Sign of its time

Otto Middle School and Bingham Elementary would close at the end of this school year under a proposal submitted April 12 to the Lansing school board’s finance committee. Woodcreek Elementary also would close and Dwight Rich M i d d l e School would become a kindergarten t h r o u g h eighth-grade Wallace academy with a math and science focus. The proposal also leaves open the possibility of closing a high school — either Sexton or Eastern — within one to three years if enrollment continues to decline. The plan would save about $1.6 million next year — a drop in the bucket for a deficit that could reach $30 million for the 2011-12 school year. The district’s current budget is $185 million.

Otto, Bingham, Woodcreek are on proposed list Otto Middle School teachers came to the meeting to voice concerns about closing an institution on Lansing’s north side. “I wanted to express my concern for all of the northside population,” said Barbara Jackson, an Otto math teacher. Her colleague Joan Sawyer pointed out that Otto also is the site of a community health clinic. Chief Operations Officer Brian Ralph acknowledged that consolidating four middle schools into three would be a tight fit, at least next year. The district currently has just over 2,500 students in sixth, seventh and eighth grades. Superintendent T.C. n Tuesday, a giant moose head tailed Tod Swormstedt’s pickup truck as he headed from Michigan to the Cincinnati, Ohio-based American Sign Museum he founded six years ago. The moose head — a 1,500-pound, 7-foot-tall, 59-year-old steel sign — graced various Moose lodges in Lansing for more than 50 years. Most recently, it was retired last year from its post outside Lansing Moose Lodge No. 288 on South Martin Luther King Jr. Boulevard, where it had stood since 1973. Officials believe only three of its kind exist. An original plan to move it to DeWitt’s Moose Lodge No. 2291 after the Lansing location closed last year was scrapped due to high costs to repair the vintage sign. “We’re sad about it. We’d love to have it be our moose, but we’d have to get a variance and the price to fix it is too high,” said Russ Nisse, governor of the DeWitt Moose Lodge. The Loyal Order of the Moose is a fraternal membersonly organization. Swormstedt arrived early Monday at Higgins Electric Sign Co. in East Lansing to load the sign on his trailer. He planned to make a few other Michigan stops before heading back to Ohio today. The massive sign is circularshaped, with neon piping ringed around what Swormstedt described as a “folksy” moose head. It reads “P.A.P. Loyal Order of Moose.”

last week — said he was pleased with the proposal and the board’s reaction to it. The plan follows weeks of board and community discussion about the consolidation of Woodcreek and Dwight Rich into the new academy. The board had asked for the plan — and other recommendations for trimming the budget — at its April 7 meeting. “This is probably our most comprehensive plan,” Wallace said. “We wanted to dot our I’s and cross our T’s and make a presentation that took in all of the conversation we heard in previous meetings.” Board member Nicole Armbruster said she liked the plan, but had reservations about making a hasty decision. “This seems like a lot of disruption and moving people around for not saving that much money,” she said. However, board member Myra Ford pointed out that the district must do everything it can to trim next year’s deficit. Jerry Swartz, president of Lansing’s 1,000-member teachers’ union, said the proposal to close Otto is a move in the right direction. However, he said he still would like to see the district close a high school. Ralph urged the board to make a decision quickly. Board. The school administration has announced that there will be community meetings at two schools next week. The first will be at Otto Middle School next Tuesday at 6:30 p.m. and the second will be at Bingham Elementary School next Wednesday at 6 p.m. The school board is likely to take action on the recommendations during a special meeting April 27. That meeting is scheduled to start at 7 p.m.

Swormstedt, whose family also publishes the century-old sign industry magazine “Signs of the Times,” will keep the sign from further wear amid the museum’s collection of more than 500 signs. “It’s always more interesting to have the custom touch and have some local flavor,” Swormstedt said. “We would never repaint this sign. We like to know the story behind it.” Higgins said the historic aspect of the sign makes it more valuable than its 4-centsper-pound value at the scrap yard. “They just don’t make them like that anymore,” he said. “It’s worth a heck of a lot more historically and emotionally, too.”

Nisse laments not being able to pay for the restoration, but said fraternal orders have been suffering with membership and costs. “These clubs have been having a hard time lately,” he said. “I would’ve been able to restore it if it were (the late1980s/early 1990s).” The placard’s hand-crafted detail is now a long-lost art in the signage world, he said. “To me, that sign isn’t worth anything unless it’s on display somewhere for people to admire,” Higgins said. “Otherwise it’s scrap metal.” The moose once stuck its head out in Old Town — sometime between 1952 and the early 1970s — before moving to the lodge on South Martin Luther King Jr. Boulevard in 1973, Nisse said. When that building went into foreclosure last year, Nisse was excited to have it stand

outside the DeWitt lodge, which has no official sign marking its presence. He phoned Higgins, who spent more than three hours removing the placard from its MLK location.

The sign that declares Crego Park’s closure has loomed at the corner of East Mt. Hope Avenue and Aurelius Road for more than 20 years.

But that sign will be coming down in the next year or so thanks to a $500,000 state grant that will help the once-polluted park open to the public. “I can’t wait to take that sign off,” said Murdock Jemerson, Lansing’s director of

parks and recreation. “This park has gone through a lot in terms of having the negative connotation of being polluted. I definitely want to see it open again.” Crego Park — Lansing’s largest park at about

200 acres — is adjacent to Potter Park Zoo, Fenner Nature Center and two of the city’s cemeteries as part of the Sycamore Basin. It’s been closed since 1986 when 200 drums of paint sludge and other toxic waste were found.

After the sludge discovery, FMC Corp. of Philadelphia agreed to spend $8 million to clean up the mess. The Lansing Park Board was notified within the past two years that the park was suitable to use, said Ron Lott, a member of the board.

Officials shifted their attention to Crego Park after failing to receive a state grant in 2009 to update Frances Park. The process of reopening the park began last spring, See

ORDINANCE ADDRESSING FLOODPLAIN MANAGEMENT PROVISIONS OF THE STATE CONSTRUCTION CODE Ordinance Amendment Number: 40.1 An ordinance amendment to DeWitt Charter Township Ordinance 40, to designate an enforcing agency to discharge the responsibility of DeWitt Charter Township, located in Clinton County, Michigan, and to designate regulated flood hazard areas under the provisions of the State Construction Code Act, Act No. 230 of the Public Acts of 1972, as amended. The DeWitt Charter Township Board of Trustees of DeWitt Charter Township, Clinton County, Michigan ordains: Section X. AGENCY DESIGNATED. Pursuant to the provisions of the state construction code, in accordance with Section 8b(6) of Act 230, of the Public Acts of 1972, as amended, the Community Development Director or his or her designee of DeWitt Charter Township, Clinton County, Michigan is hereby designated as the enforcing agency to discharge the responsibility of DeWitt Charter Township, Clinton County, Michigan under Act 230, of the Public Acts of 1972, as amended, State of Michigan.
