I

’m off to Japan with The Small Daughter and my friend ‘N’ on Thursday. When we booked the flights, we were blissfully unaware of the fact that it was blossom season and that, for this reason, the world and his wife would have already snapped up all the available hotel rooms. We also failed to realise how expensive a destination Japan is – they have to support all those fantastically healthy and long-living pensioners – and that even the cheapest hotel rooms will not give much change from £100... so much for budget travel. Furthermore, because we’re staying in ‘Japanese-style rooms’, we will be mainly sleeping on the floor of a shoebox that looks like an Ibis Hotel room without a bed, only three times more expensive. The Small Daughter is alarmed to realise that it is traditional for Japanese families to have a communal bath together on the roof in the evening. Now that we’ve managed to book all our highly expensive accommodation and bought our equally expensive Japanese Rail Passes, all that remains is for us to pack our suitcases. I am already having problems coming to terms with packing for a winter destination, as I’ve been used to the balmier climes of West Africa of late and am not used to stuffing in tights and jumpers. Worse still, the bag which The Small Daughter has to take, smells nay stinks, of the conch shells, which I foolishly brought back from West Africa, the smell of which is not even touched by Febreze and the like. Oh, the travails of travel...

Brighton & Hove introduces new planning rules for student lets and Houses in Multiple Occupation On Friday 5 April, new rules about small student lets and houses in multiple occupation (HMOs) came into force in five electoral wards within Brighton and Hove. The areas of the city to be covered by the controls are those most affected by large concentrations of student lets and HMOs. These are: Hanover and Elm Grove, Hollingdean and Stanmer, Moulsecoomb and Bevendean, Queen’s Park, St Peters and the North Laine. The council has introduced a control, known as an Article 4 direction, to help improve the management and quality of student accommodation and prevent over-concentration of HMOs in established residential areas. The direction means that a planning application will be required to change the use of a house (defined as C3 use in planning legislation) to a small house in multiple occupation (C4 use class). Small HMOs are defined as properties lived in by between three and six people where facilities such as a kitchen or bathroom are shared. The Article 4 direction removes existing rights to change the use of a family house into a small HMO without seeking planning permission. The change will not affect existing HMOs. The measure takes into account recommendations in the Student Housing Strategy made in partnership by the council, the city’s Universities, letting agents and private sector landlords. The council’s City Plan includes a policy that sets out how planning applications for new student lets and HMOs will be applied. Changes of use will not be allowed where more than 10 per cent of dwellings, within a 50m radius of the application site, are already in HMO use. Liz Wakefield, Chair of Brighton & Hove City Council’s Housing Committee, says: “Our universities and student population are important elements of the city’s demographic and we need to ensure landlords are providing them with suitable accommodation. Richard Hearn is the hero and the villain small sequel to last week’s column on clutter and home improvements. (Some sequels like The Godfather: Part II enhance the original; others such as Jaws 5 seem to be flogging a dead horse. What’s it going to be?!). As discussed, we had moved around a large amount of furniture, including repositioning chest of drawers and mirrors (warning: smoking gun plot point alert). Between weekends of decorating, we also stayed away in a hotel, and in a totally, utterly unrelated piece of news, in the week after our hotel stay, my wife felt that she must have left a particular piece of jewellery with sentimental value at this hotel. She mentioned where she “I’m thinking maybe thought she would normally have put it back at our house – underneath a I’m the one with my newly-positioned mirror, next to a tactics wrong” newly-positioned chest of drawers. A side story to distract you from where this other one is heading. A massive box arrived with a replacement chair for our newly-sorted out study. As soon as Youngest™ saw the box he suggested to me a game of hide-andseek. A bit obvious. As a competitive man, I felt I was in with a chance. Then, when he went inside the box and I heard him counting to 10 and he sprung out and saw me in the middle of the room and shouted ‘Found you!’ I’m thinking maybe I’m the one with my tactics wrong. OK, back to the main storyline, my wife’s missing jewellery. I made helpful suggestions along the lines of me phoning the hotel, checking our suitcases and even calling others who we’d seen the next day in case they had photos that showed my wife was in fact wearing the jewellery the following day (thus narrowing down the time period, in the style of Hercule Poirot). Then – call it a flash of inspiration, a moment of brilliance, an almost superhero ability to see through furniture – just don’t call it a half-forgotten memory of me knocking a small box off a mantelpiece while drilling a hole for a mirror – but I decided, with my mighty strength, to move the chest of drawers and there, below the mirror, resting against the skirting board was the small jewellery box. While you digest this unexpected revelation, I’d like to quote my favourite novel opening line, from Charles Dickens’ David Copperfield. “Whether I shall turn out to be the hero of my own life, or whether that station will be held by anybody else, these pages must show.” Surely, by finding the jewellery, I am a hero? My wife however would argue that not only am I not the hero of this story, but I am in fact the villain.

ear Winter, it’s not you, it’s me. It’s been a beautiful time we’ve spent together these past few months but I just don’t feel the same anymore. At the start it was exciting, you woo’d me with your blustery afternoons spent by the fire, looking demure in a polo neck and clutching hot chocolates wading through an icy seafront in fake Westwood Wellies is a memory I cherish. As time went on I even learned to like snow (from the window, inside looking out) but enough is enough! You’ve chapped my hands to the point they’ve aged three years in one winter. My skin is so cold and pale I’m no longer white, I’m blue. Just when I think it’s finally over, you turn up again colder/meaner than before. Snow in April? This is exactly why it’s over. For me, I just can’t commit long term. Sure, once a year it’s nice to see you, but seven months is pushing us too far. You’re just too dominant. It’s all about you. There’s never any compromise, you’re not an only child! Remember Spring? Summer? Personally I’d be happy if I didn’t see you at all but apparently we need you annually for nature or summat. A seven-month stay really is too much. I put pounds on in winter, if you stay one more week I won’t fit my winter coat bought in November. Don’t just think of me, think of the tortoises hibernating. When can they come out? Think of the crops you’re ruining? Think of the children, damn it! My child has watched nearly every single Disney film/Simpsons episode ever made this winter, she needs to play outside without getting chilblains! If you don’t care about my skin, tortoises, or the children’s eyes then please think about economic growth! We need tourism, we need crops to grow, the last thing we need is a wheat famine! Sure, the coeliacs would “You’re just too be laughing all the way to the health food store, but the rest of us can’t eat rye bread dominant. It’s just because you won’t let go. all about you” Every day you stay longer, my child is not learning how to ride a bike. Her eyes are becoming more square each day, and for drawings she no longer uses colouring pencils, now only requiring an HB pencil to draw skylines. “Skies are always grey, Mummy”. (She didn’t really say that, I’m resorting to emotional blackmail.) It’s over. It’s time to go. Go to Australia, they want you, they need you, you’ll feel wanted there. No-one wants you here. Sorry. But it’s the hard, very cold truth. No, it’s not you, it’s me, I’m just not a winter person. If I was raised in Scandinavia or Canada perhaps I would be, we would be suited, perhaps it could work out. But Winter, its time for you to leave, it’s April and for once I welcome April showers, because after the rain comes sun... Agreed?

Ben is very much a hands on MD and is as likely to be found on the shop floor as he is at a desk. “Interior design is very much a hands-on business and in so many ways,” he says. “It requires expertise, we need to be hands on to feel the fabrics, wallcoverings and furnishings. This is a very tactile industry. “We are also very much hands on when it comes to servicing our clients’ needs. Home visits are an essential part of what we do, whether it is a full design service or simply estimating for wall and floor coverings. Over the 50 years we have been in business we have become very aware of how important it is to build relationships and give continuing service. We don’t want to supply something once, we want to go on working with our clients over

ith our high streets dessimated by the influence of internet retailing and the power of the huge international chains to stack it high and sell it cheap, credit must go to a local business that continues to trade successfully. But there is one thing those giants cannot offer. The first is years of hands-on experience. shops are a showcase for the products we can supply, often featuring design concepts from the very cutting edge of the design world as well as those traditional products that we know will never go out of fashion. But the home service, the measuring and estimating is at the heart of what we do and is something we will never lose sight of.” Fashions and trends will play an enormous part in what any interior design business will do, so how do Mister Smith Interiors stay at the forefront of that and stay in fashion? “Keeping your eyes open is the only way, making sure that we see everything that is happening and being produced,” Ben replies. “Then looking closely at how well that will work in a commercial way both for our domestic and business clients. Right now stripes are still in but the palette is now muted, grey is definitely back in. Patterned wallcoverings are still popular but there is a move towards something far more unique. Digital printing is the latest thing in wallpapers right now and is suddenly affordable. It used to cost thousands of pounds but now hundreds, and it does offer the opportunity for truly unique designs as you can print anything

Mister Smith Interiors: 50 years on Patrick Smith’s personal history of a family company My father retired from the Civil Service when he was 60 years old, in 1961. In order to supplement his pension he took up an agency selling carpets from home. This was at the start of a revolution in carpet making which introduced fitted carpets to the mass market. Previously most people had ‘lino’ with a carpet ‘square’, and fitted carpet was the preserve of the well to do, who could afford woven carpets – largely produced on traditional Wilton and Axminster looms. In 1963 my parents decided to open Mister Smith Carpets in a small shop in Grove Hill Road, Tunbridge Wells. After a couple of years the business was going well and relocated to a larger premises but in 1968 things took a turn for Freddie Smith, 1963 the worse when my father died, leaving my mother and our manager to struggle on. At this time I spent my evenings helping with the accounts, but I had more interest in my full-time job as a service station manager. However in 1971 I decided to give up a career in the motor trade and suggested to my mother that I would join the company to run it full time. My first carpet measure was a bit of a disaster as the young couple ordered a shag pile carpet for their flat, but ended up disappearing and taking the new carpet with them – without paying the balance of £240 – a lot of money to us at that time. I quickly learnt from that experience, and all about the carpet business, and in 1975 we decided to move to much larger premises. Within a couple of years we were able to open the showroom for curtains and furniture – and the present Mister Smith Interiors took shape. In 1980 we bought the business of Maytree Furnishing in Crowborough – a well established curtain company. This gave us our own curtain workroom, and the specialist making of curtains and soft furnishings expanded quickly.

We are linked to the Olive Tree in Tunbridge Wells, a

These were also times of recession. It was a tough time having to make loyal staff redundant. We closed our Tunbridge Wells shop and warehouse and continued to trade from the Crowborough branch. In the mid ‘80s we had a lucky break. We had fitted a carpet in a bathroom for a local builder. He was so delighted with our service that he recommended us to a client he knew who was buying a hotel in Mayfair. We quoted for carpeting this hotel and won the contract. From this initial contact we went on to to work for the next 17 years with this hotelier, and he introduced us to the Roux brothers – Albert Roux was managing director of the hotel – 47 Park Street in Mayfair. We set up a specialist contract division in the company – Impression Contracts, and I worked with Albert’s wife Monique on the complete refurbishment of this hotel and on many restaurants in London including the Michelin starred Le Gavroche, which is now run by Albert’s celebrity chef son – Michel Roux. Our largest contract with Albert Roux was to furnish the Grand Hotel in Amsterdam. This project involved us in making over 400 pairs of curtains, and laying over 1,000 sq metres of carpet. Amongst many challenges, we were commissioned to create a copy of an Art Deco carpet that had originally been made for the ‘wedding room’ in the hotel. We had to hand template the original, and then hand tuft the carpet in one piece. In 1995 Albert Roux asked us to look at converting a grand restaurant into a gentleman’s club with private dining – in Moscow. The place was owned by a rich Russian banker – at the time there was a considerable number of bankers being targeted by the mafia on the streets of Moscow – and it was daunting to be accompanied to the banker’s own house on the outskirts of Moscow with an armed escort carrying AK47 guns. This was one contract that I was quite happy to hear that the client had decided to relocate his banking operation to another country, and we never had to meet the challenge of working in mafia-controlled Moscow. With the increasing size of the business my wife, Penny, retired from teaching to help run the business. We set up an interior design showroom in Crowborough and combined the contracts division of Impression to create Impression Décor. It was soon after that our son Ben came to join the company. In a family business you can never be sure whether you can work closely with other family members, but we have always worked well together as a team and this was replicated when my younger son, Anthony, joined the business in 1999. The fact that the company had now passed into a third generation would have made my father very proud.
