With any contemporary institution there must exist a positive tension between provision for the public and provision for the participant. Tectonically this tension manifests itself in the basic elements of architecture - circulation, program, enclosure, etc. At ground level the design branches out toward the public attracting and dispersing throughout. It takes root in the urban fabric. Absent of this stability the architecture becomes like a plant with no nutrition; the cultural value withers up and it becomes mundane.
