Bill Cosby

A few months ago I wrote that my term as President of the Board was coming to an end at the conclusion of our 2013 Annual Meeting. As I mentioned at that time, our By-Laws provide that a person can only hold the office of President for three consecutive years, and for me that John Grotto means that my time is up. It has truly been an Board President honor and a humbling experience to have six members of our Board elect me President not just once but for three years running. Obviously they have seen something in me that I did not, and I can only hope that I did not disappoint. Having said that, my term on the Board is not up for another two years. And as I reflect on what has come to pass and what the future holds, it is my hope that history will judge the Board as a group, not on the basis of any one individual, giving due consideration to how our community has grown and, hopefully, prospered over these past years. After all, being a Board member, any Board member, carries a lot of responsibility to make decisions that are best for the organization as a whole. And for that, the above words of Bill Cosby come to mind. We are a diverse community out here at Lake Carroll, a community composed of retirees and persons who are still engaged in the workforce, whether by choice or by necessity. Some of our property owners are financially stable and secure, whether in retirement or otherwise, while others are struggling to make ends meet. Some of our property owners are barely making a living or are unemployed or underemployed, and they are doing whatever they can to hold their lives together while they continue to weather the recession. And while outward appearances may be deceptive to some, believe me there are property owners out here who are truly struggling in ways that many of us could not imagine. With that in mind, I always bristle when I hear a property owner or owners who during the course of chastising the Board for not endorsing a higher assessment increase or increased fees state that if someone cannot afford to live here then they should just leave. I believe that a Board Member has a clear duty and obligation to know his or her constituents, and to have a clear understanding of how his or her vote on an issue will affect us all. Towards that end, the Board has continually encouraged each and every one of our property owners to provide their input and thoughts on various issues, particularly those issues relating to the financial affairs of the association. What I find particularly disturbing is when someone, board member or property owner, refuses to listen to all sides of an issue, always feels that he or she is right no matter what the facts or circumstances are, or when someone is unyielding or stubborn when circumstances beg for compromise. After all, no one person has all the answers. During past budget cycles, and again during this most recent budget cycle, as the Board wrestled with how to deal with projected deficits, I heard the argument time and time again from various sources and at various meetings

and forums that the Board was not fulfilling its responsibilities because it did not and would not endorse significant increases in assessments and fees. While it is true that the Board has recommended budgets that called for only a slight increase in assessments, this was not done as a sign of weakness (or a concern of “…being re-elected…” as one committee member said), but was rather a recognition of how drastic increases would affect a large segment of our property owners who are not financially stable and who have suffered mightily in the recession. And I must say that having held the line on assessment increases, and through some very careful planning, the day to day operation of the association has not, in my opinion, suffered dramatically. That is not to say that there are no budget challenges yet to be faced. For certain there are, particularly with the fixed asset portion of our budget. Be assured that there are both long term and short term solutions to that challenge if we all work together and if we all keep our eye on the big picture. For example, I feel very strongly that one of those solutions that has already been implemented by the Board and will hopefully continue to be approved by our property owners is the early retirement of our debt which will free up money that would have normally been used to pay down the loan. Those savings can, in turn, then be used to address some of our fixed asset needs (please let me be clear on this - this is not to advocate that the extra money that has been approved separately by our property owners for the exclusive use of the early retirement of our loan is to remain intact. The way that program has been structured, that cannot be done without a vote of and the approval of our property owners. I am only referring to those funds from our on-going operating budget which are used to pay down our debt). I look at the early debt retirement program somewhat like a person priming a water pump – pour a little existing water down the well to be used to generate an abundance of water in the future. So as I step aside as President, please always keep in mind what is in the best interests of the majority as we are faced with difficult and even controversial decisions. And in doing so, please reflect on what Bill Cosby was saying – trying to please everyone is essentially impossible because of, at least in the case of Lake Carroll, the wide range of views brought about by the diversity of our community. Any attempt to do so will bring gridlock and inaction because no one decision will ever be acceptable to all. ------------------------I wish to take this opportunity to thank those of you who have helped me and guided me in my role as President. Your insight into the pulse of our community and my ability to tap into your experience has been invaluable. To each and every one of our committee chairs – thank you. It has truly been an honor and a privilege to sit down with each of you as a group and share your thoughts, ideas and concerns. I will cherish those meetings and the insight that you have given me. To Mike Schmieder – as President, it has been a pleasure working with you, and I look forward to our continued interaction while I am still on the Board. And to everyone else – thank you for the calls, the emails and our “in person” discussions. It has helped me tremendously and for that I am eternally grateful.

Licensed Vehicle Decals 1. Make/Model/Year. 2. License plate. 3. NEW Requirement for 2014 - A copy of your current state registration card. NOTE: * Vehicle decals are issued only for vehicles owned by Members in good standing.. * Guest Passes cannot be used in Member vehicles. Insurance Requirements 1. You are required to provide proof of $500,000 liability insurance for watercraft, off-road trail vehicles, snowmobiles, and golf carts. 2. Snowmobiles & ATV’s: Lake Carroll Association must be named as an “Additional insured” on snowmobile & ATV policies. Make sure we have copies of your current insurance policies. 3. Proof of membership in any snowmobile alliance is also a requirement for snowmobile registration at Lake Carroll. 4. Copies of current State registrations must be on file at the Association Office for all boats & snowmobiles. NEW IDNR Water Usage Stamp Effective July 1, 2013, you are required to purchase an annual Water Usage Stamp for non-motorized watercraft, i.e. kayaks, canoes & paddleboats (available where they sell fishing licenses). You must provide the same Watercraft information used for a State registration to purchase the Stamps. Proof of current Water Usage Stamp must be on file with the Association Office before decals will be issued. If your current registration expires June 30, 2014 or June 30, 2015, you will not need a stamp until that time. For more information, please visit the IDNR’s website. Trailer and Vehicle Camp Shelters being registered at Lake Carroll are required to show proof of ownership. Proof of ownership can be: Title, Insurance, and/or State License Plate registration.
