TECHNICAL SUPPLEMENT AUGUST 2021

DEBATES

The debate about Landscape andVisual Impact Assessment seems to have arrived at a stalemate, with some in the profession thinking that the standard text – Guidelines for Landscape and Visual Impact Assessment 3rd Edition or GLVIA3 – needs substantial revision and some thinking not. Currently, there are no plans to begin work on a fourth edition. The debate has been largely introspective and so, in an attempt to bring some fresh thinking to the issue,Tom Robinson asked a number of well-known planning barristers whose work at appeals requires them to read, understand and critique the product of GLVIA3, what were their views on the matter. The results were too lengthy for inclusion as a standard article in the magazine and so have been presented in a technical supplement. It suggests that the matter is far from settled; and proves, if proof were necessary, the acuity of vision of Scotland’s greatest poet.
