CHAPTER 1 GENERAL 1-1. Intent. The intent of Maryland Military Department (MMD) Awards Program is to recognize its members for meritorious service or achievement while performing state related activities, or to recognize special duty or service unique to the Maryland Military Department or the State of Maryland. This regulation applies to:  Maryland Army National Guard (MDARNG)  Maryland Air National Guard (MDANG)  Maryland Defense Force (MDDF)  Maryland Emergency Management Agency (MEMA) 1-2. Authorization. Authority for the issuance of state decorations and awards is established in Section 37, Article 65, Militia, Annotated Code of Maryland 1957, as amended. The Adjutant General for Maryland (TAG) will be the final authority for issuance, additions, deletions and changes to Maryland Military Department Awards Program. Authorization for the wear of MMD awards on the Army, Air or MDDF uniform can be found in each service’s appropriate uniform regulations. 1-3. Categories Of Awards. The term “award” is broad and can refer to any one of the following: a. Decoration. A decoration is a medal awarded to individuals for personal acts of achievement, service, contribution, valor or heroism. b. Service medals or ribbons. A service medal or ribbon is awarded to MMD members to recognize service longevity, emergency service or service overseas. c. Special recognition. Special recognition awards are given to recognize MMD members for performance that does not fall under decoration or service awards. d. Certificate of Appreciation or Recognition. Certificates are awarded to individuals who accomplished deeds worthy of notice and recognition that do not meet the criteria for a decoration per a. thru c. above. 1-4. Maryland Military Department Awards. Listed below are the authorized medals and ribbons of the Maryland Military Department in the order of precedence. a. State of Maryland Distinguished Service Cross for Valor (MDDSC-V) b. State of Maryland Distinguished Service Cross for Service (MDDSC-S) c. State of Maryland Meritorious Service Medal (MDMSM) d. State of Maryland Commendation Medal (MDCM) e. State of Maryland Meritorious Civilian Service Medal (MDMCSM) f. Maryland National Guard Outstanding Unit Ribbon (MDOUR) g. The Adjutant General’s Special Recognition Ribbon (TAGSRR) h. Maryland National Guard Soldier/Airman of the Year Ribbon (MDSAYR) i. Maryland Military Department Emergency Service Medal (MMDESM) j. Maryland National Guard Recruiting Medal (MDRM) k. Maryland Military Department Special Services Ribbon (MMDSSR) l. Maryland Military Department Overseas Service Ribbon (MMDOSR) m. State of Maryland State Service Medal (MDSSM) n. Maryland Defense Force Humanitarian Service Medal (MDDFHSM) o. Maryland Defense Force Achievement Medal (MDDFAM) p. Maryland Defense Force Honorable Service Ribbon (MMDFHSR) q. Maryland Defense Force Community Service Ribbon (MMDFCSR) r. Maryland Defense Force Community Emergency Response Team Ribbon (MMDFCERTR) s. Maryland Defense Force Professional Development Ribbon (MDDFPDR) t. Maryland Defense Force Basic Training Ribbon (MDDFBTR) u. Maryland Defense Force Recruiting Ribbon (MDDFRR) v. Maryland Defense Force Physical Fitness Ribbon (MMDFPFR) 1-5. Discontinued Maryland Military Department Awards a. Effective the date of this regulation, the below listed Maryland medals and ribbons are no longer authorized for award, but are still authorized for continued wear if awarded prior to the date of this regulation. 5
