HK OFWs claim initial victory on OEC debacle Foods That Feed POLO chief declares moratorium on OWWA fee for OEC “This is an initial victory brought about by the quick response of OFW organizations in Hong Kong to confront the labour office on this practice. Collection of OWWA fee in HK is voluntary and should not be wrongly put as conditionality to get an OEC.” This was stated by Dolores Balladares, chairperson of the United Filipinos in Hong Kong (UNIFIL-MIGRANTE-HK), as Labour Attache Romy Salud declared a moratorium until December 30 on the mandatory collection of OWWA fee as requisite to getting an Overseas Employment Certificate. Labatt Salud verbally issued the moratorium after the UNIFIL and a staff of the Mission for Migrant Workers (MFMW) engaged him in a dialogue after getting refused to be given an OEC. “In this period when OFWs will take their vacation in droves, this is a relief from the financial burdens we already carry. There really is no basis for forcing

us to pay the OWWA fee first before we can be given an OEC and such should be upheld even after December 30,” Balladares added. The collection, exposed by the group in the past few weeks, was hit by Balladares as another financial burden for OFWs who are going home for the holidays and require an OEC for their travel back to Hong Kong. “The OEC ensures our exemption from paying the travel tax and airport fee. To forcibly make us pay another fee is but another unjust money-making scheme especially now that many of us have to contend with the impacts of the recent calamities to our families back home,” Balladares added. UNIFIL yesterday circulated a letter dated February 2002 to the group by former labour attaché in Hong Kong, Bernardino Julve, which affirmed their claim that OWWA fee in HK is voluntary. Said letter further stated that any change will be done only after sufficient consul-

tation with organizations of migrant workers, NGOs and other stakeholders. Balladares urged Labatt Salud and the POLO-HK to make the announcement official and post public notices in the PCG-HK. “OFWs in HK should be properly informed of this policy. We further urge Labatt Salud and the POLO-HK to go beyond the moratorium and abandon the mandatory OWWA fee collection,” Balladares added. Balladares reported that they will continue with their plan to call for a dialogue with the PCG-HK and Philippine labour officials on this issue. “OFWs in HK have been clear from the start in our position to maintain membership to OWWA as voluntary and OEC should be issued without other fees attached. This is still our stance and we shall be watchful of any policy or practice that will circumvent this victory of our campaign,” she concluded

The clan, which has ruled the province unopposed for eight years, helped President Gloria Macapagal Arroyo and her allies win the 2004 presidential and 2007 senatorial elections by delivering crucial votes. Mangudadatu, after receiving death threats, had sent his wife and relatives to submit his candidacy. He wanted to challenge Andal Ampatuan Jr., who serves as a town mayor and whose family has ruled the province with an iron fist backed up by private armies and legions of bodyguards. Mangudadatu said four people whom he refused to identify told him the convoy was stopped by dozens of gunmen loyal to Ampatuan. Police are investigating reports that Ampatuan, four police commanders, and dozens of police and pro-government militiamen were among the gunmen who blocked the convoy.

Efren Peñaflorida the new 2009 CNN Hero of the Year Embodying the spirit of Filipino volunteerism that bloomed in this stormy year, Efren Peñaflorida Jr. was named CNN Hero of the Year. The Cavite City native pioneered a brand of mobile education, or the “pushcart classroom,” for urban poor youth. Peñaflorida, fondly called “Kuya F,” was named 2009 CNN Hero of the Year. In his acceptance speech, he said: “Each person has a hidden hero within; you just have to look inside you and search it in your heart, and be the hero to the next one in need. The 28-year-old Peñaflorida will receive $100,000 from CNN. The network’s top anchor Anderson Cooper announced the winner at the conclusion of the annual awards ceremony. Peñaflorida said that if he wins, he would pledge the prize money to the children that his group, the Dynamic Teen Company, is helping. In his acceptance speech at the Kodak Theatre in Hollywood, CNN quoted him as saying: “Serve, serve well, serve others above yourself and be happy to serve. As I always tell my co-volunteers... you are the change that you dream as I am the change that I dream and collectively we are the change that this world needs to be.” Peñaflorida won over nine other “CNN heroes,” seven of who were American. One of them, 20-year-old Jordan Thomas, lost both his legs in a boating accident and set up a foundation that provides prosthetics to poor children who have also lost limbs. Last October, CNN opened the online voting for its Top 10 Heroes. Peñaflorida said that being included in the top 10 alone was already an honor. Three suspects were reported to have confessed to killing five people for their fat. An Australian Antarctic Division glaciologist said the ice chunks, spotted by satellite photography, had passed the Auckland Islands heading towards the main South Island. Scientist Neal Young said more than 100 icebergs; some measuring more than 200 meters (650 feet) across were seen in just one cluster and there could be hundreds more. “They were the remains of a massive ice floe which split from the Antarctic as sea and air temperatures rise due to global warming,” he said. He saw his doctors and nurses as they visited him during their daily rounds; he listened to the conversations of his carers; he heard his mother deliver the news to him that his father had died. But he could do nothing. He was unable to communicate with his doctors or family. He could not move his head or weep, he could only listen. Doctors presumed he was in a vegetative state following a nearfatal car crash in 1983. They believed he could feel nothing and hear nothing. For 23 years.

Then a neurologist, Steven Laureys, who decided to take a radical look at the state of diagnosed coma patients, released him from his torture. Using a state-of-the-art scanning system, Laureys found to his amazement that his brain was functioning almost normally. “I had dreamed myself away,” said Houben, now 46, whose real “state” was discovered three years ago, according to a report in the German magazine Der Spiegel this week. Laureys, a neurologist at the University of Liege in Belgium, published a study in BMC Neurology earlier this year saying Houben could be one of many cases of falsely diagnosed comas around the world. He discovered that although Houben was completely paralysed, he was also completely conscious — it was just that he was unable to communicate the fact. Houben now communicates with one finger and a special touchscreen on his wheelchair – he has developed some movement with the help of intense physiotherapy over the last three years. He realised when he came round after his accident, which had caused his heart to stop and his brain to be starved of oxygen for several minutes, that his body was paralysed. Although he could hear every word his doctors spoke, he could not communicate with them. “I screamed, but there was nothing to hear,” he said, via his keyboard. The Belgian former engineering student, who speaks four languages, said he coped with being effectively trapped in his own body by meditating. He told doctors he had “travelled with my thoughts into the past, or into another existence altogether”. Sometimes, he said, “I was only my consciousness and nothing else”. The moment it was discovered he was not in a vegetative

He said patients suspected of being in a non-reversible coma should be “tested 10 times” and that comas, like sleep, have different stages and need to be monitored. Houben hopes to write a book detailing his trauma and his “rebirth”.

Veteran actor Johnny Delgado was laid to rest on 24th of November at Loyola Memorial Park in Marikina. The value of money and money values! The holiday season is getting near so let’s take a break from our business series and talk about values. Have you ever noticed how money is everywhere in our lives? So many words we use also have a money meaning: “dear” can be someone who is near to our heart, but also something expensive. We “spend” time and money. “Value” can be the principles that are important to us… and the price of something. Many of the moral values also have a money implication: take for example: trust, generosity, integrity, honesty, fairness, confidence. They all can have a money side. Can “values” help us managing our money? Yes, they can! Most of our decisions and actions imply money one way or the other. And how do we decide? We take decisions according to what seems the best to us: we think of different possibilities, gather information, think of what each decision implies (including what happens if we don’t do anything) in terms of benefit (what it brings us) and what it costs: money is one factor in our decision but not the only one. For example, you may decide to go back to your family for Christmas. How are you going to decide? First step, enquiry: can you take days off? How many? What is your family planning to do? When was the last time you saw them? How much does

(and us!) last Sunday. But well, maybe we have other stronger values than being admired. And if we had thought of what we really want to do with our money, we would not have bought theses shoes. So to really make the most of your money, and value it, take a moment to list your top five values: trust, care, generosity, integrity, openness, respect, honesty, happiness, tolerance, fairness, confidence, just to name a few. Then, have a look at all that you spend (and you earn!): if you have read this column for a long time, you know that the very first step to controlling money is to note down every dollar earned and spent: so look at your list and see if what you do with your money is consistent with your values: is it really the way you want to spend your money. OFW of the MONTH Since I started working in Hong Kong I have heard so many complaints and problems of our fellow OFWs about their job because of having a stay in “Popo” (grand mother). Most of the time when I hear stories related to “Popo” problem it was hard for me to understand because I don’t have any experience with grandparents. Today, I was talking to a friend who has been working in Hong Kong for over 16 years. I was so impressed that her story is very much different from many other OFWs who have been working with a grandmother. I am then inspired to write her story and publish in this paper. Ms. Leonila Gutoman is a native of Bisao, Mt. Province but relocated to Quirino Hill, Baguio City where her family builds their house. She is married and they have 1 son studying in college. Leonila started working in Hong Kong in 1993. She has worked to few employers before she settled in her present employer. In her present employer she has been working for them for more than 10 years. Like those who have bad experiences

with their “popo”, Ms. Gutoman also said that it was not easy working with a stay in grandmother. “Nong bago palang ako sa kanila laging nagsusumbong ang lola ko sa mga amo ko kaya medyo may kaba-kaba ako sa unang taon ko sa kanila.” So according to Leonila, she multiplied her patience not only for the grandmother but most especially towards her employers. “Ginawa ko ang lahat para makuha ang kanilang tiwala. And I was successful after I have been very honest with them and every time I find cash from their pockets in my laundry I gave it back to them. These children are gathered on Saturday morning to learn many things about Filipino. They are taught of pinoy games, stories, singing, dancing and cooking. The kids attending the class are enjoying because the school provides a lot of activities. Most of the children who enrolled were either born in Australia or have spent most of their lives in Australia and yet, they see relevance of learning the Filipino language. KEEP THE WONDER OF CHRISTMAS This month Emma and I want to encourage you to keep the wonder of Christmas. Lose the wonder of this event and you lose its meaning. Forget the supernatural and the miraculous of Christmas and this season becomes ordinary, not worth celebrating. Regain its wonder and you will humbly and joyfully celebrate your best Christmas ever. So what is the wonder of Christmas? Some would think of “Christmas shows and decors.” Of course we miss “parols” and the Christmas lights, but not the wonder of Christmas. Others might say, “gifts and bonuses”. Being generous is a good thing, but exchange gifts, bonuses, 13th month pays are not the Christmas wonder. What about being with family? Family reunions are great, but this is not what makes Christmas a wonder to remember. The wonder of Christmas is this: God became human— what a miracle! Grudem expresses the wonder of Christmas this way: “It is by far the most amazing miracle of the entire Bible.... The fact that the infinite, omnipotent, eternal Son of God could become man and join himself to a human nature ... will remain for eternity the most profound miracle and the most profound mystery in all the universe” (Wayne Grudem, Systematic Theology, Zondervan, 1994, p. 563). Let me share a few elements of wonder that we celebrate during Christmas: The first and clearly, the focal wonder of Christmas, is the

person who came. We’re used to calling him Jesus, his earthly name (Matthew 1:21), or see him as the “baby or nino in the manger”, and forget that he is more than human. He is God Himself, the eternal Son of God. The New Testament identifies Jesus as God’s Son. The Father, no less, calls him, his beloved Son (Matthew 3:17; 17:5). The “I am’s” so emphatically claimed by Jesus, all express Jesus selfidentification as God. We should also mention here that John identifies the eternal Word (John 1:1-3) to Jesus (1:14). The apostle Paul speaks of the Son as the “image of God” both in his incarnate and pre-incarnate state. Hebrews 1:3 also calls Jesus, “the radiance of God’s glory, and the exact representation of his (God’s) being.” Christmas is indeed a time of wonder: God Himself came! The second wonder that should grip our hearts this Christmas is: when the Son of God was incarnated, his deity was not abandoned, reduced, contracted, or diminished. Instead, and here’s the wonder, he acquired another nature, manhood, making him the perfect God-Man. When the Son was incarnated he truly became a human being, with a human soul and body. This is why the apostle calls Jesus, “the man Christ Jesus” (1 Timothy 2:5). And read this: his manhood is permanent. Though now exalted, he remains to be God and man in two distinct nature, and one person forever. The writer of Hebrews points to this capacity as reason to come to God boldly

Nasabi ko sa kanila ang nararamdaman ko sa aking mga mata at rushes kaya nirecommend nila ang RICA Omega 3. Pagkatapos ng dalawang lingo napansin kong naging malinaw, hindi na sumasakit at hindi na namumula ang aking mga mata. Nawala na rin ang rushes sa aking balat.
