She had never before been without a job or a place to live, and she had no idea where to go for help. “I was terrified that I would have to sleep in a park,” said Quirk, 63, who since has gotten back on her feet and now works

After more than a year of discussion, local transportation experts have come up with a $194 million solution to ease congestion along the eight-mile MichiganGrand River Avenue corridor. Capital Area Transportation Authority officials unveiled study results Nov. 9 that they hope will grab the attention of the Federal Transit Administration. Less expensive than both modern street car and light rail systems, CATA suggests a modified “bus rapid transit” option that would speed travel along the corridor that runs through Lansing, Lansing Township, East Lansing and Meridian Township. With new, more attractive buses stopping along a median, with doors opening on both sides, weekday ridership is projected to increase to 7,600 to 8,700. Current weekday ridership is 6,600. Others find shelter under highway overpasses, in alleys and abandoned buildings or by camping in the woods, said Doris Witherspoon, who works in Lansing’s development office as a liaison to the Homeless Resolution Network. That issue came to tragic light last month when two homeless men were killed in a fire at a campsite where they lived in a wooded area near Frandor Shopping Center. Authorities say 63-yearold John Donahoo II and 47-year-old David Hawkins Jr. died when a cast-iron stove being used as a makeshift furnace erupted. Friends and family of the

men later reported that they preferred the independence of living on their own, rather than in a shelter. The incident left homeless advocates shaking their heads in frustration and grief. “It’s not a rational choice,” said Patrick Patterson, vice president of operations for Volunteers of America Michigan, which runs a shelter on Larch Street and also provides food for the homeless. He said now is the time of year when they ramp up their outreach efforts, and incidents such as the fire are somber reminders of the dangers the homeless face. “With severe weather, we post reminders to clients that the weather is danger-

There are 670 beds available on a nightly basis in Lansing to serve a homeless population of more than 4,100, according to the Greater Lansing Homeless Resolution Network, a consortium of social service agencies. Once all shelter beds are full, the Tri-County Office on Aging is available to open “warming centers” to handle some of the overflow, though the office couldn’t say exactly how many people it could accommodate. However, even if there were enough beds to go around, advocates say they face another obstacle in getting homeless people inside. “Some choose to not come to a shelter,” said Erma Chastine, director of the Loaves and Fishes Overnight Shelter on Sycamore Street in Lansing. “They may be nervous around a lot of other people or don’t want to live in a place where they’re in a room with other people.”

Loaves and Fishes tries to help those who don’t want to stay in a shelter by collecting donations of winter clothing and blankets to distribute to the homeless. At another shelter, easing fears and erasing stereotypes is often the first order of business when a new client arrives seeking help. “They are always scared,” said Mark Criss, executive director of the City Rescue Mission, which runs a shelter exclusively for women and children called the Maplewood Center. “They don’t know what to expect. Will they be safe? Will their kids be safe?” While not all shelters are alike, the Maplewood Center features hotel-like bedrooms with private bathrooms. Residents have their own dressers and closets, access to computers for job searches, a playroom for their children and regular warm meals. Moms with children can often get their own rooms, while single women usually share with others. “We want them to know that this is a clean, safe environment,” Criss said. “We

highways, downtown Lansing and Michigan State University. “There’s no question that we think it needs attention sooner than later,” said Debbie Alexander, CATA’s assistant executive director, of the corridor. She fielded questions during the open house at Michigan State University’s International Center. CATA hosted three more open houses on the potential long-term project last week. Officials now must decide whether to submit an application for the Federal Transit Administration’s New Starts program. It could take a year before they know if CATA’s project has been accepted and even more years to complete the engineering and solidify financing. Construction of the mod-

utes, especially since drivers would no longer collect money. And there’d be increased frequency of buses traveling the corridor. With 43 stops, a CATA bus now takes 45 minutes to travel between opposite ends of the corridor. “It’s certainly of interest to us,” said Matt Lincoln, who works for a local design firm, Landscape Architects & Planners. “Certainly, anything that can strengthen the economy along the corridor is wonderful.” Tim Potter, manager of MSU’s Bikes Service Center, was disappointed with the plan’s vision for bicycle riders. There would be bike lanes on two portions of the stretch, from Frandor Center to Delta Street and Hagadorn Road to Meridian Mall. But, “it all depends on funding,” he said. “That’s the big challenge.”

Supporters of year-round operation at Lansing School District’s Ebersole Environmental Education Center got a reprieve Nov. 4 when a motion to close it during the winter died for lack of support. “It’s a small victory,” said Torey Byington, director of the nature center, about 75 minutes west of Lansing in Wayland. She was one of a dozen Ebersole supporters who spoke during the public comment segment of the meeting in support of yearround operation. “I think it has opened the door to

some beneficial dialogue between the center and the board and the administration,” she said. Deputy Superintendent Jim Davis, who has been in meetings regarding Ebersole’s future, said that talks about the center will continue. “We will go back as a cabinet and also with Ebersole, come up with options to present to the board on a future day,” he said. The Lansing School District’s 2010-11 budget includes a $390,000 subsidy to operate Ebersole, which hosts groups of schoolkids on overnight nature trips. Administrators proposed the seasonal change last spring as a money-saving move. The proposal would have left Byington as the only full-time, year-round employee, with naturalists, food service, office staff and maintenance workers moved to seasonal positions, a move calculated to cut Ebersole’s subsidy to about $185,000. Motion to close Ebersole for winter lacks support

He visited Ebersole as a student at Verlinden Elementary School and Otto Middle School. “I came from a lowincome family,” he said. “One of my fondest memories is cross-country skiing. I never would have been able to do that. I learned about nature, I learned about going to the pond, I remember the teepee that was out there.”

Bob Harris, president of the Ebersole Foundation, which has raised $600,000 in recent years to expand the center, said Ebersole’s full-time staff is dedicated and certified in a variety of areas — including bus driving and lifesaving techniques — so kids can have opportunities such as canoeing and trips to Lake Michigan. He told the board he didn’t believe part-time workers could offer the same opportunities. Harris also said the district needs to work with the center staff and others to help find long-term funding for Ebersole.
