environment, and especially the good management of mining waters, are both growing concerns, and demand for clean technologies is growing as a result of this. There is also a need to strengthen the benefits that mining activities have for regional development.

Solutions are being sought for improving profitability and productivity through the renewal of technologies and procedures. Efficiency is being sought through measures including the better utilisation of data, as well as digitalisation and the industrial internet, by combining physical activities with models of planning and steering. The state of the

Finland is known and recognised around the world for its technological skills and knowledge in the field, and for good reasons. The foundation for this is its strong mineral cluster in which the suppliers of mining industry technology and services operate. It is an important part of Finnish economic life, and we want to strengthen it further. Its skills and knowledge and its competitiveness are improved through the Green Mining programme of the Tekes, the Finnish Funding Agency for Innovation, whose aim is to raise Finland to the status of a global pioneer of an ecologically efficient minerals industry by 2020. he FEM – Fennoscandian Exploration and Mining –conference is bringing the players and stakeholders of the industry together for the tenth time already. It is a sign of the importance of dialogue and exchange of ideas now that declining prices of metals, increased environmental demands, and pressures of social acceptability are pushing the mining sector to change. The mining industry has had to adapt its activities to lower prices and a decline in demand. Securing competitiveness requires measures that make it possible to improve efficiency and keep costs down, while at the same time preparing for the rise that follows a slump.

The growth programme of the mining industry has been launched among the first, offering possibilities for internationalisation both for Finnish technology suppliers and growth companies that offer solutions. Another challenge for mining activities is the social acceptability and responsibility of the activity. In Finland mining research involving the social sciences has, in recent years, reinforced the multidisciplinary approach needed in the field of mining, and has produced research information for a "social operating licence". Practical applications have also been developed actively at the corporate level. A voluntary Network for Sustainable Mining comprising industry and stakeholders and its activities are raising international interest. There is a need to find operating methods that have been jointly recognised as good, and tool kits for the sensible coor-

dination of different interests. The goal of a mining industry that is compatible with sustainable development is also supported by EIT Raw Materials – the European Knowledge and Innovation Community, which is funded by the European Institute of Innovation & Technology (EIT), which activates the commercialisation of research results and supports the founding of new companies with the aim of new corporate activities in the field of minerals. Of the six locations of the concentration, one is located on the Espoo technology campus in Otaniemi. Investments into exploration are declining for a third year running, and this is the case in Finland as well. A persevering search for ore is nevertheless a basic requirement for mining activities in the future, and an investment into the raw material supply for future generations. Kaivosteollisuuden uudistuminen luo mahdollisuuksia Suomelle

EM – Fennoscandian Exploration and Mining –konferenssiin kokoontuu jo kymmenennen kerran alan toimijat ja sidosryhmät. Se on merkki vuoropuhelun ja ajatusten vaihdon tärkeydestä nyt, kun laskevat metallien hinnat, lisääntyneet ympäristövaatimukset ja sosiaalisen hyväksyttävyyden paineet ajavat kaivosalaa muuttumaan. Kaivosala on joutunut sopeuttamaan toimintaansa hintojen ja kysynnän laskuun. Kilpailukyvyn varmistaminen vaatii toimenpiteitä, joilla parannetaan tehokkuutta ja pidetään kustannukset kurissa, mutta samalla valmistaudutaan laskusuhdannetta seuraavaan nousuun. Kannattavuuden ja tuottavuuden parantamiseen haetaan ratkaisuja teknologioista ja toimintatapojen uudistamisesta. Tehokkuutta haetaan mm. datan paremmalla hyödyntämisellä sekä digitalisaation ja teollisen internetin avulla yhdistämällä fyysiset toiminnot suunnittelu- ja ohjausmalleihin. Ympäristön tila ja erityisesti kaivosvesien laadukas hallinta ovat kasvavia huolenaiheita ja tämän seurauksena puhtaiden teknologioiden kysyntä kasvaa. Myös kaivostoiminnan hyötyjä alueelliseen kehitykseen on tarpeen vahvistaa.

Suomi on maailmalla syystä tunnettu ja tunnustettu alan teknologisesta osaamisestaan. Sen perustana on vahva mineraaliklusteri, jossa kaivosteollisuuden teknologia- ja palvelutoimittajat toimivat. Se on tärkeä osa Suomen talouselämää ja sitä halutaan edelleen vahvistaa. Sen osaamista ja kilpailukykyä parannetaan innovaatio- ja innovaatiorahoituskeskus Tekesin Green Mining –ohjelmalla jonka tavoite on nostaa Suomi ekotehokkaan mineraaliteollisuuden globaaliksi edelläkävijäksi vuoteen 2020 mennessä. Julkishallinnon ja alan kaivoksista metallien ja kiviaineksen kierrätykseen kattavassa arvoketjussa on identifioitu toimenpiteitä joilla vahvistetaan alan sosiaalisen, taloudellisen ja taloudellisen kestävän kehityksen polkuja. Viennin edistämis- ja rahoitusorganisaatioiden yhteisissä kasvuohjelmissa panostetaan teknologiayritysten viennin edistämiseen. Kaivosteollisuuden kasvuohjelma on käynnistynyt ensimmäisten joukossa tarjoten kansainvälistymismahdollisuuksia sekä suomalaisille teknologiatoimittajille että ratkaisuja tarjoaville kasvuyrityksille. Kaivostoiminnan haasteena on myös toiminnan sosiaalinen hyväksyntä ja vastuul-

lisuus. Suomessa yhteiskuntatieteellinen kaivostutkimus on viime vuosina täydentänyt kaivosalalla tarvittavaa monitieteisyyttä ja tuottanut ”sosiaalisesta toimiluvasta” tutkimustietoa. Käytännön sovelluksia on kehitetty aktiivisesti myös yritystasolla. Teollisuudesta ja sidosryhmistä koostuva vapaaehtoinen Kestävän kaivostoiminnan verkosto ja sen toiminta herättävät kansainvälistä kiinnostusta. On tarpeen löytää yhteisesti hyväksi koettuja menettelytapoja ja työkalupakkeja eri intressien mielekkäälle yhteensovittamiselle.

Turhan sääntelyn perkaamisella ja lupaprosessien sujuvoittamisella edistetään elinkeinon kehittymistä. Tässä työssä ympäristönsuojelun tavoitteista ei tule kuitenkaan tinkiä. Ympäristöllisen ja yhteiskunnallisen vastuun vahva noudattaminen ovat keskeisiä menestystekijöitä kaivosyhtiöille sekä Suomessa että maailmalla.

Tavoitetta kestävän kehityksen mukaisesta kaivosteollisuudesta tukee myös Euroopan innovaatio- ja teknologiainstituutin (EIT) rahoittama EIT Raw Materials – the European Knowledge and Innovation Community, joka aktivoi tutkimustulosten kaupallistamista ja tukee uusien yritysten perustamista tavoitteena mineraalialan uusi yritystoiminta. Keskittymän kuudesta toimipaikasta yksi sijaitsee Espoon Otaniemen teknologiakampuksessa.

FEM on kasvanut kuluneiden 20 vuoden aikana Pohjois-Euroopan merkittävimmäksi alan kohtaamispaikaksi. Tapahtuma korostaa Lapin keskeistä roolia Euroopan raaka-ainehuollossa. Onnittelen järjestäjiä pitkäjänteisestä ja tuloksellisesta työstä ja toivotan antoisia ja tuloksekkaita seminaaripäiviä.

and a strong responsibility for the environment. Eliminating unnecessary regulation and streamlining the licensing processes advances the development of the business. However, in this process, we must not compromise on the goals of environmental protection. Strongly adhering to environmental and social responsibility are central factors in success for mining companies both in Finland and around the world. In the past 20 years FEM has grown to be the most important meeting place in Northern Europe. The event emphasises the key role that Lapland has in the raw material supply of Europe. Sustainable extractive industry through a national action plan

he “Making Finland a leader in the sustainable extractive industry” action plan was launched on 29th April 2013. The dialogue between the industry and its stakeholders began with a round table discussion, where a common vision was established. The discussion was chaired by the Prime Minister Jyrki Katainen, Minister of Economy Jan Vapaavuori, Minister of Labour Lauri Ihalainen and Minister of Environment Ville Niinistö. Round table was followed by ten expert working groups that consisted of more than 150 experts representing industry, academia, research organizations, NGOs and administration. The groups prepared concrete proposals for measures, and an action plan consisting of 35 proposals was prepared.

stakeholders. The measures taken in the field of administrative processes have been the study of permitting processes and of land use planning processes. This study serves even one of the objectives set in Prime Minister Sipilä´s Government Programme: Structural reforms and Government measures aimed at reducing regulation and red tape will influence operating conditions for businesses. Several actions have been taken or are ongoing even when it comes to environmental safety of the mines. Two guidebooks published by the Ministry of Employment and the Economy have been updated: Exploration in protected areas, the Sámi homeland and reindeer managing area, and Environmental Impact Assessment Procedure for Mining Projects in Finland. These guidebooks can be found in the internet in Finnish and in English. In the field of education and knowledge several projects have been carried out by different actors. Some projects are ongoing. The report on the need for workforce and knowhow in natural stone, aggregates and mining industries and the observations made in the related service sector has been delivered to a working group in the Ministry of Education and Culture that proactively coordinate and prepare for the educational needs. A research strategy for Finnish extractive sector was prepared by the industry together with research institutes and academia. The strategy was published in April 2015. Sustainable growth and global business lies on research and knowledge, and requires deepening of core know-how, development of research and pilot infrastructure and the effective use of that as well as cooperation and networking both nationally and internationally. International cooperation is done both on Nordic and European level. Additionally

there is bilateral cooperation with certain countries. Mining is an important issue even within Arctic and Barents cooperation. When it comes to European Union and promotion of the Finnish agenda, the ministry has had activities where cleantech, bioeconomy, resource efficiency and mining have been combined. The measures on sustainable use of raw materials and circular economy, the development of operational environment and incentives and rewards are to be integrated into daily work of various agencies. The implementation of the measures can be supervised in the performance management of the agencies. The implementation of the action plan is followed not only by developments within specific measures but even with indicators reflecting the general development of the sector. Several of the indicators mentioned in the action plan the monitoring and collecting of data requires development of new processes. Efforts put to this have been very restricted so far. The implementation of the action plan continues. The coming measures deal with data management and improvements in exchange of information, the streamlining of administrative processes, promoting of export and investments, development of knowledge including education and implementation of research strategy, and of course the ever so important international cooperation.

Toimenpideohjelmalla kestävää kaivannaisteollisuutta

estävän kaivannaisteollisuuden toimintaohjelma julkistettiin 29.4.2013. Ohjelmaa lähdettiin työstämään pääministeri Jyrki Kataisen, elinkeinoministeri Jan Vapaavuoren, työministeri Lauri Ihalaisen ja ympäristöministeri Ville Niinistön johdolla käytyjen pyöreän pöydän keskustelujen seurauksena syksyllä 2012. Kymmenessä asiantuntijatyöryhmässä yli 150 asiantuntijaa eri organisaatioista pohti kestävän kaivannaisteollisuuden elementtejä eri näkökulmista ja työsti ehdotuksia. Ehdotusten pohjalta koostettiin 35 konkreettista toimenpidettä sisältävä toimenpideohjelma.

Ohjelmassa on teollisuuden omia, vapaaehtoisia toimenpiteitä yhteiskunnallisen hyväksyttävyyden saavuttamiseksi. Toimintaympäristöä kehitetään hallintoon, koulutukseen ja infrastruktuurin liittyvillä toimenpiteillä. Näissä toteuttamisvastuu on pitkälti julkissektorilla. Lisäksi ohjelma sisältää kansainväliseen yhteistyöhön, viennin edistämiseen, tiedon hallintaan sekä tiedon ja kokemusten vaihtoon liittyviä toimenpiteitä. Näissä toimenpiteissä kaikki toimialaan liittyvät osapuolet ovat vastuussa toteutuksesta. Toimenpiteet on esitetty toteutettavaksi vuoteen 2019 mennessä.

Hallinnon kehittämisen kokonaisuudessa on tarkasteltu lupa- ja kaavoitusmenettelyjen toimivuutta sekä kaivosten ympäristöturvallisuutta. Tehty selvitys palvelee myös Sipilän hallituksen hallinnon sujuvoittamistavoitteita. Työ- ja elinkeinoministeriön julkaisemista oppaista, ”Opas malminetsintään suojelualueilla sekä saamelaisten kotiseutualueella ja poronhoitoalueella” sekä ”Opas kaivoshankkeiden ympäristövaikutusten arviointiin”, on julkaistu uudet, päivitetyt versiot. Nämä julkaisut löytyvät sekä suomen että englanninkielisinä verkosta niin ministeriön kuin kaivosviranomaisenkin sivuilta.

Ohjelman toteutusta on 2013-2015 ohjannut kestävän kaivannaisteollisuuden ohjausryhmä, jossa on teollisuuden, hallinnon ja eri sidosryhmien laaja edustus. Ohjausryhmän puheenjohtajana on toiminut kansliapäällikkö Erkki Virtanen (TEM) ja varapuheenjohtajana kansliapäällikkö Hannele Pokka (YM). Toimintaohjelman toteutus käynnistettiin priorisoiden hallinnon

Teollisuuden vapaaehtoisten toimien toteuttaminen on yritysten vastuulla. Toteutuksen edistämisestä, koordinoinnista ja raportoinnista ovat vastanneet kunkin alatoimialan teollisuusjärjestöt (Kaivosteollisuus ry, Infra ry, Kiviteollisuusliitto ry ja Metallinjalostajat ry). Suomessa kaivosteollisuus ja sen sidosryhmät tekevät tiivistä yhteistyötä Kestävän kaivostoiminnan verkostossa. Toukokuussa 2014 perustettu verkosto tarjoaa neutraalin foorumin kaivosalan ja sen sidosryhmien väliselle vuorovaikutukselle.

Vienninedistämistoimien suunnittelun pohjaksi valmistui keväällä 2014 Suomen kaivannaisalan teknologian ja palvelujen tarjooman selvitys. Finpron vetämä kaivosteollisuuden teknologiaviennin ja Suomeen sijoittuvien investointien edistämisen kolmivuotinen kasvuohjelma käynnistyi vuoden 2015 alussa. Ohjelman tavoitteena on edistää kaivosklusterin liikevaihdon kasvua, luoda uusia kansainvälistymiskykyisiä yrityksiä ja synnyttää uusia työpaikkoja.

Ohjelman puitteissa tehdään kohdennettuja aktiviteetteja ja toteutetaan ne järjestäytyneesti ja tavoitteellisesti. Kasvuohjelma sisältää sekä suomalaisten kaivosteknologian PK-yritysten kansainvälistämisen ja viennin kasvattamisen että ulkomaisten investointien hankinnan Suomeen. Kasvuohjelma toteutetaan Team Finland yhteistyönä valituissa kohdemaissa. Koulutukseen ja osaamiseen liittyviä hankkeita on eri toimijoiden toteuttamina ollut useampia. Osa hankkeista jatkuu edelleen. Jo valmistunut selvitys ”Työvoiman ja osaamisen tarve kivi-, kiviaines- ja kaivosteollisuudessa sekä niiden palvelutuotannossa” on toimitettu edelleen opetus- ja kulttuuriministeriöön ja selvityksen havaintoja hyödynnetään koulutustarpeiden ennakointi- ja koordinointityössä. Suomen kaivannaisalan tutkimusstrategiaa laadittiin yhteistyössä alan tutkimuslaitosten ja teollisuuden kanssa. Valmistelutyössä hyödynnettiin muun muassa verkkokyselyä. Strategia julkistettiin 21.4.2015. Tutkimukseen ja osaamiseen tukeutuva kestävän kasvun ja globaalin liiketoiminnan syntyminen edellyttää muun muassa ydinosaamisen syventämistä, tutkimus- ja pilotointi-infran kehittämistä ja sen tehokasta hyödyntämistä sekä yhteistyötä ja vahvaa verkottumista. Kansainvälistä yhteistyötä toteutetaan sekä pohjoismaisella että EU-tasolla. Lisäksi kahdenvälisten sopimusten puitteissa on yhteistyötä käynnissä muutamien muiden maiden kanssa. Kaivannaisalalla on merkittävä rooli myös niin arktisen alueen kuin Barentsin alueenkin yhteistyössä. Kaivannaisalan asioihin liittyvää EU –vaikuttamista on toteutettu TEM:ssä yhteistyössä cleantech-, metsä-/biotalous- ja materiaalitehokkuusohjelmien kanssa.

Toimenpiteet, jotka liittyvät kestävään raaka-aineiden käyttöön ja kiertotalouteen, toimintaympäristön kehittämiseen sekä kannustaminen ja palkitseminen integroidaan eri virastojen normaaliin toimintaan ja niitä seurataan mm. asianomaisten virastojen tulosneuvotteluissa. Ohjelman toteutumista ja vaikuttavuutta seurataan toimenpiteiden edistymisen lisäksi alan yleistä kehitystä mittaavilla indikaattoreilla. Useiden toimintaohjelmassa mainittujen indikaattoreiden kohdalla mittareiden ja seurantatiedon kerääminen edellyttää uusien menettelyjen kehittämistä. Mittareiden ja seurantatiedon kehittämiseen on panostettu toistaiseksi varsin rajallisesti. Toimenpideohjelman toteutus jatkuu. Tulevat toimenpiteet liittyvät tiedonhallinnan ja -kulun kehittämiseen ja hallinnon sujuvoittamiseen. Viennin ja investointien edistäminen on nykyisessä taloustilanteessa keskeistä. Osaamisen kehittäminen mukaan lukien sekä koulutuksen kehittämisen toimet että tutkimusstrategian toimeenpano ovat tärkeitä, jotta olemme ”valmiina” kun alan sykli kääntyy ylöspäin. Toimialan globaali luonne edellyttää jatkuvaa satsausta kansainväliseen yhteistyöhön ja sen edistämiseen. Jotta toimenpideohjelman vaikuttavuudesta saataisiin selkeää seurantatietoa, tullaan indikaattoreiden ja mittareiden kehittämiseen panostamaan jatkotyössä. he Finnish mining boom of the early 21st century is over. The global economic situation has had a negative impact on the growth prospects in the field, and the unfortunate case of Talvivaara has stained its image. However, the occasional attempts to paint the extractive field as something in its twilight are completely unfounded. Examination of the history of the extractive field reveals its sensitivity to trends – even in Finland, it has been declared on several occasions that there are no more ore deposits in our country that can be profitably exploited. Nevertheless, our soil is rich; we already know of many promising ore deposits in different parts of Lapland, and I dare say that there are many more we have yet to find. This national wealth, which has formed over billions of years, can stand to wait for better economic times. Now we just have to be patient and take advantage of the time we have: We must keep education in the field strong, shape up the licensing processes, facilitate efficient ore prospecting and invest in new technology. The decision that was made a little over a month ago to freeze the Sokli project was regrettable for the entire national economy and for Eastern and Central Lapland in particular. The examples of Sodankylä and Kittilä show the kind of growth thrust that large investments can give to the regional economy and how they can enable new business and growth. Lapland, and Eastern Lapland in particular, could definitely have used this kind of boost right now. However, the ore deposit in Sokli is still there and will remain. Despite the big and unfortunate news in the field, we must keep in mind that all three mines operating in Lapland have made significant investments recently and have relatively stable outlooks. The field has also taken great leaps forward in the areas of environmental and social responsibility. I am especially pleased about the recently established Network for Sustainable Mining; led by its chairperson, Permanent Secretary Hannele Pokka, and Secretary General Eero Yrjö-Koskinen, it has done great work towards introducing new operational models. So the extractive field does have faith in the future. Here in Lapland, we are not content to just monitor the progress of individual projects but we also strive to accomplish things on the strategic level. Based on

clusters that utilise the natural strengths of the areas in an innovative way. We have launched several projects to implement the targets set for the model areas. Their target group includes industrial and mining service businesses and the essential interest group of industrial and mining customers or processors of natural resources. Functioning mines and active exploration form the framework of the cluster. We are now striving to systematically support the competitiveness, growth and internationalisation of the small and medium-sized service companies operating in the field. In addition to development on the strategic level, safeguarding the operating conditions of the field on a practical level remains a challenge in the field. This is the right time to act: Juha Sipilä’s Government Programme named the improvement of licence processes as one of its central aims, along with promoting new growth and making nature policy fair and open. Many questions culminate in the latter challenge. Approximately 10 per cent of the area of Finland is protected, and in Lapland the figure is over 50 per cent. We have now, with good cause, been roused to ask about the future situation of the protected areas – what is their utility value to the people of Lapland and what can be done in them? It is on these topical themes that we are meeting here in Levi once more at the 10th Fennoscandian Exploration and Mining conference. The event has grown in size, become more international and always evolved with the times. I hope that this time, too, we can reflect on the future of the field and the ingredients of success throughout the Fennoscandian region together here at Levi – learning from history and believing in the future! Kittilä is the home of tourism and mining

years ago, Kittilä was a very ordinary rural municipality in the wilds of Lapland. The population earned their money from agriculture and forestry, some light industry, construction, commercial services and public services in line with a municipality of 5 000 inhabitants. Tourism was in its infancy.

Then it started to happen. Matti Huuskonen, the then Chairman of the Union of Technicians became interested in developing the centre of Levi. The opening of Levi Spa represented the dawning of a new era of tourism. This was brought about by the combined efforts of local entrepreneurs, professional unions and the local municipality. In a couple of decades, Levi was racing

to be first among downhill ski centres. After that, we are no longer talking about just ski centre, rather an all-year-round international tourist centre. This development, of course, the airport nearby has been a key factor. So, over the course of 20 or so years, Kitillä has developed radically from a traditional rural municipality into a strong tourism co-operative.

Kittilä is in a very strong position with regard to employment, compared with other rural municipalities in Lapland, comparable only with Sodankylä, which is also a mining county.

And the change continues. In 2006, construction work began on Suurikuusikko gold mine, Canadian company Agnico begain mining operations in 2009. So Kittilä learned how to be a mining county, in addition to a tourist destination.

It is also expected that many workers who commute from elsewhere will eventually settle in Kittilä. I believe this will be the case. The Gold Mine is a gold mine for the county in many ways. Effects such as population growth, activity and increase in tax revenue are generally acccepted impacts. But there are a couple of other important consequences too. First, the mining company is exemplary

in its co-operation and interaction with the tourism industry. There is regular contact between Agnico Eagle and the tourism industry, setting a prime example of what can be achieved with co-operation. Secondly, the mining company has brought to Finland a new standard of quality requirements. Their high standards run throughout the entire organization. This is the future requirement for all those companies that operate in an open competitive market. Kittilä is now a strong tourism and mining county. Kittilä on matkailu- ja kaivoskunta

vuotta sitten Kittilä oli aivan tavallinen maaseutukunta Lapin perukoilla. Väestö sai toimeentulonsa maa- ja metsätaloudesta, pienteollisuutta oli jonkun verran, rakentaminen oli tasaista, kauppapalvelut sekä julkiset palvelut olivat tavanomaisen 5 000 asukkaan kunnan tasolla. Matkailu oli alkutekijöissään. Sitten alkoi tapahtua. Teknisten Liiton puheenjohtaja Matti Huuskonen saatiin kiinnostumaan Levistä. Levin kylpylä edusti uutta matkailuaikaa. Iso pyörä oli yrittäjien, ammattiliittojen ja kunnan yhteisponnistuksin saatu liikkeelle. Parissakymmenessä vuodessa Levi porhalsi laskettelukeskusten ykköseksi. Ja sen jälkeen emme enää puhu laskettelukeskuksesta vaan ympärivuotisesta kansainvälisestä matkailukeskuksesta.

Tässä kehityksessä luonnollisesti lentokenttä on ollut keskeinen tekijä. Siis parissakymmenessä vuodessa Kittilässä tapahtui radikaali kehitys perinteisestä maaseutukunnasta vahvaksi matkailukunnaksi. Mutta muutos on jatkunut senkin jälkeen. Vuonna 2006 alkoi rakennustyöt Suurikuusikossa kultakaivoksen pystyttämiseksi. Kanadalaisen Agnico Eaglen kultakaivos aloitti toiminnan 2009. Tämän myötä Kittilän piti opetella olemaan matkailukunnan ohella myös kaivoskunta. Kuudessa vuodessa on tapahtunut paljon. Kaivos työllistää ympärivuotisesti runsaat 600 työntekijää ja kesällä työntekijöitä on parhaimmillaan noin 950. Tällä hetkellä työntekijöistä 52 % asuu Kittilässä ja yli 90 % Lapissa. Kittilän työpaikkaomavaraisuus onkin Lapin maaseutukunnista aivan omaa

luokkaansa Sodankylän ohella – kaivoskuntia molemmat. Lienee myös odotettavissa, että 52 % ei ole katto vaan lähivuosina monet muualta pendelöivät muuttavat Kittilään ja prosenttiluku kasvaa. Näin uskon. Kultakaivos on kultakaivos monessakin mielessä. Verotulot ja yleinen toimeliaisuus sekä väkiluvun kasvu ovat yleisesti tunnettuja tosiasioita. Mutta on pari muutakin asiaa, jotka ovat merkittäviä yleiseltä kannalta. Ensiksi: kaivosyhtiö on esimerkillisesti toiminut yhteistyössä ja vuorovaikutuksessa matkailuelinkeinon kanssa. Vuorovaikutus on säännöllistä ja lienee niin, että Agnico Eaglen ja matkailuväen yhteistoiminta käy malliesimerkiksi laajemminkin. Toiseksi: kaivosyhtiö on tuonut Suomeen uuden standardin ja tason laatuvaatimuksille. Korkean laadun vaatimus käy läpi koko

organisaation. Tämä on tulevaisuuden vaade kaikille niille yrityksille, jotka toimivat avoimilla kilpailluilla markkinoilla. Kittilä on nyt vahva matkailu- ja kaivoskunta. Kunnan asenteesta ja sitoutumisesta ei ole epäilystä. Me tuemme kaikin käytettävissä olevin keinoin molempia kivijalkojamme.

The Effects of Mining in Sodankylä

ith the opening of the Kevitsa mine in the municipality of Sodankylä, the population began to increase in 2010. Our town’s image has become significantly more international. Many of those returning wonder whether this is the same quiet, compact as ten years ago. The atmosphere in the town is livelier and more attuned to the future than in years. The municipality’s population increased because of mining activities until 2013, but last year it began to fall again. Immigration as a consequence of mining has not been enough to offset the decline in population due to aging. A decrease of employment in other sectors has also contributed to the downturn. However, at the beginning of this year, the municipality had over 600 more people than the forecast Statistics Office had estimated.

Sodankylä’s municipal tax revenues have grown faster than any other county. For example, between 2013 - 2014 tax revenue growth totalled 2.4 million, representing an annual rise of 7.4%. In the corresponding period in Finland, the average municipal tax revenues rose only 1.4%. I believe that in additional to creating jobs, the multiplier effects of the Kevitsa mine have a positive impact on the development of the regional economy, and thus municipal tax revenue. We can only guess what the tax revenue in the municipality would look like without the jobs that Kevitsa has brought. I think that criticism of the mine comes from a lack of public knowledge mixed with fear of environmental pollution. Foreign mining companies have been criticised over the fact that they do not pay taxes in Finland. A surprising number of state-owned companies actually pay little or no taxes at all in

their home country, mining companies are therefore not exceptions in this case. The protracted period of global economic recession in which we now find ourselves, has also affected the mining industry. Demand for raw materials has decreased and, in particular copper and nickel prices are lower than in decades. Can we afford to weaken the opportunities for the mining companies further, solely on the basis of ignorance or prejudice? In my opinion, enhancing the dialogue between the general public and other stakeholders would contribute to the emergence of mutual trust and thus enable the development of the mining industry in Finland. People increasingly need reliable information on mines and their operation. Misunderstanding and even conflict can arise from misinformation. I participated in the Network for Sustainable Mining as a representative and trustee of So-

dankylä. The Network's vision is that Finland has the opportunity to become a pioneer of accountability in the mining sector. The aim is to improve the conditions for sustainable mining in Finland. Mining operations can be carried out responsibly, taking into account the needs of other industries, people and nature. The network also disseminates a variety of information about mining activities. The newly completed Corporate Social Responsibility report contains information on –among other things- the impact of mining on neighbouring regions, company’s pay, community taxes, emissions into the environment, industrial safety and mining company’s cooperation with stakeholders. Kaivostoiminnan vaikutukset Sodankylässä

evitsan kaivoksen avaamisen myötä Sodankylän kunnan väestömäärä kääntyi kasvuun vuonna 2010. Kyläkuvamme on vilkastunut ja kansainvälistynyt merkittävästi. Moni paluumuuttaja ihmetteleekin, onko kyseessä sama hiljainen taajama kuin kymmenisen vuotta sitten. Tunnelma Sodankylässä on virkeämpi ja tulevaisuuteen suuntautuneempi kuin vuosiin. Kaivostoiminnan lisääntymisen myötä kunnan väkiluku kasvoi vuoteen 2013 saakka, mutta viime vuonna se kääntyi taas laskuun. Pelkästään kaivosten edesauttama paikkakunnalle muutto ei ole riittänyt tasoittamaan väestön vanhenemisesta johtuvaa väkiluvun laskua. Myös muilta toimialoilta vähentyneet työpaikat ovat osasyy negatiiviseen kehitykseen. Kuluvan vuoden alussa kunnassa oli kuitenkin yli 600 asukasta enemmän kuin tilastokeskuksen tekemässä ennusteessa aikoinaan arvioitiin.

Sodankylän kunnan verotulot ovat kasvaneet muuta maata nopeammin. Esimerkiksi vuosina 2013 – 2014 verotulojen kasvu oli yhteensä 2,4 miljoonaa euroa, eli vuosittaista nousua kertyi 7,4 %. Vastaavana ajanjaksona Suomessa keskimäärin kuntien verotulot nousivat vain 1,4 %. Uskon, että juuri Kevitsan luomat työpaikat ja kaivoksen kerrannaisvaikutukset aluetalouteen näkyvät kunnan hyvänä verotulokehityksenä. Voimme vain arvailla, miltä verotulojen kehitys kunnassa näyttäisi ilman Kevitsan tuomia työpaikkoja. Kritiikki kaivostoimintaa kohtaan johtuu mielestäni sekä suuren yleisön tiedon puutteesta että ympäristöön kohdistuvien haittojen pelosta. Ulkomaisia kaivosyhtiöitä kritisoidaan myös siitä, etteivät ne maksa veroja Suomeen. Yllättävän moni valtionyhtiökään ei maksa veroja lainkaan kotimaahan tai maksaa veroja hyvin vähän, kaivosyhtiöt ei-

vät siis ole tässä asiassa poikkeuksia. Pitkään jatkunut globaali talouslama näkyy omalta osaltaan myös kaivosteollisuudessa. Raaka-aineiden kysyntä on vähentynyt ja muun muassa kuparin ja nikkelin hinnat ovat alempia kuin vuosikymmeniin. Onko meillä varaa heikentää kaivosyhtiöiden mahdollisuuksia entisestään pelkästään tietämättömyytemme tai ennakkokäsitystemme perusteella? Mielestäni yleisen tiedon ja eri sidosryhmien välisen vuoropuhelun lisääminen edesauttaisivat keskinäisen luottamuksen syntymistä ja siten mahdollistaisivat myös kaivosteollisuuden kehittymistä Suomessa. Ihmiset tarvitsevat yhä enemmän luotettavaa tietoa kaivoksista ja niiden toiminnasta. Luulon varassa syntyy herkästi väärinymmärryksiä ja jopa konflikteja. Olen osallistunut Kestävän kaivostoiminnan verkoston toimintaan Sodankylän edustajana ja edunvalvojana. Verkoston vision

mukaan Suomella on mahdollisuus nousta vastuullisuuden edelläkävijäksi kaivosalalla. Tavoitteena on kehittää kestävämmän kaivostoiminnan edellytyksiä Suomessa. Kaivostoimintaa voidaan harjoittaa vastuullisesti huomioiden muiden elinkeinojen, ihmisten sekä luonnon tarpeet. Verkosto välittää myös monipuolista tietoa kaivostoiminnasta. Vastikään valmistunut yhteiskuntavastuuraportti sisältää tietoa muun muassa kaivostoiminnan vaikutuksista lähialueisiin, yhtiöiden maksamista yhteisöveroista, kaivosten ympäristöpäästöistä, työturvallisuudesta sekä kaivosten yhteistyöstä sidosryhmien kanssa. Sodankylän kunta toivoo uudistusta kaivoslakiin Sodankylän kunta on jättänyt Suomen elinkeinoministeri Olli Rehnille kirjeen, jossa kunta esittää kaivoslain päivittämistä. Sodankylä on merkittävä kaivospaikkakunta Suomessa. Kunnassa sijaitsee louhosmäärältään Suomen suurin toiminnassa oleva kaivos, Kevitsa. Lisäksi alueella on lukuisia lupaavia malmiesiintymiä. Sodankylän kunta on tuonut esille sen, ettei nykyinen kaivoslaki ole kaikilta osiltaan ajantasainen. ”Julkisuudessakin on esitetty, että kaivoslakia tullaan mahdollisesti päivittämään. Mielestämme huomiota tulisi kiinnittää erityisesti seuraaviin asioihin: kaivostoiminnan sosiaaliseen hyväksyttävyyteen kaivosten elinkaariajatteluun kaivosten edellyttämien liikenneyhteyksien parantamiseen kaivostoiminnan lupakäytäntöjen nopeuttamiseen”, Sodankylän kunnan kirjelmässä todetaan. Sodankylän kunnan edustaja on ollut mukana kunnan edustajana kaivosten YVA-oppaan työryhmässä. Kaivoslain mahdollinen päivittäminen olisi jatkoa YVA-oppaan laatimiselle. Sodankylän kunta toivookin, että kaivoslain päivittäminen käynnistyisi ja päivitystä valmistelevaan työryhmään nimettäisiin edustaja Sodankylän kunnasta. Sodankylän kunta on esittänyt elinkeinoministeri Rehnille kutsun tulla tutustumaan Sodankylän kunnan alueen kaivosteollisuuteen ja muuhun elinkeinotoimintaan.

Mining in a reindeer herding area – a co-ordination challenge

apland is a vast province, so they say. With regard to the mineral potential of Northern Finland, a mining operator may be forgiven for thinking that – on first glance – there is no hindrance to mining here. There are few human inhabitants, and with luck the tourist centres are situated far from the beaten track. However, Northern Finland is an area open for business based on large-scale land use. In particular, these remote and wild regions are vital to reindeer herding. It starts with a proposal to mine in a reindeer herding area. This leads to land-use planning discussions, using all kinds of magic words. Then, faster than you can pull a rabbit out of a hat, you’re talking about co-ordination. The reindeer herding business is rather enigmatic and invisible to those not in the know. Even to residents in a reindeer herding area, the whole business is slightly shrou-

ded in mystery. There are currently two mines operating in Finland within reindeer husbandry areas, with other projects pending. Working with the mines, the reindeer herding co-operatives have had the experience of how their industry needs to adapt to newcomers, and how to co-ordinate on a practical level. It requires reindeer herders to be very flexible, because mining in certain to bring extra work. Changes in land use in and around the mine, mean substantial pasture areas become off limits for grazing. Natural routes and assembly points will change, which in turn affects the state and use of the pastures in which the herders work. The mine’s tailings areas are attractive to insects, benefitting the reindeer by drawing the insects away from them. A more specific impact is the increase in heavy traffic, and therefore accidents involving reindeer, particularly for the owners who graze the land in which the mine is

located. Losses may become unsustainable, leading to the question of whether business can be maintained. In addition, mines have effects that are not yet sufficiently understood: for example, the impact of dust from mining on reindeer fodder, or the image of reindeer meat if there is a possibility of uranium contamination from ore. There are no two mining projects exactly alike: ore deposits are different sizes and processes vary. Furthermore, there is also no two reindeer herding co-operatives the same. Reindeer husbandry practices and herding conditions are different in different herding co-operatives. The first step in co-ordination is to admit that mining activities will inevitably have a significant impact on a reindeer herding area. The second step is to understand the processes involved in the exploration phase. Impact forecasting and monitoring is carried out in collaboration with the herding co-operative. The negotia-

tions must search for solutions to alleviate the effects of mining on reindeer husbandry. However, even if the husbandry practices in the area are restructured, it is not possible to eliminate all the drawbacks, and the negotiations also address possible compensation for harm caused. It may also be that for some projects, co-ordination with the area’s reindeer herders is impossible. In that case, it is useless to talk of co-ordination and a reason to stop. Alongside legislative issues is the barometer of social values and attitudes. Open, honest and sympathetic co-ordination is essential in this equation to bring about meaningful co-operation. Pohjoinen Suomi on kuitenkin aluetta, jolla harjoitetaan laajaalaiseen maankäyttöön perustuvaa elinkeinotoimintaa. Erityisesti syrjäiset ja erämaiset alueet ovat poronhoidon kannalta elintärkeitä. Kaivoksesta haaveileva havahtuu astelevansa poronhoitoalueella. Ja silloin tuo maankäytön suunnittelussa paljon viljelty taikasana vedetään keskusteluun yleensä nopeammin kuin jänis hatusta: aletaan puhua yhteensovittamisesta. Poronhoito on sitä tuntemattomalla jokseenkin näkymätön elinkeino, jopa poron-

hoitoalueella asuville elinkeinon toimintatavat ovat usein hieman mystisen hämärän peitossa. Suomen poronhoitoalueella on tällä hetkellä kaksi toimivaa kaivosta ja useampi vireillä oleva kaivoshanke. Toimivien kaivosten paliskunnista on kokemusta siitä, millä tavalla elinkeinon on sopeuduttava tulokkaaseen, mitä yhteensovittaminen oikein käytännön tasolla on. Se vaatii poronhoitajilta taipuisaa selkärankaa, sillä kaivostoiminta tuo tullessaan varmasti lisätyötä. Porojen laidunten käyttö muuttuu ja kaivoksen ympärille muodostuu laajahko välttämisalue, jolla porot eivät enää laidunna. Porojen luontaiset kulkureitit ja kokoontumispaikat muuttuvat. Tämä vaikuttaa edelleen sekä laidunten tilaan ja käyttöön että poronhoitotöihin kokonaisuutena. Kaivosten rikastushiekka-alueet houkuttavat poroja kesäisin räkkää pakoon, mikä koituu toisinaan porojen kohtaloksi. Kaivos lisää etenkin raskasta liikennettä ja sitä myöten porokolareita. sesti niille poronomistajille, joiden laidunmaille kaivos sijoittuu. Menetykset voivat kasvaa kestämättömän suuriksi, jolloin poroelinkeinon harjoittamisen mahdollisuus loppuu. Lisäksi kaivoksilla on vaikutuksia, joita ei vielä riittävästi tunneta: esimerkiksi pölyn vaikutus ympäristöön ja porojen ravintoon tai uraania sisältävän malmin louhinnan vaikutus poronlihaan ja sen imagoon. Kahta samanlaista kaivoshanketta ei ole. Malmiot ovat erilaisia, kokoluokat ja prosessit vaihtelevat. Ei ole myöskään kahta samanlaista poronhoitoyhteisöä, eli paliskuntaa. Poronhoitokäytännöt ja poronhoidon olosuhteet ovat eri paliskunnissa erilaiset. Yhteensovittamisen ensiaskel on myöntää, että kaivostoiminnalla on väistämättä merkittäviä vaikutuksia alueen poronhoitoon. Toinen askel on ymmärtää yhteensovittaminen kaivostoiminnan mittaisena prosessina, malminetsintävaiheesta alkaen. Vaikutusten ennakointi ja seuranta tehdään yhdessä asianosaisen paliskun-

nan kanssa. Neuvottelemalla etsitään ratkaisut, joilla vaikutuksia pyritään lieventämään. Poronhoitokäytäntöjä alueella on uudelleenjärjesteltävä. Kaikkia haittoja ei saada poistettua. On siis sovittava myös haittojen korvauksista. Voi myös olla hankkeita, joiden yhteensovittaminen alueen poronhoidon kanssa on mahdotonta. Tällöin puhe yhteensovittamisesta on turhaa sanahelinää, todellisuuden sievistelyä ja sellaisena syytä lopettaa. Puntariin asetetaan lainsäädännöllisten kysymysten rinnalle yhteiskunnalliset arvot ja asenteet. Avoin, tiivis ja arvostava yhteistyö on tässä yhtälössä ehdottomasti se kaikkein keskeisin muuttuja.

E. Hartikaisella on käytössä koneen ohjausjärjestelmä – fleet management system – jonka avulla hallitaan koko isoa konekalustoketjua ja tuotantoa Siilinjärvellä. Koneet lähettävät järjestelmän kautta tietoja esimerkiksi siitä, minkä laatuista malmia kulloinkin on kyydissä. Näin voidaan varmistaa esim. malmin blendaamisen oikea suhde.

Mining Interest: Kevitsa open day attracted 500 visitors

ve less criticism. A social licence is granted by the community. About five hundred people attended the open day in September in Petkula, Sodankylä. The mining company had arranged a free shuttle bus to the area, as Kevit-

sa mine is located just under forty kilometres from Sodankylä town centre. The Kevitsa open day offered the opportunity to anyone interested to inspect the mine. The bus had to register in advance for the

mine tour, which was given by the same bus that brought the passengers to the mine. On the bus journey, staff from the mine including the chief engineer and finance officers acted as tour guides, giving information about the mine. This was the second time a large, public open day was held at Kevitsa, with a separate open day event arranged for the family members of mine workers.

"We have nothing to hide " According to Alan Delaney, mine director at Kevitsa for one and a half years, the mine attracts increasing numbers of visitors. Smaller groups regularly visit, for example students in the field, and mining industry stakeholders. "When we open our doors, we show that we have nothing to hide. The social license for mining activities will be maintained during the open day "says FQM Kevitsa mine director Alan Delaney. He came to Kevitsa mine from Zambia, where there are different work practices and cultural environment than in Finland. "In Finland, located in the Arctic region, mining has been designed in such a way that it can operate with a minimum of labour, because labour is expensive in Finland. By contrast, in Africa, the mining industry is very labour-intensive" says Delaney. "Finns have to think hard and Africans have to be hard workers" Delaney says. In Zambia, the redemption of the social licence for local people must be organised often and give a greater variety of possibiilities to explore the mine than in Sodankylä. "In Finland, people are highly educated and have a lot of information about mines, for example, what kind of training is required to work in mines. Africa's mines are often visited by school groups, for example, who are told about jobs in the mines and how they provide livelihoods for the local population." Delaney explains.

Working with environmental authorities Kevitsa’s attitude has not changed significantly despite the critical situation in Kainuu - about 500 km from Sodankylä - of Talvivaara mine's environmental problems.

"I feel that the supervising authority, the Lapland Centre for Economic Development, is a partner rather than the"police", looking for possible faults. We aim to develop collaboratively, " states Delaney. The monitoring reports of Kevitsa mine are public information, for example people can check Sodankylä Municipality’s own web pages.

Experience in a variety of conditions broadens our horizons Alan, who was born and studied in Great Britain, had visited Kevitsa mine once before he started work there. "When I was here looking at how mining can be carried out with a minimum of labour, I had no idea that I would lead the mine myself so soon," Delaney says. According to him, working in such diverse conditions as 150 kilometers above the Arctic Circle, at the Kevitsa mine, and mining in Zambia has provided a broad perspective on work. "The same thing can be said of the team in Sodankylä, working with such a multinational staff: when people have experience of a wide range of conditions, different views stimulate debate and solutions to problems can be very creative and insightful," describes Delaney. Alan has had enough time in Sodankylä to experience the challenges of all four seasons. The chill and darkness of winter has become summer, when the sun shines through the night. "This summer, however, it felt like the summer never came at all," laughs Alan Delaney, enjoying the autumn sunshine. TARJA KARJALAINEN

Kaivokset kiinnostavat: Kevitsassa 500 vierasta avointen ovien päivänä

Kun ihmiset saavat oikeaa tietoa ja pääsevät näkemään, mitä kaivoksella tapahtuu, kaivoksiin suhtaudutaan vähemmän kriittisesti. Sosiaalinen toimilupa on lunastettu. Syyskuussa Sodankylän Petkulassa sijaitsevan Kevitsan kaivoksen avointen ovien päivään osallistui noin viisisataa ihmistä. Kaivosyhtiö oli järjestänyt alueelle ilmaisen bussikuljetuksen, sillä Kevitsan kaivos sijaitsee vajaan neljänkymmenen kilometrin päässä Sodankylän keskustasta. Kevitsassa avointen ovien päivä tarjosi kaikille kiinnostuneille mahdollisuuden tutustua kaivokseen. Linja-autokuljetukseen piti ilmoittautua etukäteen ja kaivosalueeseen tutustuttiin kiertoajelulla, joka tehtiin samalla linja-autolla kuin kaivokselle saavuttiin. Linja-automatkalla osanottajille kerrottiin informaatiota kaivoksesta. Bussioppaina oli kaivoksen henkilökuntaa, muun muassa pääkaivosinsinööri ja talouspäällikkö. Iso avointen ovien päivä järjestettiin Kevitsassa nyt toista kertaa. Oma tutustumispäivä on järjestetty myös kaivoksessa työskentelevien perheenjäsenille.

”Meillä ei ole mitään salattavaa” Puolitoista vuotta Kevitsan kaivoksen joh-

tajana toimineen Alan Delaneyn mukaan kaivokselle olisi koko ajan enemmän tulijoita kuin heitä on mahdollista ottaa vastaan. Pienempinä ryhminä kaivoksella käy säännöllisesti alan opiskelijoita ja kaivosalan sidosryhmiin kuuluvia vieraita. ”Kun avaamme ovemme, osoitamme, että meillä ei ole mitään salattavaa. Sosiaalinen toimilupa kaivostoiminnalle lunastetaan muun muassa avointen ovien päivien avulla”, FQM Kevitsan kaivoksen johtaja Alan Delaney sanoo. Hän tuli Kevitsan kaivokselle Sambiasta, missä on erilaiset toimintatavat ja kulttuuriympäristö kuin Suomessa. ”Suomessa, arktisella alueella sijaitseva kaivos on suunniteltu sellaiseksi, että se voi toimia mahdollisimman vähällä työvoimalla, sillä työvoima on Suomessa kallista. Afrikassa kaivosteollisuus on hyvin työvoimavaltainen ala”, Delaney sanoo. ”Suomalaiset ovat kovia ajattelemaan ja afrikkalaiset kovia tekemään työtä”, Delaney kiteyttää. Sambiassa sosiaalisen toimiluvan lunastamiseksi paikallisille ihmisille on järjestettävä useammin ja erilaisia mahdollisuuksia tutustua kaivokseen kuin Sodankylässä. ”Suomessa kansalaiset ovat korkeasti koulutettuja ja heillä on paljon tietoa kaivoksista ja esimerkiksi siitä, millaista koulutusta kaivoksilla työskentely edellyttää. Afrikassa kaivoksilla käy paljon esimerkiksi koululaisryhmiä, joille kerrotaan kaivoksil-

Yhteystyötä ympäristöviranomaisten kanssa Sodankylässä kaivoksiin suhtautuminen ei ole muuttunut merkittävästi kriittisemmäksi Kainuussa, noin 500 kilometrin päässä Sodankylästä, sijaitsevan Talvivaaran kaivoksen ympäristöongelmista huolimatta. Vaikka yksittäisiä kriittisiäkin äänenpainoja on kuulunut, paikkakuntalaiset luottavat siihen, että Kevitsan kaivoksen asiat ovat kunnossa. ”Koen, että valvova viranomainen, Lapin ELY-keskus, on pikemminkin yhteistyökumppanimme kuin ”poliisi”, joka etsisi mahdollisia virheitämme. Yhteistyössä pyrimme kehittämään asioita mahdollisimman toimiviksi”, Alan Delaney toteaa. Kevitsan kaivoksen valvontaraportit ovat julkista tietoa ja esimerkiksi Sodankylän kunnan asukkaiden tarkistettavissa internetissä avoimilla sivuilla.

Kokemukset erilaisista olosuhteista avartavat näkökulmaa

Hänen mukaansa niinkin erilaisissa olosuhteissa kuin 150 kilometriä Napapiirin yläpuolella sijaitsevalla Kevitsan kaivoksella työskentely ja sambilaisella kaivoksella työskentely antaa laaja näkökulmaa työhön. ”Saman asian huomaa, kun työskentelee täällä Sodankylässä monikansallisen henkilökunnan kanssa: kun ihmisillä on kokemusta hyvinkin erilaisista olosuhteista, näkemykset avartuvat ja ratkaisut ongelmiin voivat olla hyvinkin luovia ja oivaltavia”, Delaney kuvailee. Sodankylässä hän on jo ehtinyt kokea kaikki neljä vuodenaikaa haasteineen. Talven kylmyys ja pimeys on ehtinyt vaihtua kesäksi, jolloin aurinko paistaa vuorokaudet läpeensä. ”Tänä kesänä tosin tuntui siltä, ettei kesää koskaan tullutkaan”, nauraa syksyisestä auringonpaisteesta nauttiva Alan Delaney.

Five communicational opportunities in the mining industry

here is a large informational gap between mines and the public. The common view of what is going on in mines is far from the truth. Communication provides tools for building bridges between the surrounding public and the people working in the industry. Communications agency Tekir Ltd. has been a partner for mining companies in this process since 2010.

The mining industry has suffered from a typical problem Finnish companies have: skillful and competent people are too shy to bring their achievements to the forefront. 1. Transparency. “Danger. No admittance.” This is the worded information that is provided at the fenced area of a mine. These words guide the mental images of mines: there are dangerous and dirty things being done in the area. Open the doors and the clean and systematic truth is in front of the audience. Safety comes first, obviously – therefore it is impossible to allow outsiders to wander around in the area whenever they feel like it, but that is a reality in most of the places where people work. Look for a suitable time to welcome neighbours, opponents and supporters. By the invitation you show that there are no skeletons in your closet – and that you are willing to discuss and, above all, to listen. 2. Stories. One of the current trends in

communications is to build your message in a form of a story. As people working in the inner circle of the mining industry know: mines are fascinating locations. But outside of the circle only few are aware of the eventful process that the daily used minerals need to go through. We have a hunger for good stories: mines are full of them.

Kaivosten viisi viestinnällistä valttia

uuren yleisön ja kaivosten välillä ammottaa tiedollinen kuilu. Maallikon käsitys siitä, mitä kaivoksissa tapahtuu, on kaukana totuudesta. Viestintä antaa keinoja rakentaa siltoja ympäröivän yleisön ja kaivosväen välille. Viestintätoimisto Tekir on ollut siinä eri kaivosyritysten kumppanina vuodesta 2010 saakka. Kaivosalan viestinnässä on pitkään näkynyt tyypillinen suomalaisten yritysten viestinnällinen perisynti: taitavat ja ahkerat tekijät arastelevat tuoda työtään parrasvaloihin. Murros on käynnissä viestinnän suhteen myös kaivosalalla. Avoin viestintä hyödyttää niin kaivosta itseään kuin ympäröivää yhteisöä ja yhteiskuntaa. Tekir on tehnyt vuosia töitä kaivosalan viestinnässä: näiden vuosien aikana olemme todella oppineet tuntemaan kaivosalan. Tuon kokemuksen kautta pystymme näkemään hyvin alan viestinnälliset mahdollisuudet. Tämän hetken viestinnän ilmiöissä on paljon ammennettavaa kaivosalalle. 1. Avoimuus. ”Vaara. Pääsy kielletty.” Tämän verran sanallista viestiä välittyy visusti aidatulta kaivosalueelta. Nämä sanat ohjaavat pitkälti mielikuviakin kaivoksista: siellä tehdään vaaralli-

sia ja likaisia asioita. Avatkaa ovet, niin puhdas ja järjestelmällinen todellisuus on kävijöiden silmien edessä. Toki turvallisuus on huomioitava, eivätkä siksi ulkopuoliset voi kuljeksia alueella koska vain – mutta harvoilla muillakaan työpaikoilla voi. Varatkaa siis sopiva aika ja toivottakaa tervetulleiksi naapurit, vastustajat ja kannattajat. Kutsullanne osoitatte, että kaivoksenne kestää katseen, ja että olette valmiita keskustelemaan ja ennen kaikkea kuuntelemaan. 2. Tarinat. Tarinallisuus on yksi ajankohtaisista viestinnän trendeistä. Kuten kaivostuotannon ketjussa työskentelevät hyvin tietävät: kaivokset ovat kiehtovia paikkoja. Mutta harva ketjun ulkopuolella ymmärtää sitä, minkä kaiken läpi heidän jokapäiväisessä elämässään käytössä olevat mineraalit ovat menneet läpi. Janoamme hyviä tarinoita: kaivoksissa niitä riittää. 3. Uraauurtava teknologia. Monen suulla on sanottu, että Suomi nostetaan korkean teknologian ratkaisuilla ja keksinnöillä. Kaivosalalla tätä on eletty todeksi jo pitkään: alalla ollaan edelläkävijöitä uusien ja entistä tehokkaampien tapojen ja teknisten ratkaisujen hyödyntämisessä. Suomalainen insinööritaito on ansaitsemassaan arvossaan, kun sen tuottamille oivalluksille on kysyntää kansainvälisestikin. Digitaalisuus ei ole

peikko – sen ala voi opettaa muillekin. 4. Median murros. ”Ei valtakunnalliseen mediaan ole mahdollista vaikuttaa.” Meidän kokemuksemme on toisenlainen: kyllä muuten voi. Media kuuntelee ja keskustelee. On turhaa vaatimattomuutta ajatella, että ”meissä ei ole mitään kiinnostavaa”. Arkailu pois ja antakaa erityisen arkenne tulla nähdyksi. Mikäli epäröitte siinä, mitä hienoa siinä on, sallikaa meidän auttaa: tunnistamme mediaa kiinnostavat ilmiöt ja osaamme pukea ne viestinnällisesti toimivaan muotoon. 5. Visuaalisuus. Median ja sosiaalisen median sisällöt ovat muuttuneet vuosi vuodelta yhä visuaalisemmiksi. Laadukas kuva- ja videomateriaali on tullut entistä tarpeellisemmaksi. Tämä on niin ikään viestinnän trendi, jossa kaivoksilla on näytönpaikka. Harvat työpaikat ovat visuaalisesti yhtä kiinnostavia: valtavat avolouhokset tai miljööt kallioiden syvyyksissä näyttävät upeilta. Videolla ja valokuvilla saa myös näkyä tunteita eri tavoin kuin muilla keinoin. Mitkään sanat eivät välitä työn iloa ja yhdessä tekemisen riemua kuin onnistumista hymyilevät ihmiskasvot. Kaivoksissa tehtävä työ on vetoaa vahvasti tunteisiin – vihdoin se saa näkyä.

Agnico Eagle Finland Oy:lle uusi malminetsinnän johtaja Agnico Eagle Finland Oy:n malminetsinnän johtaja Markku Kilpelä jää eläkkeelle keväällä 2016 ja uudeksi malminetsinnän johtajaksi on nimitetty Jyrki Korteniemi 1.1.2016 alkaen. Vuodenvaihteen jälkeen Markku Kilpelä toimii siirtymävaiheen aikana malminetsintätiimin tukena vanhemman geologisen neuvonantajan roolissa. Jyrki Korteniemi on valmistunut filosofian maisteriksi Turun yliopistosta pääaineenaan geologia. Hänellä on laaja kokemus erilaisista työtehtävistä Outokumpu Miningilla. Hän on muun muassa työskennellyt malminetsinnässä Suomessa, kaivosgeologina Pyhäsalmen kaivoksella sekä useissa Outokummun malminetsintäohjelmissa Australiassa. Hänellä on kokemusta myös kultaprojekteista Itä-Suomessa Dragon Miningin projektigeologina. Vuonna 2006 Jyrki Korteniemi aloitti Agnico Eaglen Kittilän kaivoksella päägeologina. Jukka Välimaa on nimitetty Kittilän kaivoksen päägeologiksi 1.1.2016 alkaen. Hän on valmistunut filosofian maisteriksi Turun yliopistosta pääaineenaan geologia. Jukka Välimaa on työskennellyt Agnico Eaglen palveluksessa vuodesta 2009 saakka. Ennen Agnico Eaglelle tuloaan hänellä oli takanaan pitkä ura malminetsinnän eri tehtävissä. Karelian Gold Rush 2015 – Endomines Exploration Challenge Crowdsourcing in Exploration

ndomines Oy is a Nordic gold mining and exploration company with its first gold mine, Pampalo, having been in production since early 2011 and satellite mine Rämepuro since 2014. The Pampalo Gold Mine is located in eastern Finland, on the Karelian Gold Line, which is a part of the Archaean Ilomantsi Greenstone Belt. The company owns mining concessions and exploration permits over all the currently known gold deposits along this 40 km-long gold-critical belt, which has similar geological features to the Southern Cross belt in Australia. Construction of the Pampalo Gold Mine commenced in late 2009 and was completed at the end of 2010. The project adhered to schedule and budget throughout. With a total investment of €20 million, the Pampalo mine is now producing 700800 kg of gold per year. Results from an extensive exploration and drilling campaign carried out during summers 2011 - 2015 have confirmed the significant potential of the Karelian Gold Line. Endomines’ business practices and mining operations are based on sustainable principles and on minimizing any adverse impact on the environment.

The municipality of Ilomantsi, where the Pampalo gold mine is located, belongs to a highly sensitive biosphere reserve area. The Pampalo Gold Mine recirculates all process waters. Water from the underground mine and beneficiation process is pumped to the tailings settling ponds, which is adjacent to the processing plant, and then pumped back into the processing. Blasting at underground mine is done with emulsion explosives which minimize the nitrogen load and lessen environmental impact. The Pampalo Gold Mine currently employs around 100 people on-site, including both company personnel and contractors. Approximately 70% of personnel has been hired locally and trained by Endomines under a local government employment training program. Endomines Oy is fully owned by Endomines AB, which shares are quoted on the NASDAQ OMX Stockholm main market under ticker ENDO and on NASDAQ OMX Helsinki under ticker ENDOM.

operating system for computers. The idea is to make the programing code open and public, so that anybody is able to study, develop and improve it. The idea has been tested also in mineral exploration. A Canadian mining company, Goldcorp Inc. started an exploration contest in 2000 by publishing its geological database. The competition was based on the concept of crowdsourcing. Anyone was able to look and analyse the data and come up with own ideas for exploration targets. The contest produced over 100 proposals for exploration targets of which 50% were previously unknown to the company. From these new targets 80% “struck gold” and yielded significant gold reserves, a total of 8 million ounces was found. The company market value rose from $100 million to $9 billion. Karelian Gold Rush 2015 Endomines Oy has taken the initiative to organize an exploration challenge – Karelian Gold Rush 2015 – based on the crowdsourcing concept. By publishing all relevant data from over 30 years of exploration to the public, Endomines challenges the scientific, geological and mining communities to search for the next big gold discovery at the Karelian Gold line. The 40 km-long

Karelian Gold line is located at Hattu Schist Belt, within an Archaean Ilomantsi Greenstone Belt in eastern Finland. The underexplored region is hosting two operating mines, several gold mineralisation and has a great potential for new discoveries. The competition material includes among other data drill core data from 2,500 drill holes totalling 191 km, geochemical till and soil data from 130,000 samples, SkyTEM heliborne time domain electromagnetic

and magnetic survey, other ground and aerial geophysical surveys and internal exploration reports.

LouhiGold The data can be viewed on different map layers on the LouhiGold map service at http://louhigold.sito.fi/ provided in co-operation with Sito. Teaser version is open for everybody and all data will be available for the registered participants. The challenge was laun-

ched in Toronto, Canada, at PDAC2015 in March, 2015. Registration opened on September 1st and the data will be made public on November 4th (13:30 GMT+2) at the Endomines Booth (A11) at the FEM 2015 meeting in Levi, Finland. The exploration target proposals are due to submission by January 15th, 2016. Entries will be judged by an international jury of independent professionals. The winning proposals will be announced at the PDAC2016 in March 2016 in Toronto, Canada.

There are many great opportunities in northern Finland and the broader Fennoscandian region

nglo American is a large diversified mining company with a global footprint. Granted much of it is in the Southern hemisphere, but we also have a number of activities in the North, in its broadest sense, ranging from projects and operations across Canada and of course here in the Finland. In terms of prospectivety, Fennoscandia has a wealth of commodities that are of interest to most majors and juniors, including copper, platinum, cobalt, gold, nickel, diamonds and iron ore amongst others. Geologists are notoriously optimistic and we often believe that if we find the rocks we can develop a mine. This may have been the case previously, however, the world today is a very different pla-

ce and there are so many more variables that can make or break an exploration project; all of which we need to be aware of when deciding where to invest, especially in the current economically constrained environment. Given all this, the most desirable destinations for our investment dollars are countries or regions which have high geological prospectivety, stable government and transparent regulatory regimes, fair and stable fiscal / tax system, skilled workforce, access to infrastructure (this being roads, rail, power, water etc.) and a desire by the local government and community to support responsible mineral development. These are all attributes present in the Fennoscandinavian region. Couple that with a strong mining heritage and world class mining equipment and

service providers and you have a region with ample opportunities. We at Anglo American believe in the wealth of opportunities here in northern Finland. We have been exploring in the area for the past decade and we were very fortunate to make the Sakatti discovery, which we hope will become part of Lapland’s mining heritage. We fully appreciate that Sakatti would not have been discovered without the great data generated by the GTK and through working with our local drilling contractor Oy KATI AB, to develop a cutting edge drilling system which has significantly reduced our environmental footprint. And now as we go forward we hope to be working with other world class mining service providers from Finland, such as Outotec. We fully appreciate the impor-

tance of ensuring that any opportunity is developed responsibly and respectfully within the host community. We are also mindful that companies need to be aware of the overall cumulative impacts of operations or projects and work together with each other, local and national government and the local communities to ensure that any impacts are managed, and that local services and infrastructure are able to support the development. At Sakatti, we are now in the concept phase, looking at potential mining and development options. Given the specific location of the project, we realized we can not develop things alone and we need to partner with experts to help us where we don’t have the expertise. Anglo American has a long standing partnership with Flora and

Fauna international (FFI) working on biodiversity assessments and management planning, so it was a natural step that they should work with the Sakatti team to help develop a best practice offset methodology to ensure that should the project proceed, it will do so in a way that will not leave a net negative impact on biodiversity in the region. We are looking forward to being a part of realising one of Lapland’s opportunities’ and doing so responsibly, in collaboration with the people of Lapland and Finland. We hope that others will follow the standards already set to ensure future opportunities are developed to not only create value for the region but also in a way that respects the environment, other land users and cultural heritage.
