housands of local kids are grabbing their passports and traveling to cultural hotspots this summer. But they’re not leaving the country — or even mid-Michigan. Through a community exploration program called Passport to Adventure, incoming fifth-graders from the tri-county area are visiting 13 local cultural attractions and filling passport-like books with stamps from each location. “I think it makes learning fun,” said Melissa Riba, 41, of Lansing, whose 10-year-old daughter, Marie Kohrman, is participating in the program. “It shows what great resources there actually are in the community. I think sometimes we get busy and we forget, but there are all these things you can do in your community that you don’t have to shell out a lot of money for.” A tri-county coalition, called Keep Learning … Our Future Depends On It, distributed about 6,000 passports to all fourth-graders in public schools within Ingham, Eaton and Clinton counties at the end of the school year. It runs through the end of August. The nonprofit, which promotes education through various initiatives, started the program this year. At each destination, students search for answers to trivia questions. When they find an answer,

The group was the opening act for the St. Johns concert series, and Mitchell said it was the perfect opportunity to play for the community in a family-friendly setting instead of bar settings the band might otherwise play at. “It’s just nice to play locally for people that know us,” he said. “The people are so appreciative.” Members of other area bands who play at free concerts seem to agree. Michael Fredericks is a 44-year-old Grand Ledge resident who plays bass in the Lansing-based group Global Village, a seven-piece variety horn band. The band is set to play July 22 at Lansing Live and plays shows all over midMichigan, but Fredericks said he always notices something special about free concert series. “It really opens it up to a new audience to enjoy it,” Fredericks said.

DeWITT TWP. - Township voters will be asked to renew a 2-mill levy for police and fire protection when they go to the polls on Aug. 3. The ballot proposal seeks one mill each to support the police and fire departments for the next four years. It would renew a four-year millage that expired with the 2009 levy. In the Aug. 3 primary, township voters also will be asked to renew a half-mill levy to support the library. Voters have approved the public safety millage ever few years since 1977. Last year, it provided

about 80 percent of the fire department budget and 30 percent of the police department budget, township officials said. The remainder is paid with other township revenues. One mill is equal to $1 per every $1,000 of taxable value. The revenue generated by the millage varies each year depending on property values. Revenues are expected to fall in 2010 and 2011 because of lower property values, officials said. If it passes, the public safety millage would raise about $466,600 each for the police and fire departments. The township spent about $1.5 million for police protection in this bud-

get year and about $575,100 for fire protection. The polls will be open from 7 a.m. to 8 p.m. on Aug. 3. Township precincts 1 and 2 vote at Herbison Woods School, precincts 3 and 4 at the Herbison Road Fire Station (next to the township hall) and precincts 5, 6 and 7 at the Community Center, 16101 Brook Road. Fact sheets about the millage proposal are available at the Township Hall. “I’m finding that people don’t even know what’s going to be on their ballot,” Township Clerk Diane Mosier said. “We don’t want people being surprised by this and not have the chance to ask questions before hand.”

Lansing moves on alternative ed plan

The Lansing School District already is working at warp speed to get the district’s new alternative education program ready before school starts Sept. 7. “We will not miss a beat,” Superintendent T.C. Wallace Jr. said about the transition from the Education Options program, housed in the Hill Center, to online learning programs within each of the district’s three high schools. On July 12, the Lansing school board narrowly approved a new, online alternative education program for failing high school students. The 5-4 vote came after two hours

of spirited discussion about concerns ranging from day care for parenting teens to the number of credits required to graduate. “My best hope is that we have higher graduation rates and that the administration will now focus on ninth- and 10th-graders,” board President Jack Davis said. He voted against the plan to hire Advance Path Academics of Williamsburg, Va., to provide an online learning program for up to 180 students at Sexton High School this fall, expanding to Everett and Eastern high schools in the spring semester. Voting for the plan were Hugh Clarke Jr., Myra Ford, Ken Jones, Guillermo Lopez and Nino Rodriguez, who was in Spain when the board deadlocked 4-4 on the issue July 1. Maybe we need to put you into a few foundational classes.” Students spend four hours a day at school. The first semester at Sexton likely will have two four-hour sessions serving 60 students each. That could expand to three sessions — early morning, midday and late afternoon or evening — if there is enough demand. Students work online at individual work stations under teacher supervision in a setting Super compares to a typical office. That will help pay the bills for the $2.7 million-a-year Advance Path program. Critics of Advance Path have expressed concern about expecting kids who haven’t been able to make it in high school to find their own way online. “The best solution for these kids who have struggled is lots and lots and

lots of hands-on work,” James Dalman, who has taught in Lansing schools and was an assistant principal, told the board Monday night. “I do not believe they will experience that if they are programmed into computers.” Tight supervision, mentoring and individual and group study sessions are a key part of the Advance Path program, said John Super, company president. The firm, which established its first program in 2006, operated in 13 districts last year. Besides Lansing, it is adding Utica, Mich., schools and Washington, D.C., schools to its client list for 2010-11.

Combined circulation has increased 50 percent over the last 12 years, the head librarian said, which marks the last time library officials went to the community with a millage request. “We have a great community, and people are very dedicated to their library,” she added. That times are difficult is no surprise ending, but Balcom and others hope the community values its library branches enough on Tuesday, Aug. 3 to renew an existing half-mill levy. “This is not a new tax or an increase,” Balcom said recently. “This is the same tax the voters have been paying for the last 12 years.” The request is unrelated to a proposed new library building on land near the corner of DeWitt and Herbison roads, which went before district voters in 2008. “Now is not the time,” Balcom said. A half-mill represents 50 cents per

That half-mill also makes up 60 percent of the library’s operations budget. “If it did not pass,” Balcom said, “it would be devastating to the library.” Belt-tightening will take place whether the millage request passes or not, Balcom said, as allocations based on declining property values have already affected operations. Projections show drops in future years as well, she added. If those reductions do in fact happen, Balcom said they will have “some impact” on the services the library can offer to the public. Some reductions have already happened, notably a combined 12 fewer hours of operation between both branches in 2009. Staff hours have also been reduced, and fewer new materials are being purchased. “Our board is committed to being fiscally responsible with the money we do have,” Balcom said.
