Rancho Bernardans could see a $4 increase in their Maintenance Assessment District fees starting with their 2014-15 property tax bills. The increase was requested by the Rancho Bernardo MAD committee after reviewing a draft fiscal year 2014 budget at its Nov. 5 meeting, said David Blitzblau, committee chairman. The committee will review the revised draft reflecting the rate increase at its 5 p.m. Monday, Dec. 3 meeting in the RB Swim & Tennis Club.
If also approved by the Rancho Bernardo Community Council when presented at the Dec. 6 council meeting, owners of single family residential parcels within the district would pay $22 annually. The current rate is $18. When set in January 2011, the $3 increase was the first enacted in six years. Blitzblau said the committee does not need to seek approval from property owners within the district since it is permitted to raise the rate up to $26.78 per single family parcel without a See FEE, Page 9
Oak Valley Middle School’s Martin Reisert has been named “Teacher of the Year” in California. Reisert, one of five to win the state honor, will travel to Sacramento in February to receive his award. “It’s humbling ... and an honor to be chosen,” Reisert said, who last year was selected Oak Valley’s Teacher of the Year, then was one of three selected for Poway Unified’s honor before also winning at the county level, a prerequisite for the state competition. Since 2004, Reisert has taught at the 4S Ranch school. His most recent assignment is teaching sixth-grade earth science and ancient civilizations. From 2001-2004 he taught at Bernardo See TEACHER, Page 18
RB welcome sign to be built by January 2014 BY ELIZABETH MARIE HIMCHAK
Rancho Bernardans will likely welcome in two more New Year’s Days before a sign welcoming those entering the community is erected. According to a city staff memo, the pre-design phase has concluded for the welcome sign that will be built on a Rancho Bernardo Road median near The Mercado. The phase included determining an estimated cost and project timeline. The estimated completion date is January 2014. The memo, presented to Rancho Bernardo Maintenance Assessment District committee members at their Nov. 5 meeting, lists an estimated cost of $1,661 for the planning (pre-design) stage, $9,877 for the design stage and $38,462 for construction. The three elements combined total $50,000. With $10,000 from the insurance settlement received after an August 2009 vehicle accident that destroyed the more than See SIGN, Page 9
