Sustainability of Our Communities

In the bigger discussion of sustainability, NCBA’s leadership in promoting beef ’s positive role protecting the environment is becoming even more important. President Biden continues to focus on climate change, and we will soon see climate change legislation on Capitol Hill. As I have mentioned in previous articles, we still see sustainability as an opportunity to promote the work we do as stewards of the land.

Thus far, the Biden Administration has been working with us, but sustainability is not just about the natural resources.

We look at sustainability from three different perspectives or pillars.

The first is environmental sustainability.

This pillar encompasses our stewardship of the soil, water, air, and the health of grazing lands. The next pillar addresses economic sustainability and the important recognition that cattle producers cannot afford to see their operations choked out by burdensome regulations. We must have an opportunity to be profitable. The final pillar covers social sustainability and the value cattle operations bring to their local communities. All these pillars must be considered by policy makers before any action is taken because additional regulation will not just impact us, but will trickle down to many others, including the consumer.

are family owned. A majority of cattle producers plan to pass their operation to the next generation. This is an investment in the future of their family operation, but it is also a significant investment in their local communities. Counties and towns need the tax base you provide in order to provide the local governments services. Your children are needed to have viable schools and local sports teams. Your patronage of local shops, restaurants and service providers is critical to their success. Many of you have employees that depend on the wages you pay to house, clothe and feed their families.

In turn, they also help put money into the local economy. Without you, there is no rural America. Without you, the livelihoods of hundreds, if not thousands, of your friends and neighbors come into question.

As America’s beef producers, we feed our customers at home and abroad, but we also feed the local economies.

We also lead our communities. We pride ourselves on being good citizens; that shows in the way we get involved with local organizations, schools and governments.

Your volunteer work keeps many local organizations going strong. Your financial support is just as valuable to school groups, civic groups, churches and local charities.

In research we conducted as part of the 2017 Cattlemen’s Stewardship Review, we discovered that 53 percent of you donate at least $500 annually to charity.

The 2017 Cattlemen’s Stewardship Review also found that 97 percent of cattle producers

vote compared to 64 percent of the general population. Even more interesting is that 50 percent of you have run for an elected office. That is definitely more than your urban neighbors and further illustrates that cattle producers step up and lead. I have heard U.S. Secretary of Agriculture Tom Vilsack note on multiple occasions that, on a percentage of population basis, rural America provides more volunteers for our armed services than our urban neighbors. The spirit, leadership and patriotism rural America exudes only exists because our communities exist. The communities only exist because of you.

While often overlooked, one additional benefit sustainable rural communities bring to many Americans is opportunities for vacations and recreation. Rural communities support our national parks and supply their visitors. Rural communities offer museums and a glimpse into our collective history. Many of you offer hunting, fishing and agritourism events on your operations. These are all extremely important to the American experience.

NCBA will continue to educate the Biden Administration, Congress and our customers on the important role we play in the sustainability of rural communities and how sustainable rural economies are critical in our nation’s food security. Sustainability is broad and must encompass all aspects of food production and rural life. Our future, and the nation’s hungry bellies, depend on it. n

Momentum is a beautiful thing. If utilized correctly it can make mountains seem like mole hills. Currently we have all the momentum in the world! Whether it is building relationships with our elected leaders or fighting bad legislation in Baton Rouge, we have been fighting the good fight and winning.

House Bill 605 gave us the chance to put our membership in the driver seat and truly show strength in numbers. HB 605 was a prefile on April 2, 2021. Within its pages included the removal of our sales and use tax exemptions on equipment and commodities like feed, fertilizer, and fuels. The blow to agriculture did not stop there - it would also impose a sales tax on livestock and racehorses, as well as a 2.97% tax on land rents and leases.

Within a moment’s notice and a total read-through of the original text and digest, LCA leadership sprung into action. By using a grassroots platform, we were able to connect directly with our state representatives to voice the concerns of agriculture. Fortunately, we have many elected officials that are also active in agriculture.

To take that a step further, many of the Ways and Means Committee members are also on the Ag Committee.

Currently, we are being reassured that HB 605 will not leave the Ways and Means Committee. That is all because of the weight and voice of the Louisiana Cattlemen and Women that are working to ensure a sustained industry in this state. I would like to personally thank every member who took the initiative to stand firm with our leadership on this issue as well as the Louisiana Forestry Association and Louisiana Farm Bureau Federation for signing on to an LCA drafted letter to the Ways and Means Committee. In the future I hope that many other ag organizations will stand behind us as these two have on this issue.

At the start and end of this magazine, you will see a flyer for our upcoming Summer Roundup series. I hope that you can take the time to meet with us in an open environment. We have a lot of great guest speakers, including the incredible Dr. Temple Grandin. Please be sure to RSVP ahead of time so that we can have an appropriate amount of food and seating available.

At the start of May we had the chance to host a producer round-table with Congressman Clay Higgins! We invited producers from across the third district to meet the congressman in an open Q&A forum. The largest take away that we received is that Mr. Higgins is a true friend of Agriculture. Not only was he instrumental in having mosquito death loss included in the Livestock Indemnity Program, but he has time and again been there to field the calls from our office and offer his assistance at any time. You will also see a letter to our membership from Mr. Higgins in the pages of this special issue.

Our membership opportunities are growing every day and I am glad to see our communities inching closer to “normal”. The ability to hold parish meetings and regional events is a welcome change of pace and I hope to see or meet you there! n

An Ounce of Prevention is Worth a Pound of Cure Greetings to all fellow cattle producers from District V. Some of you know who I am; some of you do not.

I am Doug Schultz, Vice President for District V, which encompasses the parishes of Allen, Beauregard, Calcasieu, Cameron and Jefferson Davis (Jeff Davis), which took all of and some of the brunt of two catastrophic wonders of nature named Laura and Delta. Recovery has been mixed with fences and pastures still in disarray from nature’s aftermath but improving with seasonal changes.

Summer is fast approaching and with that timing Hurricane Season. Quoting Thomas Jefferson, "an ounce of prevention is worth a pound of cure." So, his expression meant that, when dealing with a problem, spending a small amount of time and effort early on is a good investment. It can save you more trouble in the end.

This seems fitting - planning for the future in the cattle industry under a constant ongoing paradigm, where the only thing permitted is change. We have to adapt and change practices if we are to survive.

I would just like to add a hat off to the agriculture representatives from McNeese State University for sponsoring and putting on a productive Collegiate Livestock judging contest. The support of several cattlemen’s associations of District V provided protein for several meals and we enjoyed the interaction with representatives of McNeese State University and universities that were able to participate under COVID-19 restrictions. The future of our industry was well represented.

Report on Voluntary Price Discovery Framework Letter from President Jerry Bohn to NCBA Membership has determined that a major trigger was tripped during the first quarter of 2021. According to our member-approved framework, if another major trigger is tripped during any of the remaining quarters this year, NCBA will pursue a legislative or regulatory solution to increase negotiated trade as determined by our membership.

Dear Fellow NCBA Member, March 2021 marked one year since the declaration of a national emergency due to COVID-19. Nobody could have predicted then the serious impact the pandemic would have on our nation, the economy, or within the cattle markets. As states begin the process of fully re-opening, I am hopeful that the worst of this crisis is behind us.

Although the business environment for cattle producers has improved since March 2020, the volatility caused by the virus continues to impact our industry.

To improve the business climate for cattle producers, further work is needed in the area of price discovery. Last October, you received a letter from Marty Smith announcing NCBA’s Voluntary Approach to Achieve Price Discovery in the Fed Cattle Market. This framework, sometimes called the “75% Plan,” was developed by NCBA’s Live Cattle Marketing Working Group Regional Triggers Subgroup as directed by the Fed Cattle Price Discovery policy (M 1.10) adopted at our 2020 Summer Business Meeting. As a reminder, the voluntary approach requires the subgroup to analyze the program’s performance at the end of every quarter. The subgroup has completed its evaluation of the first quarter of 2021, and I write today to report their findings to the members of NCBA. After evaluating the weekly USDA-AMS negotiated trade data in the five major cattle feeding reporting regions, the subgroup 8 | THE LOUISIANA CATTLEMAN • JUNE/JULY 2021

Under the “Negotiated Trade” silo of the 75% Plan, one minor trigger is assigned to each of the regions. The subgroup evaluated the weekly negotiated trade volumes for each cattle feeding region, and determined that the Iowa-Minnesota and Nebraska-Colorado regions exceeded their thresholds under the 75% Plan during all of the reporting weeks – therefore, passing their negotiated trade threshold for this quarter.

They also found that the Texas-Oklahoma-New Mexico and Kansas regions each fell short of the threshold during five of the Q1 reporting weeks. One of those weeks occurred during Winter Storm Uri and another coincided with mandatory maintenance at a major packing plant which resulted in a lengthy closure. Both events disrupted normal cattle flows and brought critical packing capacity to a grinding halt.

The data from the weeks surrounding both events justified invoking the force majeure

provisions of our framework, though a major trigger was still tripped due to a lack of packer participation. The subgroup will continue to explore ways to evaluate force majeure events in a more objective manner.

Let me be clear, our producers deserve high praise for their diligent efforts to implement the voluntary framework this past quarter.

They offered cattle on a negotiated basis to comply with our framework, even when market signals were telling them to hold on to cattle in anticipation of higher prices.

Often, these trades were made at a loss. We recognize the steps cattle producers have taken to address the need for greater price discovery and market transparency, and deeply appreciate their actions. Unfortunately, there was not enough participation in the negotiated market from some of the packers. Simply put, feeders can offer all their cattle on a negotiated basis—but we only achieve our thresholds if there is a buyer willing to bid fairly on those cattle offered.

While the 75% Plan framework calls for the evaluation of a “Packer Participation” silo (in addition to the “Negotiated Trade” silo), this piece of the program is not yet complete, and thus was not evaluated during Continued on next page

NCBA continues to finalize the details with the four major meatpackers. While we are in the final stages of these negotiations, the basic mechanics have already been established by the subgroup— and we know that, had this silo been evaluated during the first quarter, we would have tripped a major trigger with the packer silo as well.

This quarter, the market fell short of the negotiated trade volumes outlined in our voluntary framework, but that should not overshadow the significant improvements made to price discovery since the framework’s implementation. For example, negotiated trade activity is already up significantly year-over-year in the Texas-Oklahoma-New Mexico region.

It is apparent that the work of NCBA, and the efforts of the producers who have participated in this framework, have been critical in this increase. These gains were made despite residual COVID-19 disruptions, packing plant closures, natural disasters, and a volatile market. Cattlemen and women should be commended for their efforts to bring more price discovery to the marketplace. But we still have a ways to go.

Louisiana Cattlemen: Essential, Sustainable, and Hard Working

The cattle industry is an essential business for America and the world. Valued at around $400 million in the state, the ranchers of Louisiana provide beef for the nation, and ranchers are also widely recognized as leaders in their communities.

Louisiana cattlemen feed our citizens and millions of others across the world. The beef industry manages to accomplish this despite the burden of navigating through oppressive government regulations, adjusting to an ever-changing marketplace, competing against foreign imports and imitation products, and still dedicating time and resources to invest in their communities.

During my time in Congress, I’ve had the opportunity to sit down, visit, and discuss issues facing the beef industry with the Louisiana Cattlemen Association leaders and many ranchers. We have discussed price discovery and transportation problems, plant-based protein labeling issues, the farm bill and disaster programs, trade deals, and other challenges. I stand shoulder to shoulder with our cattlemen to address these concerns head-on.

Some Americans, those who do not understand the cattle industry, attempt to associate the cattle industry with climate change, which is an absurd accusation and couldn't be farther from the truth. Anyone that has put boots on the ground of a cattle operation knows that ranchers and farmers are the original conservationists. The cattle industry is one of the most sustainable agriculture industries in the world. Over the last 50 years, ranchers across the U.S. reduced the carbon footprint of the industry by 40 percent while producing 66 percent more beef. In addition to taking steps to increase the sustainability of their land, cattle producers make science-based decisions in cattle genetics to improve the quality of their product.

Some say that ranchers are wealthy Americans who don’t pay enough taxes. That accusation is also ridiculous. Investments in farm improvements, or acquiring needed land, are necessary and capital-intensive decisions. Our current President does not understand the financial realities of agricultural operations. For example, Biden's plan to eliminate the estate tax exemption

to pay for his so-called "Green New Deal” will harm American agriculture families.

Hundreds of ranches and farms across Louisiana are family-owned. Increasing the tax burden on ranchers and farmers undermines the generations of hard work that these families have put into their land and businesses. The Biden Administration’s intent to raise taxes on all Americans threatens our nation’s family farms.

I shall forever stand with the Louisiana Cattlemen's Association and my colleagues in Congress who appreciate the sacrifice that ranchers and farmers deliver every day to feed our nation and the world. Many in Congress and the White House don’t get it. They are out of touch with reality. Study Confirms US Beef Industry is the Most Sustainable in the World

A research paper released recently confirmed U.S. beef production is the most sustainable production system in the world, a fact long understood by America’s cattle producers, who between the 1960s and 2018, reduced the carbon footprint of the industry by 40 percent while producing 66 percent more beef.

“We already know a growing global population will require and demand high-quality food, which means we need ruminant animals, like beef cattle, to help make more protein with fewer resources,” said NCBA president and Kansas cattleman, Jerry Bohn.

“Cattle generate more protein for the human food supply than would exist without them because their unique digestive system allows them to convert human-inedible plants, like grass, into high-quality protein.”

Although the study’s abstract disingenuously advocates for decreased beef consumption, the paper itself repeatedly points out that the advantages of the U.S. cattle and beef production model far outweigh the impacts.

The U.S. has been a global leader with the lowest emissions intensity in the world for the past 25 years, producing just 2 percent of U.S. greenhouse gas emissions, or 0.5 percent of global GHG emissions.

The study examined livestock lifecycle assessments (LCAs) from across the globe to reach its conclusions and pointed out that there is significant room for improvement of global livestock production practices.

While it laid out many opportunities for improvement, it also recognized the work already done by the U.S. cattle industry to become the leader in sustainable beef production. Thanks to early adoption of innovative grazing practices combined with advances in cattle breeding and nutrition, U.S. producers have already employed many of the suggested practices that the study suggests employing around the world.

While the content of the study repeatedly confirms the U.S. as the leader in sustainable beef and cattle production, NCBA was disappointed to see a statement in the ab-

stract that advocated for a reduction in beef consumption. This statement is not only unfounded but is inappropriate to include in a summary of work that consistently validates American conservation and management practices. Cattle production protects open space, guards against catastrophic wildfire, and protects wildlife habitat across the country. Those benefits, and the practices that underpin them in the United States, further confirm the country’s role as a global leader.

“Beef and cattle production is a critical part of our country’s identity as a global leader in sustainable beef production, but also in our long-held principle that economic, environmental, and community-based sustainability will result in widespread benefits,” said Bohn. “U.S. farmers and ranchers are the best in the world when it comes to producing safe, wholesome and sustainable high-quality beef for American families, and doing it with the smallest possible footprint and we’re committed to continuing on that path of improvement.” n

NCBA Fights for Sound Tax Policy for Rural America

Engrained in the fabric of the U.S. cattle industry is the desire to carry on the legacy of the generations before and give the next generation the opportunity to continue that same legacy for years to come. For beginning farmers and ranchers — and all those who are taking over the family business from another generation — the environment is challenging enough as it is. Undue tax liabilities should not be the deciding factor of the next generation’s ability to be successful.

“When it comes down to coming home, our biggest expense is taxes. If you don’t have a plan set and ready before the situation of the transition is going to happen, it can be very scary; to take 40 percent of your assets is just a scary number,” said David Schuler of Schuler Red Angus in Bridgeport, Neb. “How do you continue to farm or ranch after that?”

This sentiment is felt by many producers across the country. Efforts to eliminate 18 | THE LOUISIANA CATTLEMAN • JUNE/JULY 2021

currently available estate tax relief or the long-standing step-up in basis are in direct conflict with the desire to preserve and protect our nation’s family-owned farms and ranches. Farmers and ranchers deserve certainty in the tax code overall.

Without it, transition planning for the next generation of producers is nearly impossible.

“With the average age of a farmer being 57 to 60, this issue is not just a heavy issue for the individual, but it’s going to be happening a lot for a lot of people across the United States, not just over time, but specifically in the next four to eight years,” Schuler said.

An estimated 2,000 acres of agricultural land is paved over, fragmented, or converted to uses that compromise agriculture each day in the U.S. Therefore, more than 40 percent of farmland is expected to transition in the next two decades.

“There is going to be a huge change in how the inherited land goes to the next generation. This isn’t just an issue that’s been around for a while — this issue is going to balloon harder than it has for the last ten years, in the next 10 to 20,” said Schuler.

The current situation in agriculture is one that is immensely impacted by decisions being made thousands of miles away from farms and ranches—behind the desks of lawmakers in Washington, D.C. It is imperative that Congress prioritize policies that support land transfers to the next generation of farmers and ranchers.

In April, The Preserving Family Farms Act of 2021 was introduced by U.S. Representatives Jimmy Panetta (D-CA) and Jackie Walorski (R-IN). NCBA has long supported efforts to reduce undue tax burden on farmers and ranchers. This bipartisan legislation to expand IRS Code Section 2032A to modernize Special Use

Valuations, would allow cattle producers to better protect their family-owned businesses from the devastating impact of the federal estate tax, commonly referred to as the Death Tax. U.S. cattle producers, like Kevin Kester of Bear Valley Ranch in Parkfield, California, are particularly susceptible to the federal estate tax due to the unique nature of agricultural production, and cattle ranching in particular.

“In 1993, when my grandfather passed away, it created a taxable event with the IRS and we ended up owing estate taxes and interest, close to $2 million. At the time we were just had cattle, so as you can imagine we were land rich and cash poor.

It was really a struggle for more than ten years to find ways to pay off that estate tax burden,” said Kester.

Similarly to Bear Valley Ranch, the value of most cattle farms and ranches can be attributed to illiquid assets such as land, farm equipment, and other real property.

In fact, in the U.S. alone, cattle producers conserve over 680 million acres of land.

All too often at the time of death, farm and ranch families are forced to take out loans or sell off their illiquid assets in order to meet their federal estate tax burden.

While the current 2032A reduction is 55 percent higher than the value established two decades ago, USDA estimates that cropland values have increased by 223 percent. Agricultural land values – including on-farm buildings – have also risen dramatically, increasing by 241 percent during this same period. Due to the rapid inflation of farmland values, the 2032A deduction is no longer aligned with the needs of modern agriculture – nor does it accomplish Congress’ intended goal of providing meaningful protection to those producers who are most vulnerable to the estate tax.

“There’s enough challenges to generational succession in farming and ranching, we just don’t need tax burdens being one of them,” Kester said.

The Preserving Family Farms Act increases the limitation on 2032A valuations from $750,000 to $11.7 million, thus reviving a critically important tool in the toolbox for

farm and ranch families across the U.S. If enacted, this legislation will provide a permanent solution to an issue that has long plagued our nation’s cattle producers.

While NCBA recognizes the significance of this proposal, the team is aware that conversations that are blatantly out of touch with the needs of rural America are continuing to happen in D.C. There have been recommendations from lawmakers to overturn tax policies that benefit farm and ranch families across the U.S.—such as the step-up in basis, which

The backbone of America has a dire situation on our hands, if we are just allowed the opportunity to be capitalistic and hardworking — that’s all we ask, it really is,” said Schuler.

Absent full, permanent repeal of the Death Tax, Congress must preserve provisions in the tax code that ensure the viability of family-owned farms and ranches, as well as the vitality of the rural communities they support. It is imperative that producers continue to engage with elected officials on this issue. The most powerful lobbying tool is the story of farmers and ranchers.

While there weren’t any cowboy boots and cowboy hats seen roaming the halls of the Capitol, this year members from across the country participated in meetings with their Members of Congress and agency officials through virtual platforms.

The decisions being made by lawmakers have real impacts on the ability of producers across the country to have successful operations for generations to come. NCBA Backed Study Proves Stepped-Up Basis Repeal Would Be Detrimental to Farms and Ranches RECENTLY, THE FAMILY BUSINESS ESTATE TAX COALITION (FBETC) released an EY study quantifying the impact a repeal of stepped-up basis would have on family businesses. The National Cattlemen’s Beef Association (NCBA) has long advocated for the preservation of this long-standing provision of the U.S. tax code, as well as other sound tax policies for rural America, and has been an active supporter of this study.

“The EY study sheds light on the facts that we at NCBA—among others in the agricultural community—have long known. Simply put, the repeal of steppedup basis would have catastrophic impacts on the ability of farmers and ranchers to transfer their operations to the next

generation,” said NCBA Senior Executive Director of Government Affairs Danielle Beck.

Economic Viability and Social Responsibility are Part of Sustainability Too

Sustainability is certainly a hot topic these days, and most discussions revolve around environmental stewardship, but there are other aspects of sustainability to consider including economic viability and social responsibility. True sustainability is a balance of these three different but intersecting pillars, and farmers and ranchers are dedicated to producing beef in a way that prioritizes all three.

Although we are hearing more about sustainability through the media and from consumers, it is not a new concept, as we have been conserving natural resources, contributing to the economy and engaging with our communities for generations.

Simply put, cattle are raised sustainably in the U.S. and generate more protein for the human food supply than would exist without them.1 Additionally, the beef industry is an integral part of local communities and the national economy.

Environmental sustainability encompasses biodiversity, carbon and water footprints, wildlife habitat, soil and rangeland health and the ability of cattle to utilize human inedible feeds. Cattle expand the land available for human food production and do so while enhancing natural ecosystems.

This is due to their ability to upcycle human-inedible plants into high-quality protein.2 In fact, the U.S. has had the lowest beef greenhouse gas emissions intensity in the world since 1996,3 and according to the Environmental Protection Agency, greenhouse gas from beef cattle only represents 2% of emissions in the U.S.4 I have talked with producers across the country about their stewardship efforts including incorporating rotational grazing systems, developing manure management plans, utilizing solar power for remote well pumps, implementing buffers to protect waterways, providing habitat for wildlife and pollinators and countless other innovative ways they are protecting land and water while also caring for animals.

the future, with a goal of leaving the land better than when they started.

Economic sustainability includes improving rural economies and livelihoods, maintaining the affordability of beef to consumers, and embracing profitability - allowing farmers and ranchers to continue producing highquality beef. As our global population grows and demand for beef increases worldwide, the economic viability of our industry is critical to maintaining a sustainable food system. Annually, the beef industry contributes $167 billion in gross sales to the national economy and more than 721,000 jobs and $10.8 billion in employee compensation are supported by beef production.5 Social sustainability includes animal welfare, antibiotic and technology use, community engagement, recreational value and tourism and the culture and traditions of beef producers as farms and ranches are passed from one generation to the next.

Producers are active citizens who are the cornerstone of rural America, contributing time and talents to communities by serving on school boards, volunteering at organizations and running for local elected offices. According to the 2017 Cattlemen’s Stewardship review, 78% of ranchers plan to invest in their community by passing their operation on to future generations.6 The Beef Quality Assurance (BQA) program, funded by the Beef Checkoff, also impacts social sustainability by training farmers and ranchers on best practices and cattle management techniques to ensure their animals and the environment are cared for within a standard set of guidelines across the U.S. beef industry. With more than 85% of the beef supply in the U.S. today coming from a BQA certified farmer or rancher, consumers can feel good knowing there is a national program in place that sets consistent animal welfare and care standards.

The three pillars of sustainability are often described as legs of a stool and if any one

of them are missing, the stool will fall.

Environment, economy and community work together to support a sustainable food system, and beef farmers and ranchers play a vital role in making sure all three remain healthy.

Despite what you may hear through the media, remember that our industry is not the cause of climate change, but the solution for a brighter and cleaner future. Mid-Summer Management of Warm-Season Perennial Pastures

INTRODUCTION Summer in the is an interesting season for cattle and forage producers in the Southeast.

Spring cows are finished calving and coolseason annual forages have reached the end of their life cycle. As temperatures rise and day length increases, a shift from ryegrass and clovers to warm-season perennials such as bermudagrass and bahiagrass occurs.

With this shift in forage base comes a shift in management. The goal of this article is to lay out what what management considerations should be made to ensure that perennial forage crops are properly managed through summer so that cow/calf and hay operators are able to optimize forage utilization moving into fall.

APPLICATION OF FORAGE GROWTH PHYSIOLOGY Being a successful cattle/hay operator does not require an advanced degree in plant physiology. A basic understanding of forage growth and its relation to forage quality can be a very useful basis for precise management. Warm-season perennial grasses such as bermudagrass and bahiagrass are known for their high biomass production and usefulness as both a grazing and hay crop. The value in these crops is greatly dependent on the management of plant growth and physiology, however.

Whether a forage is grazed or cut for hay, the final use of a forage is as a feed source

for livestock. Although obtaining high yields is extremely important, yield has an inverse relation with forage quality and digestibility.

To obtain the greatest value of a forage crop, producers should focus on harvesting forage at a point where quality and quantity are optimum. This can be accomplished through both proper stocking density of grazing animals and correct timing of hay harvest. The amount of growth and when that growth occurs is dependent on the interaction of multiple different variables, however. Classically, the distribution of warm-season perennials was thought to be bi-modal meaning that there would be an initial primary growth period followed by a mid-summer slump and a secondary growth period. This can be true during

periods of heavy summer drought followed by a warm, wet fall. It is more common that forage growth follows a normal distribution, however. This means that forage growth will gradually increase through spring and early summer until it reaches a peak and gradually decreases through late summer and early fall.

This distribution of growth should dictate grazing management or timing between hay cuttings. As forage growth is on an upward trend, cattle should be stocked more densely to properly utilize the forage, and hay should be cut in shorter intervals. The exponential growth of forage in the early/mid-summer can create opportunities to harvest hay from pastures traditionally used solely for grazing.

In cow/calf operations, producers should stock pastures based on the average forage production as opposed to the annual total.

This will prevent overgrazing and provide flexibility in grazing plans during periods of drought. In the instance where forage is abundant, cattle can be concentrated to obtain proper utilization, and non-grazed pastures can be harvested for hay.

PLANT PHYSIOLOGY IN GRAZING MANAGEMENT Proper grazing management of summer perennial pastures can very easily be put to the wayside with little consequences when rainfall is adequate and fertilizer is affordable. Problems with overstocking often do not become evident until there is

a shortage of moisture. Stocking rate should be a balance between forage availability and total dry matter intake of the grazing cattle. This will ensure that forage is allowed adequate regrowth and that cattle are provided enough dry matter intake to maintain body tissue reserves. A surplus of forages can have the same end results in body tissue loss as a shortage. Mature cow nutrient requirements can almost always be met by a growing warm-season forage when they are not in lactation. In Southeast cattle systems, cows are often lactating during the spring and summer. This puts more pressure on proper grazing to ensure that nutrient needs are being met. It is imperative that a cow maintain body condition throughout the year in order to be reproductively active. In many instances, a cow could be grazing in excess forage, but still lose body condition. This is due to the lack of digestibility of the forage crop due to the maturity of the plant. This reinforces the point that stocking of pastures should be balanced so that the plant and animal are both able to benefit. Management tools are available to maintain this balance in periods of high and low forage growth.

Rotational grazing provides the flexibility producers need to adjust stocking density and grazing duration so that overgrazing or undergrazing does not occur. Cattle should be concentrated into contemporary groups that match the production strategies of the cattle operation while still providing enough grazing pressure so that proper forage utilization can occur. In instances where forage is abundant, cattle can be rotated less often so that cattle can have enough time to harvest the forage to a point that it must become vegetative in growth again. As forage decreases, cattle should be moved at a more rapid rate to decrease the time that the plant is put under grazing pressure. Rotational grazing will also increase the amount of utilization that can occur. Implementation of rotational grazing can sustainably increase forage utilization 10-25%.

production has centered on the quantity of hay stored in a summer. The quality of the hay being stored is of equal importance, however. Just like with grazed forages, hay that is too mature at harvest will have low levels of digestibility. This is due to the percentage of lignin in relation to cellulose and hemicellulose in the cell wall of the plant.

Cellulose and hemicellulose can be digested through microbial fermentation within the rumen of a cow where lignin cannot. As the forage matures, the amount of lignin will increase as a way of providing structure for the plant to hold itself up. In the event that a hay producer chooses to allow plants to mature, they will produce more bales of hay than if they had cut it earlier in the year.

The trade off to this is that the bales of more mature forage will have lower crude protein and total digestible nutrient (TDN) values.

When cutting hay in the summer producers should again try to optimize quality and quantity of their hay so that it has adequate nutrient supplies for mature cows, but also ensures that enough dry matter is being harvested to make the effort worth the time.

SOIL HEALTH AND NUTRIENT MANAGEMENT Soil health and nutrient management often have the greatest effect on annual forage

production when compared to other aspects of management. Soil, plants, earthworms, and microorganisms make up the diverse ecosystem that produces the forage that beef producers rely on as a feed source for their cattle. This aspect of production is often the least talked about, however. As important as managing soil health is, many producers simply don’t know where to start with managing it. The first step is knowing the current state of your soil. A soil test taken from within the last year will provide both graziers and hay producers the information they need to properly care for their forage crops. Soil type and annual rainfall will play a large role in how a producer manages their nutrient program. The Southeast is known for having large amounts of rainfall.

In areas where clay soils are present, this does not present that great of a problem.

Areas with sandy soil should be concerned about low pH and nutrient leaching. Low pH will cause binding of soil phosphates that are essential for plant growth. This can be monitored through a basic soil test and corrected through application of different lime products. As rainfall increases, nitrogen will also leach through the soil and will become unavailable for plant use. Because of this, graziers and hay producers should closely monitor their soil nutrient status through soil testing. Once this occurs, each of the previously mentioned producers will then be tasked with tackling different midsummer challenges.

By mid-summer, the first application of organic or inorganic fertilizer has typically been applied to perennial pastures. In a grazing setting, there are many options that producers can use to best manage their pastures to fit their operational goals.

A while back I was asked who has had the greatest influence on my live. I hadn’t ever given it much thought, like most folks, I guess. After considerin’ for a while I came up with five people that I could say actually affected the direction of my thinkin’. My dad, Doc Brimhall, John Basabe, Red Steagall and Rupert Mansell.

Mr. Mansell was my vo ag teacher in Las Cruces, New Mexico. “Here by the owl. The owl is the symbol of wisdom...” It’s hard for a 16-yearold kid to evaluate wisdom. I remember Rupert, as we referred to him behind his back, tryin’ to teach that rag tag bunch of boys anything (it was all boys back then). Lots of us really didn’t have much in the way of money. Our projects included 4 or 5 scraggly sheep, or a couple of steers, some pecan trees, rabbits or whatever. Sure, there were a few boys whose folks were good farmers and had impressive projects but most of us didn’t. Rupert treated us all the same.

What we all had was a love of agriculture and the optimism of youth. That was what Rupert had to work with. He taught us that dirt was under your fingernails and soil was what you tilled. He tried, often in vain, to teach us how to weld and work on machinery. How to block sheep, fit a steer, castrate a hog, and how to tell a rib steak from a chuck. It was not until much later that I came to realize how much a vo ag teacher has to know.

I said Rupert treated everybody the same. That’s not quite true since he made me feel like I was special. But, if the truth were known he probably made each one of us feel that way.

He wasn’t impressed by politics so when we decided to invite the governor to be the speaker at our local FFA banquet he said to go ahead but don’t advertise it in case the “guv” didn’t show. We sent out invitations to all the school board, principal and other dignitaries. Most declined; they had other things to do. The day before the banquet the governor confirmed. It came out in the paper. Suddenly the local dignitaries were calling trying to get tickets. Overnight they had developed a sincere interest in the Future Farmers. It was one of Rupert’s finest hours.

For all you dedicated vo ag teachers, I salute you, but I remind you that you are in the position to shape young people’s lives. It is no small responsibility. And to Mr. Mansell, who has since passed, from all of us ex-reporters, vice-presidents, greenhands, secretaries, state farmers, soil judges, blacks, browns and whites; if we ever amount to anything, you had a hand in it. Continued from page 29 the demand of grazing cattle. A tool a producer can use to generate more biomass is to apply additional nitrogen. This practice will increase total plant biomass. Warmseason perennials are very responsive to nitrogen application to an extent.

Bermudagrass shows the greatest yield response when 100 lb. N/acre is applied.

Any greater application of nitrogen will have a lesser effect on yield. Hay producers should focus on many of the same things as graziers. Soil pH and base soil nutrient content are must haves to determine what soil amendments are necessary. In contrast to grazing, hay production does not recycle soil nutrients. It instead is a form of nutrient mining. If hay producers wish to sustain high forage yields, they must ensure that they are returning the nutrients that they are taking from the soil. When hay is removed from a field, high levels of nitrogen and potassium leave with it. Following every cutting, producers should focus on returning these two nutrients in greater amounts in comparison with phosphorus.

PEST AND WEED CONTROL Mid-summer is the peak time to begin scouting for insect pests in both pastures

and hay fields. Pests of interest include grasshoppers, army worms, and in bermudagrass pastures, stem maggots.

Prevention of these pests is difficult.

Monitoring for these pests will minimize damage to forage crops if infestation occurs though. Multiple different pyrethroids can be very effective in eradicating grasshoppers and army worms. Early identification and treatment of infested pasture is critical to mitigating this risk, however. Stem maggots in bermudagrass pastures create a greater challenge. If infestation occurs spraying of pyrethroids is less effective. Grazing pastures typically are not as greatly affected because the current biomass is still available for grazing.

Hay fields have greater susceptibility because of the need for rapid biomass increase. In the event that stem maggot damage is present, hay producers should harvest the current crop and start the process over as biomass increase will not occur.

Warm-season pastures and hay fields should be treated for warm-season invasive species in the mid-summer. Weeds can be treated with many different herbicides depending on the plant species. The key to managing summer weeds is to apply herbicide prior to the weed reaching the reproductive stage of its life

cycle. If the weed is able to produce seed, it will be present again the following year.

SUMMARY The management of summer forages requires great amounts of planning and foresight. In order to ensure that adequate forage biomass is available, operators must approach the management of their forage crop with a systems approach. All of the management strategies discussed in this article will assist producers in sustaining forage production levels. These difderent strategies have synergistic effects that work in unison to generate a larger supply of forage for both grazing livestock and hay.

With that in mind, understanding all the different components of summer forage management can be challenging for less experienced producers. Producers wishing to learn more about different aspects of forage production should feel encouraged to reach out to extension personnel, university faculty, and industry leaders.

Time and persistence in learning will result in a well rounded knowledge of forage systems management that will translate to a better beef product for our ever-growing consumer base. n
