City rejects tax increase to save fire, police jobs

LANSING – By nine minutes after 10 o’clock Tuesday night, the mood in the AFL-CIO building had turned sullen. Volunteers silently boxed up half-eaten sheet cakes and packed away uneaten bags of chips while Mayor Virg Bernero, his deputy chief of staff Randy Hannan and Fire Chief Tom Cochran scrutinized a precinct-by-precinct list of how the vote had come in. Bernero, indeed everyone in the room, had thrown their energies behind a ballot measure that would have allowed the City Council to pass a sizeable property tax increase and saved dozens of police and fire jobs and two fire stations in the process. By a margin of less than five percentage points, the voters said no. An extra 602 yes votes would have made the difference. “ As much as anything, it’s a referendum on the economy,” Bernero said. “I

was hoping it would be a referendum on the city and the quality of life. People are scared. They see prices going up.” The failure of the proposal means the budget proposed by Bernero in March, which closes an anticipated $20million deficit through cuts alone, likely will stand. In that budget, the Police Department would lose 78 of its 326 positions, among them 24 patrol officers, four sergeants, 11 detectives and special operations officers, and the four officers in city high schools. Three of the city’s eight fire stations could close. The Fire Department would shed 71 of its 225 positions. The city would have no money to repair local streets. John Pollard, a regular at City Council meetings, spent Tuesday standing on street corners around the city with a sign urging people to vote no. “No one is against the police. No one is against the Fire Department. We all appreciate everything they do,” he said later that evening, after the final results were in. See ELECTION, Page 2

he posters, letters and other Lansing memorabilia spread across a table Monday morning in the basement of the Capital Area District Library will give future Lansing residents a peek at what life was like in the early 21st century. The items — nearly 100 in total — have been collected over the past year from the Michigan State Employees Association’s Lansing 150 Sesquicentennial Celebration

Library offers digital reading, building with bricks

Property tax hike

That would have allowed the City Council to go forward with a plan to raise the property tax rate from 15.44 mills to 19.44, an increase of $4 for every $1,000 of a property’s taxable value. Even with the increase, the city said that most property owners wouldn’t have seen their tax bills go up from last year. Eaton parks sets spring splash excursion

DELTA TWP. - Eaton County Parks Naturalist Jackie Blanc on Sunday, May 15, will

host a three hour excursion down the Grand River from Delta Mills Park to Fitzgerald Park to take in the sights and sounds of spring. Participants will meet and launch at Delta Mills Park at 1 p.m. Bring snacks, water, and warm clothes. The crew will be arriving at Fitzgerald Park at approximately 4 p.m. and will have the opportunity to tour the Fitzgerald Park Nature Center while waiting for a shuttle back to the launch point at Delta Mills Park. Wallace recommends Wainwright stay open

lace Jr. last Thursday recommended that the school board drop plans to close Wainwright Elementary or move Wexford’s Montessori magnet program into Dwight Rich Middle School. “At the end of the day, we simply have run out of time to do a quality job of right-sizing,” Wallace said. After meetings with families and neighborhood leaders at each school, the board voted last week not to close either one. Board members hatched the plan to close Wainwright and move the Wexford program. A meeting was held at Wainwright last Monday, but a meeting scheduled for Wednesday at Wexford was cancelled after Wallace and board President Shirley Rodgers discussed the issues.

Wallace said he and Rodgers agreed that at this point it would be better to create a time line for developing a comprehensive plan to restructure and reconfigure schools, to be implemented in the fall of 2012. “The school closing process is done for this year. That is going to be my recommendation,” Wallace said.
