SAFETY FIRST - HOLIDAY SAFETY TIPS FOR SHOPPERS The National Crime Prevention Council (NCPC) reminds holiday shoppers to keep safety in mind as they hunt for those last-minute bargains. The organization best known for its icon McGruff the Crime Dog has tips to help you shop safely while getting those great holiday bargains.

SHOPPING IN STORES • Do not buy more than you can carry. Plan ahead by taking a friend with you or ask a store employee to help you carry your packages to the car. • Save all receipts. Print and save all confirmations from your online purchases. Start a file folder to keep all receipts together and to help you verify credit card or bank statements as they come in. • Consider alternate options to pay for your merchandise, such as one time or multiuse disposable credit cards or money orders, at online stores and auction sites. • Wait until asked before taking out your credit card or checkbook. An enterprising thief would love to shoulder surf to get your account information. • Tell a security guard or store employee if you see an unattended bag or package. The same applies if you are using mass transit. WALKING TO AND FROM YOUR CAR • Deter pickpockets. Carry your purse close to your body or your wallet inside a coat or front trouser pocket. • Have your keys in hand when approaching your vehicle. Check the back seat and around the care before getting in. • Do not leave packages visible in your car windows. Lock them in the trunk or, if possible, take them directly home. SHOPPING WITH SMALL CHILDREN • If you are shopping with small children, make a plan in case you are separated from each other. Select a meeting place. • Teach them to know they can ask mall personnel or store security employees if they need help. SHOPPING ONLINE • Before surfing the Internet, secure your personal computers by updating your security software. Everyone’s computer should have anti-virus, anti-spyware and anti-spam software, as well as a good firewall installed.

CALL TO ORDER: The October meeting of the Board of Directors of the Windsong CIA was held on October 24, 2013. The meeting was called to order at 7:00 PM. Present were Board Members: Chad Vowell, Richard Fisher, Steve Zunker and Rick Gomez. Also present were Wendi Perez, Community Events Coordinator; Thomas Matlock, resident and Nancy Callaway, SCS Management Services, Inc. MINUTES: The Board approved the minutes of the Board of Directors meeting held on October 1, 2013. 2014 PRELIMINARY BUDGET PREPARATION: Mrs. Callaway advised that revisions to the budget will be made and emailed to the Board. The Board agreed to hold a meeting on Wednesday, October 30, 2013 to finalize the budget and address any unfinished business from the agenda due to time constraints. Windsong

COMMITTEE REPORTS: CLUBHOUSE The Board reviewed the written report presented by Keri Rosen, Clubhouse Manager. • Mrs. Callaway advised that the Rules and Regulations governing the rental and use of the Windsong Community Center are being reviewed for any revisions that might be deemed necessary. COMMUNITY EVENTS Wendi Perez, Community Events Coordinator, presented her report. She also requested the purchase of equipment to be used for events and agreed to submit a listing to SCS for consideration of the Board. GROUNDS & PARKS Director Zunker addressed the following items: • Monarch Landscape is currently completing the landscape enhancements at Windsong Trails. • The new benches and tables have been purchased and will be installed by Monarch Landscape at the Holly Forest Recreation Area. The Board agreed to have Monarch Landscape dispose of the old benches and tables. • MCS completed the installation of the new top cap on the fence at the Holly Forest Recreation Area. MUD #183/SHERIFF REPORT The activity report for the month of September 2013 was presented in written form for the Board’s review. POOL Director Zunker advised that he recently reported the fill valve to the baby pool needs to be replaced, the valve in the pump room to both fill valves is leaking and the pump is leaking inside the pump room. SCS forwarded pictures to Houston Recreation to investigate and complete repairs. The repairs are pending. YARD OF THE MONTH The October Yard of the Month was awarded to Dennis and Cynthia Murphy, 5503 Clintridge Drive.

MANAGEMENT REPORTS: MANAGEMENT AND FINANCIALS The reports were presented in written form for review and consideration of the Board. ACTION ITEM LIST The Board addressed the disposition of the Action Item List. COMMON AREA MAINTENANCE The CAMI Report dated October 11, 2013 was presented in written form and reviewed by the Board. The Board requested that MCS install the new volleyball net. ACTION TAKEN OUTSIDE THE MEETING: The Board ratified the interim votes of the Board for the following: • Xtreme Maid Service - To accept the proposal for a first time cleaning of the clubhouse at a cost of $300 plus tax and a weekly cleaning of the clubhouse thereafter at a cost of $70 plus tax. • Maintenance and Community Services - To accept the proposal for installation of the fence top cap at the Holly Forest Recreation Area at a cost of $1,697. OLD BUSINESS: Xtreme Maid Service Contract - The Board reviewed and approved the contract for weekly clubhouse cleaning at a cost of $70 plus tax. MINUTES: The Board approved the minutes of the Board of Directors meeting held on October 24, 2013. UNFINISHED BUSINESS: 2014 AGREEMENTS The Board reviewed the Clubhouse Management Service Agreement, the Community Center Rules and Regulations, the community Events Coordinator Agreement, the Windsong Swim Team Agreement and the Windsong Place Agreement Use Agreement. Revisions were addressed. BOARD MEMBER CODE OF ETHICS The majority of the Board agreed to review the Board Member Code of Ethics in detail prior to executing the document. DECEMBER BOARD MEETING Due to the Christmas Holiday, the Board agreed to reschedule the December Board Meeting to Friday, December 6, 2013. NEW BUSINESS: MONARCH LANDSCAPE ESTIMATES • The Board reviewed and approved estimate #910 for the installation of Kiddie Kushion Mulch for both playground areas at a cost of $8,151.26. • The Board reviewed and approved estimate #2070 for irrigation enhancements for all entrance esplanades at a cost of $2,061.36. . The assessment is due on January 1, 2014. A late penalty of 10% is charged to delinquent accounts effective February 1, 2014. Payments go directly to a lockbox at our bank. SCS interfaces daily, via computer, with the bank to record payments. This guarantees maximum efficiency when posting your payment. Please mail your payment to the bank’s address on the remittance stub at the bottom of the statement. The Board has prepared the 2014 proposed budget based on an assessment rate of $350. Our assessments provide a multitude of services such as pool, tennis courts, playgrounds and clubhouse maintenance; management and deed restriction enforcement; grounds and irrigation maintenance for all common areas and entrances; legal; utilities (water & sewer, electricity, gas and telephone); street lights; community events; routine corporate expenses such as insurance and taxes; capital reserves and other miscellaneous services to the residents. All of these services are provided to you at a cost of only $29.17 per month. The Association has a collection policy to ensure everyone pays equally and promptly, keeping costs down for all. The Board has adopted an aggressive collection schedule for delinquent accounts. Our Declarations and the Texas Property Code provide for these actions and charge the cost to the property. We know you will agree that Windsong is a wonderful place to live. Please help your Board of Directors meet the budgetary needs of the Association by paying your assessment in a timely manner. SCS Management Services is contracted to enforce our deed restriction guidelines in an effort to continuously improve our community and keep property values up. We would like to ask everyone to refer to their deed restrictions on issues that might pertain to our community. Citing (if applicable to your guidelines) could result from one or more of the following: 1) Garage door paint should match your house or trim. 2) Houses/garages should be clean of dirt and mildew. 3) House, garage and trim in need of repainting (i.e. - fading, peeling or poor quality of paint). 4) Trim boards, garage doors, shutters or gutters in need of repair. 5) Oil stains in the driveway or street. 6) Flower beds, shrubs or trees that need weeding or pruning. 7) Yard Decorations should be repaired/maintained as needed. Compliance with our community guidelines is greatly appreciated.

HARRIS COUNTY ALARM DETAIL Please be aware that it is a requirement for you to obtain a permit for operating an alarm system within unincorporated Harris County. Obtaining the required permit will avoid the issuance of a citation and excessive false alarm fees. Should you require a copy of the permit application form or would like to

FLAGS AND FLAPOLES ARCHITECTURAL GUIDELINES FLAGS: This policy is only for the display of the flag of the United States of America; the flag of the State of Texas; and an official or replica flag of any branch of the United States Armed Forces on any property. No disrespect should be shown to the flag of the United States of America. Flags shall be no larger than 3 feet by 5 feet. FLAGPOLES: No more than one building or pole-mounted flagpole not to exceed 20 feet in height will be permitted on any property. CHIROPRACTIC HEALTH and WELLNESS CENTER harmonious with the dwelling. The display of a flag or the location and construction of the supporting flagpole, shall comply with applicable zoning ordinances, easements and setbacks of record. Flagpoles should be located so as to minimize their impact on neighboring properties. When locating freestanding flagpoles, the size of the property, relationship to adjacent residences, the size of the flag, the height, color and material of the pole shall be considered. CONDITION: A displayed flag and the flagpole on which it is flown shall be maintained in good condition. Any deteriorated flag or deteriorated or structurally unsafe flagpole shall be repaired, replaced or removed. NOISE: Flags shall be displayed in such a manner so as to abate noise caused by an external halyard of a flagpole so as to not be a nuisance, irritant or adversely impact other neighboring property owners. LIGHTS: Any lighting used to illuminate a displayed flag must not be a nuisance or impact neighboring properties with regard to glare or intensity. Lighting which is part of the original structure may not be altered without prior approval. Proposed replacement or additional fixtures must be compatible in style and scale with the existing property. Exterior lighting shall not be directed outside the owner’s property and should not have an adverse visual impact upon adjoining neighbors. ASSOCIATION PROPERTY: Property Owners may not locate a displayed flag or flagpole on property that is owned or maintained by the Association.



Please be aware that if you have a basketball goal in street view it must be maintained at all times. Basketball goals are permitted subject to the prior approval of the ACC and the following: * A net shall be maintained on the rim at all times. The net shall be replaced in the event that it becomes frayed or torn. * A rim shall be affixed to the backboard at all times. The rim shall be repaired or, if necessary, replaced in the event that it becomes broken or bent. * The backboard shall be repainted, repaired or replaced in the event that the surface of the backboard becomes chipped or cracked or the backboard becomes warped or unaligned. The backboard shall also be kept clean of mildew or mold. * Basketball goals that are visible from the street shall be attached to the front of the garage or freestanding. * In no event shall a basketball goal be placed at any curb either temporarily or permanently. * The pole and all mounting supports must be maintained in an attractive condition. The pole shall be removed if the basketball goal is no longer functional.


The Harris County Municipal Utility District #183 has a contract through Harris County for one Deputy from the Sheriff’s Department to patrol the District. The MUD has also hired five part-time off duty police officers to patrol the District as needed. Their jobs are to watch out for suspicious persons and/or activities and report any incidents to the Sheriff’s Department for further action. The Deputy Sheriff and the part-time off duty police officers patrol the Windsong and Windsong Place communities as well as any commercial properties within the District. Windsong

We would like to address one of the items that the Windsong Community Improvement Association gets the most complaints about. We receive many complaints from homeowners about vehicles parked on the street blocking the flow of traffic. The reason for that is because the roads were not designed with a parking lane. There is not enough width to allow for a parking lane. More seriously, when an emergency vehicle is unable to obtain egress and ingress to a street, precious minutes are lost that could mean loss of life/and or property. The problem becomes intolerable in cul-de-sacs where emergency vehicles or others cannot turn around due to vehicles parking inappropriately and not parallel to the curb. The

STREET LIGHTS Street lights are an essential part of safety. It is also important that you turn on your garage/driveway lights at night. Encourage your neighbors to do so also. Effective home lighting can be an effective deterrent to crime.


Kittens and puppies are being dumped in Subdivisions and shopping strips. They will not find good homes. Most will be taken by the pound or shelter and those are overflowing with pets. They cannot help but have to euthanize some. You, as a responsible pet owner can be of great help by having your cat or dog spayed or neutered and not worry about finding homes for the offspring. You will have a healthier and happy pet.


Another and very important thing you can do is have a collar with some form of ID and your phone number on it. Pet stores have special ID’s for your pets. Many pet owners are now “chipping” the pets. If found and taken to a vet they can scan chip and find the owner. If your pet has a rabies tag, the vet has your name and #. The first thing I ask a caller is “does the pet have ID on it.” If it does, I will help contact the # on the ID and get the pet to it’s owner ASAP. Or, the owner can pick up their lost pet. In a large bowl, mix together pumpkin puree, eggs, oil, vanilla, water and sugar until well blended. In a separate bowl, whisk together the flour, baking soda, salt, cinnamon, nutmeg, cloves and ginger. Stir the dry ingredients into the pumpkin mixture until just blended. Pour into the prepared pans.

Windsong Community Improvement Association handles the financial and legal affairs of the subdivision. Each lot owner is required to pay an annual maintenance fee which is used to pay street lights; taxes on and maintenance the common areas, such as the swimming pool, tennis courts, clubhouse, playgrounds, and entrances.; contract deputy patrols; and legal expenses incurred to enforce the deed restrictions, etc. The Board meets the 4th Thursday of each month at 7:00 PM in the meeting room at the Windsong Community Clubhouse. Residents are welcome to attend. Anyone wishing to place an item on the agenda should call SCS Management Services, Inc. at 281-463-1777 at least 5 days in advance..
