The Limited Sales, Excise and Use Tax Law says that people who are not operating a business are permitted to have no more than two sales of their goods each year. If you exceed this amount, you will be treated as operating a business and you’ll need to obtain a sales tax permit from the state. Additionally, running a business from your home is against the deed restrictions.

Besides being a nuisance, unleashed dogs and uncollected dog waste is a serious problem for our Association. Next time you’re tempted to let your dog roam free or leave your dog’s droppings on the lawn, please remember these facts: 1. The Environmental Protection Agency is becoming aggressive about enforcing the Clean Water Act. Our Association could be fined if dog waste goes uncollected. 2. Unleashed dogs are not more likely to defecate in neighbor’s yards. Uncollected dog waste may lead to a special assessment. If fined by the EPA, the Association could face a potential special assessment that would be levied against all members - not just dog owners.

3. The appearance and quality of the common areas are known to affect home sales - not just for how much they sell, but how quickly. 4. The more residents complain about dog waste, the more time the manager must spend on enforcement rather than serving the Association. 5. Uncollected dog waste spreads disease and attracts rodents who feed on pet waste. We love dogs - we really do. We also love our community! That is why the Association is committed to enforcing the county leash law so all residents may enjoy our community. According to the U.S. Humane Society, an unleashed dog has an average life span of less than four years! Allowing your dog to run free threatens your dog’s health and welfare and the happiness it brings to you. We trust we can count on you for voluntary compliance with the leash law. We don’t like to call animal control, but we won’t have any choice if your dog is running free.

Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Veterinary Public Health (formerly called Harris County Animal Control) advises that “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat, nor to allow any dog or cat to become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in
length, if the line or leash is held by a human being, who is capable of controlling or governing the dog or cat in question 2. When it is within a fully enclosed vehicle 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street.” While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet.

INGREDIENTS: 1 (15 ounce) can black-eyed peas, drained 1 (10 ounce) package frozen corn kernels, thawed 2 tablespoons chopped pimento peppers 1/2 cup chopped celery (optional) 2 tablespoons minced onion 1/4 cup apple cider vinegar 1 tablespoon white sugar 2 tablespoons Worcestershire sauce 1/2 teaspoon garlic salt 1/2 teaspoon pepper 1/4 cup vegetable oil

DIRECTIONS: Combine the black-eyed peas, corn, pimentos, celery and onion in a mixing bowl; set aside. In a separate bowl, whisk together the vinegar, sugar, Worcestershire sauce, garlic salt and pepper. Slowly whisk in the vegetable oil until the dressing emulsifies. Hot Apple Cider
INGREDIENTS: 6 cups apple cider 1/4 cup real maple syrup 2 cinnamon sticks 6 whole cloves 6 whole allspice berries 1 orange peel, cut into strips 1 lemon peel, cut into strips
Place the cinnamon sticks, cloves, allspice berries, orange peel and lemon peel in the center of a washed square of cheesecloth; fold up the sides of the cheesecloth to enclose the bundle, then tie it up with a length of kitchen string. Drop the spice bundle into the cider mixture. Place the saucepan over moderate heat for 5 to 10 minutes, or until the cider is very hot but not boiling. Remove the cider from the heat. Discard the spice bundle. Ladle the cider into big cups or mugs, adding a fresh cinnamon stick to each serving if desired.

GARDENING TIPS FOR JANUARY
• Birds: Provide food and fresh water. More birds die from lack of water than from lack of food. • Cacti: Semi-dormant now. Reduce watering. • Camellias: Plants may be moved. Pick up and discard fallen blooms. • Cultivation: Changes in design may now be made, new beds dug and old ones rebuilt. Correct defects in drainage. Incorporate gypsum into heavy soils: repeat in three weeks. Dig granite dust, rock phosphate and quantities of organic matter into soil. Allow time for settling before planting. • Fertilize: Daylilies, spuria, Louisiana and bearded irises with complete fertilizer. Give strawberries 1 teaspoon ammonium sulfate, keeping six inches away from plant. Fertilize pansies with manure tea or blood meal. Water in. • Fruits: Plant fruit trees. Mulch figs with grass or straw to prevent freeze damage to crown. • House Plants: Water, when surface soil is crumbly dry. Wash dust off leaves to open pores. Mist often. Inspect for diseases and insects. Reduce water for poinsettias. • Lawns: Remove thatch aerate, and feed with low nitrogen mixture. • Pests: For petal blight prevention, spray azaleas and camellias as flowers open. Spray for scale with dormant oil solution if temperature will be above 35˚ and below 85˚ for next 48 hours. Always read and heed manufacturer s directions before spraying. • Propagation: Ivy cuttings root easily this month and next. Root cuttings of shrubs in mixture of loam and coarse sand; keep damp and semi-shaded until rooted. • Prune: Fruit trees in advance of new growth. Prune to groom and shape. Do not remove too much. Remove dead wood from trees and shrubs before spring buds swell, but do not prune spring bloomers. Prune crape myrtles. Prune nandina and others of similar growth habit by cutting unwanted canes out at base of plant. • Roses: Annual pruning about the middle of February, just before the spring buds break. To prevent later appearance of disease in the old beds, keep garden clean of debris and weeds. Complete preparation of new beds for roses. • Transplanting: January is one of the best months to transplant
woody plants, both evergreen and deciduous, especially trees. Energy will be expended on roots instead of foliage. Learn ultimate size and cultural needs of tree or plant before buying. Consider dwarf varieties to avoid crowding later. Group plants of similar cultural needs. Do not work wet soil. Assure good drainage. Keep plants moist. • Vegetables: Prepare beds, preferably raised for drainage, with about 50% humus, including rotted manure. • Winter Protection: Expect freeze any time; plan for protection of tender plants. Water. Remove coverings, particularly plastic, when temperature rises. Protect low plants with dry leaves, pine needles or soil mulch, but remove when weather warms.

MORE THAN 165 PARTICIPATE IN 15TH ANNUAL PROMISE TO READ PROGRAM
Community members from Katy and the surrounding area recently stopped what they were doing to read to students in more than 345 classes as part of Katy ISD’s 15th annual Promise to Read program. Through Promise to Read, volunteers promised to spend 30 minutes reading to an elementary classroom during one week in November. This year, ten Katy ISD elementary campuses hosted the event with Partners in Education: Morton Ranch, Hutsell, Nottingham, Kilpatrick, King, Pattison, Mayde Creek, Griffin, Bear Creek and McRoberts Elementary. Host campuses rotate each year so that, over a threeyear period, every Katy ISD elementary has an opportunity to participate. “Promise to Read has become a volunteer event that many in our community really look forward to. New Latter-day Saint Congregation in Katy
Growth in the Katy area has led to the need for a new congregation in the Katy Stake of The Church of Jesus Christ of Latter-day Saints. A congregation, called a ward, is a geographic area with about 300600 church members. When an area sees growth, such that local wards are reaching the upper size limits, a new ward is formed. That is what happened this October in Katy, with the creation of the new Katy Mills Ward. Portions of the existing Katy 1st Ward, Katy 3rd and Katy 4th, make up the new ward. Katy Mills Ward now serves 350 church members south of I-10, between Woods Road on the west and Mason Road on the east, with the south boundary approximately at FM 1463. The Katy Mills Ward is one of eleven congregations that make up the Katy Stake. The Church presence in Katy began with one member in around 1950 and has steadily grown since then and now includes several thousand Latter-day Saints. The new Katy Mills Ward meets at the LDS meetinghouse at 1928 Drexel Road in Katy, sharing that building with two other wards. Their Sunday meetings start at 11:00 AM. Visitors are always welcome. Times and locations for all wards can be found at Mormon.org; click on “visit us,” enter an address and the appropriate location and meeting schedule will be supplied.
