WHO WE ARE...
LAPSEN is set up to serve the needs of secondary & postsecondary schools that have career programs in the career areas of law, law enforcement, corrections, fire services, security, emergency services, emergency dispatch, and forensics. The services provided include curriculum development, certifications for both students and instructors, training for instructors, assistance in developing and improving LPS career programs, and certifying and assessing current programs for quality and effectiveness.
LAPSEN supports any entity that is supporting youth as they transition into law and public safety related careers. While educators are our main focus, we also work with public safety agencies, camps, cadet programs, agencies, academies, and many others.
LAPSEN will be recognized as the premier support organization for the LPS Career Cluster as it relates to secondary & postsecondary education and its connections to careers in the targeted professions.
LAPSEN is directed by a board comprised of member state CTE leaders. AdvanceCTE and ACTE also have seats on the Board. This ensures LAPSEN stays true to its primary goal of improving LPS education, career development, and transition.

WHAT WE OFFER TRAINING State level ACTE conferences, local professional development, or industry certification courses - LAPSEN can support any level or type of training needed. We offer classes on CSI in the Classroom, Drones for LPS, & 911 Dispatch instructor training as well as customized training for any group.
EVALUATION Becoming the best - that is the goal of National Accreditation. Our accreditation process comes with shepherding, training, resources, monthly support and onsite evaluation. Programs that attain accreditation are honored nationally, receive accreditation regalia and become a national exemplar.
CONFERENCES The LAPSEN national conference is offered in partnership with ACTE Vision. This provides instructors and administrators with a dual dive into LPS specific content and also general CTE subject matter. The preconference includes courses to equip instructors to certify students in industry recognized skills.
RECOGNITION Student recognition is a critical element of CTE. LAPSEN has worked with the National Technical Honors Society to offer students a national distinction in law and public safety education. Students who may have never been recognized before can be commended for their efforts in law and public safety preparation.
CREDENTIALS A critical need for Law and Public Safety programs are credentials of value for students. LAPSEN has been working with industry to identify or create certifications that launch students into their career field. LAPSEN offers Industry Recognized Credentials, microcredentials, and other evidence of mastery.
RESOURCES LAPSEN is continually adding resources for its members. Presently over 1,200 hours of unit lesson plans are on the website. These are available to members at no additional cost. Pathway updates, webinars, and national standards are all available. The LAPSEN newsletter has been called the best in CTE.
COMPETITIONS LAPSEN is the LPS Cluster Coordinator for SkillsUSA. We give advice to state competitions as well. Since taking the lead, LAPSEN has updated all national competitions as well as proposed several new offerings. Templates are available for state competitions to ensure competitors are prepared for the nationals.
OUR IRC DEVELOPMENT PROCESS:
No other organization is developing high-level industry-based credentials like LAPSEN. We work with industry to start AND guide the process. In the end, we have courses, curriculum, and instructor training to ensure student mastery.
LAW ENFORCEMENT The National Law Enforcement Certification is industry certified by IADLEST - the association of all state POSTs. It is the only law enforcement assessment with such a high level of industry endorsement.
SECURITY & PROTECTION The Certified Protection Officer from IFPO is a wellknown industry standard accepted by over 5,400 companies. In collaboration with LAPSEN, IFPO offers the CPO to SPS course completers at a discounted rate.
911 DISPATCH LAPSEN has collaborated with NECI 9-1-1 to offer national credentials in emergency dispatch to LPS students. The NECI 9-1-1 Dispatcher certification is recognized by dozens of states & hosts of agencies.
NFPA 2400 DRONES NFPA 2400 is the only national drone operator certification. In collaboration with BRMD, LAPSEN offers NFPA 2400 certifications along with several other drone certifications such as ESRI to ALL CTE programs.
MORE IN DEVELOPMENT We are always responding to what our schools need. CSI, Detention, Legal Services and other content areas are in current development. We estimate these will be available for use by Spring 2024.
CTE STATE LEVEL AGENCIES States founded LAPSEN. Being a member means your state is on the Board, directing our work and collaborating to meet your state's needs. Everyone who works with LPS in the state is included in state membership.

ORGANIZATION NONPROFITS, AGENCIES & CORPORATIONS LAPSEN has outstanding partnerships with nonprofits, public safety agencies, and companies. We are open to collaboration where there is a crossover in opportunities to improve law and public safety education.
