled kneeled on the street at midday to begin praying. It took two hours for the procession to wind its way through busy traffic along Queen’s Road and uphill on Cochrane Street, towards the steep roads in the Soho area, to reach Caine Road, where the Cathedral of the Immaculate Conception where the mass was to be held, is located. Several

police escorts guided the throng of devotees along. Because of the huge number of people who took part, not everyone was able to get into the huge cathedral. Several sat on pavements and in the parking area outside, and waited patiently until the mass started 30 minutes late. The homily for the mass offered a glimpse into the life and martyrdom of Saint Pedro Calungsod, and how these are reflected in the life of an overseas Filipino worker. Throughout the two-hour long mass, prayers and songs honoring the new saint were sung. At the end of the ceremony, Fr. Emil Lim, Filipino chaplain of the Catholic Diocese, thanked everyone who helped organize the event. St Pedro Calungsod was beatified by Pope John Paul II in the Vatican on March 5, 2000 and was canonized as the first Visayan martyr and second Filipino saint by Pope Benedict XVI on Oct. 21. The first Filipino to be honored with a sainthood was St. Lorenzo Ruiz of Manila.

Fr. Emil Lim addresses the crowd as it assembles on Chater Road in Central for the procession in honor of St. Pedro Calungsod.

Life and martyrdom of Pedro Calungsod Pedro Calungsod was a young Filipino missionary catechist from the Visayas who went to Guam along with his Spanish priest-mentor Padre Diego Luis de San Vitores in the 17th century. He studied in a boarding school run by the Jesuit missionaries to train young Filipinos to assist in their mission. On August 7, 1667, teenager Calungsod was among 30 other Filipinos and Spanish missionaries who left the Philippines and sailed in a ship named “San Diego” from a port in Cavite to Acapulco, Mexico going to Landrones islands, now known as the Marianas

islands. Pedro and his fellow catechists taught children and the youth how to pray and sing and prepared them for baptism and to participate in the mass, while the priests administered the sacraments and organized Christian communities. Pedro was often in the company of Fr. Diego Luis de San Vitores, who was almost blind. They visited the villages while the priest was holding on to a rope tied around Pedro’s waist. They would reach remote villages barefoot to teach catechism to the natives. The persecution against the missionaries in the Marianas begun when an envious Chinese quack doctor named Choco spread the rumor that the baptismal water and oil used to anoint the sick were poisoned, causing the old people and babies to die. Since then, the missionaries were often attacked by some local people who were not happy with their presence. The final assault on Fr. Diego and Pedro Calungsod that ended in their martyrdom happened on April 2, 1672, in a village called Tomhom in Guam. They offered to baptize a baby girl whose father, Matapang, was opposed to the idea. But the mother gave her consent, so while Matapang was away one day, Fr. Diego and Pedro

Fr. Diego. If he had a weapon, he might have stood a chance, but the missionaries were forbidden from carrying weapons by Fr. Diego, who said they were missionaries of peace. Finally, Pedro was hit by a spear at the chest and fell to the ground. Matapang later hurled a spear at Fr. Diego then Hirao struck him with a machete. The assassins then tied large stones to the feet of Fr. Diego and Pedro and threw them into the sea. Their remains were never found. His fellow missionaries The image of St. Pedro remembered Pedro as a boy Calungsod leads procession. with a very good disposition, a baptized the infant. When virtuous catechist, a faithful Matapang learned of the assistant, and a good Catholic baptism, he became furious. whose martyrdom they said, Aided by another local named proved that he was good soldier Hirao, the two hurled spears at of Christ. But he was also Pedro who easily avoided them. regarded as fortunate, for He could have easily escaped having lived and died for the then, but he chose to stay with Christian faith.

— Jheng Escober

Pistahan sa Simbahan - Consul General Noel Servigon led guests in the celebration on Oct 7 of the annual “Pistahan” of the St Teresa’s Filipino Catholic community. The event was highlighted by a cultural dance competition where the Immaculate Heart of Mary Px bagged the first place, while the Our Mother of Perpetual Help placed second, and the Filipino choir, third. Sharon Borinaga was chosen for best in individual Filipiniana attire while the Filipino choir won the group award. Fr. Emil Lim and Fr. Ezakias Anthony Swamy, spiritual adviser and spiritual director, respectively, of the group, delivered messages. In an unusual twist, a mass was held at the end of the celebration, with Fr. Charlton Plateros and Bro. Arjay Venus officiating. Adding to the fun was a raffle draw. Amalia Elefante, STFCC president, said the pistahan was also held to raise funds for their charity projects here and in the Philippines, and for the group’s other activities. —-EAB
