Lake Carroll Members met on Sunday, December 3, 2017, in the Clubhouse Lower Level for the Annual Meeting of the Lake Carroll Membership. 2018 MEMBERSHIP CARDS & DECALS The 2018 Annual Dues packets were mailed the second half of December 2018. Information sheets & the statement must be returned with your payment to receive decals. Please review the information on your sheet. UPDATE YOUR VEHICLE INFO, ADDRESSES, PHONE NUMBERS, AND EMAIL ADDRESSES! The photo ID Amenity cards are intended to be used for multiple years. Do not discard them, there is a $20 replacement fee. ID cards for dependent children (ages 5-24) printed prior to 2014 have been deactivated. If your dependent(s) have not received a new ID card (see sample in this issue) you must submit new photos. To avoid late fees, payment must be postmarked by January 31, 2018. Please read all the information sent with your December billing packet. If you have questions regarding insurance or registrations, please call the LCA Office at 815-493-2552; Michelle at ext 110 or Cindy at ext 120. Dues questions should be directed to Missy at 815-493-2552 ext 114.

2018 “REMOVABLE WINDOW CLING” GUEST PASSES Please mark the appropriate space on the back of your information sheet if you will need these. Four passes (per lot) will be issued if they are requested. Each set of four will display identical numbers (i.e. 4301). Your section & lot number will not appear on the actual guest pass. The displayed number will be assigned to your database information. Per Lake Carroll Rules, no guest passes may be used in member vehicles (LC Rules & Regulations Title V: Chapter 53.07 (A) (3) 2018 BOAT SAFETY CLASS Lake Carroll has scheduled one (1) Boat Safety Class for 2018. Saturday, April 21, 2018 is the date. The class will be held at the Clubhouse (lower level) from 8AM through 4:30PM. A minimum of one member per lot must complete an IDNR Boat Safety course before watercraft may be registered at Lake Carroll. You will be able to register for the Lake Carroll classes after March 1, 2018. Further information will be available in the February issue of the Lake Carroll News.

2018 MARINA SLIP ASSIGNMENT PROCEDURES DEEDED BOAT SLIPS Letters have been sent to all ‘deeded’ boat slip owners. Forms & payments must be received

by January 16, 2018. Failure to submit the form & payment for the deeded slips (by 1/16/18) will be considered a negative response and the slips will be made available to other property owners.

EAST MARINA SHORELINE SLIPS Letters have also been sent to all owners using the East Marina Shoreline slips during the 2018 Boating season. Forms & payments must be received by January 16, 2018. Failure to submit the forms for the East Marina shoreline slips (by 1/16/18) will be considered a negative response & the slips will be made available to other property owners.

ASSIGNED BOAT SLIPS If you used an assigned boat slip in 2018 and you are a member in good standing, you will be offered the opportunity to use a slip in 2018. These letters will be mailed by January 31, 2018.

These forms must be returned with your payment by February 20, 2018. Failure to return this form (with your payment) by 2/20/18 will be considered a negative response.

NEW BOAT SLIP USERS/NON-DEEDED Saturday, March 3, 2018 (1st Saturday in March) will be the day new boat slip users (nondeeded and non-waterfront) may apply for a slip for the 2018 season. Owners must apply in person at the Conference Center. Completed Visa/Master authorization forms must accompany the request. The Conference Center will be opened at 7:30AM. The drawing for slips will be conducted promptly at 8AM. Please mark this date on your calendar. Further information regarding the Marina Slip Allocation procedure will be included in the February issue of the Lake Carroll News. The Rules & Regulations booklet contains the Marina Assignment & Payment Schedule.. If you have further questions, please call Missy at 815-493-2552 ext 114 SEASONAL CAMPGROUND USERS Bills for the 2018 campground season will be mailed approximately February 12, 2018. To secure your campsite, payment must be received by March 30, 2018. Decals will be issued upon receipt of the 2018 Seasonal fee of $615.00, plus $30.00 for the decal. Trailer and Vehicle Camp Shelters being registered at Lake Carroll will be required to show proof of ownership as is required on other conveyances. Proof of ownership can be: Title, current Insurance, and/or current State License Plate registration CAMPGROUND LOTTERY The Annual Campground Lottery will be held Saturday, March 3, 2018. This is the date for new campers to apply for a season campsite. Lottery will be held at the Conference Center.

Doors will open at 9:30 AM & the lottery drawing will be conducted at 10:00 AM. Refer to the Campground Section in the Rules & Regulations.

GOLF STORAGE & TRAIL, CAMPGROUND STORAGE & BOAT PARKING Bills for the above will be mailed approximately February 12, 2018. Payment will be due on or before March 30, 2018. Decals will not be issued until payment & the appropriate insurance & ownership information has been received.

2018 LAKE CARROLL HOMEOWNER DIRECTORY Lake Carroll Homeowners that have a Lanark (493 prefix) telephone number or cell phone number which is used as the primary number at your Lake residence will be included in the annual Directory to be published in April 2018. The ‘Lake Phone Number’ on your 2018 Information sheet will be the number published in the directory. Please review & update ALL phone numbers. If you wish to be EXCLUDED from the 2018 Directory you must return the form included in your Annual Dues packet on or before January 31, 2018.

LAKE CARROLL HOMEOWNERS Please provide your service providers (i.e. propane, snow removal, landscapers, septic, etc) with your current phone numbers. If you have your property listed with a realtor, please make sure to update address & phone information with them also.

AMENITY USAGE All delinquent dues and fees must be paid in full to exercise your amenity privileges (i.e.

Aquatic Complex & Ski Hill) during the winter season. Photo ID Amenity cards must be presented to use these facilities. The office will be processing payments & issuing decals & cards as rapidly as possible.

ASSOCIATION LOT TRANSFER FEES The Association charge for the Association Transfer fee is $150.00 and $450.00 for the Fixed Asset Reserve fee for each resale. The $150 transfer fee is due by the seller & the $450 fixed asset reserve fee is to be paid by the purchaser. These fees ($600 total) and any outstanding dues or fees accompanied with a copy of the recorded deed are required before the new member will be entered in our membership database. GENERAL INFORMATION REMINDERS Decal fees are now $30 for each additional decal. One free decal is issued for each dues paying lot. Vehicle make, model, year & current license plate information & state registration card must be on file for each vehicle you register per the Rules & Regulations, vehicle decals may be issued only for vehicles owned by members in good standing). A 2018 Fee Schedule has been included in your billing packet. Please save it and refer to it throughout the year. Visa/Master/Discover authorization forms must be completed each year. Please check the appropriate line items if you want to charge your mowing fees, decals, marina etc. Old forms are destroyed annually. Include your billing statement with your payment & completed information sheet. The Admin Office is again accepting Visa/Master/Discover for dues payments, in addition to other goods and services offered. There is a 3.25% assessment on all credit card transactions.

Quarterly handling fees are $25 per quarter. $100.00 late fees will be added to all unpaid accounts postmarked after January 31, 2018. Mark this date on your calendar now!

LETTERS TO THE EDITOR POLICY The Lake Carroll News welcomes Letters to the Editor. Letters must be received at the Association office by the 18th of each month unless otherwise specified due to altered deadlines and adhere to the following guidelines: 1. Writers must be LCA members in good standing, reflect their viewpoint, focus on the issues and/or must be of interest to the majority of Lake Carroll members.

2. Letters should not contain personal attacks against any individual(s) or businesses and may not express personal grievances or conflicts.

3. Letters containing libelous material or statements, derogatory remarks or obscenities will not be published or are subject to editing after consultation between submitter and editor.

4. Constructive criticism is acceptable; suggestions on alternative solutions to the concerns are appreciated.

5. Letters are limited to 400 words or less.

6. All letters must bear a signature and LCA section and lot numbers.

7. The Editor, General Manager, and LCA BOD reserve the right to review to accept or deny publication of any Letter to the Editor and to offer a rebuttal within the same issue.

8. The Editor will provide an explanation in writing to those submitters whose letter is not published.

EDITORIAL & PHOTO GUIDELINES It is each organizations responsibility to publicize and cover their events for the Lake Carroll News. If you need assistance, please contact the office.

Any written articles, committee or club ads, or photos submitted for publication in the Lake Carroll News must be received at the Association office by the 18th of each month unless otherwise specified due to altered deadlines and adhere to the following guidelines: 1. Its winter time…please take the time to take a look at the Illinois Emergency management winter preparedness guide that is located at www.golakecarroll.com > News & Events > News > and click on “State of IL “Winter Weather Preparedness Guide” When the snow flies at Lake Carroll, please slow down while driving. Many times our roads will not be completely clear of snow and ice like the highways you travel to get to Lake Carroll. Our roads receive much less traffic than the highways, lack of traffic causes a longer time for our roads to clear up completely. If a significant snow storm hits Lake Carroll and you do not need to travel stay home, give our maintenance Department time to clear the roads properly before venturing out. Give our snow plows plenty of room while clearing snow, let’s have a safe winter driving season.

A couple of years ago a tragedy occurred in Sabula Iowa on Sabula Lake it is located about 20 miles west of Lake Carroll. Two ice fishermen fell through the ice only one was rescued. If you are an ice fisherman please use extreme caution when heading out on the ice.

Please use caution when skiing, tubing or boarding, be aware of your surroundings at all times. Be patient with other riders who may not be at your skill level, but most of all enjoy the ski hill.

Winter is upon us. As the nights get cold many of you will be leaving for warmer destinations it is time to consider utilizing the low temperature light program the Security Department offers. Several homes experienced major water damage at Lake Carroll last year during the harsh winter. The home owner places a light in a window with a colored bulb. The light is plugged into a low temperature switch. When the temperature in the residence falls below a preset temperature the light is activated and will be viewed by Security. Then Security will contact you or other contacts you have provided too Security. See more information about this program on page or contact me if you have any questions. I have seen the devastation water can due to homes here at the lake because of a broken water pipes, something to consider.

As most of you are aware the LCA Board of Directors approved a trial period for ATV / UTV and Golf Cart usage of the Lake Carroll roadways. Please be more aware of your surroundings usage of the roadways will increase and please inform your guests of the increased roadway traffic. Please familiarize yourself with the rules and regulations for the trial period.

I would like to wish all the property owners and their guests a safe and enjoyable fall season and DON’T’ FORGET YIELD TO YELLOW!!!

DID YOU KNOW: Snowmobiles have a speed limit in Lake Carroll of 30 miles per hour? Snowmobiles are prohibited from crossing private lots and can only use Lake Carroll roadways to access the trail system. This information in located in the Lake Carroll Governing Documents: Title V: Rules and Regulations, Chapter 53.03 (B)(4) & (E)(2).

DID YOU KNOW: Littering is illegal at Lake Carroll and yes a cigarette butt is litter? No person shall dispose of any waste material, garbage or paper refuse upon the ground or waters of Lake Carroll, said litter must be placed in proper garbage receptacles or otherwise removed from Lake Carroll. Stated in the Lake Carroll Governing Documents Title V. Rules and Regulations, Chapter 50.06 (E).

DID YOU KNOW: All garbage receptacles must be returned to residence within 24 hours of garbage pickup? All garbage must be placed in a proper receptacle to avoid the garbage being distributed throughout the area by local wildlife. Moring disposal offers receptacles and residential garbage service that will return your receptacles to your property. This information is located in the Lake Carroll Governing Documents Title V. Rules and Regulations, Chapter 50.06 (F)(2).

Neighborhood Watch

Many of N/W members have reported heater lamps on while they are driving around L.C. In case you are not aware, a heat lamps/bulb is a thermostat controlled dial that uses your lamp letting people know something may be wrong with your furnace. When you are away you set the thermostat to a temperature you decide (say 50 degrees). You should use a red light bulb in the lamp. If your furnace goes out and the temp in your house drops below the set degrees the red bulb in the lamp will go on alerting neighbors. This is why it is important to leave a contact number with a neighbor and security. FYI from experience, don’t plug in your lamp with the thermostat to an outside wall. Doing this will cause a false temp drop. A couple weeks ago new phone books were delivered .Unfortunately the delivery people threw the phone books at the end of the driveways making it very easy for a thief or burglar to recognize that the occupants at that house have not been there for quite some time and probably won’t be for a while. So neighbors, please pick up those phone books, or clear out a stuffed mail box with junk mail. Something we all can do for our snowbird neighbors is when it snows and a driveway has not been plowed. Drive up and down the driveway if possible to have the appearance that there is activity ongoing at that location.

New Medicare Cards Coming in 2018 ~ Beware of Scams Have you heard you’ll be getting a new Medicare card? Wondering when or why? This isn’t happening until April 2018 but scammers are already jumping on the confusion as an opportunity for fraud. That’s why we’re sharing some facts.

WHY? Due to Congress passing the Medicare Access and CHIP Reauthorization Act (MACRA) in 2015, the Centers for Medicare and Medicaid Services (CMS) is required to remove Social Security numbers from all Medicare cards. This process will start in April 2018 and end no later than April 2019. This is referred to as the Social Security Number Removal Initiative (SSNRI). New Medicare cards will be issued with randomly assigned 11 characters made up of numbers and digits. These 11 characters will be your new Medicare Beneficiary Identifier (MBI).

This change is to help prevent fraud and protect your identity. Currently, most people’s Social Security number is their Medicare number, which makes collecting Medicare numbers an easy target for scammers to steal your identity, open new credit cards or take out loans in your name. The new MBI, however, will not be tied to your Social Security number and is therefore more secure.

WHEN? CMS will start mailing the new cards in April 2018. CMS has already started educating providers who need time to update their systems for these new identification numbers.

HOW? So how may scammers use this change to their advantage? They prey on any confusion.

Some scammers call beneficiaries claiming to be Medicare and say they must confirm their current Medicare numbers before sending them a new card. Others call saying there is a charge for the new card and are collecting beneficiaries’ personal information. There is no charge for your new card and Medicare will never call you for your information. They already have it.

By Matt Ripplinger, a member of the Safety and Security Committee JANUARY WINTER SAFETY… …ON THE LAKE By the second week in January when you’re reading this article we may have enough ice on the lake to go ice fishing. If you’re going ice fishing, be sure to check the ice thickness wherever you go, and it’s a good idea to take along a fishing buddy, or two, in case one of you falls through the ice. Use of the frozen lake is at your own risk. And with the mild winter we’ve had so far it may be quite some time before the lake has ice on it. You can walk out on our docks, and drill a hole right beside the dock, so you’re able to sit on the dock to fish, and you don’t even have to stand on the ice. Be sure and tell someone you’re going ice fishing. …ROADWAYS When driving on snow, start out slowly and drive slower than you normally do. Remember on snow, a car takes much more distance to stop than it does on dry pavement. For those of you with four-wheel-drive vehicles, you can start out very quickly on the snow, but you can’t stop any better than a 2-wheel drive car. Don’t be overconfident just because you have fourwheel-drive. Beware of ice on the roadways and when you apply your brakes, steer in the direction you want to go.

Use caution on many of our hills and curves. Many people still walk in the winter, but they cannot always get as far off the roadway as they can in the summer. If you’re driving on a snow covered road you just can’t steer around them as well as you can on dry pavement.

Please be on the lookout for pedestrians, and the fact that they may have a dog on the leash with them. Watch out for the dog as well. …BE PREPARED Your mother always told you dress properly, so let’s be sure to wear a coat, boots, hat, gloves, and a scarf. At least have them in your car ready to go in case you’re stranded or have a flat tire and really need them. Have you checked your car lately? Is the battery OK? Do you have good tires? Do you have some salt, sand, or kitty litter in the trunk in case you get slightly stuck on the ice or snow? Are all of your lights working and are your brakes in good order? Do you have new windshield wipers, emergency kit, and an extra coat in the trunk?

Remember you can call Security if you run off the road and get stuck in the snow, and they will help you out of your car, but they cannot tow you out. They will help you arrange for a tow truck though.

SLOW DOWN The most important words when driving in winter is slow down. Give yourself extra time.

Let’s be safe out there and get to our destination safely. It’s a beautiful time of year especially out here at the lake.

SNOWMOBILERS Please be cautious, and exercise some courtesy as you’re going from your home to the nearest trailhead. Do not cross people‘s driveways or their yards. Drive on the roadway or in the ditch. Even if there’s plenty of snow on their driveway or yard, do not go through their yard or across their driveway. The Carroll County Trail system does go through Lake Carroll, and utilizes our trails, so be aware of other snowmobilers on the trails. Those of you in a car sitting at Snowmobile ahead of you, please be cautious. The Snowmobiles don’t have the best rearview mirrors, so sometimes they come out of the ditch around a mailbox, and you don’t want to accidentally have them hit you, or you hit them with your car. Always remember, if Snowmobiler is sitting along the trail it is common courtesy to slow down and make sure they are OK. If they give you the thumbs up you can continue to drive by them. If not, stop and see if they are broke down. It is also illegal to ride across lots in Lake Carroll, or on the golf course. ATVs or UTVs are no longer allowed on our trail system in January when there’s snow on the ground.

Let’s all be safe out there and have fun this winter. Try out the ski hill, and especially the tube doll. You’ll have fun on the tube go whatever your age.

Prez Sez First off, I would like to re-introduce myself. My name is Dave Pacione and I have been a Member here at Lake Carroll for almost 17 Years. My family which includes my wife, Denise, daughter, Clara, Step-daughter, Beth, and her husband, Matt, along with our newest blessing and first grandchild, Ben. I am very excited for the opportunity to be your President this coming year.

I would like to thank Clarence Grant for his commitment last year and this year as he continues to serve the needs of Lake Carroll. I would also like to thank our two outgoing board members Jeff Howe and Sue Massey for their contributions and countless hours that it takes to volunteer.

COMMUNITY Dave Pacione Board President We are a community of many different types of people. Full-time, part-time, retired, or working.

I believe the one thing we have in common is our love for Lake Carroll! There are over a hundred volunteers on 13 different committees, clubs, and the Board that dedicate time to help run this place and make it our home, or home away from home. Now when you have this many people coming up with ideas, along with how many people that live here having their own ideas, guess what? They are never going to be the same. This does make it tough for the Board to satisfy everyone, but different ideas are not necessarily a bad thing. It gets you to think; and by thinking and trying new ideas, that’s how we will grow as a community. Sometimes people with different ideas tend to disagree and it affects relationships and I would hope that at the end of the day, any differences could be put aside and those relationships continue to grow also because, again, we all love Lake Carroll and want to see it flourish. I know this was brought up in an article years back, but there are a lot of new members since then. There is a tradition here that when you are driving around, you always wave at the car going by. Something small and silly, but it helps build Community. I have seen many members help each other out whether it is at one of the boat launches, tying up in a slip, getting unstuck on the trails, or just holding a door open at the Clubhouse. All these help build Community.

Now as a Community we need to come together when it comes time to decide what to do on certain projects. The Lodge still needs to be addressed. Our Infrastructure Committee is working hard to come up with ideas and costs so when that time comes, everyone can participate in making a decision. Trust me in that whatever they come up with, it will be sensible for future budgets. As time goes on, costs to run Lake Carroll go up. Our buildings are aging, costs for services rise as in insurance, salaries, and materials. We do our best to control those costs, but we all need to share in them when it’s necessary. We took a big step in improving our Lake and things are moving along great…I’m glad we came together to approve this project. We have to start saving more money so that when major issues come up, we don’t have to borrow like we have been. I have identified a few simple ideas that will save us money moving forward.

We are researching right now the ability to email our correspondence to you instead of mailing. A simple letter costs us around $1500 where as our annual mailing packet for board elections and budget approval costs around $6500. We are going to work on electronic voting which could eliminate most of that cost. Now I know not everyone might not have an email, but those that do, I encourage you that when that time comes you agree to accept it.

TECHNOLOGY By the time you read this, we will have already discussed this in the Board meeting, but we are looking into video recording our Board meetings so those that cannot make it can still watch and see what’s going on. Also we will look into improving our Membership cards so that they will do what they were intended. Deb Stagno (Technology Director) is working hard on that and will provide more information as it’s available.

One thing I would like to make you aware of is that the Lake Committee, with the help of the Safety Committee, will be coming up with a survey to gather information regarding the effects of the large waves, and how the membership feels about this and what actions should be taken. When the time comes, all will have an opportunity to voice your opinions. There will be plenty of notice given as to when an open forum will take place.

All in all, I am excited for this year and to be your President. I foresee some big changes. Just remember that within a Community is Unity. Let’s all come together to continue to make Lake Carroll the place we all love.

Lake Carroll has scheduled one (1) Boat Safety Class for 2018. Saturday, April 21, 2018 is the date.The class will be held at the Clubhouse (lower level) from 8AM through 4:30PM. A minimum of one member per lot must complete an IDNR Boat Safety course before watercraft may be registered at Lake Carroll. You will be able to register for the Lake Carroll classes after March 1, 2018. Further information will be available in the February issue of the Lake Carroll News.

GM Report

Happy New Year!

I hope all of you had a festive Holiday Season and I would like to extend my wishes for happy, safe, healthy & Prosperous New Year to all Lake Carroll Members. I would also like to welcome Alan Cazzato and Mike Schmieder General Manager Rick Jensen who will serve on the Board of Directors for at least the next three years. Alan is a CPA and he’ll serve his first year on the Board as our Treasurer. Rick Jensen has worked for the Association for the past several years as a member of our Maintenance Department. Alan and Rick bring with them a wealth of experience which will benefit the Association and me as we move into 2018 and beyond. Welcome aboard Alan and Rick and I look forward to working with you both.

The down side to welcoming new Members to the Board is the fact that someone is leaving. Jeff Howe has served as a Board Director since my arrival in December of 2010. During those years Jeff has been our Treasurer as well as the Board Secretary several of those years. If you didn’t know, serving as the Secretary and/or Treasurer are both very time consuming jobs which require patience and attention to detail. Fortunately for Lake Carroll, Jeff is patient and if you didn’t know, Jeff has an extraordinary eye for detail. I am glad to report that Jeff has been appointed to serve on the By-Laws Committee so while we will miss him as a Board Member, Jeff will continue to be active in our Community. Thank you Jeff for your many years of service to Lake Carroll!

I would also like to recognize Sue Massey who was the runner-up in in the 2016 Board election and was appointed to serve as a Board Director in May of 2017. Prior to her appointment to the Board, Sue has been an active Member of the Finance Committee since 2009. Sue did a fine job as a Board Director this year and I’m glad to report that Sue will continue to serve the Association as a Member of the Steering Committee.

Last, I’d like to acknowledge Norm Hoffman who served as a Board Director, the Board President, and the Board’s Vice President during his most recent three years on the Board. Prior to that, Norm had served several terms on the Board as well as a few years as an active member of our By-Laws Committee. Norm’s contributions to our Community are many and Norm will be missed. On behalf of Lake Carroll, a heartfelt thank you goes out to Norm Hoffman,

Speaking of Volunteers, I wanted to thank our A & E Committee for all of their work and to let you know that they were recognized at the Annual Meeting as the Committee of the Year. Congratulations go to Cliff Mortensen (Committee Chair) and all of the Members of our A & E Committee for all of their time and hard work. For those who don’t know, the A & E Committee meets twice a month for eight months of the year.

I would also like to congratulate Tom Wieneke, Chairman of our Lake Committee for his ongoing commitment to serve the Lake Carroll Community. Tom was named Volunteer of the year at the Annual Meeting and while many volunteers deserve this recognition, I can’t think of anyone more deserving than Tom. Tom is the Chair of the Lake Committee, the Secretary of the LIP Advisory Committee and also sits on the Steering Committee. If you don’t know Tom, I highly recommend that you attempt to meet him.

Congratulations and Thanks for all you do Tom! As we move from 2017 to 2018, the focus for many will be to oversee and execute the numerous components which make up the Lake Improvement Plan. This plan is one of the largest, if not the largest improvement program in our 45 year history and no amenity or asset deserves it more than the lake. The Lake Improvement Program was designed to address a number of issues which threaten the future health, water quality and the recreational use of Lake Carroll. As I mentioned in last month’s article, a subcommittee has been formed to oversee and monitor the equipment purchases as well as the construction projects outlined in the plan. To help the Membership understand what we’ve done, what we’re doing and what will happen and when, I have created a spreadsheet which will be updated as progress is made and as projects are completed. The spreadsheet displays each of the nine projects which make the up the Lip program and will be posted to the Lake Carroll Website the first week of January. The spreadsheet will also appear in the February Lake Carroll News. Since September, much has already been done and we should be selecting the Dredge Contractor this month. So you know, the LIP Advisory Committee meets on the first Monday of each month at 4:30pm in the Conference Center and all Members are welcome and encouraged to attend. The agendas and the minutes for all of these meetings are also available on the Website. If you have any questions, comments or concerns with the Lake Improvement Program, please feel free to contact Joe Rush, myself or any member of the Advisory Committee for further information.

General Manager - Monthly Board Report - December 15, 2017 Michael Schmieder

Following is a synopsis of this month’s activities. I have identified those items that are of importance or that are not necessarily obvious. I have not included the normal day-to-day activities or those items that are covered by the Treasurer and others. Please also refer to the staff reports that have been provided.

The order is by department/category.

1. Report on directives from the November, 2017 BOD Meeting. a. None 2. Administration: a. The Annual Meeting of the Lake Carroll Membership was held on December 3, 2017 in the lower level of the Clubhouse.

Two new Board Members, Alan Cazzato and Rick Jensen were sworn in at the meeting. Outgoing Board Members Jeff Howe and Sue Massey were recognized for their service during the meeting. b. A Board meeting was held following the annual meeting and Officers were elected. Dave Pacione was appointed to serve as the Board President, John Grotto was appointed to serve as the Vice President, Alan Cazzato will serve as the Treasurer and Barb Anderson will serve as our Secretary. c. The minutes from the 12/3/17 Annual Meeting are attached to this report for your review. These minutes will not be approved until the 2018 Annual Meeting but I have included them so that they can be reviewed and amended if necessary. d. An updated copy of the Fixed Asset Expenditures – Cash Status has been included in the Board packet under “Treasurers Report”. e. An updated copy of the LIP Expenditures – Cash Status has been included in the Board packet under “Treasurers Report”. f. All of Insurance Policies have been renewed and the renewed policies will be effective 12/1/2018. The premium for these policies decreased by $35 from $215,694.94 in 2017 to $215,659.94 in 2018. See attached.

3. Safe Workplace Committee & Cinci-Safe Program: a. The Safe Workplace Committee met on Wednesday, December 6, 2017. All Members of the Committee were present. Minutes from this meeting will be included in the January manager’s report.

4. Sales of Lake Carroll Owned Lots: a. No Lake Carroll lots have been since November 4, 2017.

5. Accounts Receivable & Front Desk: (see attachments) a. See updated 2017 dues status report which is attached.

Nine (9) resale transactions were entered in the database between 11-14-2017 and 12-7-2017. Four (4) lots with homes were sold and five (5) vacant lots were sold. d. Through November 20, 2017, 610 Natural Gas Permit Fees have been deposited totaling $152,500.00. e. Currently working on sending the annual billing statements

which will be mailed on or about December 15, 2017.

6. Finance & Human Resources: a. Finance: i. Preliminary Financial Statements for October, 2017 will be complete in advance of the December Board Meeting. These statements will be sent electronically prior to the meeting and the Board will be asked to approve the statements at the 12/15/2017 Board Meeting. ii. The Gaming Machines generated $4,942.29 in income for Lake Carroll during the month of October, 2017. The budgeted income for October was $3,000.00. The YTD gaming income for 2017 is $37,702.84 VS. the YTD budgeted amount of $27,300.

See attached report. b. Human Resource: i. No specific report 7. Safety & Security: a. As requested by the Board, I am including Luke’s full report.

8. Information Technology: a. Deb has been working on preparing a CER for Video Recording Equipment and the CER will be presented at Friday’s Board Meeting. During the 12/3/17 Board Meeting it was determined that we should include the ability to add interactive video conferencing abilities which has expanded the scope of the original project. Deb has Demo’s scheduled for this Friday, the day of the Board meeting to evaluate the products and determine which will fit our needs the best.

9. Communications: a. Donna Beyer continues to work on communications, updating the Web-Site, creating E-Blasts and in-house printing and development. Donna has also worked on the annual meeting preparation, updated the LCA invoices for 2018 subscribers of the Lake Carroll News, updated the “Local Services” brochure, the Winter Amenity Schedule, the Winterfest Flyer and updated the Master Calendars for all Committees, Clubs and Departments.

10. Facilities Management: a. Much of the work performed by our Maintenance Staff has been performed at the Lodge and the Ski Hill over the past 30 days. Detailed reports for this work are included under the heading of “Ski Hill” within this report. b. As of 12/12/2017 we have experienced three snow events which required plowing and/or salting. No problems with snow removal have been experienced. c. I have attached Don’s full report for your review.

11. Lake Management/Wildlife: a. The lake level as of December 8, 2017 was 737.’ Normal winter pool level. b. Joe met with Peter Berrini of Berrini and Associates to review our dredge spoils ponds. He stated we have a couple repairs we need to perform before dredging. c. Joe discussed timelines with Berrini and he stated he will provide us with a draft bid document for the dredging program by December 17, 2017 for us to review and comment. He will send out a RFP for the dredging project the beginning of January for us to have bids by mid-January so that the LIP advisory committee can make a recommendation to the board for the January 26th board meeting. This will allow us to work on booking a contractor for the spring of 2018. d. Based on our meetings with Peter Berrini, we have requested an update to our dredge permits to include the use of an

environmentally approved polymer. We anticipate tight capacity for material deposition at the Zier Rd dredge spoils pond. e. As previously stated, Associated Services Enterprises have completed the dredging portion of the Zier Rd stream restoration projects. f. Dick Baumann (Wendler Engineering) performed the dam inspection. A report was provided and will be reviewed for needed repairs. g. Joe has been working with G. Frank Ransley (valve specialist and engineer from Madison, WI) to do an inspection of our valve on the dam. He is still evaluating to determine if internal damage to the valve may have occurred from the opening / closing procedure in November. Based on the force calculations he performed, he believes there may have been internal damage to the valve stem and nut and further inspection will be necessary.

He’s requested maintenance pump the water out of the valve tower and look for external markings on the valve assembly. The manufacturer stated the valve is no longer in production and parts aren’t available. I’ll keep you updated on this as it progresses.

12. Lake Improvement Projects: a. Currently, LIP projects have been coming in below budget, and we anticipate being approximately $400,000 under budget based on all project savings ($128,700 under budget on harvesting equipment, $80,000 under budget on E. Marina stabilization and dredging, and approximately $200,000 under budget on the dredge spoils pond / Zier Rd expansion projects combined). b. Fehr Graham staked the limits of the E. Marina project, including the project extension approved by the board at the last meeting. c. Associated Services Enterprises started and completed the dredging portion of the E. Marina project. According to the Fehr Graham pre and post dredging evaluation comparisons, they have completed the work and removed the sediments that were deposited. Fehr Graham also stated that the amount of material removed was less than the original estimates provided by engineers at Fehr Graham, and the LCA will see a cost savings on that portion of the project. d. Associated Services Enterprises has begun bringing in the RR5 rock and stabilizing the stream banks. e. We are submitting a CER for the purchase of the aquatic plant spray boat, motor, and trailer from Clarke Boats in Bellevue, Iowa. The LIP advisory committee voted unanimously to work with Clarke on this project even though they were not the lowest bidder. f. We are submitting a CER for the selection of a contractor to perform the work on the Zier Rd expansion project, including berm 1 and 2 and Option A. The same contractor will also be removing the 16,150 cubic yards of deposited material in the dredge spoils area to prepare the pond for the upcoming dredging operation. g. Wendler Engineering submitted a request for bids for the Zier Rd expansion project, including berms 1 and 2 as well as “option A’. h. We conducted a pre-bid meeting with contractors interested in bidding on the Zier Rd expansion project. We combined the Zier Rd sediment expansion project berms 1 and 2, Option A (LIP funded), and the dredge spoils clean out into one project. By doing this, we anticipated a reduction in costs due to economy of

scale. Contractors could bid more competitively with the projects while equipment would already be onsite. i. Bids were opened on December 6th at 3:15 pm by Wendler Engineering staff with my presence. The lowest qualified bidder was Martin of Oregon, IL at $236,663.40. The total budgeted amount was $445,000. Two other bids were within approximately $21,200 of the lowest bidder. j. The LIP advisory committee met and voted on a recommendation for the board of directors for the upcoming Board meeting on December 15, 2017. A CER was submitted for the requested. k. The LIP advisory committee voted on a recommendation to contract Clarke Boats of Bellevue, Iowa to build the boat, motor, and trailer package for the aquatic plant spray boat. A CER is being submitted to the board for vote at the December 15 meeting. l. I have attached Joe’s full report for your review.

13. Building Inspection/Architectural & Environmental: a. At the Board’s request, I have attached Doug’s monthly report for your review.

14. Golf Operations (Pro Shop): a. The Golf Course was closed on November 18, 2017 for the winter. b. Jason is currently working on the calendar for 2018 and it looks like we will be retaining most if not all of our past outings. Jason is also working towards adding a Junior College Tournament as well as Eastland High Boys and Girls Invitational.

15. Golf Maintenance: a. The maintenance crew was reduced in size to our normal winter staff beginning November 17, 2017. b. 19 dead/dying Ash Trees were removed and burned during the week of 11/6/2017. c. Winter fertilizer was applied to the course in late November and the Greens were treated to prevent “snow Mold” over the winter. d. The “Lift” which was purchased this past Spring has been recently utilized to clean out the Clubhouse gutters, cleaning of the Clubhouse windows and at the ski hill for maintenance to the T-Bar system as well as throughout the year trimming trees.

16. Clubhouse Operations: a. The annual First State Bank Christmas party was held on Saturday, December 2, 2017. The party was attended by approximately 75 guests. Denise, Danielle and Tishana all did a great job preparing, decorating and servicing the event. b. The annual Christmas Party, sponsored by the Fishing Club was attended by approximately 115 guests. The Party was held on Saturday, December 9th and the party went very well. c. The first of two “Breakfast with Santa” events was held on Sunday, December 10th and was attended by approximately

150 Members and Guests. The second will be held this Sunday, December 17, 2017. d. A gas leak was found in the valve that controls the fireplace.

The part is ordered and installation should be the week of the 11th. Bomar has closed the valve while we wait for the part. e. Don is currently gathering proposals to repair ceiling drywall cracks at the Club House and Pro Shop. Don will work this repair around the floor tile project.

17. Recreation Complex Operations: a. Aquatic Complex: i. The Outdoor Pool was closed for season on Tuesday, September 5th as scheduled. The pool was winterized in October. ii. The Indoor pool remains operating with no problems to report. b. Recreation: i. No specific report c. Ski Hill: i. Snowmaking operations began Wednesday evening December 6. It attracted a large crowd and we thank everyone for their support. ii. The plan currently is to run 12-15 hours per day (weather permitting) which allows recovery time for the pond. iii. Don met with TechnoAlpin two weeks ago. They will have a Tech here on Wednesday December 13th to go through the electric boxes that control the hydra-vanes on the Rubis Sticks. 3 of the 7 boxes are not working at the optimum. Paul and Anthony Herrell looked at these boxes and recommended TechnoAlpin review them. The tech will also review all our electric equipment and operations providing recommendations. iv. Snomax will be here on Thursday December 14th to install new flow meter and pump to automate the Snomax process. v. The experts that have done an onsite visit have been very complimentary about the condition of our equipment. They have provided tips on maintenance to make the process easier and more effective. vi. Less than half of the ski hill fixtures were operational on Monday December 4th. Every time we tested them we found less of them working. They did not provide enough light for safe ski hill snow making operations. In doing some checking, Anthony Herrell of Herrell Electric was recommended. He also had access to the large bucket trucks. We had been told by other vendors the fixtures were obsolete and parts could not be found. Anthony was able to easily find the parts. He replaced 12 bulbs, 4 ballasts and worked with Paul on repair shorts in two poles and the lodge.

Every fixture is operational. He also had a 40 foot boom truck. vii. New de-icer (Aerator) was installed on 12/18. I have spoken with the homeowner whose house is above the pump house complaining about the noise the current aerator pump makes. I told him I agreed about the noise and we were working on a solution.

viii. Preparing CER for two new Pole cats. The new version will allow the machine to rotate the snowmaking body back and forth about 45 degrees much like a lawn sprinkler. This will help efficiency. Our current machines do not have this option. ix. Trailer has been rented and is in place which stores the tubes for the Tubing Hill. x. Firewood will be prepared for the fire pit at the base of the tube hill. xi. On the second evening of operations the groomer was required to move snow up the hill due to the volume accumulating at the base. xii. We have had many experts visit us thanks to Ryan Fitzsimmons. We have found their expertise and recommendations are somewhat different than past practices, so, we will follow their recommendations and move forward in their direction. This has resulted in several feet of snow already accumulated at the base of the ski hill, operations working in conjunction with the pond limitations and not against it, and new practices in the repetition of simple equipment requirements to prevent down time. xiii. Don found one of the well tanks leaking in the basement.

(3 total in the basement) Brinkmeier found a second tank that was waterlogged and not taking air. I had him replace both of those tanks. xiv. When working on the ski hill lights, we found the breaker controlling the east lights on Lodge Building roof to have a red lock on it. Paul spoke with the previous electrician who informed him there was short in the attic feeding that fixture. Paul along with Anthony Herrell of Herrell Electric repaired the problem and both ski hill light fixtures on the lodge building are now operational. xv. Mike Spotts has repaired the floor behind the bar at the lodge. He will then put in a subfloor and install vinyl plank flooring so the bar is ready to open for ski hill season. xvi. Ski Rental area equipment being cleaned for the season. xvii. A combination of 150 sets of skis and snowboards has been picked up for waxing, edging and minor repairs by Tyler Bausman. Tyler manages the ski hill rental at Chestnut Mountain and is doing this work at his home in Mt. Carroll. Tyler is a contact found by Paul Thompson. xviii. Working to get the drywall repaired in the ski rental area prior to opening on December 16. xix. The Food trailer has been put in place at the Tube Hill.

18. Campground: a. Winterization of the water lines was completed by Brinkmeier Plumbing on October 31st. b. Brinkmeier Plumbing completed the water line extension in POD 4.

Lake Carroll Women’s Club

The Lake Carroll Women’s Club met on Thursday, December 14, at the Clubhouse to celebrate the holiday season together. 50 members were in attendance to enjoy a delicious luncheon of salad, chicken or beef and a sumptuous dessert. Members were also able to shop for last minute holiday gifts, thanks to The Blarney Stone of Shannon (popcorn), Swank and Mercier of Freeport (jewelry, hats, purses, etc.) and our own Bessie Pavell who brought her hand made desk calendars to sell. A percentage of all the sales will go to the Women’s Club.

At 1:50, President Char Messmore called the meeting to order. Char thanked Gael Will, Val Kachlic and Dagmar Zvonek for their hard work planning and organizing the luncheon. Vicepresident Gael Will thanked Denise, Danielle and the kitchen staff for the delicious meal and wonderful service.

Donna Aleksy, Ways and Means chairperson, reminded everyone t=hat our spring fundraiser, a second-hand sale, will be held on April 27 & 28.

She reminded the group to start saving items and asked for volunteers to help set up and work the event. This will take place in the lower level of the Clubhouse. More information will be available later.

The next meeting will be held on Thursday, January 11 at 1:00 at the Lodge. Joe Rush will be presenting an overview of the history and health of our lake. Following his presentation he will answer questions and listen to concerns about our most valuable amenity! This meeting is open to any Lake Carroll resident.

Following the meeting, the ladies were entertained by the Eastland High School Jazz Band under the direction of Benjamin Randecker. Listening to the sweet sounds of Christmas Carols put everyone in the holiday spirit!

The Marketing Committee (MC) is working on a few new ideas. And we have some updates on previous projects. First update, we have made some good contacts from our participation in a charity golf outing at the Inverness Golf Club back in August. Looks like we will have to get that Spring Public Open House out of the preliminary planning stages and start building a plan.

Second update is we created, ordered and took delivery of some new tri fold brochures. We will be placing some of them at the Stephenson County Visitor Center. We will also have them on hand to pass out at the Rockford Boat Show in February.

Yes! That is the third update. It has been confirmed that we will have a booth at the Rockford Boat Show and the MC has reached out to all the clubs and committees and have received a great response to our request for help staffing this booth. It is February 16th-18th at the Indoor Sports Center on Riverside Drive in Loves Park, IL. Please stop by the booth if you visit the show!!!

By the time you read this, the MC will have made a request to the Board (December 15thmeeting) for their blessing for our Chairman Jay Van Matre and a friend (and fellow LCA member) to do a short deer hunting video in Lake Carroll in December to upload to YouTube. We will be looking to venture in new directions and try new avenues to get our “Best kept Secret” out there. If they give the okay the filming will have taken place in December, if they don’t we will work on other plans. Not all our plans will be successful, or even pan out. But we will keep trying. Our ultimate goal is to increase our DPE and that will benefit ALL of us.

Over the past several years, The Lake Carroll Association has unwillingly acquired dozens of Lots through our collection policy, foreclosures, or through past due amount settlements. The Association pays Real Estate taxes on these properties and needless to say, there are no Dues Assessments levied upon or collected for these Ownerless lots.

One way of soliciting these properties at little or no cost is to enlist and incent our current Membership for referrals who ultimately purchase a Lake Carroll Owned lot. You may also contact me yourself to let me know that I may be hearing from your friend regarding the purchase of a lot. I will match your name with the prospect’s name and when the referral purchases the property, and pays the first 12 months of dues, you will receive $500.

To help you and anyone interested in purchasing an Association Owned lot, we will be adding a new page to our current Web-site. This page will display a listing of available lots, a map showing the location, the size of the lot, the price of the lot and a photo of the property.

In addition to providing another person or family the opportunity to enjoy all the Lake Carroll has to offer, this program will also help spread the financial burden of operating the Association, onto a broader Membership base. Lake Carroll Annual Christmas Party Sponsored by the Fishing Club Approved by St. Nick and all his Helpers

As the Christmas hour was approaching, guests, family and friends made their way to the celebration of “Let Heaven and Nature Sing”. The theme of this party was to sing, appreciate nature, celebrate, dance, enjoy the food and drink spirits, but most importantly, share an evening with friends during this holiday season. With everyone nestled in their seats the party began.

Appetizers, specialty drinks and good conversation started the evenings festivities. The hors d’oeuvres were a great way to start the night’s dining which continued with entrees of prime rib, chicken and many sides. And for those who saved room for dessert, a variety of choices were available for the choosiest palate. With the meal completed, it was time to embrace this year’s theme.

The night’s theme started with a song “The Twelve Days of Christmas”. Each table was given a verse to be sung acapella. It was fun, lots of good harmony and a perfect way to set the Christmas mood. With the mood set, a silent auction was explained for the many all-natural hand-made Christmas trees and wreaths. The silent auction lasted for a short time, the lucky bidders will be able to share this year’s party memories for years to come. Special thanks go out to the entire decorating committee for their hard work in preparing the holiday remembrance items.

With the silent auction complete, the Fishing Club recognized outgoing board members John Quilico and Fred Reddies. Each received a Cabela’s Gift Card for the many years of service and contributions made to the club. The formalities now complete, the evening moved to the dance floor. Fast, slow, line, whatever your preference, the music was there to enjoy. And based on the crowded dance floor, the music was most appreciated. The dancing and good times lasted for hours, but unfortunately, everything must come to an end. The dining, dancing, friendship, thankfulness for this holiday season and memories of past seasons will be cherished for a long time. This Christmas celebration was over but it was a wonderful way to begin the 2017 holiday season. By the time this article is published, the Fishing Club hopes everyone had.

The Giving Tree and Santas For Seniors Once again this year the Giving Tree at Lake Carroll was a big success. This program, sponsored by the Eastland Council of Churches, distributes Christmas gifts to needy children and their families in our area. The children each received two gifts, one fun gift and one for clothing.

Again this year we participated in another program, Santas for Seniors. This works basically the same way as the Giving Tree except the gifts go to residents of the Good Samaritan and Big Meadows nursing homes in Mt. Carroll and Savanna.

Thanks to your generosity 101 presents were given to seniors and children this year.

The folks at Eastland Council of Churches and Santas for Seniors want to express their gratitude for our generous support at Lake Carroll, and we thank them for all the work that goes into these programs.

It has been a long-standing tradition for the Fishing Club to coordinate this program here at Lake Carroll. Thanks to all who helped this year and many thanks to all those who contributed gifts for the kids and seniors. We can be sure they are needed and will help them all have a Merry Christmas.

2018 Lake Carroll Tournament Rules

1. Lake Carroll Rules and Regulations: All Lake Carroll Rules and Regulations must be followed during tournaments. Any citation issued

by Lake Carroll Security during a tournament will result in team disqualification.

2. Entrance Fee and Payouts: Any boat with a valid Lake Carroll sticker and property owner can enter a tournament. At least one participant from each team must register and pay the tournament fee of $20 per angler with a minimum of $40 per boat before each tournament. From each entrance fee, $5 per boat per tournament will be donated to the Lake Carroll Fishing Club for fish restocking or for tournament supplies. For each tournament except the season’s final tournament, $20 will be held back from the pay-out to be paid out during the season’s final tournament.

All remaining funds will be paid out each tournament.

3. Mandatory Pre-Tournament meeting: There will be a short meeting 20-30 minutes prior to each tournament to review tournament rules and lake conditions, draw take-off numbers and identify the take-off boat.

All tournament participants are required to attend the pre-tournament meeting.

4. Tournament Start Time: The tournament will start when the pretournament meeting has concluded.

5. Tournament End Time: A team’s boat must be inside the West Marina’s no-wake buoys prior to tournament end time as specified during the pretournament meeting in order to weigh their fish. All fish culling must be done prior to this time or disqualified.

6. Take-off Rules: For the safety of Lake Carroll boaters, at the discretion of the Lake Manager, scheduled takeoffs will be enacted at the start of tournaments. Printed numbers will be randomly drawn and issued to each boat at the beginning of the pre-tournament meeting. Any boat not registered 20 minutes prior to the scheduled take-off time, will not be eligible for a takeoff number and will be released after the last takeoff number on a first come, first serve basis. Once the pre-tournament meeting has ended, anglers will proceed to the no-wake area. By prominently displaying their numbers in the air, boats should make a best efforts attempt to line up from lowest number to highest with the boat holding the lowest number closest to the take-off boat (defined as the boat assigned to release boats as specified during the pre-tournament meeting.) The takeoff boat will be either from the team drawing the last number or an angler registering after the 20 minute cut-off. The take-off boat will locate in a central area and release boats in numerical order. Upon release from the take-off boat, each boat may take-off in single file after idling past the

take-off boat, keeping at least 100 feet between any previously released boat. Passing of previously released boats is prohibited until a previously released boat is on plane or 500 feet (the equivalent of three average Lake Carroll lots) outside of the no wake area. No boat can exceed the lake speed limit of 40 mph. Any violation of the take-off rules or failure to heed the instructions of the take-off boat will result in tournament disqualification.

7. Live-well Inspection: In order to preserve the health of the fish, each boat will be required to have a working live-well and will be subject to inspection before take-off. Any boat without a working live-well will not be permitted to fish the tournament.

8. Limits and Minimum Size: Each team is allowed to weigh-in any combination of five live largemouth and/or smallmouth bass measuring no less than 14 inches in length when measured with a tightly closed mouth. At no time during a tournament should a tournament participant boat have more than five fish in their live-well. Any violation of this rule is considered a violation of Lake Carroll rules and will result in team disqualification.

9. Courtesy Bump: Any participant can request a tournament committee member to measure a fish in their live-well suspected to be below the minimum length requirement. Prior to bringing fish to the weigh-in scale, a participant may request a tournament committee member (or designee) to measure a fish using the committee’s designated measuring board. Any fish found to be below the minimum length will be immediately returned to the water but the team will NOT be penalized or disqualified from the tournament for the short fish. Any team bringing a short fish to the scales without a courtesy bump will be disqualified.

10. Dead Fish Rule: A dead fish (that is a scalable fish) cannot be culled and must be weighed in. There will be a .25 lb weight deduction for each dead fish that is weighed in. Anyone releasing a dead fish will be disqualified.

11. Weigh-in Procedures: In order to preserve the health of the fish, anglers desiring to weigh fish will only be allowed to transport their fish from their live well to the scales with a bag provided by Lake Carroll. These bags are located next to the weigh-in scale and are allocated on a first come first serve basis. After weighing fish, the fish must be immediately returned to the lake and the bag returned to the weigh-in area.

12. Live Bait: Live bait not permitted 13. Three Lot Courtesy Rule: Any angler moving into a new spot should allow an angler already in that spot a minimum of 500 feet of space (the rough equivalent of three average sized Lake Carroll lots.)

The Lake Carroll Board of Directors has authorized the establishment of a subcommittee, the “Ad Hoc Subcommittee on Lake Safety and Environmental Issues”. The purpose is to study and address membership concerns regarding the safety and environmental effects of increased wake activity on our lake. This will be a joint effort of the Safety and Lake Committees.

Watercraft types and numbers have changed over the years. Currently we have 1,946 watercraft registered at Lake Carroll. This is up by almost 200 from 2011. We have received complaints, comments and questions from membership concerning shoreline erosion and equipment damage and from boaters and fishermen experiencing rough conditions due to wake activity.

This subcommittee will attempt to study and address these concerns and make recommendations to the Safety and Lake Committees for further actions. A membership survey will be prepared and made available in the near future to get input from all members. More information will be forthcoming in the Lake Carroll newspaper, our Lake Carroll email blast, and on our website www. golakecarroll.com. We welcome your input.

Ski Club is Skiing Again!

By Ryan FitzSimmons December 16th was opening day at the Plumtree Winter Sports Complex and marks the earliest we have been skiing at Lake Carroll in several years. Several Ski Club members and their families came out and enjoyed the man-made snow at the ski area and tube tow. In addition to the fun on the slopes, the Hideaway Lounge was open for business and the fire pits saw some action, too. Ski Club is helping out around the lodge this year in hopes of helping create a fun and inviting atmosphere for members and their guests. Bring your family out and join us!

Unfortunately, warm weather got the better of us this time around and we could not reopen on Sunday the 17th. However, by the time this article is published, two new fan guns will have arrived and should be pouring on the snow in time for Winterfest. These new guns and some additional high efficiency equipment are capable of putting down a lot more snow than we’ve ever been able to make and will go a long way toward keeping us open even if we have some warm weather.

Make a resolution for 2018 to keep your brain fit and healthy! Current research indicates that challenging the brain is one of several things you can do to contribute to your own brain health as you age. Challenging activities is one way to train your brain and keep your wits fit!

The University of Illinois Extension offers monthly Wits Fitness Brain Exercises Classes in Thomson and Sterling. Join Extension Educator Karla Belzer as she leads participants through interactive activities designed to exercise the brain to maintain and enhance cognitive function and memory.

The monthly class in Thomson will be held from 10:30 a.m. to 12:00 p.m. at the Thomson Public Library, 1005 West Main Street, Thomson, IL. Class dates for 2018 are: January 4, March 1, April 5, May 3, June 7, August 2, September 6, October 4, November 1, and December 6. There will not be classes the months of February or July.

The monthly class in Sterling will be held on Tuesdays from 10 a.m. to 11:30 a.m. at the Sterling Public Library, 102 West Third Street in Sterling. Class dates for 2018 are: January 23, February 27, March 27, April 24, May 22, July 24, August 28, October 23, November 27, and December 18. There are no classes in the months of June or September.

We have lived in Lake Carroll full-time for 26 years and have experienced the sporadic outages since we moved in. If you are like us and the power comes right back on before you get the outage report called in, you simply hang up. But is that what should be done? According to a ComEd rep, you should report ANY outages so they can collect as much information as they can…Has it happened before? How often? How long is it off? Can we tell if it’s just us, our section, or the whole lake? So we have concluded that whether the power comes back on or not, we are reporting it and we encourage other Members to do so, too.

Winter Emergency Preparedness

By Donna Beyer With the onset of winter, it’s a good time for all of us to be reminded of some basic precautions we should have in place…specifically, what you need to keep yourself safe until help arrives in the event you become stuck in the snow or stranded. The Security Notes and Safety First columns remind us that LCA’s Security and Maintenance departments cannot pull or tow your vehicle. What they can do is transport a stranded motorist to a warm location.

With this mandate in place, we urge anyone travelling during inclement winter weather to, first and foremost, make a conscious decision if your trip is really necessary. Beyond that and in the event bad weather occurs when you’re already out, be prepared. For those of you with Internet access, you can search for “Winter Emergency Preparedness” and find many sites that offer from very detailed to basic checklists.

Besides having certain items in your car you should be sure to have a couple numbers already programmed in your cell phones for towing services. In the event you do become stranded, your inclination will be to keep your vehicle running for warmth. Please take note of your exhaust pipe. Make sure it isn’t clogged with snow, ice or mud. A blocked exhaust could cause deadly carbon monoxide gas to leak into the passenger compartment with the engine running.

Winter brings some beautiful landscapes, snow sports/activities, and also brings a time for popular family gatherings. Along with the good, there’s always the potential of some bad weather. Plan ahead; be prepared. We wish you all a safe winter season.

RECIPE CORNER Are You Missing Your Weekly Grapevine?

SKILLET CHOCOLATE CHIP & CARAMEL COOKIE 2 large eggs beaten 1 cup butter 2 cups brown sugar 2 ½ teaspoons vanilla

Yield: 16 servings

3 cups flour 1 ½ teaspoons baking soda 1 cup chocolate chips ½ cup plus 2 tablespoons caramel sauce

1. Preheat oven to 350 degrees 2. Melt butter in a cast iron skillet over medium heat. Pour melted butter into a mixing bowl and set skillet aside. (if you are using a baking dish instead of skillet, butter can be melted in the microwave).

3. Stir brown sugar into the melted butter. Add eggs and vanilla; mix well. Add flour, & baking soda, mix until combined. Stir in chocolate chips.

4. Press ½ of dough into the skillet and cover with ½ cup caramel sauce. Top with remaining dough, spreading evenly.

5. Bake for 30 minutes or until edges are golden brown.

6. Drizzle 2 tablespoons caramel sauce on top. Serve warm.

Security Residential Checks & Low Temperature Light Checks Submitted by Luke Fossett, LC Security

2018 BOAT SAFETY CLASS Lake Carroll has scheduled one (1) Boat Safety Class for 2018. Saturday, April 21, 2018 is the date.The class will be held at the Clubhouse (lower level) from 8AM through 4:30PM. A minimum of one member per lot must complete an IDNR Boat Safety course before watercraft may be registered at Lake Carroll. You will be able to register for the Lake Carroll classes after March 1, 2018. Further information will be available in the February issue of the Lake Carroll News.

The Lake Carroll Security Department offers a Home Inspection that requests our officers to routinely take a visible check of your home while you are away.

Members of the Lake Carroll Security Department carry out these checks, twice a day on a daily basis. The officer on patrol will do a drive by of your home looking for anything out of the ordinary such as open doors and lights left on. The times when the officer does this will be documented on a daily log sheet; this helps our department establish a time frame in case a problem arises. When something out of the ordinary is found the officer on duty will contact you to rectify the situation.

The Lake Carroll Security Department also has a Low Temperature Light Check. The same things are looked for during this check as are during the Home Check. We also look for a low temperature light that is placed in a specific window in the home. These low temperature switches can be purchased at most home improvements stores. Locally, they may be purchased at Menards. The Security Department recommends the use of a colored bulb.

These lights work by being plugged into an outlet and the lamp is placed into a window. When the temperature in the home falls below a certain preset temperature the light will turn on.

This will let the officer know that the home has a furnace problem or is out of LP. The officer will then contact the homeowner. The Lake Carroll Security Department recommends the use of these lights in all homes that are left unattended during the winter months.

The Lake Carroll Security Officer on duty will not normally leave the vehicle while doing these checks. However the officer will leave the vehicle if anything is found out of the ordinary or the homeowner contacts the officer with something specific to check such as a door that may have been left unlocked. *All residential driveways must be cleared of ice and snow. If this is not done, we may not be able to check your home properly, or at all.
