(2) Nonresidential parking requirements may be modified to allow up to a 20 percent reduction in the amount of parking to be provided. (3) Mixed use site development requirements shall be modified as follows: a. In P-O, C-1, C-2, C-3, R&D, and the downtown district parent zones, commercial site development requirements may be modified as permitted in subsection (C)(2) of this section and the residential site development requirements of R-3-H zones will apply, except that R-3-L site development requirements shall apply in C-1 districts. In no case shall more than 50 percent of the net building area be used for residential uses. b. In manufacturing parent zones, residential uses shall not be permitted, and the commercial site development requirements of C-3 districts shall apply. c. In R-M, R-3-L, R-3-H and PD parent zones, residential site development requirements may be modified as permitted in subsection (c)(1) of this section to allow commercial site development standards of C-1 districts. In no case shall more than five percent of the land area of the site be used for commercial uses. No commercial uses shall be allowed unless the primary access of the commercial site abuts those streets designated for the highest traffic usage. (4) An alternate method of measurement for the height of structures may be approved as part of the site plan, provided that the method of measurement is applied uniformly throughout the special plan district. Section 7. Chapter 16 of the Code is amended by adding new sections 16-538, 16-539, 16540, 16-541 and 16-542 to read as follows: Sec. 16-538. Downtown District. (a) Purpose of the Downtown District and the Downtown District Overlay zones. The vision of downtown Los Alamos is a pedestrian-friendly attractive mixed use area with a parking structure and centralized area for entertainment and community gatherings. (b) Description of the Downtown District. The Downtown District is intended to promote land use, site planning, and project design to implement the urban form and character envisioned by the Los Alamos Downtown Master Plan, adopted as a part of the Incorporated County Los Alamos Comprehensive Plan. Overlay zoning is required in the Downtown District. Sec. 16-539. Downtown District: Neighborhood General Overlay (DT-NGO). The Downtown District: Neighborhood General Overlay district is an overlay zone that may be used only in the Downtown District and is intended to be an area mixed in function, but principally residential. It has a generalized character, and is usually the largest area of the neighborhood. Sec. 16-540. Downtown District: Neighborhood Center Overlay (DT-NCO). The Downtown District: Neighborhood Center Overlay district is an overlay zone that may be used only in the Downtown District and is intended to be a place where many uses and activities occur. Sec. 16-541. Downtown District: Town Center Overlay (DT-TCO). The Downtown District: Town Center Overlay district is an overlay zone that may be used only in the Downtown District and is intended to provide for the most dense business, service, and institutional development shared by all neighborhoods.
