MONEY MATTERS Craig Poulter: Positive change for first time buyers

B

righton is known country wide as being one of the most attractive cities to live but that luxury comes with a price. It’s also known as being one of the most costly cities when getting on to the property ladder. So, many aspiring, soon to be first time buyers will have welcomed Philip Hammond’s budget last week with open arms. In case you have been living under a rock since the budget was announced here’s the changes in a nutshell. Stamp duty for first time buyers looking to buy up to £300,000 is scrapped. Saving up to £5,000. For properties up to £500,000 no tax will be charged on the first £300,000 for first time buyers only. As with many positive steps this benefit has been met with some cynicism. The OBR (Office for Budget Responsibility) has warned this could push house prices up as buyers could be seen as now having surplus funds available. Although this may cause a slight adjustment on prices it’s unlikely to cause a significant shift in prices.

“How long?” It’s no secret that the process for buying property in England in convoluted and particularly arduous but at the moment….. Wow! We are finding at Venture that even cases without extended chains are taking a particularly long time to complete. Getting a mortgage at the moment seems to be the

• If your mortgage adviser needs extra payslips, bank statements etc get them over straight away. • Be pleasantly persistent, follow up with a phone call and ask if there is anything you can do. As always we’re here to help at Venture, if you have any mortgage related enquiries get in touch, we’d love to help. Craig Poulter Certs CII (MP &ER) www.venturemm.co.uk 01323 894532

easy bit, when was the last time we could day that? For a little while now Local Authority Searches are taking in the region of 6 weeks to come back. So, if you are in the process of moving here are a few tips: • Return your paperwork to you solicitor asap, then check to make sure it has been received. • Get your solicitor to apply for searches sooner rather than later.

KENDO Traditional Japanese Swordsmanship in Brighton

K

endo goes back to the Samurai or warrior class of Old Japan. We use bamboo shinai or practice swords, wearing protective armour. Training is under the watchful eyes of the Sensei, as discipline is necessary to master the sword techniques and ultimately oneself. There are '4 Poisons' to overcome in Kendo: fear, doubt, surprise and confusion. By confronting these, Kendo students can attain a calm mind to face their everyday problems. The requirements in the training are: correct posture, cuts with the correct part of the shinai to specific targets, fast movement of the feet and 'kiai' with each cut. Kiai is the intense explosive 'attacking' sound made at the opponent when the cut is delivered.

8 | LATEST HOMES

We also use the word 'reigi' to describe the discipline or etiquette of Kendo. It is this reigi or respect between Kendoka, that is as old as Kendo itself. It is said that 'Kendo begins and ends with reigi'.

“ Kendo students can

attain a calm mind to face their everyday problems ”

Our Sensei, Roald Knutsen and his wife Patricia, worked hard to establish Kendo not only in this country but also in France, Belgium, Germany, and Sweden. Their task was officially supported by Field Marshal Sir Francis Festing, Sir Frank Bowden and Mr, Charles de Beaumont amongst others.

The British Kendo Renmei is however particularly grateful to the efforts and invaluable support freely given over the years, by numerous very senior and respected 8th and 9th dan Hanshi Japanese Kendo masters, together with Dr. Benjamin H. Hazard, 7th dan Kyoshi, in California. Kendō swordsmanship has been in Brighton and Lewes for over 50 years under Japanesetrained 6th and 7th dan teachers. We follow traditions of selfdiscipline and awareness through the use of the sword. Butokukan Dōjō 07912 290221 info@kendouk.org www.kendouk.org

15 HOUSING MINISTERS IN

THE LAST 20

YEARS: IT’S NO

WONDER

LANDLORDS ARE STRUGGLING

TO KEEP UP Legislation for the future

H

ow many times have you heard the government proclaim that housing is its number one priority? The state of Britain’s housing market was branded a “national outrage” when the Conservative’s unveiled the latest set of plans to fix things. Yet we don’t expect any housing minister to be too outraged for too long. There have been 15 housing ministers in the last 20 years. You don’t last long in this job, and certainly not long enough to be held accountable for the rhetoric you spout and the policies you initiate. Which leads you to wonder: if housing is so important to the government, why has not one of these 15 ministers been in the cabinet? They are conspicuous by their absence. And it has been noted. Changing times and changing policies Of course, it’s not just the faces that change but the proposals and policies. A raft of legislation currently hangs over landlords’ heads and this, along with fears over Brexit, has led to the lowest confidence in the future that landlords have ever had. Each legislative change will tweak the profitability of their investments. And, it’s fair to say, usually for the worst. But, when you are faced with multiple major changes, it becomes almost impossible to prepare. You simply don’t know what the knockon effects are going to be. And, you don’t need to be a businessperson to know that uncertainty leads to bad decisions. Each one of these bulletpointed changes is like a shot in the dark that will wildly ricochet around the sector. 12 | LATEST HOMES

• Section 24’s stamp duty relief reductions • More stringent borrowing from the Prudential Regulation Authority • A touted regulatory body for landlords • A Letting Fees ban • Safety regulation with many more teeth • New energy efficiency rules • Tougher requirements for Section 21 notices I’ll stop there – but there are many more. Is there a safe bet for landlords? In times of uncertainty it is good to know that there is a safe house for landlords. Khalil’s Rent Guarantee Scheme will pay you an agreed rent on your property, whether it is occupied or not. This amount will not be altered by the addition of new hoops to jump through or by the challenges of changing market conditions. Your rent is guaranteed. We take care of maintenance and tenant relations. We ensure your property is compliant. You can now watch with an amused smile as the latest housing minister replaces the last and grabs his moment of fame on the podium. You know that nothing changes when you’re with our Rent Guarantee Scheme. Isn’t that refreshing?
